From 1907 to 1917 only three states passed laws but during the next eight years twenty states had established registration procedures. Now all states have laws. To get a measure on uniformity among all states, engi- neering practioners have developed a "MOdel Law" which has been used as a guide for more than thirty years. The most re- cent edition, in 1946, has the approval of thirteen national engineering societies. Most states? laws are based on the "Model Law." A typical example is law in South Carolina. THE NATIONAL BUREAU OF ENGINEERING REGISTRATION The National Bureau of Engineering Registration is oper- ated as a function of the National Council of State Boards of Engineering Examiners, of which every State Board is a member, with an Advisory Board of representatives from na- ~tional engineering societies. It was established primarily to minimize the effort and expense of engineers practicing in more than one state in securing interstate registration. The Bureau also constitutes as a clearing house for state regis- tration authorities, employers, societies, and others, acting as a reliable source of verified information.regarding the pro- fessional records of engineers. Although most states have reciprocity provisions, it is, l never the less, desirable for the engineer who wishes regis- tration in states other than his own to have a Certificate of Qualification from the National Bureau. The reason for this is that for ordinary state registration an engineer may have possessed qualifications that met the minimum requirements for registration uder th "Grandfather" clause of the state law and therefore *as given state registration; whereas, na- tional certification by the Registration Bureau requires an independent verfication of an engineer's entire record, eval- uation and certification as to meeting the minimum require- ments of the approved "Model Law" and a review (examination if required) and specific endorsement by his own State Board recommending him for registration in other states. Under the Constitution of the United States there can probably be no national registration in any profession, the right to legally authorize citizens to practice a given pro- fession being vested in the several states. Certification by the Bureau, therefore, is not a prerequisite, nor is it bind- ing upon the State Boards of Registration, nor will the Bur- eau assume any responsibility to the applicant in securing his legal registration authorizing the practice of engineering. The By-Laws of the National Council and the registration laws or regulations of most states specifically provide, how- ever, for acceptance of certificates issued by the Bureau, and all but three of the Member Boards of the National Council have definitely indicated that they will accept certification by the Bureau, with endorsement by a State Board, as compe- tent evidence of qualification for registration. The Bureau will investigate, verify and evaluate the professional record of any registered engineer. For such verification the applicant must submit to the Bureau on its prescribed form his complete record. Before proceeding with the verification and certification of the professional record of an applicant, his application will be submitted by the Bureau to the State Board with which he is registering for endorsement. The Bureau will then certify the verified professional record of an applicant who meets the "General Requirements for Registration" as Specified in "A Model Law for Registra- tion of Professional Engineers and Land Surveyors." These minimum requirements are: (a) Graduation plus experience - Graduation from an. approved engineering curriculum of four years or more in a schoold or college approved by the Council as of satisfac- tory standing; and a specific record of an additional four years or more of experience in engineering work of a char- acter satisfactory to the Board (and Bureau) and indicating that the applicant is competent to practice professional engi- neering (in counting years of experience the Bureau may give credit, not in excess of one year, for satisfactory graduate study in engineering); or (b) Examination plus experience - Successfully passing a written, or written and oral examination des'gned to show knowledge and skill approxisating that attained throught grad- uation from an approved four year engineering curriculum; and a specific record of eight years or more of experience in 03 engineering work of a character satisfactory to the Board (and Bureau) and indicating that the applicant is competent to practice professional engineering; or (0) Long Established Practice - A Specific record of twelve years or more of lawful practice in professional en- gineering work of a character satisfactory to the Board (and Bureau) and indication that the applicant is qualified to design or to supervise construction of engineering work and provided applicant is not less than thirty—five years of age. The practice of professional engineering includes any‘ professional service such as consultation, investigation, evaluation, planning, design, responsible supervision of con- struction or operation in connection with any public or pria vate utilities, structures, buildings, machines, equipment processes, WOTiS or projects, where in the public welfare, or safeguarding of life, health, or prOperty is concerned or involved, when such professional service reguires the appli- cation of engineering principles and data. Engineering teach-- ing ray be construed as engineering experience. The satis- factory completion of each year of an approved curriculum in engineering in a school or college approved by the Board (and Bureau) as of satisfactory standing without graduation shall be considered as equivalent to a year of experience in sub- section "(b)". Graduation in a curriculum other than engi- neering from a college or university of recognized standing may be considered as equivalent to two years of experience subsection "(b)"; provided, however, that no applicant shall receive credit for more than four years of experience because 4 of undergraduate educational qualifications. A "Professional Engineer" is a person who, by reason of his special knowledge of the mathematical and physical sci- ences and the prindiples and methods of engineering analysis and design acquired by professional education and practical experience, is qualified to practice engineering. It is interpreted that the practice of professional en- gineering does not include work ordinarily performed by per- sons who Operate or maintain machinery or equipment, or whose only experience has been in the execution, as a contractor of work designed by a professional engineer or supervision of the construction of such work as a foreman or superintendent. The charges of the services of the Registration Burea are as follows: 1. Fee for investigation and certification, including one photstatic copy of completed Verified Professional Re- cord, Certificate of Qualification and State Board Endorse— ment (one document) - $55.00 2. Additional c0pies of Certificate of Qualification - each $8.00 Applications must be submitted on forms prescribed by the Bureau and must be filed with the National Bureau of En- gineering Registration P.O. Drawer 1404, Columbia, South Carolina. Note -------- Although the above re;uirements for certifica- tion by the National Bureau are the general requirements under the "Model Law", the National Bureau.has recently rais- ed the requirements for a Certificate of Qualification. The new requirements are; -- Graduation from an approved engineer- ing college, ten years of experience, and passing a written examination; or fifteen years of experience under long estab- lished practice. 5a REGISTRATION FOR ENGINEERS IN THE S ATE OF A ABAMA The State of Alabama requires all persons practicing or offering to practice the professions of engineering or of land surveying to be registered. The Alabama regulations are stipulated in the Code of Alabama, 1940, Title 46, Chapter 7, Engineers and Land Surveyors, as amended by Act of the Legis- lature - Approved July 12, 1943. GENERAL REQUIREMENTS 1. For Professional Engineer (a) Graduation from an approved course in engineer- ing of four years or more in a school or college as of sat- isfactory standing and a specific record of an additional four years or more of active practice in engineering; or (b) Successfully passing a written or written and oral examination and a specific record of eight years of more of active practice in engineering satisfactory to the Board. 2. For Land Surveyor (a) Graduation from an approved course and two years of eXperience satisfactory to the Board. (b) Passing a written or written and oral exarina- tion, and six years of experience satisfactory to the Board. No person is eligible for registration who is not of good character and reputation. APPLICATIONS AND FEES. Application for registration must be made on forms fur- nished by the Board of Registration for Professional Engineers land Land Surveyors, Office of Secretary, 702 Washington Ave., Mongomery, 5, Alabama. The registration fee for a certificate as a "Professional Engineer" is twenty—five dollars, fifteen of which shall ac- company the application, the remaing ten dollars of which to be paid before issuance of certificate. The registration fee for Land Surveyor is five dollars which shall accompany the application. All fees will be retained regardless of the outcome of the application. When a certificate of qualifications issued by the Na- tional Bureau of Engineering Registration is accepted as evidence of qualification, the total fee will be ten dollars. EXAMINATIONS. When oral or written examinations are required, they shall be given for the purpose of determining the qualifi- cations of applicants for registration separately in pro— fessional engineering and in land surveying. A candidate failing an examination may apply for reuexamination after six months and will be re-examined without payment of addi- tional fee. Subsequent examination will be granted upon pay- ment of an additional fee. RECIPROCITY PROVISIONS. Alabama honors the certificate of qualification from the National Bureau of Engineering Registration and any state whose requirements are not of a standard lower than the re- A quirements of Alabama. However, a fee of ten dollars is re- quired for registration in Alabama with these certificates. REVOCATIONS. The Board say revoke the certificate of registration of andy registrant found guilty of (l) the practice of fraud or deceit in obtaining a certificate of registration, (2) gross negligence, incompetency or misconduct in the practice of his profession including the violation of the Code of Ethics pre- scribed by the Board or (S) falsely representing himself as being in responsible charge of the professional engineering of any organization engaged in professional engineering work. REGISTRATION FOR ENGINEERS IN THE STATE OF ARIZONA The State of Arizona requires that any person desiring to practice the professions of architecture, assaying, engi- neering, or land surveying, shall first secure a certificate of registration as provided in the technical Registration Act of 1955, as amended March 1947. GENERAL REQUIREMENTS. An applicant for application as architect or engineer shall be not less than twenty-five years of age and of good moral character and repute. The Law requires for engineers at least eight years of experience satisfactory to the Board. Each year of teaching or study of engineering subjects of a school approved up to a maximum of five years shall be con- sidered equivalent to one year of active engagement. An.ap- plicant for