War Department Adjutant Generals Office Washington July 22nd, 1865 Major General George H Thomas Commanding Milty Div of the Tennessee Nashville, Tennessee Sir:- A letter of the 28” ult from J.G. Parkhurst Bvt Brig General and Provost Marshal General military division of the Tennessee and addressed to the President of the United States has been referred to this Office, The letter renews an application previously made by the same offices in a letter of the 9th ult addressed to the Secretary of War and purporting to have been forwarded through Head Quarters Department of the Cumberland, for which is stated to have been enclosed (over) to war J.R. Hood for presentation. The application it appears from a copy of the letter and endorsement enclosed, was for authority to employ six citizen clerks at the Head Quarters of the Provost Marshall General Department of the Cumberland. As there is no appropriation from which to pay these clerks the appli= =cation cannot be granted. You are respectfully requested to call the attention of this officer to his violation of paragraph 451 of the Army Regulations I am very Respectfully your Obedient Servant (signed) E. D.
