Havens for recognition as lst lieu- tenant, 7th Michigan Cavalry Volunteers, under the provisions of the act of June 3,1884, amd the acts amendatory thereof, I am directed by the Secretary of War to invite attention to the letter from this office dated May 18,1895, in which you were advised that Edwin R.