surveyor is required to have at least four years of satisfactory experience, of which each year of teaching or study in an approved school up to a maximum two years shall be considered equivalent to one year of active engagement. Application for professional engineering will be in the branch that applicant has demonstrated proficiency. APPLICATIONS AND FEES. Applications will be on printed forms as provided by the Arizona State Board of Technical Registration, P.O. Box 1029, Phoenix, Arizona. The following fees shall accompany applications (1) for an architect or an engineer, fifteen dollars; (2) for an as- sayer or land surveyor, ten dollars; (5) for applicant who 9 holds a certificate of qualification issued by the National Bureau or a State Board whose requirements are of a standard not lower than that of Arizona, five dollars. If the application is denied a certificate the registra- tion fee will be returned less the cost for considering the application. All certificates expire on the last day of De- cember of each yearsand the renewal fee is five dollars to be paid before the expiration date. If not paid prior to the ex- piration date, the renewal fee shall be accompanied by a pen— alty of ten per cent for each month or fraction of a month of delinquency, not to exceed ten dollars in the aggregate. EXAMINATIONS. Examinations will be required in the event that in the judgement of the Board the applicant has not furnished sat— isfacoty evidence of qualification for registration. Grad— uation plus experience, total eight years, is satisfactory to the Board. RECIPROCITY PROVISIONS. The following states have Registration Laws for engineers comparable to the Arizona State Law: Arkansas, California, morida, Idaho, Indiana, Iowa, Kansas, Louisiana, Michigan, Minnesota, Mississippi, New Jersey, New York, North Carolina, Ohio, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Virginia, West Virginia, Wisconsin, and wyoming. By authority of the National Coucil of State Board of Engineer- ing Examiners, the State of Arizona issues cards of Reciprocal Registration on application Form.C. REVOCATIONS The Board may revoke the certificate of any registrant 10 found guilty of fraud or deceit in obtaining such certifcate or of gross negligence, incompetency,bribery, or other mis- concuct in the practice of his profession. REGISTRATION FOR ENGINEERS IN: THE STATE OF ARKANSAS The Act that provides for the registration for engineers in the State of Arkansas is ActuNumber 202 approved March 21, 1925. GENERAL REQUIREMENTS All applicants except those applying under the recipro- city provisions are required to take a written and oral examp ination. To be admitted to the examinations the applicant must be (a) at least twenty~one years of age; (b) of good char- acter; (c) have had four years of experience as an engineer in one or more branches of engineering, graduationg from.an engineering school of recognized standing being considered as equivalent to two years of such eXperience; (d) qualified to design and supervise the construction of engineering work of importance. APPLICATIONS AND FEES. Applications shall be made on forms furnished by the Board and shall be accompanied by a fee of fifteen dollars which shall be retained by the board. Upon issuing the certificate a fee of ten dollars shall .be paid, making the total fee twenty-five dollars. The fee for reciprocal registration is ten dollars. Before issuance of the certificate the applicant must show the receipt of the P011 tax. EXAMINATIONS. Examinations are required by law. written examinations will be given in two sections. The first section will con— 12 sist of an examination in fundamentals. The second section will consist of an examination in the specialized branch of engineering selected by the applicant. Ekaminations are held in January and July of each year in the Office of the Secretary of the Board of Little Rock, Arkansas. In judging an applicant's qualifications for registra- tion, the Examiners Committee of the Board will use the following weighted factors: Education, experience, references 50% Examinations 50% The applicant must obtain a minimum rating of 75%. RECIPROCAL PROVISIONS. If an applicant presents satisfactory evidence to the Board that he is a registered Professional Engineer and po- sesses qualifications not less than those prescribed by Statute, he may be registered without regard for an agree- ment with his home state. 15 ‘ REGISTRATION FOR ENGIPEERS IN; ' THE ST TE OF CALIFORNIA In the civil branch, California has had legislation pro- viding for registration since 1929. California is only in the initial phases of registering professional engineers in. the chemical, electrical, mechanical, and petroleum branches. Registration in these branches was provided for by legislation which became effective September 19, 1947, and the deadline for filing for registration without examination in these branches is June 30, 1948. GENERAL REQUIREMENTS. 1. The applicant shall be at least twenty—five years of age, and of good character. 2. For Civil Engineer, the applicant shall have had ci- vil engineering experience, under the direction of a civil engineer legally qualified to practice, for at least six years. Graduation from an approve engineering school shall count as four years, and each year of study completed without grad- uation shall count as one-half year of experience. For professional engineer in the other branches, the ap- plicant is required to have six years of experience satisfac- tory to the board. Engineering teaching shall be considered as engineering experience. 5. Successfully passing a written examination. APPLICATIONS AND FEE . All applications shall be made on forms prescribed by the board and sent to the State Board of Registrationtfor Civil and Professional Engineers, Sacremento, California. The 14 applicant will be required to submit five references all of whom have the same title as that that appl cant is applying. The Department of Professional and Vocational Standards shall receive the following fees. (a) Application fee for Professional Engineer, --— $15; for Engineer-In-Training, -—— $5.00. (b) Registration fee for Professional Engineer, -— $10. (c) Annual renewal fee for Professional Engineer is six dollars ($6.00), for Engineer-In—Training, -—— $2.00. (d) The penalty for delinquency is one dollar for eafhu month after June 30, or each year until the amount there of aggregates five dollars. (e) Structural engineer's certificate of authorizing fee, ten dollars. EXAMINATIONS. 1. Civil Engineering; The examination consists of a two day test (four 4- hour periods). The applicant can expect, other than general questions on civil engineering, questions in the current theories of the cause of earthquakes, the effect of earth- quakes on engineering works and prevention of damage caused by earthquakes. Seventy per cent is passing. 2. Structural Engineering: To be able to take the examination the applicant must first be a registered civil engineer and have three years of experience in structural engineering. With his application he must give three references of men who are structural engi- neers. 15 The examination consists of a two day test (four 4-hour periods). Seventy per cent is passing. 5. Professional Engineer in the other branches: The examination is in two parts. The first part may be taken after four years of experience. The second part can then be taken after completing the full six years experience required. Both parts may be taken after completing six years of experience. If the first part of the examination is taken after four years of experience, the applicant is classed as "Engineer-in- Training." RECIPROCITY PROVISIONS. The board will upon application and payment of the pre- scribed fees issue a certificate of registration without exam- ination to any person holding a certificate of registration issued to him by any state or country when the applicant's qualifications meet the requirements of the Act of California and the rules of the board. ‘ California will not issue a Certificate of Registration to any one that has not taken an examination comparable to the examination given by the California Board. This could mean that they would not honor any state registration since no state specifically requires any knowledge of earthquakes for registration. Also California is not under any obligation to accept the certificate of qualification issued by the Na- tional Bureau as evidence of qualification. REVOCATIONS. .‘ By a majority vote the board may suspend for a period not 16 to exceed two years, or may revoke the certificate of any registered engineer who has been convicted of a felony, not a good character, or been found guilty of deceit, or fraud in obtaining his certificate, or who violates or ails to vio- late any provision of the California Act. 17 REGISTRATION FOR EN INEER IN T'E STATE OF COLORADO In order to safeguard life, health, and property any person practicing or offering to practice engineering or land surveying in the State of Colorado shall be required to submit evidence that he or she is qualified so to practice and shall be registered as provided by the Laws of the State of Colorado Regulation the Practice of Professional Engineer- ing and Land Surveying. “ cmxmmL grams . For Engineering and Surveying (a) Graduation after a course of not less than four years in engineering from a school approved by the Board as of satisfactory standing and an additional three years of ex— perience ; or (b) The active engagement for seven years in the practice of engineering in land surveying of a character sat- isfactoy to the Board. (c) The Board may require further evidence and or a written examination if the application does not appear to the Board conclusive of warranting the issuance of a certi- ficate. (d) Not less than twenty-five years of age and of good moral character and repute. (e) Be able to speak and write the English language. APPLICATIONS AND FEES. Applications will be made on forms as provided by the Colorado State Board of Examiners for Engineers and Land 18 Surveyors, Capital Building, Denver, 2, Colorado. The registration fee for a certificate of regiStration for engineer or land surveyor is fifteen dollars. In the case the board denies the issuance of a certificate to an applicant the fee deposited shall be returned by the board to the applicant. Certificat shall expire on the last day of the month of December of each year and a renewal fee of five dollars will be required to renew the certificate. If the certificate is not renewed it will not deprive the person from renewal but a fee for renewal after March lst shall be increased ten per cent for each month or fraction of a month that the payment for renewal is delayed; provided however that the maximum fee for a delayed renewa shall not exceed the normal fee. EXAMINATIONS. Examinations are given oniy where the evidence origi- nally presented in the application does not appear to the board conclusive or warranting the issuance of a certificate. REVOCATIONS. The board has the power to revoke the certificate of any engineer or land surveyor who is found guilty of any fraud or deceit in obtaining a certificate or of negligence, incom— petency, or a misconduct in the practice of engineering or land surveying. RECIPROCITY PROVISIONS. The board may upon application therefor and payment of a fee of fifteen dollars, issue a certificate to any person who holds a like unexpired certificate issued to him by any 19 state or territory of the United States, in which the re- quirements for registration are of a standard not lower than those of Colorado. 