First I would like to thank Joe Pantaleo for all his hard work, dedication and leadership as president of The Florida Golf Course Superintendent's Association over the past year. Joe took over as president just in time to see the state hit by 4 hurricanes. Not an easy start for anyone but Joe did an outstanding job. I knew Joe was a true leader when I watched him speak in front of a crowd of nearly a thousand superintendents at the Golf Industry Show in Orlando earlier this year. His strength in public speaking was clearly evident as he addressed our fellow superintendents welcoming everyone to Florida. I'm not even going to try to fill Joe's shoes but I will strive to continue the work that he started. Joe also mentioned in the last Green Sheet that the board will be looking at a dues increase for the near future. This dues increase will reflect the future direction of the association including our paid staff members, Joel and Marie. Both have been with the FGCSA for so long it is hard to imagine it without them but we must. As he pointed out in the last President's message a Strategic Planning Session was held and groups or committees are being formed to insure the long-range f u t u r e of the Florida Golf Course Superintendents Association. The specific committees are: Infrastructure, Publications, Education, Regulatory/ Legislative and Membership. With the help of our current board members and The meeting started with the introduction of our guests and allowing them to speak first. Suzanne Moracao, Morgan Stanley, started by giving an insightful update on the status of the FGCSA reserve accounts. Next was Tim Hires, CGCS at Old Collier GC, who gave a short synopsis on an exciting, collaborative effort by the FCMA, FTGA and the FGCSA to raise sufficient funds The summer board meeting of the FGCSA was held at Isleworth C.C. Special thanks go to Kurt Kuebler, Steve Keller and the members of Isleworth for allowing us to hold our meeting there. Joe Pantaleo started moving the meetings of the FGCSA around to different areas of the state and I hope to continue this trend. The last guests were Mr. Steve Godbehere, Hendrix and Dail agronomist and Dr. Bryan Unruh, University of Florida, who discussed the facts concerning a lack of a viable alternative to Methyl Bromide (MeBr). After assurances from both that there is no penalty or denial of access to stockpiles of MeBr for filing an application for Critical Use Exemption (CUE) application for Florida golf courses, the board unanimously agreed to submit an application. I know that we live in an age of being time starved and information overloaded but please support you local chapter and go to a meeting. As a matter of fact, before you go, call someone that you have not seen at a meeting in a while and invite them to ride with you. I know I always get as much information from just talking to others at the meeting as I do from the meeting material itself. If you can't go then send your assistant and show your support. See details on page 7 of this newsletter and register online at ftga.org. The Green Sheet Director of Communications Report What's Up D.O.C.? by Joel Jackson 1. Government Relations: Methyl Bromide - In a break from GCSAA policy, the FGCS A Board voted to submit a Critical Use Exemption (CUE) application to EPA for the use of Methyl Bromide under the production reduction and phase-out conditions of the Montreal Protocol. Previously the GCS AA had submitted a CUE on behalf of the golf industry, but withdrew its application in February 2004 based on information from people within the USD A and EPA. Subsequent inquiries into the comments made by those sources by a congressional committee, counsel for Hendrix & Dail and other interested parties has revealed that those statements have no basis in fact in the Montreal Accord. This information and the highly political and controversial actions by the international body with regard to exemptions to other countries for MeBr use on golf courses in Central America were facts considered in the FGCS A decision to file. Sod producers have been granted a CUE to maintain variety purity in their fields, but golf courses would have to rely on dwindling finite stockpiles of the product to maintain that same integrity during construction planting or regrassing projects. With no guarantees of any viable alternatives being developed in the pipeline, the FGCSA felt it was incumbent that we at least attempt to seek critical use status to protect the interests of golf courses in Florida. If EPA deems that golf turf use is not a critical use, then as non-critical users we will still have access to the stockpiles. Our CUE asks that we be allowed to treat 276 acres per year based on annual construction needs and a 15-20 year cycle of regrassing old greens. That represents about .018% of the total maintained golf turf acreage in the state based on the 2000 Golf Economic Impact Study. That study also concluded that the golf industry