INTRODUCTIQI Purpose of the Study This project undertakes to study the evolution of Warrendale, a treatment center for emotionally disturbed pro-adolescent and adolescent girls, from its inception in 1916 to the present. It is an historical account of an agency with special emphasis on the forces which brought about and influenced changes in the function of the agency. This pro- Ject does not presume to evaluate the treatment program of Uarrendale along the historical dimension, but rather attempts to isolate some of the forces which were Operative in bringing changes in the agency. 'ihe idea for a study of this nature came as a result of the writer's interest and experience as a staff member for a period of three years. Methodology A difficult task in making this stuw was to see events in their proper perspective. The records available pointed out some of the events as they occurred. However, there were gaps and these were covered by interviewing persons who had in some capacity been associated with the agency-«as board members, staff, etc., and persons who had first hand knowledge of its history and development. Thus the personal inter- views served to fill in gaps where records were not available as well as to provide the background material surrounding the events. Interviews ‘lhe persons interviewed for the purpose of this study were selected because of their knowledge of specific areas of the history of Warren- file. his list of persons was compiled from the records of the board of Harrendale; other persons were suggested by the persons on the original list. The number of interviews which could be made were limited by the time available to do this study. Each of'the persons interviewed.were infornd of the purpose of the study. The interviews were conducted in the homes or offices of those interviewed. A group interview consist- ing of three persons was approximately two and one half hours. Ho schedules were used. Questions were designed to elicit specific in- forntion. Sometimes records were used during the interview to stim- ulate the memory of the interviewee about certain events. The group interview was felt by the writer to have been particularly successful as each person's cements and recollections served to stimulate others in the group to remember events, and they made additional contributions of detailed information which was most helpful. The utmost co-operation was received from each of the interviewees. .A limitation the writer faced was that some of the persons who were on the list were not avail- able. There were several reasons; residence in another community, death and sickness. In no instance was there a refusal to be interviewed. Observations Helpful information came out of unstructured, casual conversations. Much of the current thinking of professional people in the field was obtained through attendance at meetings of the Welfare Council, Social Planning Council and other such groups. Mung-:11 Material The records containing minutes of board meetings, letters and other docmnts of Harrendale were made available and are significant sources of chta for this stucb'. These records were read and the pertin- ent uterial extracted. Since the records of part of the early years were not complete, it was necessary to devote more time than antici- pated to sorting out unclassified mterial in order to get a clear picture of the early years of the function and operation of Warrendale. The records of minutes of the board for the years 1930 through 1950 were not available. The later records were more complete. Since events do not occur in a vacuum, to show the process, the exterml forces exerting influence upon and shaping the process must be understood. In order to obtain this insight, it was necessary to read much literature which pertained to the care of children, services for children, and (hnadian history. Limitations There were several limitations which had to be faced in producing this study. his study is one of an agency located in Ontario, Camda. Thus all data were collected and the project organised and completed after the mm- left the locale or the agency. It was found that events happened in such a manner that only the surface features could be observed. Fairly valid assumptions could usully be sude concerning the leing factors involved. mum. of Clapton (Raptor 11 of this study is an exploration of the literature which presented the broad background and overview leading up to the situation h in Canada in 1916. This chapter also includes how'Warrendale Treatment Center fitted into the setting. Chapter III deals with how and what changes occurred in the agency. Chapter IV is an analysis of the dif— ferent changes that occurred in the agency's history. Chapter V'is concerned with the outlook for the future of Warrendale. II. REVIEW OF THE llIERATLRE A broad look at the general situation in Canada leading up to 1916 reveals that a combination of forces characterized this period. There us a stream of immigration hitherto unknown. Mclnnis states that from 1897 to 1912 the total immigration was over 2,250,000 with 961,000 caning from the United Kingdom, 78h,000 from the United States and $911,000 from other countries. Thirty-eight percent of this increase located in Ontario and Quebec. In 1901 Toronto had more than 100,000 inhabitants) by 1931 the Toronto population had tripled in size to 4530,0001. Simultaneously, other changes were taking place. The area of and: served by Uarrendale was changing from a rural to a predominantly urban mtion. According to Lerner, almost as marked as the trends in - population growth was the trend towards urbanintion. Especially af- fected were the larger centers, notably Toronto. Its importance was erphasiud through its commercial, financial and industrial services to other growing sections of which it was a focal point.‘ Mmination of the literature indicates that the papulation growth, industrialization and urbaniation created disorganiation. This was an era of general preoperity. However, as Lerner points out, the Beorge H. S 6 rapidly growing industrialization, particularly in Ontario and Quebec, brought increased economic insecurity and disorganization. The growth of population acted as a damper on the trend towards higher costs and there was a prevailing excess of labor force, unemployment and poor housing conditions.3 In relation to this Burt stated that the population growth and shifts resulted in change in.personal and community life. Stresses and strains developed as families tried to adjust to a new way of life. BE IT EIACI'ED by the directors of the Corporation as a By-law thereof as follows: 1. The name of this Corporation shall be St. Faith's Lodge. 2. The place from which the undertaking of the Corporation is to be carried on is at the City of Toronto in the County of York. 3. The seal, an impression whereof is stamped on the margin ‘ hereof, shall be the seal of the Corporation. , h. The Board may exercise all such powers of the Corporation as are not by the Companies Act or the by~1aws of the Corporation required to be exercised by the Corporation in general meeting, subject nevertheless to the by-laws, to the provisions of that Act and to such regulations not inconsistent with such regulations or provisions as may be prescribed by the said Corporation in general meeting. 