20 REGISTRATION FOR ENGINEER IN THE STATE OF COISECTICUT. The laws concerning the registration for professional engineers and land surveyors are covered in the Cumulative Supplement to the General Statutes of 1935, Chapter 167 b, an Act Concerning the Practice of Professional Engineering and Land Surveying, Sec. 1222—c to Sec. lass-c. (a) Graduation from an approved school of engineer- ing and an additional four years of experience satisfactory to the board, or sucessfully passing a written examination; or, (b) Eight years of experience satisfactory to the board and successfully passing written examination. For Land Surveyor. Examinations At least one examination will be held annually in the month of April. Examination may be oral or written or partly oral or partly written. Books may be used in certain parts. A candidate failing in an examination may apply within- six months for re-examination without fee. After the ex- piration of six months a new application and fee is required. RECIPROCITY PROVISIONS. The board may upon application and the payment of a fee of ten dollars issue a certificate to any person holding a certificate of qualification issued to him.by any state or territory of the United States or the National Bureau for Registration for Professional Engineers providing the quali- fications meet the standards of Cnnnecticut. REVOCATION. The board may revoke any certificate if holder is found 22 guilty of any fraud or deceit, gross negligence, incompe- tency, or misconduct in his professional practice. 25 REGISTRATION FOR ENGINEERS IN THE STATE OF DELAWARE The act to regulate the practice of engineering and land surveying in the State of Delaware is covered in the House Substitute for House Bill No. 70 or the 108th General Assemp bly Regular Session 1941. This act is based largly upon the "MOdel Law" as recommended by the National Council of Engineer- ing Examiners. ‘ GENERAL REQUIREMENTS. The requirements are essentially the same as those stat- ed in the "Mbdel Law.n They are: For Engineers: (a) Graduation plus four years experience. (b) Examination plus eight years of experience. i (c) Engineers of long established practice (12 years experience and not less than thirty-five years of age). For Land Surveyors: (a) Graduation plus experience (2 years) (b) Examination plus six years of experience. (0) Long established practice (12 years of experi- ence and not less than thirty years of age). APPLICATIONS AND FEES. Applications shall be made on forms prescribed and fur- nished by the State Board of Registration for Professional Engineers and Land Surveyors. The application requires five references of whom three or more shall be registered engi- neers or land surveyors. The registration fee for professional engineers is 24 twenty dollars of which ten dollars shall accompany the appli— cation, the remaining ten dollars to be paid upon notifica- tion that the application has been approved. When applying under the reciprocity provisions, the fee is ten dollars which shall accompany the application. The registration fee for land surveyors is five dollars. Annual renewal fee to be paid in July is five dollars for engineers and two dollars for land surveyors. EXAMINATIONS. A candidate failing on the first examination may apply -‘ for re-examination at expiration of six months and will be re-examined at the next regular examination period. Subse- quent examination will be granted upon payment of a fee of five dollars. At least two examinations are held annually, one in January and one in June. RECIPROCITY PROVISIONS. Upon application and payment of the required fee the board will issue a certificate of registration to any engineer or land surveyor who holds a Certificate of Qualification from the National Bureau, or of any state, territory, or possession of the united States provided the standards for issuing such certificate are not lower than those of Delaware. REVOCATIONS The Board may revoke the certificate of any person found guilty of, (a) the practice of any fraud or deceit in obtain- ing a certificate of registration, (b) anngross negligence, incompetency, or misconduct in the practice in professional engineering or land surveying. '25 REGISTRATION FOR ENGINEERS IN THE STATE OF FLORIDA The act regulation the practice of professional engi- neering in the State of Florida is covered in the Laws of Florida Chapter 20 and 21, Acts of 1941. GENERAL REQUIRE-TENTS. (a) Applicant shall not be less than twenty-four years of age and shall be of good character and reputation. (b) Graduation from.an approved course in engineering and an additional four years of experience satisfactory to the board, or satisfactory experience of ten years. (c) Passing a written examination. APPLICATIONS AND FEES. Applications shall be made on forms prescribed and fur- nished by the Florida State Board of Engineering Examiners. The applications and experience record is an important part of the examination.m The applicant is graded on his ex— perience record. Applications should be made at least sixty days prior to any examination period. At least five references, who are registered engineers, are required. The fee for engineering registration is thirty-five dollars of which twenty-five will be retained if applican fails and ten dollars will be returned. Re-examination fee is fif- teen dollars. Renewal fee annually in.December is ten dollars. 'Renewal fee of an null and void certificate is twenty dollars. EXAMINATIONS. After sending the application the applicant will be no- tified at least fifteen days before the written examination 26 whether he will be admitted to it. The written examination for Professional Engineer is divided into four 44hour parts. Part I - is fundamental theory Part II - is fundamental practice based on theory Part III & IV - is based on Professional Practice and these parts are devoted to the field of the applicant's spec- ialization.' Part I and II of the examination may be waived for an applicant who: I 1. Is at least thirty-five years of age. 2. Is a graduate of an approved course and at least twelve years of experience. Parts I, II, III, and IVTmay only be waived if there be not more than one dissenting vote by a Board member for an applicant who: 1. Is a least forty years of age. 2. Has had fifteen years of experience satis- factory to the Board. Each applicant must secure a passing grade of seventy per cent for the examination. The application is considered an important part of the examination. Candidate will not be permitted to be re-examined until at least ten months after first examination and payment of a fee of fifteen dollars. If candidate receives a grade less than fifty per cent in the examination he cannot be re-examined until the expir- ation of two years after the first examination. RECIPROCITY'PROVISIONS. The written examination may with the approval of the 27 Board, be waived if the applicant has successfully passed a written examination given by some other State Registration Board and if the applicant is a registered engineer in good standing in the state giving such examination. An applicant making application under the above provisions may receive a temporary certificate to practice for ninety days upon appli- cation thereof and payment of twenty-five dollars. If appli- cant wishes to practice more than ninety days he will receive a regular certificate upon payment of an additional ten dollar fee. A Certificate of Qualification issued by the National Bureau cannot be used as an instfiument to waive the examina— tion. REVOCATIONS. The Board may revoke the certificate of any engineer fOund guilty by the Board of: (a) The practice of any fraud or deceit in obtain- ing a certificate. (b) Conviction of any crimes involving moral turpi- tude, or (c) Malpractice, malfeasance, gross negligence, or incompetency in the practice of professional engineering. 28 REGISTRATION FOR ENGINEERS IN? THE STATE OF GEORGIA The law governing the practice of professional engineer- ing and land surveying in Georgia was approved March 51, 1957 (Acts 1957, pp. 284-510). This act regulates the practice of all branches of professional engineering and land surveying. GENERAL REQUIREMENTS. The requirements are essentially the same as those in the "Medal Lawu which is recommended by the National Council. They are: V For Engineers (a) Graduation from an approved course of engineer— ing plus four years of experience satisfactory to the board. The applicant may be required to take an oral or written exam? ination or both. (b) Passing a written or written and oral examination plus eight years of experience satisfactory to the board. (c) A specific record of twelve years of experience and not less than thirty-five years of age. For Land Surveyors (a) Graduation plus two years experience. (b) Examination plus six years experience. (c) A specific record of ten years of experience and not less than thirty years of age. The applicants for both engineer and land surveying shall not be less than twenty-five years of age. APPLICATIONS AND FEES. Applications shall be made on forms prescribed and fur- 29 nished by the board. An application will contain at least five references, of whom.three shall be registered professional engineers. The registration fee for professional engineer is fif- teen dollars, of which ten dollars will be returned if appli- cant fails to pass the board. The registration fee for Engi- neer-in4Training is five dollars. This will be credited to the total amount. The registration fee for land surveyors is ten dollars. The renewal fee due in December every one or two years shall not be more than five dollars each year for engineers and threedollars each year for surveyors. The penalty for not renewing by March is four dollars. EXAMINATIONS. The applicant may be permitted to take part of the exam- ination prior to the completion of the requisite years of-ex- perience. Passing this examination will give the applicant the title of Engineer-in—Training. Separate examinations are given for Engineer and Land Surveyor. A candidate failing the examination may be re-exam- ined at the expiration of six months without fee. Subsequent re-examinations will be granted upon payment of an additional fee. Examinations are held in January and July. RECIPROCITY PROVISIONS. The board will upon application therefor and payment of fifteen dollars issue a certificate to any one that holds a like certificate from.the National Bureau_of and state, terr- itory, or any country provided that the requirements for such certificate are not lower than those of Georgia. 30 REVOCATIONS. Certificate may be revoked if holder is found guilty of: l. The practice of fraud or deceit in obtaining a certificate. 2.' Any gross negligence, incompetency, fraudulent act or misconduct in the practice of professional engineering as a registered engineer. 51 REGISTRATION FOR ENGINEERS IN THE STATE OF IDAHO The laws governing the practice of engineering in the State of Idaho is covered in Engineers' Registration Law, Chapter 25, 1959 Session Laws. GENERAL REQUIREMT N S . 1. As a Professional Engineer (a) Passing a written or a written and oral examina- tion. Graduation plus an additional four years of experience; 01" (b) Passing a written or a written and oral examina- tion and at least eight years of experience. 2. As a Land Surveyor (a) Passing.a written or a written and oral examina- tion. Graduation plus an additional two years of experience; or (b) Passing a written or written and oral examina- tion plus eight years of experience. APPLICATIONS AND FEES. For Professional Engineer the fee is twenty—five dollars of which fifteen dollars shall accompany the application and the remaining ten dollars will be paid when certificate is issued. For surveyor the fee is fifteen dollars which shall accom- pany the application. The fee for renewal shall not be great- er than five dollars to paid annually in June. A penalty of twenty per cent is made for every month the renewal fee is late, but Will not exceed twenty-five dollars. 