in Florida had a $4.5 billion dollar impact on the state's economy — something the FGCSA board thought was worth the effort. September/October 2005 Government Relations: Golf BMP Manual - The statewide steering committee met on Thursday, August the 11th at the IFAS Mid Florida REC in Apopka. We reviewed changes and suggestions to the various sections and modifications to some sections to reduce the verbiage and use more citations to IFAS bulletins, etc for more of the specific details and recommendations. Work will continue on providing water quality bullet pointed BMPs for ease of complying with "Mandatory" BMPs that may be implemented to improve impaired waters of the state. The committee will reconvene in mid-October and members are urged to find photos and diagrams to use in the manual to help illustrate the various BMP concepts. 2. Allied Associations: FTGA: The education for the 2005 Conference and Show at the Hyatt Coconut Point in Bonita Springs in September is set with a full slate of general turf and golf turf topics on the program. In addition the FTGA has added some special discount opportunities for members. For a full list of membership benefits check the FTGA website at www.ftga.org. 3. Education: Hope you have made plans to attend the GCSAA Regional Seminars hosted by the Everglades GCS A on Wednesday, September 7, 2005. The first is at 8:00 AM and is titled, "Managing Turfgrass Root Systems in the South," by Dr. Keith Karnok from the U. of Georgia, in the afternoon at 1:00 PM, Dr. Karnok tackles the topic of "Understanding Bio-stimulants." Each 1/2 day session is $65. You can register online at www.gcsaa.org. See page 7 of this newsletter for more details. Four days later, September 11th, the 2005 FTGA Conference and Show begins at the Hyatt Coconut Point in Bonita Springs. Chapter Team Registration Forms have been mailed to all chapters with a September 16th deadline for registration. A chapter team may consist of five players with best 4 out of 5 scores counting. A chapter may also play with only 4 players with all scores counting in the Team Championship. Low gross superintendent wins a paid spot on the FGCSA Team playing for the GCSAA Championship in Houston in February. All FGCSA superintendents ar welcome to play in the tournament. If your chapter does not choose to enter a team in the competition, individuals may still play in the Tournament with a chance to win the prize money as well as a spot on the FGCSA Houston team. 4. Chapter Relations: I have two Power Point presentations that can be used for monthly chapter meetings. One is titled: Pro Active Communications the other is on the new Mandatory BMPs for Water Quality. The day starts with a noon lunch buffet and a 1:00 p.m. shotgun start. Entry fee is $80.00 per player which includes lunch, golf, range balls and prizes. 3 Minutes of FGCS A Summer Board Meeting The Summer 2005 meeting of the FGCSA Board of Directors was called to order by President Joe Pantaleo at 10:00 a.m. on Monday, July 25th at Isleworth CC. Kurt Kuebler, Club Manager of Isleworth, gave a short welcoming address to the group followed by an invitation to everyone present to play a round of golf after the meetings, a All officers were present. Ridge and Suncoast chapters were not represented. Others attending the meeting were Joel Jackson - Florida Green editor; Dr. Bryan Unruh, University of Florida; Mike Goldie, Lobbyist; Kevin Downing, Past President; Tim Hiers, Past President; Suzanne Moracao, Morgan Stanley, Steve Godbehere, Hendrix and Dail; and Marie Roberts, Assn Manager. The minutes of the Spring FGCSA Board Meeting were approved as presented by Secretary/Treasurer Matt Taylor. President Pantaleo then introduced Suzanne Moracao, Morgan Stanley, who gave an insightful update on the status of our MS Fund Solution Account. She explained that a rebalance is recommended to keep our moderate to conservative account current. She recommended selling two of our funds (Dreyfus and Rowe) and replacing them with a JP Morgan and an MFS Total Return Fund. A motion was made by John Curran to approve this rebalance. Motion was approved. Next Joe introduced Tim Hiers, CGCS at Old Collier GC, who gave a short synopsis on an exciting, collaborative effort by the FCMA, FTGA and the FGCSA to raise sufficient funds for turfgrass research on a continuing basis (annually). The suggestion is to initiate a fee of $1.80 per ton of fertilizer purchased, to be assessed by participating fertilizer companies. The program would be structured to allow small and large operations to participate equitably. The funds would be handled by the FTGA and designated for approved research, subject to approval by the three participating state boards of directors. Tim asked all External VP's to review the proposal with your chapter and call him with the results of your discussion both positive and negative comments would be helpful. Many hours have been devoted to this project and it is hoped that all Externals will follow through with their chapters and contact Tim within the next two months. 