Volume 41, No 3 September 2007 CAGCS LOOSES TWO LONGTIME MEMBERS BOB TOSH Robert Sawers Tosh, Sr. (Bob), 72 , of Sunapee, New Hampshire, passed away on Friday, June 29, 2007 in his home, surrounded by his family, following a courageous battle with cancer. He was born on August 17, 1934 in Evanston, Illinois, to the late David Alexander Smith Tosh, Sr. & Catherine Swan Sawers Tosh. He attended Lone Oak High School in Paducah, Kentucky. Robert received his formal education at the Stockbridge School of Agriculture at the University of Massachusetts, Amherst, Massachusetts. Robert enlisted in the U.S. Navy in December 1951. He received the National Defense Service Medal – Navy Occupation (European Clasp). He was honorably discharged in 1955 in Brooklyn, New York. While serving in the Navy, he met his wife Helen through her brother, Woody Christopher - a fellow “Seabee”. They were married in Brooklyn on June 15, 1957. utation as a leader in turf management became evident by maintaining excellent playing conditions at Rockrimmon year after year. Robert was a member of the Golf Course Superintendents Association of America since 1960. As a member of the Connecticut Association of Golf Course Superintendents, he was awarded Superintendent of the Year in 1988. Robert was also a member of the Metropolitan (New York) Golf Course Superintendents Association and the Golf Course Superintendents Association of New Jersey and served as Chairman and President of various golf associations over the years. He cherished his profession and the people he worked with during his career. Robert began his career in 1956 working for his father, the golf pro at Litchfield Country Club, Litchfield, Connecticut. In 1957, he became the Assistant Superintendent at Wallingford Country Club, Wallingford, Connecticut, moving to Superintendent in 1958. Robert held that position for eleven years before moving on to become the Superintendent at Rockrimmon Country Club, Stamford, Connecticut, where he held that position for over 20 years. Continued on page 3... Robert was a golf course superintendent most recently at Bayberry Hills Golf Course in West Yarmouth, Massachusetts and throughout his career at John C. Cain Golf Club, Newport, New Hampshire, SuperClubs Golf Club, Runaway Bay, Jamaica West Indies, Hollywood Golf Club, Deal New Jersey and Manchester Country Club, Bedford, New Hampshire. While at SuperClubs, he hosted the World Cup Western Hemisphere Open in 1995. At the Hollywood Golf Course, he hosted the MET Open in 1991 and the course was rated one of the top ten in New Jersey during his tenure. JESSE J. ANDERSON JR. Jesse J. Anderson, Jr., 67, beloved husband of Peggy (Gaioni) Anderson died Thursday, (August 9, 2007) at Hartford Hospital. He was born September 17, 1939 in Hartford, son of the late Jesse J. Anderson, Sr. and Ann (Mac Pherson) Anderson and had lived in Avon for most of his life and was a graduate of Canton High School, class of 1957. Mr. Anderson owned Anderson Turf Irrigation, Inc. in Plainville for many years. He was a member of the Avon Congregational Church, past president and current co-president of the Connecticut Irrigation Contractors Assoc., the Irrigation Assoc., and a lifetime member of the Connecticut Association of Golf Course Superintendents. Besides his wife he is survived by two sons and daughters-in-law, Jesse J. September 2007 ANOTHER YEAR OF SUCCESS 76TH URI FIELD DAY On a near perfect day (cloudy and cool) for getting away from your daily turf management responsibilities, the URI field day hosted more than 200 turf managers and exhibitors from around New England. Associate Dean Rick Rhodes kicked things off at the 76th Field Day by thanking & congratulating all attendees for pursuing more knowledge in a competitive industry and supporting the universities efforts. New valuable Deer-tick /Lyme Disease avoidance methods were shared by researchers of the Center of Vector-Borne Disease at URI. Turf plot tours were given by the URI Turf Team that included product testing, turfgrass variety evaluation, insect, disease, weed, and nutritional management techniques were all discussed. Department head Dr. Steve Alm shared insect status and new control product evaluations with attendees. Newly hired Facility Manager Brian Boesch shared future research plans for the C.R. Skogley Research Center. One of the newer ideas will be evaluating velvet bentgrasses for use on sports fields. New fungicides were discussed by Pathologist Dr. Nathaniel Mitkowski, who summarized efforts to study enhanced disease controls that also Connecticut Clippings Page 9 protect the environment and people on the golf course. Though somewhat frustrated by the fact that it was a tough year to inoculate or grow pathogens on grasses with non-favorable disease development conditions that have occurred over this summer. Valuable research activity continues to be the focus of the countries oldest turf research facility in Kingston, RI. Jim Medeiros of Thorney Lea Country Club in