52 If applicant fails the registration requirements, the ap- plication fee will be retained. EXAMINATIONS. The examination for engineers is in two parts. The first part is a four hour examination in fundamentals which is usu- ally waived for graduates. The second part is in three 44hour section. Sone section is without books and the other two sec- tions are with books. An oral examination is usually given after the written examination. The examination for surveyors is in two feur hour parts. One part is without books and the other part is with books. An average grade of seventy per cent must be obtained on both parts to pass. The applicant must first present an acceptable record to be permitted to take the examination. If candidate fails the examination he may be re-examined at the expiration of six months upon presenting an additional fee of fifteen dollars. RECIPROCITY PROVISIONS. The board will grant a certificate without examination, upon application and payment of twenty-five dollars, to any person holding a like certificate from another state, territory or possession of the United States or any country, provided that the requirements are of a standard not lower than those of Idaho, and provided that that state, territory or pssession of the United States or country will extend the same privilege to registrants of Idaho. ' REVODATIONS. These provisions are essentially the same as in all states. 55 REGISTRATION FOR ENGINEERS IN THE STATE OF ILLINOIS The Illinois Professional Engineers Act was approved July 20, 1945. This act is not to be confused with the Illinois Structural Engineering Act of the Illinois Architec- tural Act. GENERAL REQUIREMENTS. A person is qualified to receive a certificate of regis- tration who is of good moral character, and: l. Successfully passing a written, or written and oral examination, and has had eight years or more of exper- ience in professional engineering; or 2. Has graduated from an engineering college and has had four years or more of experience in professional engineer- ing. Every person applying subsequent to July 20, 1950 shall be required to pass a written or written and oral examination. It is a ruling of the board that everyone except those with long experience will take the examinations. APPLICATIONS AND FEES. Applications shall be on forms prescribed and furnished by the Department of Registration and Education and contain not less than five references, of whom three or more shall be registered engineers. The examination is in two stages. The first stage is fundamentals and can be taken after four years of experience. The second stage is advanced engineering and can only be taken after a total eight years of experience. If the candidate fails the examinations he may be re— examined at the expiration of six months and payment of a fee of ten dollars. RECIPROCITY PROVISIONS. The Board will, upon application and payment of ten dol- lars, issue a certificate to anyone that holds a like certi- ficate from any state, territory, or possession of the United States or any country, provided that the standards for such a certificate are not lower than those of Illinois and pro- vided that that state will extend the same privilege to regis- trants of Illinois. The law does not mention the value of a Certificate of Qualification from the National Bureau. The board probably gives due weight to a Certificate of Qualification by the Na- tional Bureau. REVOCATIONS The rules governing the revocation of a certificate are the same as the "Model Law" with addition of revocation if registrant is declared insane by a court of competent Juris- diction. 55 REGISTRATION FOR ENGIPEERS IN THE STATE OF INDIANA An act to regulate the practice of professional engineer- ing and land surveying, creating a self-sustaining board of five members appointed by the Governor, was created by the Seventy-Second General Assembly, 1921. After this act had been in force fourteen years, a new Registration Act, which repealed the original act, was formr ulated and originated as House Bill 168, approve March 7, 1955, and became effective July 1, 1955, same being Chapter 148, Acts of the Seventy-Nineth General Assembly, 1955” The provisions of Chapter 148, Acts of 1955 were amended by the Eighty-Fifth General Assembly, 1947. These amendments further clarify the wording of several sections of the Act; provided for certification of Engineer-in—Training, and for registration by examination only on after January 1, 1950. GENERAL REQUIRENENTS. 1. As a Professional Engineers (a) Until January 1, 1950 graduation from an approv- ed school and an additional four years of experience satis- faétory to the board; or (b) Passing a written or written and oral examination and a specific record of eight years of experience satisfactory to the board. (c) Subsequent to January, 1950 passing a written or written and oral examination and a specific record of eight years of experience satisfactory to the board. ' 2. As a Land Surveyor (a) Satisfactory completion of an approved course in land surveying and an additional two years of experience satisfactory to the board; or (b) Successfully passing a written or written and oral examination and a specific record of six years of exper- ience satisfactory to the board. 5. As an Engineer-in-Training (a) Graduation from.an approved course and passing a written examination; or (b) Passing a written examination and four years of experience satisfactory to the board. APPLICATIONS AND FEES. Applications must be on forms prescribed and furnished by the board. Each applicant for professional engineer must contain five references of whom three must be registered en- gineers. Each application for Engineer-in-Training must con- tain at least three references. The fee for engineers is twenty—five dollars, ten dollars of which shall accompany the application. The fee for surveyor is the same as that for engineers. The fee for Engineers-IneTraining is three dollars. The annual renewal fee during the month of July is five dollars. . The fee for registration by reciprocity is twenty-five dollars. EXAMINATIONS Examinations are held in April and October. After Janu— vary 1, 1950 all applicants will be required to-take examina- tion. He may be re—examined at expiration of six months with- extra fee. Subsequent examinations will cost an additional fee. 57 RECIPROCITY PROVISIONS. The board gives full recognition to a certificate of qualification issued by the National Bureau or any state, terr- itory, or possession of the United States or any country, pro— vided that the standard for such certificate are not 1 wer than those of Indiana and will, to any holder of such a certi- ficate and upon application and payment of the required fee, issue a certificate of registration. I The board will upon payment of a fee of one dollar issue a certificate as an Engineer-in-Training to any person who holds a like certificate from another state, provided the re- quirements for such a certificate are not of a standard lower than those of Indiana. 58 REGISTRATION FOR ENGINEERS IN THE STATE OF IOWA Registration for Engineers in the State of Iowa is cover— ed under the Iowa Law relating to Engineering, Chapter 114, 1946 Code of Iowa. Each registration certificate will carry an endorsement indicating the branch or branches of Profession- al Engineering under which the registrant is qualified. GENERAL REQUIREMENTS. 1. As a Professional Engineer. (a) Graduation from an approved course with an addi- tional two years of experience satisfactory to the board; or (b) Successfully passing a written or written and oral exmaintion and at least six years of experienca.in engi- neering‘work. 2. As a Land Surveyor. (a) Graduation plus two years experience; or (b) Examination plus six years experience. The board has made several rulings making it possible and perhaps required that anyone take the the prescribed examina- tions. APPLICATIONS AND FEES. Applications shall be on forms prescribed and furnished by the board and shall contain at least five references, three of whom shall be registered engineers. Before any applicant may be permitted to appear for ex- amination his record of experience must be approved by the board. - - One day of the exmaination is devoted to fundamentals and one day is devoted to professional subjects. Engineering graduates may be exempt from.taking the examination on funda- mentals, but under the grading rule; recent engineering grad- uates with average experience may do well to take the funda- mentals examinations. If an applicant is exempt from taking the fundamentals he will appear before the board for a rigid hour's oral ex- amination in fundamentals. The final rating of an applicant shall be determined by the following: Personality, character, general engineering interest and executive ability. Ten per cent of total rating . experience; fifteen percent of total written examination in fundamentals; thirty-five per cent of total oral examination in fundamentals; thirty per cent and twenty per cent on ex- perience when oral examination is taken. Examination in prin- ciples of good practice, forty per cent of total. A candidate who fails his first examination will be re— examined under the original fee a second time in a one year perod. A candidate who fails in two examinations will not 40 be considered qualified for another examination until he shows that he has had two years of technical training acceptable to the board. RECIPROCITY PROVISIONS. The board from.time to time makes a record of those states that have registration requirements of a standard not lower than those of Iowa. If a person holds a certificate from one or more of these states, he may be registered upon application and payment of a fee of ten dollars. REVOCATIONS. Any certificate may be revoked if holder is found guilty of any fraud or deceit in his practic, or guilty of any fraud or deceit in obtaining his certificate, or in case he is found to be incompetent by the board. 41 REGISTRATION FOR ENGINEERS IN THE STATE OF KANSAS The Kansas Statute of 1955 concerning Engineering regis- tration was repealed by the passage of the Engineers' License Bill, House Bill No. 50 of 1947. The Registration Law re- quires registration in a definite branches of engineering. GENERAL REQUIREMENTS. 1. As a Professional Engineer (a) Graduation of an approved engineering course ’ plus four years of experience; or. (b) Eight years of experience plus passing a written or written and oral examination; or (0) Twelve years of lawful practice and not less than thiry-five years of age. APPLICATIONS AND FEES. Applications will be made on forms furnished by the board. An application will contain five references of whom three are registered engineers. FFES. Fifteen dollars will accompany the application for pro- fessional engineer. Ten dollars will be paid upon issuing certificat. The fee for one holding a certificate of quali- fication issued by the National Bureau is ten dollars. The fee for certificate by reciprocity is ten dollars to those from states that have an agreement with Kansas. The fee is twenty-five dollars to those states that don't have an agree- ment with Kansas. The renewal fee is due in January. EXAMINATIONS. Not required for graduates with four years of experience. 