4 We will expect some input from each chapter for discussion at our Fall board meeting. FGCSA Board Members vote to file a Critical Use Exemption with the EPA for extended use of Methyl Bromide The third topic of discussion was Methyl Bromide with Dr. Bryan Unruh and Mr. Steve Godbehere, Hendrix and Dail agronomist, explaining the current situation. After discussing the facts concerning a lack of a viable alternatives to Methyl Bromide and the uncertainty of how long current stockpiles of MeBr will last for future use, the question came before the board whether or not to submit a Critical Use Exemption application for Florida golf courses. After assurances from counsel that there is no penalty or denial of access to stockpiles for filing an application and being refused, contrary to some unsupported statements from USD A and EPA personnel, the board felt that it would be in the best interests of Florida golf courses to try to acquire a small amount of Methyl Bromide annually to address construction planting and regrassing needs for the future. After a quick lunch break, Joe Pantaleo discussed the notes from Hannes Combest on our FGCSA Strategic Planning Session held on May 12th at the Naples Beach Club. We will continue to spend time at each of our board meetings to discuss the progress of this project and the organizational infrastructure needed to support our goals. All board members have been assigned to one or more Groups to start us on the road to support our long-term vision. We expect all Groups to have at least contacted each other before the Fall board meeting and will be expected to report their progress at that board meeting. Goals for the 2005 - 2006 will include establishing a viable program for turf funding; joining with other turf related groups such as the CMA and FTGA to work on joint projects; increased educational programs for our members; and following through on the Strategic Planning Session goals regarding developing the necessary infrastructure, developing a publications, a membership and an education plan as well as continuing to support representation on legislative and regulatory issues in Florida. FINANCIAL REPORTS: The Fourth Quarter financial statements for the Operating Account as well as the Research Fund were explained by Matt Taylor and approved. Matt then explained the revised draft of the 2005-2006 Operating Account budget. John Curran made a motion to support the 2005 2006 budget as presented by Matt. Motion was approved. D.O.C. REPORT: Joel spoke on Supt. John Cunningham's article in the Florida Green regarding school visits. John is willing to visit an upcoming meeting of any chapter to present the details of the program and offer a hands-on template that any golf course superintendent could use to implement such a program in his own community. PUBLICATIONS: Joel Jackson asked Externals to submit topics for discussion in the upcoming Florida Green magazines for the rest of the year. Craig Weyandt asked that a 2006 calendar be printed in the FGCSA Membership Directory. A discussion was held to include a list of state representatives in the Directory but the suggestion was rejected since the FTGA already includes a list in their Directory. A suggestion was made that all new Chapter Presidents compile a list of Goals for the Year and this list would be included in the Directory if it were received in the FGCSA office in a timely manner. AWARDS: Chairman Greg Kriesch asked all Externals to encourage their chapters to nominate candidates for the awards that are available from the FGCSA (the DSA, the President's Awards, and the Lifetime Achievement Award). EDUCATION: The 2005 Poa Seminar was a great success even showing a profit thanks to the GCSAA for picking up the expenses for the speaker. Registration fees were raised but this did not seem to have any impact on the number of attendees. Chairman Peter Powell presented the list of GCSAA SLS seminars for the 2006 season. After a discussion, it was decided to let Peter pick an appropriate seminar from the SLS list and apply to the GCSAA for approval. The Green Sheet Minutes of FGCS A Summer Board Meeting Brochures for the FGCS A Assistant Superintendent Seminar which will be held on August 25th at Quail Ridge CC in Boynton Beach have been sent to all members in South Florida, Treasure Coast, and Palm Beach chapters. Non-members are welcome to attend these seminars. GOLF: Joel Jackson reported that Steve Bernard, Palm Beach chapter, was the winner of the Crowfoot Open and will join Steve Fox on the FGCS A team in 2006. The team from Central Florida won the chapter event. Joel reported that the FGCS A Championship would again be played at Southern Dunes and will continue to be a one day event. Preliminary plans call for the tournament to be played on the last Saturday in September (9/24/05). MEMBERSHIP: Chairman Jim Walker has contacted almost every one of our External V.P. 