Brockton, MA commented that, “in all the years spent coming to field-days, I have never gotten such great information before.” Many new techniques and products tested were capable of taking different unwanted grasses out lawns without hurting desirable species. September 2007 GCSAA NEWS Since the most recent strategic update, 11 GCSAA committees have met, and the board and senior leadership team participated in a two-day meeting reviewing the association’s strategic indicators and developing targets for 2008. The board discussed and approved the 2008 indicators at the Summer Board Meeting in Round Rock, Texas, in early August. The indicators provide the goals and guidance for developing the business plan and budget for the next calendar year. One of the board’s goals this year is to improve our communication about why we make the decisions we do. President’s Award for Environmental Stewardship Jeff Carlson, CGCS, will receive the 2008 President’s Award for Environmental Stewardship at the GCSAA Education Conference and Golf Industry Show in Orlando next February. Throughout a golf course management career spanning nearly four decades, Carlson has demonstrated consistent leadership in applying and creating greater awareness of environmental principles and practices. Carlson’s career has included 30 years at Cape Cod at Brewster Golf Course (now known as Ocean Edge), working with golf course architect Mike Hurdzan to build Widow’s Walk in Scituate, Mass., and at Vineyard Golf Club near Edgartown, Mass., on Martha’s Vineyard. A news release is being developed with more details for distribution to chapter editors and other media. Page 10 2. Membership Dues Proposal As mentioned in an earlier update, the board established a policy to review membership dues pricing every two years. A majority of chapter delegates had supported an indexed dues pricing strategy on a two-year cycle as a means to ensure that future dues increases would be smaller than the typical 20% increases of the past, and therefore have less negative impact on membership retention and growth. The board committed to the self-discipline of looking at dues so frequently in part because the 2003 implementation of membership standards significantly heightens the personal negative impact of allowing membership to lapse. It is in everyone’s best interest – GCSAA, the chapter, the individual member, the golf facility and the golf industry – to keep membership benefits flowing without interruption. That is easier to accomplish when dues are a predictably priced item, with increases compatible with the rate of inflation members see in their other purchases. These facts are just as true for members who are among the 3 percent who pay their dues out of their own pocket as those among the 97 percent whose employers pay their dues. At the Summer Board Meeting, the board voted to recommend that the membership approve dues increases of $20 for Classes A and SM and $10 for Class C (both based on the two-year CPI of 6%, rounded to the nearest $5) at the 2008 annual meeting. (In comparison, GCSAA’s most recent dues increases for Class A were $50 in 2003, $40 in 1998 and $35 in 1991.) September 2007 Connecticut Clippings Page 11 Key factors in the board’s support for the proposed dues increase are: *** Costs of doing business have gone up. Using the Bureau of Labor Statistics inflation calculator (http://data.bls.gov/cgi-bin/cpicalc.pl), we find that it takes $339.62 today to equal the buying power of $300 in 2003, when the membership adopted the current dues level. *** The use of the strategic indicators in governance forces strict scrutiny of programs, services and expenses in allocating scarce resources, which has resulted in some programs being discontinued or recast. *** Association reserves exceeding the reserve target were used to launch the field staffing and brand marketing initiatives. The reserve target is intact, but funding for all 2008 programs and services must come from operations. *** Industry support in the form of exhibit space sales, sponsorships, advertising, etc., has rebounded and is consistently reaching goals. *** Comprehensive member retention efforts have cut attrition by about 40%, yielding significantly higher renewal rates. The board does not want to jeopardize this trend with a future 15% or 20% dues increase. *** Discussion of a proposed dues increase *** Review of the committee selection process and plans for term limits *** President Ricky Heine on the strategic indicators and the state of the association *** Delegates executive session with the board *** Candidates’ presentations & breakouts *** Review of information that GCSAA needs from members, & why it’s needed *** Update on state economic impact studies *** Open discussion on topics raised by the delegates All members who wish to view or use any of the forums will be required to agree to abide by the policy in conjunction with the launch of the redesigned website, and semiannually thereafter. Chapter Relations and Delegates Meeting Enforcement of the policy, including the prohibition on “hijackings” and inappropriate or offensive postings, is being stepped up. Consequences for violating the policy range up to the loss of forum access for one year or more. In some cases, the member may be subject to additional discipline under the GCSAA Code of Ethics. 