42 After four years of experience an applicant may take the exam-‘ ination.in fundamentals for Engineer—in—Training. The exam- inations are in four parts. Each part is four hours long. A grade of seventy per cent is passing. RECIPROCITY PROVISIONS. Upon application and payment of a fee of ten dollars the board will issue a certificate to anyone that holds a certi- ficate issued by the National Bureau or any state which Kansas has reciprocal agreements. States with which the Kansas Registration Board for Pro- fessional Engineers has established formal reciprocal agree- ment are: Iowa, Michigan, Nebraska, Ohio, klahoma, Texas, and wyoming. 45 REGISTRATION FOR ENGINEERS IN THE STATE OF KENTUCKY. The Kentucky Revised Statutes, Chapter 352, 1942, pro- vides for the registration of engineers in the separate branches. This statute permits a licensed engineer tc practice architectural incidental to the practice of engineering. GENERAL REQUIREMENTS. (a) Graduation from an approve engineering curricu- lum of our years and a specific record of an additional four years of experience satisfactory to the board; or (b) Sucessfully passing a written an oral examination and a specific record of eight years of more of experience sat- isfactory to the Board; or (0) Long established practice, twelve years of experience satisfactory to the board and not less than thirty-five years of age. ' APPLICATIONS AND FEES. Applications shall be made on forms issued by the board. The fee for registration is twenty—five dollars, fifteen of Which shall accompany the application, the remaining ten dollars to be paid upon issuance of the certificate. The fee for a certificate by reciprocity is ten dollars. EXAMINATIONS. When an examination in fundamentals is required, the appli- cant may be permitted to take this examination upon expiration of four years of the requisite experience. A candidate failing in one examination may at the expira- tion of six months be re-examined without additional fee. ’Sub- 44 sequent re—examinations will be granted upon payment of a fee of twenty—five dollars. Examinations are held in the months of April and Octo- ber. RECIPROCAL PROVISIONS. The Board may,upon application and payment of fee of ten dollars,issue a license to any person who holds a certificate of qualification or registration issued to him.by the National Bureau or any state, if the requirements under which the certi- ficate was issued are of a standard not lower than those of Kentucky. 45 EGISTRATION FOR ENGINEERS IN THE STATE OF LOUISIANA Act 242, 1920 of Louisiana embraces Civil Engineering and Land Surveying only. A civil engineering license en- titles the holder to practice surveying. GmIERAL REQUIREMENTS . 1. For Civil Engineers (a) Passing an oral and written examination and eight years of eXperience satisfactory to the board; or (b) Graduation from an approved course in engi- neering and appear before the board for oral examination. 2. For Surveyors. (a) Four years of experience and passing an oral and written examination. APPLICATIONS AND FEES. The board meets four times a year to conduct examina- tions. The meetings are usually held the first week in February, May, August and November. Epplications should be in the hands of the assistant secretary not later than 50 days prior to the date of the board meeting. FEES. Civil Engineer $25.00 Civil Engineer by Reciprocity $15.00 Surveyor $25.00 Annual Renewal due January for Engineer S 5.00 for Surveyor $ 1.00 N). 0') EXAMINATION. Oral examination only required of graduates. The written examination is two days long for civil engineering. and one day for surveyors. The application fee of $25.00 is not refunded if candidate fails the examination. RECIPROCITY PROVISIONS. The applicant is required to submit to the board a pho- tostatic cOpy of a certificate of qualification bearing re- ciprocal endorsement from the state of original registration issued by the National Bureau of Engineering Examiners. If applicant is registered by the Texas State Board of Registra- tion for Professional Engineer under Sec. 12 A or 12 B of the Texas Act, the applicant may qualify by direct agreement with the Texas State Board and should apply.direct1y to the Louisi- ana Board. 47 REGISTRATION FOR ENGINEERS IN THE STATE OF MAINE The law regulating the practice of professional engineer- ing in the State of Maine is covered in Act of the same, Chap- ter 74, Revised Statutes 1944, as amended by P. L. 1945. GENERAL REQUIREMENTS. The requirements are essentially the same as those in the "Model Law"; namely, 1. Graduation plus four years experience, or 2. By examination plus eight years of experience. 3. Twelve years or more of lawfull practice in engineer- ing work and not less than thirty-five years of age. APPLICATIONS AND FEES. Applications shall be on forms furnished by the board and containafive references of whom at least three shall be registered engineers. The registration fee for professional engineering is fifteen dollars, seven-fifty of which shall accompany the ap- plication. All fees will be retained by the board. The re- newal fee is three dollars which is due every year in the month of December. EXAMINATIONS. Examinations may, upon special written request, be held within ninety days after receipt of such a request by the board; Results of the examination will be mailed within thir- ty days after taking an examination. A candidate failing an examination may be re—examined at the expiration of six months without additional fee. Subse- quent re-examinations will be granted upon payment of an addi- 48 tional fee. RECIPROCITY PROVISIONS. The board has reciprocity provisions for the holder of a certificate of qualification issued by the National Bureau or any state, territory, or possession of the United States or any country provided that the qualifications for such a certificate are not lower than those of Maine. A fee of fif- teen dollars shall accompany the application. 49 REGISTRATION FOR ENGINEERS IN THE STATE OF MARYLAND. The Public Laws of Maryland Chapter No. 752 provides for the registration of engineers in.the several branches. It also provides for Engineers-in-training. The requirements are essentially the same as those in the "Model law" 1. As an engineer (a) Graduation plus four years experience; or (b) Examination plus eight years experience. If the board doesnlt have any agreement with a state, it will issue a certificate, upon application andlnyment of a fee of $25.00, to a holder of a certificate from.that state pro- vided the standards for such a certificate are not lower than those of Maryland. 51 REGISTRATION FOR ENGINEERS IN THE STATE OF MASSACHUSETTS The Act does no require the registration or licensing of any person as a prerequisit to the practice of professional engineering or land surveying as long as the person does not use the title of "registered professional engineer" or "regis- tered land surveyor." GENERAL‘REQUIREMENTS. l. As'a Professional Engineer. The fee for re- newal is due in June which istwo dollars and a penalty up to four dollars will be charged for late renewals. EXAMINATIONS. Examinations in fundamentals may be taken prior to the completion of the requisite years of experience. A candidate failing the examination may be re-examined at the expiration of six months without additional fee. Sub- sequent examinations will be granted upon payment of a fee of fifteen dollars. Any applicant who is rejected by the board shall be,, upon re;uest, furnished with the reasons for his rejection. RECIPROCITY PROVISIONS. The board, upon application therefor and payment of a fee of ten dollars, issue a certificate to any person that holds a certificate of qualification issued to him.by the National Bureau or anystate, territory, or possession of the United States or any country, provided that the requirements are not lower than those of Massachusetts. 'REGISTRATION FOR ENGINEERS IN THE STATE OF MICHIGAN. The State of Michigan requires the registration of Archi- tects, Professional Engineers, and Land Surveyors in Act 240, Public Acts of 1957. GENERAL REQUIREMENTS. An applicant for examination for registration must be a citizen of the State of Hichigan except if applying by recip- rocity; must be twenty-one years of age; must;have not less than eight years of practical experience in architectural, en~ gineering, or surveying under the direct supervision of a reg- istered architect, engineer, or land surveyor; or, must be a graduate from a ceourse approved by the board and have not less than.four years of experience acceptable to the board. APPLICATIONS AND FEES. Applications shall be made on forms furnished by the board shall contain statements required for application made under oath, and shall contain five references of whom three shall be engineers haveing personal knowledge of his work. The reg- istration fee for engineers is twenty-five dollars, fifteen of which shall accompany the application, the remaining ten dollars to be paid upon issuing the certificate. The fee for land surveyors is fifteen dollars which will accompany the application.‘ The renewal fee due every three years is ten dollars. The fee for registration by reciprocity is ten dol- lars. EXAMINATIONS. The examination is generally required of all applicants 54 except thsoe applying by reciprocity. However, parts of the examination are waived for persons of long established prac- tice at the discretion of the Board. The examination is in three parts. Part one is a four hour examination which may be taken, upon application therefor, and payment of a fee of fifteen dollars, after graduation or expiration of four years. of experience. Books are permitted. Part two is a four hour examination in which books are not permitted. Part three is an eight hour examination in the particular branch of engi- neering. Books are permitted. Passing grade for part one is sixtyuper cent; for part two - seventy per cent; and for part three - seventy per cent. However, an overall passing average grade is seventy-five per cent. A person failing the examination may be re-examined at the expiration of six months without fee. Subsequent exami- nations will be granted upon payment of a fee of five dollars. Examinations are usually held in JUne and December at the Racham Memorial Building, Detroit, Michigan. ‘ RECIPROCITY PROVISIONS. Upon application therefor and payment of a fee of ten dollars the board will issue a certificate of registration for professional engineering to any person who holds a certificate of qualification from the National Bureau or a certificate of registration from any state provided that the standards for issuing such a certificate are not lower than those of Michi- gan and provided that the state will grant equal reciprocity provisions to registrants of Michigan. 55 REGISTRATION FOR ENGINEERS IN THE STATE OF MINNESOTA The original Minnesota law providing for the registration of Architects, Engineers, and Land Surveyors, was passed by the State Legislature in 1921. It was subsequently amended in 1955 and 1945. The present laws provide for registration in the different branches and also provide for the Engineer- in-training. GENERAL RELUIREMENTS. 