I N T R O D U C T I O N his thesis was written as a partial fulfillment of the reduirements of a Bachelor of Science Degree in Civil En- ‘ineering. The author being interested in highway engineering and motor vehicle and raffic regulation chose this subject. To obtain the necessarv data for the subject it was necessary to request the Highway Department of each state to submit a similar discussion of the subject. A letter stating the reason for the request and the information desired was presented to each State Highwav Department of the United States. All the Departments replied promptly. This data was digested and arsembled in the most brief and concise manner possible to give the desired informa- tion. This thesis was written with the viewooint of using it as a reference and therefore care was taken to get the most recent and correct informrtion possible. PARTII A L A B A M A SPEED LIMITS Reasonable and proper, having regard to width, traffic and use of the highway. I Speeds in excess of the following shall be prima facie unlawful: 15 m. p. h. when approaching grade crossings, passing schools, approaching highway intersections, going around curves or traversing grades when view is obstructed; and in business districts where traffic is not controlled by traffic officers or signals. 20 m. p. h. in business districts where traffic is controlled and in residence districts. 45 m. p. h. under all other conditions. All vehicles must come to full stop before designated railway crossings. LOADING LIMITS 22,000 lbs. gross, plus one trailer only. Local authorities may restrict weight, for not to ex— ceed 90 days, when condition of highways demand. Vehicle Commissioner may issue written permits for Operation of restricted vehicles. Combination passenger and property carriers pay either the passenger or tonnage rate whichever is high. the passenger or tonnage rate, whichever is higher. Dealers must pay $1.00 each for dealers tags. In addit- ion, special license tax ranging from $25.00 to $125.00, according to the size of the county in which business is loc— ated. MOTOR FUEL TAXES. Amount per gallon — 4¢. Disposition. 2¢ to State High- way Fund; 2¢ equally to counties only for maintenance of public highways and bridges. Disposition of Annual Registration and License Fees. After expense of collection is deducted, money to be used exclusively for building and maintaining public roads and bridges, divided as follows: 80% to state; 20% to incorporated city or town where owner of motor vehicle resides - or to county if owner resides outside of incorporated city or town. This difference in regulation comes perhaps es a result of the toyogrefhy of the different sections of the country end also the densitv of the nonuletien in the different parts. It is the opinion of the author that there should be a universal speed regulation in eech state, with special regulations in cities, Euri— cipalit es, densely pooulsted districts, and any area of special nature. These special reJUlations should be plainly visible, to the motorist, ty we? of signs slop: the hivhwey. A studv of the 1oad limits on the various types of road re— veals nucerous corolicated classifications. This varietion is per— hsjs due to the difference in design of ”he different types of high— ways, climatic conditions, tepography, tynes of roadbed, and so forth, in different sections. It would seem that a wide varietion of such limits is necessary and practical to meet every tyne and road condition. The matter of registration of motor vehicles by weight tax if purely a wetter of legislation which is up to each individual state, regardler‘r-1 of the influence of any natural phenonena such as climite, type of road, toyograjhy, eni so forth. It should be han— dled as desired by each individuel state. The retter of motor fuel tax is also a matter of legislation, and should he handled in the same manner as registrativn by weight tax. The sign mrrkings of roads are well standardised and ell U.S. Hishwavs are marked with the U.S. Standard Code of signs and markers. 206. The matter of Working Stite Highways seems to be well standardised also. Caution and warning signs must conform to the U.9. Standard Code and the numher markers and direction siens ere a matter of choice of each individuel state. This makes a uniform system easily understood hy motorists.
