President’s Message by Keith Kubik, NJTA President In light of the recent State of the State Address by Governor Christie and the State of the Union Address by President Obama, I thought a brief State of the NJTA seemed appropriate. Let me begin by saying that the State of the NJTA is good! (Pause for half of the room to applaud.) This year was an exciting one met by victories and chal­ lenges. In May the NJ Turfgrass Foundation reached a milestone of $1 Million raised in the support of Rutgers Turfgrass Research. This was particularly exciting given the state of the economy. It is tougher for our biggest supporters to donate at the levels they had in the past, but the need has become greater. The Rutgers Golf Clas­ sic Committee is working hard at planning this year's 16th Annual Event at Fiddlers Elbow CC as we start the climb towards the $2M milestone. This past July, the Rutgers Turfgrass Field Day events con­ tinued the tradition of being the strongest in the region. In addition to the "Golf & Fine Turf Day" and the "Lawn, Landscape & Sports Field Day", the turf farms hosted a visit by a group from TPI (Turfgrass Producers Internation­ al). The industry made a strong showing at each of the events proving how much value is placed on knowing the latest and greatest in turf research. In December, we hosted the Green EXPO in Atlantic City. Anyone who attends trade shows can tell you that most seem to be dying a slow death. The Expo Committee, chaired by Chris Carson, was charged with the task to stem that tide. Many changes were made leading into the 2010 event. We were hopeful that many of the changes would be a hit. We had no idea that they would all work out to be homeruns! The buzz on the trade show floor was palpable. The attendees were pleased and the ven­ dors were grateful. The quality of the education contin­ ues to be second to none. The Expo Committee is already working on some exciting things that we know will make the 2011 event even better than last year. I would like to thank Dr. Jim Mur­ phy of Rutgers University for his efforts in making sure that the science was heard during the drafting of the legislation. I also want to thank the New Jer­ sey Green Industry Council (NJGIC) for fighting for the rights of the industry. It was due to the efforts of many that turfgrass professionals ended up with a workable bill that was signed into law in early Janu­ ary. The NJTA celebrated our 40th anniversary in 2010. There was no parade or fireworks to commemorate the event, but I feel that the successes we experi­ enced throughout the year were better than any ro­ man candle or marching band. The NJTA Board and Committees have been hard at work in 2011 trying to make our mark on the next forty years. Because in our busy lives when hours and days pass quickly, and before we know it the week is over, and another one begins — we don’t always get the thank yous we should, we don’t always get the pat on the back, and we don’t always get that ‘Great Job!’ that makes it all worthwhile. So, I’m stopping right now and saying it again: You Are Important! And Thank You for all you do for the New Jersey Turfgrass Association. The end of 2010 is the end of the 40th anniversary celebration of the partnership between Rutgers Uni­ versity, Center for Turfgrass Science, and the New Jersey Turfgrass Association. We made it known that this milestone was being celebrated since the 2009 Expo. Our Key events in 2010 were milestones as well because we exceeded our expectations — we raised more money for turfgrass research and schol­ arships, we had more attendance at all our events, and our changes to make our events even better for you, our members and attendees, paid off. Yes — You are important to NJTA. We rely on your participation and involvement. We rely on your input and honesty. We rely on you. And we thank you. “Enthusiasm is the most important thing in life. “ Tennessee Williams Expo 2010 A Big Success! by Chris Carson The Expo Planning Committee worked hard over the course of 2010 to improve the Green Expo, and the results were positive: we received very high marks from attendees and vendors for the education program, trade show, and social activities. These successes did not occur by chance; they are the result of a lot of hard work over the 12 months leading to our show. The first step in this process was an honest, introspec­ tive look at the 2009 show. Coupled with input from interested attendees and vendors, it became clear that change was desirable. From this planning, we: • Retained popular sessions, including our core session anchors on Tuesday morning and Thurs­ day afternoon • Expanded, where possible, available pesti­ cide applicator credits • Moved the trade show to Tuesday/Wednes- day from Wednesday/Thursday • Moved the Grass Roots ‘Mix and Mingle’ party to Wednesday night • Physically moved the trade show to the up­ stairs Grand Ballrooms • Initiated the Thursday morning ‘Rutgers Seminars’ for both Golf and Lawn & Landscape • Eliminated the traditional Wednesday Gen­ eral Session and replaced it with three discipline-spe­ cific sessions • Moved the Wednesday sponsored luncheon (Thank you Storr Tractor!) to Tuesday, and reformat­ ted it into a new Awards Luncheon • Changed the Sports Fields session from Wednesday/Thursday to Tuesday/Wednesday • Began a post-conference email survey to vendors and attendees Each of these changes was made after a great deal of thought, and all of them were made