1. For Engineers (a) Applicant must be not less than twenty-five years of age and a citizen of must have made a declaration to be- come a citizen of the United States and must be able to speak and write the English language. (b) Engaged in eight years or more of engineering work satisfactory to the board. (c) The board may subject any applicant to such ex- aminations as may be deemed necessary to establish his qual- ifications. It is the ruling of the board to require the applicant for registration as Professional Engineer to pass an examina- tion in fundamentals and practical engineering design. APPLICATIONS AND FEES. Before making formal application the applicant will be required to submit by typewritten letter information concern- ing birth, education, and record of employment. Certification of an applicant's technical qualifications by the National Bureau may be accepted by the Minnesota Board as establishing such qualifications and the applicant, in such cases, will not he required to pass further examinations. The same applies to holder of certificate from other states provided that the standards for issuing such a certificate are not lower than those of Minnesota.and provided that those states will extend the same privilege to registrants of Minn. REVO‘CAT IONS . It shall be misconduct in the practice of his profession for any registrant to violate the Code of Ethics. 57 REGISTRATION FOR ENGINEERS IN THE STATE OF MISSISSIPPI The State of Mississippi requires registration in the different branches of engineering under Section 18, Chapter 56, of the Laws of Mississippi of 1928, Senate Bill No. 65,, amended under Senate Bill No. 585, May 10, 1940. In the case the board denies the issuance of a certificate to an applicant, fifty per cent of the registration fee deposited shall be returned by the board to the applicant. The fee fo the annual renewal due in December is five dollars. EXAM INATIONS . Any applicant may be required to take an examination al- though it isn't probable that graduates will be required.. RECIPE lOCITY PROVISIONS. MISSOURI The Missouri Law Authorizing and Providing for the Reg- istration of Architects and Professional Engineers as amended to January 1, 1948 provides for registration in the several branches of engineering. GENERAL REQUIREMENTS. Applicant must be at least twenty—one years of age. 1. As a Professional Engineer (a) Graduation from an approved engineering course and an additional four years of experience satisfactory to the board; or (b) Eight years of experience satisfactory to the board and successfully passing a written or oral examination. APPLICATIONS AND FEES. Applications shall be made on forms furnished by the board, in addition to general information,,the application shall contain five references of whom three are registered engineers. The fee with application is fifteen dollars. Ten dollars will be paid upon issuance of certificate. EXANINATIONS. If applicant fails the examination he may be re-examined without fee at the next regular examination period. Subse- quent examinations Will cost fifteen dollars. RECIPROCITY PROVISIONS. Section 18 in the Law is the reciprocity section but it requires that to issue a certificate by reciprocity there must 80 be an agreement with the other state to the effect that that state must extend the same privileges to registrants of Missouri. In the absence of an understanding for reciprocal regis- tration, non—residents are registered through the same proce- dure as residents. REVOCATION. Generally the same as most states and by violation of the Code of Ethics. 61 REGISTRATION FOR ENGINEERS IN THE STATE OF MONTANA Montana was the last state to enact a registration law. Their law is enclosed in the Senate Bill No. 66 and was en? acted in July, 1947. The law provides for the registration; in Civil Engineering and Land Surveying only. GENERAL REQUIREMENTS. 1. As a Civil Engineer (a) Graduation in an approved engineering curriculum and a record of an additional four years of experience. Also, applicant may be required to pass a written or oral examina- tion; or both; or '(b) Eight years of experience plus passing an exami- nation. (c) Twelve years of experience and not less than thirty—five years of age. 2. As an Engineer-in—Training. (a) Graduation in an accredited engineering curri- culum and passing a written examination in the basic engineer— ling subject; or (b) A record of four years of experience and pass- ing an examination in the basic engineering subjects. 5. As a Land Surveyor. (a) Graduation plus two years of experience; or (b) Six years of experience plus written examination. (c) Ten years of experience and not less than thirty years of age. APPLICATIONS AND FEES. Applications shall be on forms furnished by the board 62 and contain five references of whom three are registered engi- neers. The fee that accompanies the application is ten dollars. Ten dollars shall be paid upon issuance of certificate. The fee for engineer—in~training is ten dollars. The fee for land surveyor registration is ten dollars, which shall accom- pany the application. Fee by reciprocity is ten dollars. EXAMINATIONS. The board may require anyone to take the examination. A candidate failing an examination may be re—examined at the expiration of six months without fee. Subsequent re-examina- tions will be granted upon payment of an additional fee. RECIPROCITY. The board may, upon application therefor, and the pay- ment of a fee of ten dollars, issue a Certificate of Regis- tration of Qualification as a Civil Engineer to any person; who holds a Certificate of Qualification or Registration issued to him by the National Bureau or any state, territory, or possession of the United States or of any country provided that the applicant's qualification meet the requirements of the Act and the rules established by the board. 63 REGISTRATION FOR ENGINEERS IN THE STATE OF NEBRASKA Under the provisions of Legislation Bill No. 14 or the 52nd Session of the Nebraska Legislatur, approved March 27, 1957, registration for engineers is required in the several branches. GENERAL REQUIREMENTS. 1. At least twenty—five years of age. 2. Graduation from an approved course plus an addi- tional four years of eXperience satisfactory to the board, or 3. Passing a written or oral examination or both and eight years of experience satisfactory to the board. APPLICATIONS AND +EES. Applications shall be on forms furnished by the board. An application shall contain five references of whom three shall be Registered Professional Engineers. Also, applicants will swear to the Code of Ethics. The fee for engineers is fifteen dollars, ten of which. shall accompany the application. If applicant fails the ex- amination he may be re-examined without fee at the expiration of one year. The fee for renewals is three dollars, due in December of each year. The fee for application by endorse- ment is ten dollars which shall accompany the application. EXAMINATIONS. ‘The board may conduct examinations for the purpose of se- curing additional information as it may deem necessary. No one will be eligible for the examination until he has reached the age and had the minimum experience required by law. For the purpose of determining the applicant's fitness 64 for registration, the board will consider and evaluate his qualifications under four broad classifications enumerated below, each of which will contribute twenty—five per cent or less toward a maximum total of 100 per cent. 1. Fundamental Education —— final collegiate grade times twenty-five per cent, or written examination grade times twen- ty-five per cent. 2. ~Professional Practice —- written examination grade gimes twenty-fiVe per cent. Examination will be waived only for those with long established practice. 5. Experience -- grade times twenty—five per cent. Eight years of experience is seventy per cent. 4. Personal Elements -— grade by board times twenty— five per cent. The total shall not be less than seventy per cent for passing. RECIPROCITY PROVISIONS. The board will upon application therefor and payment of a fee of fifteen dollars, issue a certificate to any person who holds a certificate of qualification issued by the Na— tional Bureau or any state, territory or possession of the United States or any country, provided that the requirerents for such a certificate are not lower than those of Nebraska. 65 REGISTRATION FOR ENGINEER IN THE STATE OF NEVADA. The Nevada law requires the registration of professional engineers and land surveyors. GENERAL REQUIREMENTS. Every applicant except those under reciprocity provisions shall be required to take an oral and written examination. To be admitted into these examinations every person shall have one of the following requirements and be not less than twenty- one years of age. 1. ~Graduation from an approved course in engineering and an additional four years of experience satisfactory to the board. 2. Eight years of experience satisfactory to the board. APPLICATIONS AND FFES. Applications shall be on forms furnished by the board. The fee to accompany the application in all cases if fifteen dollars. The fee for registration is ten dollars. EXAMINATIONS. The written examination for engineer is in two parts; two 2-hour parts each. The first part may be waived for grad- uates of engineering. Free use of books, notes, etc. are allowed at the examination. A passing grade of at least seven- ty per cent must be obtained on the examination. RECIPROCITY PROVISIONS. he board may, upon application therefor, and payment of the application fee of fifteen dollars and registration fee of ten dollars issue a certificate of registration to any per- son who holds a certificate of qualification issued to him by 66 the National Bureau or any state, provided that the require- ments for such a certificate are not lower than those of Nevada. 67 REGISTRATION FOR ENGINEERS IN THE STATE OF NEW'HAMPSHIRE The Regulation of the Practices of Professional Engineer? ing, Law of 1945, Chapter 170 was approved May 16, 1945 and went into effect July 1, 1945. The Law is not compulsory and registration is Optional. GENERAL REQUIREMENTS. 1. As a Professional Engineer. (a) Graduation from an approved engineering curricu- lum of four years and an additional four years of experience satisfactory to the board. In the case where evidence pre- sented in the application does not appear warranting the issu- ing of a certificate, the applicant may be required to take a written or oral examination or both; or (b) Passing a written or oral examination both and eight years of experience satisfactory to the board. (c) Twelve years or more of experience satisfactory to the board and not less than thirty—five years of age. APPLICATIONS AND FEES. Applications shall be on forms furnished by the board. An application will contain five references of whom three are engineers. The fee to accompany the application is fifteen dollars. Ten dollars will be paid upon issuing the certificate. The fee for engineer-in-training is seven and a half dollars, which will be credited against the total fee for registration. The renewal fee, due in July of every year, is one dollar. EXAMINATIONS. The board may upon application therefor, and payment of a fee of ten dollars, issue a certificate of registration to any person who holds a certificate of qualification or regis- tration issued to him by the National Bureau or any state, territory, or possession of the United States or any country, provided that the applicant's.qualifications meet the require- ments of the Law in New Hampshire. 69 REGISTRATION FOR ENGINEERS IN THE STATE OF HEN JERSEY New Jersey requires the registration in the different branches of engineering and land surveying under the Revised Statutes, Title 45:8. GENERAL REQUIREMENTS. The requirements are essentially the same as those in the "Model Law." 1. As a Professional Engineer. (a) Graduation plus four years of experience; or (b) Examination plus eight years of experience; or (c) Twelve years of experience and not less than thirty-five years of age. 2. As a Land Surveyor. (a) Graduation plus two years of experience; or (b) Examination and four years of experience; or (0) Twelve years of experience and not less than thirty—three years of age. Applicants in both surveying and engineering must be not less than twenty-one years of age. APPLICATIONS AND FEES. Applications shall be on forms furnished by the board. In the absence of any reciprocity section of the law, applicants holding registration in other states are required to submit evidence of qualification as prescribed in the law and rules of the board. 