7. Other Board Actions During the Summer Board Meeting, the board approved a change to the Chapter Affiliation Agreement to clarify the role of the chapter delegate. The change, which chapters will have the opportunity to ratify, encourages chapters to send their voting delegate in order to meet with the candidates. It also highlights the importance of the delegate’s role as the key communication link between GCSAA and the chapter. The Summer Board Meeting also included participation from representatives of five Texas chapters. In conjunction with the Chapte Relations Committee’s work, the chapter representatives discussed their thoughts regarding six key questions: 1. Should all chapters and GCSAA share the same mission, vision and goals? 6. Would your chapter be willing to enhance the partnership with GCSAA to more effectively serve members? Discussion of these six questions will be part of the agenda for the Oct. 12 – 14 Chapter Delegates Meeting. The agenda also includes: *** New delegates orientation *** CEO Steve Mona on “What GCSAA Is Doing for You” *** Update of the GCSAA branding campaign 4. Web Forum Policy and Enforcement The board adopted a more strict Web forum policy designed to improve the professionalism and usefulness of the forums as tools for members to exchange information. Specifically, the policy clarifies that “hijacking” a thread to an unrelated topic will not be permitted. 5. Governance Policies Since we established the policy requiring a review of dues pricing every two years, the board has found additional areas where they want to impose greater self-discipline. At the Summer Board Meeting, the board made headway on policies governing: *** Committee term limits. We are drafting a policy that would require committee members to take at least one year off after serving five consecutive years. The policy would still provide for continuity on committees. However, it also would push chapter leaders and current committee members to actively identify and encourage future leaders to volunteer for national committee service. The recent member needs assessment vividly documented what most of us already believed: that committee service dramatically increases a member’s attachment to the organization. With this fact in mind, the board believes that it is in the best interest of GCSAA and chapters to increase the number of members who serve on GCSAA committees. We have learned through trial and error that simply carving committee work up into smaller pieces to involve more people dilutes the experience too much to forge the level of attachment we desire. Therefore, we intend to establish a discipline that forces us to reach beyond “the usual suspects” and our own friends and acquaintances in appointing committees. *** Selection of board meeting locations. We are developing criteria for selecting sites to achieve our goals for chapter engagement and building golf industry relationships, including allied organizations, industry partners and university programs. 6. Regularly Scheduled Audits Board reviewed the results of the 2007 HR audit, conducted by Tandehill Human Capital Consulting, during executive session. The audit gave the organization a clean bill of health for its strong HR programs. Suggestions for improvement are being processed and implemented as appropriate. GCSAA also conducts periodic audits of overall organizational effectiveness, with the next one scheduled in 2009. During the Summer Board Meeting, the board also: *** Approved revisions to the Class A Code of Standards based on experience administering the code during the completion of the initial three-year Class A renewal cycle. Review the updated code at www.gcsaa.org/ about/governance/classacode.asp. *** Approved officer and travel reports and the Spring Board Meeting minutes. 8. Board Travel and Representation GCSAA board members and CEO Steve Mona have represented the association at the U.S. Open Championship, the PGA Championship, the John Deere Classic and the American Society of Golf Course Architects annual meeting, as well as the Illinois Golf Summit and chapter events in Texas, New Hampshire, California and Oregon. At the Open, board members and Mona met with officers of the American Society of Golf Course Architects, the Golf Course Builders Association and the Greater Pittsburgh GCSA, and had informal conversations with numerous USGA and PGA of America leaders, state golf association executives, golf industry media representatives and industry partners. As the guest of the New Zealand GCSA, President Heine gave three presentations at the New Zealand Sports Turf Conference and Show in Wellington in mid-July.
