			           I am requested
by Capt Mark D. Flower, to write you and
explain his reasons for not writing I am sorry
to say that he has been laboring under indis-
position for sometime past. so much so that he
has not been able to attend to the duties of his
office he often being oliged toKeep his [illegible in original]
altogether. he therefore [illegible in original] me to say that he
trusts you well exccuse his seeming neglect
in not replyling to your commmuications
I am happy to say however that he is fast
recovering and I have no doubt you will receive
a letter from him in the course of a few days.