with the simple aim of making our show better for our attendees and vendors. It is clear from the input we have since re­ ceived that we succeeded in this goal. In fact, NJTA has received a number of emails and letters that have told us that Expo 2010 was the best in recent memory. These comments are gratifying, par­ ticularly in light of a general decline nationwide in trade shows and education conferences. Our conference is based, first and foremost, on edu­ cation. Accordingly, planning has already begun for Expo 2011. Our committee of over 30 people - com­ prised of Rutgers and industry leaders - will have next year’s program fleshed out by mid February. A lot of Expo general planning takes place in parallel with this work, and over the summer the details are ironed out and the entire pro­ gram is put together. GREEN EXPO New Jersey T rf and Landscape Conference u Every year we have a few new people step forward, wishing to get involved with these committees. We welcome additional participation, and feel strongly that a lot can be accomplished when a group of com­ mitted, focused individuals share ideas. New Jersey Assemblyman John Burzichelli Addresses 2010 GREEN EXPO Attendees on the Fertilizer Pre-Emption Bill by Nancy Sadlon, New Jersey Green Indstry Council, Executive Director The New Jersey Green Industry Council (NJGIC) was honored to have New Jersey Assembly Deputy Speaker John Burzichelli, a friend of the green in­ dustry, as our keynote speaker during the 2010 Green Expo. In order to understand the significance of Assembly- man John Burzichelli’s address to the Green Expo attendees, you have to look back (2) two years and recognize that he (Burzichelli) was the first legislator to recognize that our industries needed science-based fertilizer legislation in New Jersey. He recognized it was critical to preempt the emotion based rhetoric that was driving the debate at that time. With the help of our NJGIC lobbyists, the NJGIC Nutrient Man­ agement Task Force leaders educated Assemblyman Burzichelli regarding industries’ concerns about the possible adoption of more than 567 different munici­ pal fertilizer laws and about standard science based industry fertilization practices. We also provided him with the facts surrounding inaccurate claims about the impact of fertilizer on water quality. The Assemblyman was convinced, by NJGIC’s lead­ ership, to sponsor an industry crafted fertilizer bill, A. 4193 (introduced in January of 2010). Assemblyman Burzichelli’s bill was introduced at a time when state officials began to really focus on fertilizers and their perceived contribution to water pollution. A. 4193 was introduced prior to the introductions of other bills regulating fertilizers (Assemblyman McKeon’s A. 2290 and Senator Smith’s S. 1411), which were tied to addressing issues pertaining to Barnegat Bay. With the help of Assemblyman John Burzichelli, NJGIC was able to be pro-active with our concerns and posi­ tive initiatives to establish a fertilizer preemption bill - that was based in science. NJGIC’s opinion and pro­ fessional expertise was sought after by Senator Smith and Assemblyman McKeon in their efforts to under­ stand the issue and craft a reasonable bill that was not onerous to industry professionals. It is important to note is that at this time (2008/2009), press articles ran regularly painting fertilizers as a primary pollutant to Barnegat Bay and other NJ wa­ terways, without justification or accurate calculation. Recognition that fertilizer runoff is estimated to con­ tribute less than 2% to overall potential stormwater pollution was acknowledged by legislators but not considered relative to the debate or to the press. Fer­ tilizers were viewed as a product that could be easily regulated by state government. Although NJGIC and its member companies (Lawn Doctor, TruGreen, Scotts, UI and Lebanon) were leading the way by reducing phosphorus through the signing of a memorandum of agreement with NJDEP, we were also active participants in the Healthy Lawns Healthy Environment working group, which began in June 2008. During the following year, a reported 70% reduction in phosphorus in products sold, in New Jersey, was achieved. Burzichelli praises NJGIC and Industry for Good Communications and Educational Outreach It was Assemblyman Burzichelli that helped NJGIC put forth a pro-active approach through Fertilizer leg­ islation. It was his bill that helped ensure that the discussion was based on real science and made sure that false claims being made by many and released via the press were not accepted as fact in the legisla­ tive process. Among the many messages Assemblyman Burzichelli provided in his address, to the audience, his strongest was to remind all of the importance of having a respect­ ed organization that can carry important information to legislators and help educate legislators about key issues of concern. He humbly noted that legislators cannot be knowledgeable on all of the issues that pass before them. Having a trusted resource that brings legislators needed information is absolutely necessary for continued success in the political process. continued on page 7 New Jersey Assemblyman John Burzichelli Addresses 2010 GREEN EXPO Attendees... ...continued from page 6 According to Burzichelli, “NJGIC Nutrient Man­ agement Task Force and SSA carried the ball to the goal line, doing all the right things in communicat­ ing issues to the fertilizer bill sponsors (Smith and