71 REGISTRATION FOR ENGINEERS IN THE STATE OF NEW MEXICO The New Mexico Act passed in 1955 required the registra- tion of professional engineers and land surveyors. GENERAL REQUIREMENTS. 1. As a Professional Engineer. (a) Graduation from an approved course plus an addi- tional four years of experience satisfactory to the board; or (b) Successfully passing a written or oral examina- tion, or both and a specific record of eight years of experi- ence satisfactory to the board. 2. As a Land Surveyor. (a) Graduation plus two years of experience; or (b) Examination and six years of experience. APPLICATIONS AND FEES. Applications shall be on forms furnished by the board and contain five references of whom three shall be engineers. The fee for engineers is fifteen dollars, ten of which shall accompany the application. The fee for surveyor is ten dol— lars, five of which shall accompany the application. Upon Application by reciprocity, the fee is ten dollars. Renewal fee, due in June, is five dollars. EXAMINATIONS. Examinations will be given to applicants that have not graduated from an engineering course. Examinations will cover subjects that are given in an ordinary college engineering curriculum. Also the applicant will be required to present a sample of engineering work done by the applicant. A candidate failing in one examination may be re-examined 72 at the expiration of six months without fee. Subsequent ex- amination may be granted upon payment of an additional fee of five dollars. Regular scheduled examinations are held in the months of September and March. RECIPROCITY PROVISIONS. The board will upon application therefor and the payment of a fee of ten dollars, issue a certificate-to any person who holds a certificate of qualification issued to him by the National Bureau or any state, territory, or possession of the United States or any country, provided that the requirements for such a certificate are not lower than those of New Mexico. REGISTRATION FOR ENGINEERS IN THE STATE OF NEW YORK It is unlawful for any person to practice engineering or land surveying in the State of New York unless he be duly licensed. Furthermore every licensed engineer in New York must be registered with the county clerk of the county where he maintains his place of business, and every licensed engi- neer or land surveyor must register biennially before Novem- ber 1, every other year. GENERAL REQUIREMENTS FOR LICENSE 1. As a Professional Engineer. (a) At least twenty-five years of age. (b) A citizen of the United States or has legally de- clared intentions of becoming a citizen. (0) Good moral character. (d) High school graduate. (6) Eight years or more of practical experience sat- isfactory to the board. (f) Passing the prescribed examinations. 2. As a Land Surveyor. (a) At least twenty-one years of age. (b) A citizen of the United states or has legally de- clared intentions of becoming a citizen. (c) Good moral character. (d) High school graduate. (e) Six years of experience satisfactory to the board. (f) Passing the prescribed examinations. 74 APPLICATIONS AND FEES. Examinations are held in January and June. Applications for admission to a Jancuary examination must be filed not later than November lst, and for admission to a June examina- tion not later than April lst. Each application for engineer must be accompanied by a fee of twenty-five dollars. If the .application is approved to be complete, the applicant will be issued an admisstion card to the examination. The fee for surveyor is ten dollars. Upon corpletion 0f four years of an engineering curricu- lum or four years of experience satisfactory to the board,“ upon application therefor and payment of a fee of five dol- lars, which will be credited against the total fee of twenty— five dollars for ten years. The fee for biennially registra— tion is two dollars due before November. EXAMINATIONS. Everyone except those of long established practice of fifteen years or more will be required to pass all required examinations. Examinations are held in Albany, Buffalo, New York, and Syracuse in Februrary and June. RECIPROCITY PROVISIONS. The fee for annual renewal is five dollars. EXAMINAT IONS . Under the law no examinations are Mb olute ly recuired, but the board may, if an application warrants it, require an applicant to pass a written or written and oral examination. The examination is in two parts. Part one is fundamentals, which may be waived for graduates. Part two is engineering practice. RECIPROCITY PROVISIONS. The Act or the Rules of the Board do not mention the weight that a Certificate of Qualification issued by the Na- tional Bureau has upon issuing a certificate of registration in Oklahoma. Since the re;uirenents of Oklahoma are rela- tively low, obviously a person who holds a certificate of qual- ification from the National Bureau could be registered with- out examination, upon application therefor, and payment of the fee of twenty-five dollars. The board will not grant rec'procal registration to a person from any state that doesn't extend the same privilege to registrants of Oklahoma. Oklahoma has reciprocal agree- mnets with the following states; Arkansas, Colorado, Iowa, Kansas, Missouri, Nebraska, Ohio, Texas, Virginia,.Wisconsin, and wyoming. However, registrants from these states still have to make application and pay the fee of twenty-five dol— lars. 84 REGISTRATION FOR E16 GINEERS IN THE STATE OF OREGON The Engineerst Registration Law regulating the practice of professional engineering in the S ate of Oregon was origi- nally passed in 1919 and became effective on Julyl, l, 1919. The Act was amended at various times during the pa st twenty- seven years of its existance in order to strengthen and clar— ify some of its provisions. GENERAL REQUIREMENTS All applicants must take a written or oral examination or both. To be admitted to take these examinations the ap- pli ant must meet the follosing requirements: 1. Not less than twenty-one.years of age. 2. Six years of engineering experience satisfactory to the board 5. Or graduation from an approved engineering curriculum and an additional two years of experience satisfactory to the board. APPLICATIONS AND FEES. The fee to accompany the application is ten dollars. Five dollars will be paid upon issuing the certificate.’ The annual renewal fee, due in December, is five dollars. EXAMINATIONS. ‘ Examinations are held twice each year —- the first Fri- day and Saturday following the first Monday of March and Sep- tember. Applications for admission to the examination must be on file with the board at least thirty days prior to the examination date. 85 The nature of the examinations and the ratings that will be given are as follows: Max. pts. The board may issue a certificat to any person, upon application therefor, and payment of a fee of fifteen dollars, and the presentation of a certificate of registration from a state, territory, or country maintaining standards of engi- neering registration equivalent to those in Oregon and grant- ing equal reciprocal privileges to engineers registered in Oregon. The law or rules of the board does not mention the weight given to a certificate of qualification issued by the National Bureau. 86 REGISTRATION FOR ENGINEERS IN THE STATE OF PENNSYLVANIA Registration for Professional Engineers in the separate branches and Land Surveyors is provided in the Act of the General Assembly No. 567, appr ved Nay 23, 1945. This Act provides also for the engineer-in—training. GENERAL RECUIRENENTS. 1. As a Professional Engineer. (a) Four years or more of engineering work under the lirection of a professional engineer and graduation from an approved engineering course of four years or more or laving the status as an engineer—in-training; and successfully pass- ing a written examination; or (b) Ten years of experience in engineering work, seven years of which is teaching or studying in an approved school, and three years under the direction of a professional engineer; and passing a written examination; or . (c) Twelve or more years of experience, eight of whiCh is under the direction of a professional engineer and successfully passing a written examination. (d) Must not be less than twenty-five years of age. 2. As a Land Surveyor. (a) Graduation from an approved engineering course cf four years or more and an additional four years of experi- ence under the superfision of a professional engineer or surveyor. (b) Six years or more of experience under the super- vision of a professional engineer or surveyor and successully 87 passing a written examination. APPLICI aTIOIS AND FEES. A person failing the examination may at the expiration of six months be re—examined without fee. Subsequent examin- ation will be granted upon payment of an adiitional fee. RECIPRCCITY PROVISIONS. The board.may, upon payment of a fee of fifteen dollars, issue a certificate of registration to any person holding a certificate of qualification issued by the National Bureau or any state, territory or country, provided that the standards for issuing such a certificate are not lower than those of Rhode Island. 91 REGISTRATION FOR ENGINEERS IN THE STATE OF SOUTH CAROLINA The South Carolina General Assembly at its 1948 Session approved amendments to the Engineers Registration Act which was originally enacted in 192 . The amended Act was signed by the Governor on April 15, 1948 and became effective on that date. The new South Carolina Registration Act follows the "Mo- del Law" more closely than any registration act that has been adopted in any other state. The Act has no "grandfather" clause.t It also provides for reciprocity provisions for the engineer-in-training. GENERAL REQUIRENENTS. (a) Graduation plus four years experience; or (b) Eight years of experience plus examination; or (0) Long established practice -- twelve years eXper— ience and not less than thirty—five years of age. APPLICATIONS AND FEE . Applications for registration must be on forms furnished by the board, must contain statements, made under oath, show- ing the applicant's education and detailed sunnary of his technical work, and must contain not less than five references, of whom three or more must be registered engineers having per— sonal knowledge of his engineering experience. The fee for engineers is twenty-five dollars, fifteen dollars of which shall accompany the application. The remain- ing ten dollars shall be paid upon issuing the certificate. The fee for registration under the reciprocity provisions is 92 fifteen dollars. The fee for a certificate as an engineer-in-training is five dollars. EXAMINATIONS. An applicant may be permitted to take the examination on fundamentals before completion of the requisite years of experience. Upon passing this examination, the applicant will be filed as an engineer—in-training. RECIRROCITY PROVISIONS. A person who has been certified in another state as an engineer-in-training may upon the payment of a fee of one dollar be certified as engineer-in-training in South Carolina, provided that he meets the requisite qualifications. . The board may, upon payment of a fee of fifteen dollars, issue a certificate to any person who holds a certificate of registration issued to him by the National Bureau or any state, territory or country, provided the standards for issuing such a certificate are not lower than those of South Carolina. '95 REGISTRATION FOR GINETRS IN THE STATE OF SOUTH DAKOTA The South Dacota Statute Title 18 as or pended by the Twenty-seventh Session of the South Daxota Legislative As- sembly provides for the reigstration and certification of Engineers, Architects, and Land Surveyors who expect to prac- tice their respective professions in the State of South Da- kota. The Statute provides for a Board known as the Board of Engineering and Architectural Exaxiners and this Board is char— ged with the responsibility of administering the provisions of the above mentioned Statute. GENERAL UIRLNZHTJ. Ana pplicant will be required to pass a written or a written and oral examination. To be admitted to take the ex— amination an applicant for registration in professional engi- neering must have at least eight years of experience satis- factory to t? re board and must be at least twenty-one years of age. APPLICATIONS AND FEES. The admission fee for the examination is twenty dollars The fee for the certificate is five dollars. The fee for reg- istration by reciprocity is ten dollars. The annual renewal fee is five dollars. EXAMINATIONS. All applicants except those applying by reciprocity are required to take the examinations. If an applicant fails on his first examination, he may, after an interval of not less than one year have a second examination without additional fee. 94 RECIPROCITY PROVISIONS. 