(Note: This negative was included in the collection in lieu of the original letter.) Charles writes primarily about the political implications of conscription. He fears that most Copperheads will avoid conscription and take control of local politics. Depending on the actions of Washington, Charles notes that he can recruit a number of women to enforce the regulation of conscription and voluntary enrollment in their locales.