McKeon), working hard on reasonable compromises, and being a trusted source of information for decision makers. ” Burzichelli predicted at the time of his presentation at EXPO (Dec. 9, 2010), that a sound fertilizer pre­ emption bill would likely pass by year end or early 2011. This prediction was dead on. Immediately fol­ lowing EXPO the NJ Assembly amended Fertilizer the Preemption bill (A. 2290) passed the full assembly (66-7-1), then the new Senate Fertilizer Pre-emption Bill (S. 2554) which included elements of S. 1411 language with added AAPCO language amendments and revised sell through dates for old inventory was passed by the full Senate (35-3). Lastly, the bill then went back to the Assembly to be amended to match the approved Senate Fertilizer Pre-emption Bill (S. 2554) which passed Assembly concurrence (67-7- 1). Finally on January 5th, New Jersey’s Fertilizer Pre-Emption Bill (A 2290) was signed by Governor Christie (P.L.2010, c.112) [Details on the Fertilizer Pre-Emption Law - see www.NJGIC.org] Take Home Message of Assemblyman Burzichelli Assemblyman Burzichelli and NJGIC President John Buechner answered the audience’s questions during the presentation. A few audience members were up­ set with the pending legislation and the idea that it would require another professional certification. Ad­ ditional concerns were noted, with the top concern be­ ing - that the certification would not be administered by NJDEP, similar to the NJ Pesticide Certification program. Both Burzichelli and Buechner noted that the legislative process can be a long one. They also in­ formed participants, that there are compromises along the way, as well as limitations; such as added costs to state government which does impact what can be included in a bill which is signed into law. NJGIC, with the help of Assemblyman Burzichelli, Senator Sweeny, and our lobbyists (SSA), working cooperatively with Senator Smith and Assemblyman McKeon and other key legislators, were able to get 95% of what we sought to achieve in the creation of a science based, reasonable fertilizer pre-emption bill. The resultant bill is not perfect, but it is close and it is celebrated for all the good elements included. Al­ ternate legislation could have had a severely negative impact on industry professionals. During the time that Assemblyman Burzichelli spent with participants, he noted, "With over 10,000 bills introduced each year in the Assembly and Senate and only a fraction that are passed, there is no more im­ portant investment that I can recommend to any group, that wants to be part of the legislative process, than to be sure that you as an industry have a unified voice in Trenton. The difference between success and failure in gaining reasonable legislation lies with communica­ tion and education to legislators. This is most effec­ tively achieved via established relationships, trusted information sources and experienced lobbying. In­ vestment in this will be a good investment in protecting your industry from onerous laws and regulations.” We cannot achieve success without time and money. This initiative to secure a reasonable fertilizer bill, involved many hours of NJGIC Executive Staff time, over the past two years, and has required extensive ef­ forts by SSA, our lobbyists. This initiative has includ­ ed the extensive volunteer work efforts of the NJGIC Nutrient Task Force which has been co-chaired by John Buechner/Lawn Doctor and Brian Feldman/TruGreen. These Chairman and the NJGIC Nutrient Management Task Force members have dedicated countless hours and provided much of the needed financial resources into this. The NJGIC Nutrient Management fundrais­ ing budget is $50,000 and we have raised about $18, 000 to date. At this year’s Green Expo, NJTA past president Steve Chirip was inducted into that select group of people who have had significant, career-long impact on our profes­ sion and our association. Steve was a logical choice for this award. The first three-term president in our history, he has contrib­ uted in many other ways as well. He was a former chairman of the Rutgers Field Days and co-chairman of the Rutgers Golf Classic from its inception and for a total of 10 years. His quiet leadership as presi­ dent, and his tireless work in the many committees and events he was involved in, are sterling examples of an individual who gives back much more than his share to the turfgrass profession. Chirip has been recognized earlier as the first-ever NJTA Member of the Year, and received similar rec­ ognition by the Golf Course Superintendents Asso­ ciation of New Jersey with its Member of the Year award as well. He’s worked in the business on the sales side for over 30 years, first with Lebanon Chem­ ical Company, then UHS, Vigoro, Egypt Farms, and currently with Grass Roots Inc. Along the way, he’s never said ‘no’ to requests for help, and his contribu­ tions have been significant and long-lasting. by Chris Carson When asked how he felt about receiving this award, Steve was -as always- humble: “It was unexpected, and my first thoughts were ‘was I worthy?’. But it is a wonderful thing to be recognized for such an honor by my peers!” Steve shared his moment of recognition with his wife, long-time Expo volunteer JoAnn, in a heartfelt speech at the awards luncheon on Tuesday of Expo. It was a very satisfying moment for all of us who know Steve, and who appreciate the work he’s done and continues to do. Well done, Steve, and well deserved!