9 Upon-receipt of a fee of ten dollars and upon presenta- tion by any person of satisfactory evidence that such person has been granted license in accordance with the requirements of the Council of State Board of Engineering Examiners or the Board of Examiners of another state or territory where the requirements of a license are approved by the Board, the Board may issue to such a person a certificate, provided the Examin— ing Board of said state likewise accepts the certificate of registration issued by the South Dakota Board. 95 REGISTRATION FOR ENGINEERS IN THE STATE OF TENNESEE The Act providing for the registration of architects and engineers was passed as Chapter 167 of the Acts of 1921, and was amended in certain respects by Chapter 70 of the Acts of 1925. GENERAL RECU REMENTS. The applicant must be of good character, and must speak and write the English language, and must have not less than four years of engineering experience of a character satisfac- tory to the board, the satisfactory completion of every year of study or teaching in a school approved by the board being considered as_a year of experience. When evidence appears to the board as not warranting a certificate, the applicant may be required to pass a written and oral examination. The ruling of the Board reguires every applicant to be examined by written and oral examination except for persons eminently qualified. APPLICATIONS AND BE . Application must be made on forms issued by the board. The registration fee is twenty-five dollars which must ac- company the application. The annual renewal fee, due in De- cember is five dollars. EXAMINATIONS. All applicants for registration are expected to make a person appearance before the Examining Board on the first day of the examination. 96 The written examination requires two days. The first day is devoted to practical questions in the areas of special- iazation of the applicant. The second day is devoted to the- orical questions which test the applican'ts general education in mathematics and the basic sciences of engineering. First Day-Civil Engineering: The applicant must quali— fy by examination in at least two options. 1. Concrete de- sign; 2. Structural steel design; 3. Highway engineering; 4. Railway engineering; 5. Municipal engineering; 6. Water power; 7. Aeronautical design. All engineers are required to take the two short groups of questions on Professional Attitude and Practice. Books may be used in structural steel design and concrete design. Books are not permitted at the second day of exami- nation. The written examinations are held at the University of Tennessee. RECIPROCITY PROVISIONS. Any applicant may in the absence of disqualifying evi- dence, be deemed by the Board to be fully qualified to prac- tice architecture or engineering, if such applicant holds a like unexpired certificate of registration issued to him by any state or territory in the United States in which the ex— amination and requirements for registration are of a standard satisfactory to the Board. However, the fee of twenty-five dollars is required for registration by this means. 97 The State of Texas provides for the registration of engi— neers under the Engineering Registration Act, Senate Bill No. 74, Acts Regular Session, éfith Texas Legislature. .An appli- cant will be qualified in one or more of the different bfan- ches of engineering. Also the board does exempt from examination outstanding engineers of long established practice, whose prof ssional record indicates such an examination to be unnecessary. A candidate failing the examination may, at the direction‘ of the board, be examined again. EECIPROCITY PROVISIONS. An engineer registered in another state must make appli- cation to the Nest Virginia Board on the prescribed applica- tion forms and submit the prescribed number of references. If his qualifications meet the requirements of the Nest Vir- ginia Law and be registered and of good standing in the state from whence he makes application, be registered in the State of West Virginia. However, the West Virginia Board does not accept the application of an out-of-state engineer who is not registered in the state where he resides or from which he makes application for registration. 109 REGISTRATION FOR ENGINEE ES IN THE STh’TE OF WISCONSIN The Act (Sec. 101.51, Chapter 486,_Laws of 1931) provid- ed for the registration of both Architects and Civil Engineers and restricted the practice of these professions to persons who were properly qualified. In 19? 5 the Statute was amended to admit other branches of the engineering profession to registration. Further amendments were m3a e in 1918 to Inore cleai ly de- fine the practice of architecture and professional engineer- ing and restrict the use of the title "Architect" and "Pro- fessional Engineer." The registration fee for engineers of all classes of applications is ten dollars, five dollars of which must ac- company the application, the remaining five dollars to be paid upon issuing the certificat. The renewal fee, due in June every two years, is five dollars. EXAM NATIONS. The Wisconsin registration law leaves the decision as to whether the applicant is to take a written examination wholly to the Board. Generally speaking, applicants who have finished a four year course in engineering in an accred- ited engineering school and with the requisite experienced are granted registration without exanination. Generally, applicants who have not the above qualifications are asked to take a written examination. RECIPROCITY PROVISIONS. The board will, upon application therefor, and payment of a fee of ten dollars, issue a certificate of registration to any person who holds an unexpired certificate of qualifi- cation or registration issued to him by the National Bureau or any state, territory, or possession of the United States or any country, provided that the requirements for such a certificate are not of a standard lower than those of Wiscon- sin; and provided that said state, territory, or country will grant equal reciprocal provisions to registrants of Wisconsin. The rules of the board require for reciprocal registra- lll tion the applicant to have been registered in another state by examination only. 112 REGISTRATION FOE ENGIIEEEE IN THE ATE OE NYOKING In January 1907 Clarence T. Johnston, then Sta e Engi- neer of Nyoming, prepared a bill providing for the licensing of engineers and surveyors. This was the first bill of its kind to be passed by an State Legislature. He saw the need for the law in connection with the preparation of plans and maps for the administration of the us :3 of water. Many of these plans and maps were prepared by incompetent engineers and surveyors that many times did little field work for the preparation of the plans and maps. This Law was subsequently repealed and a new Law was enacted as Chapter 149, Session Laws of Wyoming, 1925. The Law provides for the registr tion of professional engineers and lani surveyors. GETEAAL PE”LIP“MENT:. 1. As a Professional Engineer. (a) Applicant must be at least t entr—five years of age. (b) Applicant must have eight years of expelience satisfactory to the board. Every year of undergraduate work in engineering sh ll be considered as a year of e: (perience, but the applicant must have at least two ye rs of actual ex— perience. 2. As a Land Surveyor . (a) Applicant must not be less than twenty years of (b) Six years of e1 :perience satisfactory to the board. Graduation from an approved four year course shall be consid- ered as four years of experience. 113 The board shall conduct such examination as it shall deem necessary to determine the applicant's qualifications for registration. APPLICATIONS AND FEES. Applications for registration must be filed with the q secretary of the board ant accompanied by a fee of fifteen dollars. The renewal fee is four dollars. This fee is for two years commencing with the thirty-first day of December. EXAMINATI NS. There are not exemptions for not taking the examinations required, except for those applicants that apply under the reciprocity provisions. BECIEPEOCITY PROVISIONS. Upon payment of a fee of fifteen dollars the board may issue a certificate of registration to any person who holds a like unexpired certificate issued to him by any state, ter- reitory, or possession of the United States of the District of Columbia, provided that the requirements by law for regis- tration are of equal standard and satisfactory to the Nyoming board. 114 CONCLUSION The laws governing the registration for engineers are becoming more uniform in the United States. Of particular importance are the laws governing the examinations. Eighteen states require written examinations of their graduate engi- neers. Fourteen of those are requirements by law, and four are conplusory by ruling of the individual Boards. Forty- two states require written or oral or both examinations of their non-graduates. Thirty-five of these made examination compulsory by law and seven make examinations compulsory by tuling of the boards. Eight states reguire exarinations on- ly when there is not conclusive evidence of satisfactory pro- fessional experience. About sixty per cent of all registered engineers are registered in the states that require xaminatio s of their graduate engineers. Therefore, it seems to be advantageous for the engineer, who wishes professional recognition, to be registered by examination. Many states that do not require examination for the graduate engineer sake it possible for an engineer to be examined upon request. Another thing that many of the laws of the states have in common is the provision for the Engineer-in—Training. Most of these states have adepted the program within the last three years. The najor objectives of the engineer-in—training program may be stated as follows: 1. To make the young engineer registration-conscious and aware of his future obligations as a professional man. 2. To bridge the gap between graduation and registra- 115 tion of the young engineer. 5. The professional engineer of tomorrow is the stu— dent of today. This can only be accom- plished by cooperation between the Engineering Schools and The State Beards of Registration. Every student should be familiar with the law and the procedure in appluing for ex- amination.