's to urge them to send their dues renewal list into the office by the August 10th deadline. Most chapters seem to be on schedule. Jim reminded everyone that one of the new goals decided on at the Strategic Planning Session is to have all chapter memberships increased by 10%. ited to send in a survey to get that done ASAP. If we plan to send in any research proposals to the GCS AA for co-funding, it will have to be decided on before our next board meeting since the GCSAA deadline is usually early in October. Therefore, if Craig is presented with an appropriate proposal(s), he will e-mail the proposal(s) to all Externals for feedback. FTGA: Matt Taylor reported that the 2005 Conference & Show will have a great educational program including an Equipment Technicians session as well as Pesticide Traing for your staff members. Sunday's Golf Tournament will be played at Bonita Bay. The annual barbeque will be held across the street from the golf course. Matt stated that the Hyatt Regency Coconut Point is a great hotel and urged all board members to attend. Mike Bellino mentioned that the Central Florida will continue their tradition of bussing a group to the Show. Matt reported that Darren Davis has agreed to be the Secretary/Treasurer for the FTGA next year. GCSAA: The annual GCSAA Chapter Delegates meeting will be held on the weekend of September 30th. The GCSAA requires that all affiliated chapters must send a delegate to this meeting or appoint a delegate from another chapter to represent them. Bill Kistler reported that he will be attending the meeting to represent West Coast chapter. The FGCS A reception will be held on Thursday evening, February 9th, probably at one of the headquarter hotels in New Orleans. Details to come. S.O.P./By Laws: A change would be needed in our By Laws if the board approves an honorary category for Past Presidents. The FGCS A By Laws currently lists the purpose of the FGCS A as "to promote turf management as it pertains to the Golf Course Superintendent and to unify the Golf Course Superintendents of the State of Florida." When our new Mission Statement is approved, we will need a vote to add this to the By Laws. Since there was no further business, the meeting was adjourned at 1:30 p.m. so that the 2005 Annual Meeting and Election of Officers could begin. A discussion was held to determine if the 50% dues reduction for Assistant Superintendents has had a big impact on chapter membership. Everglades membership of Assistants has increased but most other chapters have not. It was noted that unless the Superintendent actively supports having his Assistant join the local chapter, it will not happen. Please encourage all your chapter superintendents to work on this for 2005. There was one application for At Large Membership...Scott Sewell fromEmerald Bay in Destin. The application was approved. At the suggestion of Scott Bell, a discussion was held regarding creating an additional honorary membership category for FGCS A Past Presidents who are still working as Superintendents but have moved out of state. If this were approved, it would require a by law amendment. Bill Kistler will pursue this option. The Green Sheet Upcoming Educational Opportunities Everglades Presents Two Back-to-Back GCSAA Regional Seminars The Everglades GCSA has scheduled two separate and distinct GCSAA Regional Seminars to be held on the same day, Wednesday, September 7th, at The Naples Beach Club. Both seminars will be presented by Keith Karnok, Ph.D. University of Georgia, and each offer .35 Education Points. The morning seminar, "Managing Turfgrass Root Systems in the South", begins at 8:00 a.m. and will conclude with lunch at noon. The primary objective of this seminar is to fully acquaint the participant with factors that can affect warm-season turfgrass root growth and how they can be managed. The seminar will include monitoring soil temperature, mowing, irrigation cultivation and fertilization practices. Time will be devoted to discussing ultradwarf bermudagrass root growth. The use of plant growth regulators and biostimulants will also be covered. The afternoon seminar, "Understanding Biostimulants", begins with lunch at noon and continues until 5:00 p.m. Participants will learn to list the various types of biostimulants currently being marketed; discuss the validity of the various claims made in promotional materials; list the various type of activie ingredients found in biostimulants; and explain why some biostimulants have more potential for prividg desirable results than others. Attendees will also learn how to test and evaluate biostiumulants on the golf course. Participants are encouraged to bring their own biostimulant labels and promotional materials for group discussion. Superintendents may choose to attend both seminars or just one. Registration can be done through the GCSAA Service Center at 800-732-7878 or through the GCSAA website under Education.