7. The Board of Panagement shall consist of not less than five ”Taber's 8. She shall sign all instruments which require her sige nature and shall perform ell duties incident to her office and shell have such other powers and duties as may from time to time be assigned to her by the Board. 16. The Vice-President or, if more than one, the Vice-Presidents, in order of seniority shall be vested with all powers and duties of the President in the absence of, disability or refusal to act of the President. The Vice-President, or, if more than one, the Vice- Presidents shall also have such other powers and duties as may from time to time be assigned to her or them by the Board. 17. The Secretary shall issue or cause to be issued Notices for ell meetings of the Boerd of Management, members and committees when directed so to do; have charge of the Minute Books of the Corporation; sign with , the President or other signing officer or officers of the Corporation such instrwnents as require her signature and shall perform such other duties as the Board of Hanagement may from time to time preperly require of her. The Secretary shall keep e book wherein shall be kept recorded:- 16 (a) .A copy of the Letters Patent incorporating the Corporation, the preliminary memorandum of agreement and all by-laus of the Corporation. (b) The names alphabetically arranged of all members with their addresses so far as they can be ascertained. 18. The TreaSurer shall have the care and custody of all the funds and securities of the Corporation and deposit the same in the name of the Corporation in such bank or banks as the Board may direct. Unless otherwise provided by a resolution of the Board she shall sign all cheques, drafts, notes and orders for the payment of money and shall pay out and dispose of the same under the direction of the Board. She shall at all reasonable times exhibit her books and accounts to any somber of the Committee of Management. She shall sign or countersign such instruments as require her signature and shall perforn.all duties usually incident to her office or that areproperly required of her by the Board. 19. A general meeting of the members may be called at any time by the Board of management. 20. The annual meeting of the Corporation shall be held at such time and.place and shall be called in such manner as the Board any direct within the three months following the close of the fiscal year of the Corporation. The fiscal year or the Corporation shall close on the Blot day of December in each year. 21. At least ten days' notice of any general meeting specitying the place, the day and the hour of meeting and in case of special bus- iness, the general nature of such business, shall be given to the members in such manner as may be prescribed hy the Board but the non receipt of such notice hy any.member shall not invalidate the pro~ ceedings at any general meeting. 22. Each member present at a general or annual meeting of the Cor— poration shall have one vote, but no member shall have the right to vote by proxy. ‘ 23. The presence, in person, of at least five members shall be neces- sary to constitute a quorum.at any general meeting of the Cor- poration, held after the first general meeting, at which three members shall constitute a quorum. 2h. General By-law No. 1 be and the same is hereby ammended and varied as follows: (a) 4An executive committee of the Board of Directors is hereby established.which shall consist of the following officers: - The President, two Vice-Presidents, the Secretary, the Treasurer and the Assistant Treasurer of St. Faith's Lodge: (b) No person shall be eligible to be elected.as an officer of St. Faith's Lodge for more than six consecutive years nor within eighteen months of having been an officer of the Lodge: (c) The Board shall annually appoint a committee to consider and suggest to the next annual meeting of the members names of per- sons, being members of the Board, to be elected as officers by the Board for the following year: ' (d) Notice of every meeting of the Board shall be given to each director not less than ten days before the day when the meet- ing is to be held by mailing such notice by prepaid ordinary mail addressed to each Director at her last address known to the Secretary: (e) The Board in addition to other officers may appoint e Super- intendent who although not a member of the Board may attend all Board meetings and who shall carry out such general or particular duties as the Board may request from time to time. If the child appears to be elegible from.preliminary talks, the referring agency must submit complete intake material. This in- cludes: a. ‘A psychiatric report recommending group care. b. A complete medical report. c. {A social history following the outline of the Toronto welfare COUIIC£10 Referral is evaluated at our intake conference with the placement agency's worker and the professional staff of St. Faith's. If the applicant is accepted the intake conference decides on the initial plans for treatment, and the eventual placement plan for the girl. The division of responsibility between the referral agency and the institution is decided upon. If the treatment plan calls for the girl to return to her own home and casework in the home is indicated, the referral agency must assume this responsibility. Referral worker must agree to keep in close contact with the girl during her initial period in the Lodge. Appointment for the probationary review con- ference will be set for approximately three weeks following the date of admission. When application is accepted the referring agency worker must sign St. Fiith's admission form agreeing to assume financial responsi- bility for the child, responsibility for eventual placement of the child.when she is ready to leave the Lodge, and responsibility to provide the name and address of a place where the girl can be taken in case of an emergency removal from.the Lodge. If possible in the preparation of the girl for admdttance, arrange- ‘ ments should be made for her to spend a day, or a week-end at the Lodge. In addition the referral agency worker must bring the girl to the Lodge for an interview'with the Director. .At this time she will be informed of the rules of the aLodge, the program.and.ac- tivities and her responsibilities and privileges. The girl is not admitted unless she voluntarily agrees to enter. Each girl is admitted for a probationary period to determdne whether or not she will be able to benefit from the services of the Lodge. A review conference of the placement may be called at any time dur~ ing the probationary period. If it is found that a girl cannot benefit from the Lodge and other placement is indicated, the refer- ring agency is responsible for removing the girl as soon as possible. FOLLOW-UP ASSESSMENT FORM WARRENDALE ADJUSTMENT SCALE The following scale has been established to make easier and more ac- curate an assessment of the adjustment of girls who have had treatment at Harrendale and who are now living in the community. Five areas of their life are evaluated on the basis of six "Yes” or “no" responses typical of good adjustment in the community. The questions have the following characteristics and meet the follow-' ing conditions - 1) Each question is specific and covers a unique aspect of the area under question. 2) Each question has a direct and obvious bearing on adjustment as related to the mental health of the individual. 3) the questions in any one area are roughly of equal value in terms of their impact on mental health.
