I noted that the second extension period for making public comments on the EPA decision has expired this week as I write this. In fact it was just this past Wednesday, December 13 . Preliminary numbers out of GCSAA indicate that after the initial only 30 or so comments in the first few weeks back in September, there was a flurry of several hundred by mid October, but by late November not that many more had come in. So, out of 700 or so FGCSA members, nationwide, we have only 300 superintendents commenting on the decision by EPA to ban MSMA. Which is strange because in conversations, people say how effective and economical it is, yet not many people did not take a few minutes, to write EPA. Form letters were provided, websites were published, practically everything was set up to make it simple and easy to do, but I guess we were wrong and people didn't really want MSMA after all. th Folks, we are entering a time where standing on the sidelines and cheering for a few others to carry the load just isn't an option. Just look at the scoreboard. We aren't in the lead. Nemacur supplies are dwindling. Prices are going up and there's no real new winning product in the pipeline. How are you going to control nematode stress on your turf? MSMA is likely gone. It's not official yet, but we sure didn't dazzle EPA with several thousand comments did we? Methyl Bromide is up in the air, pardon the pun. Maybe we can get a critical use exemption, maybe not, but the way the international community views us economically and especially politically right now, it will be a struggle. What will we use when that is gone? On the one hand we are fighting city hall over fertilizer regulations and on the other we are being asked to fill out some surveys that will give GCSAA and other industry leaders some ammunition to fire back and save our industry from undo regulations and nit-picky, feel-good local ordinances. Did you fill out the GCSAA survey on Pesticide use when it came out last summer? How about the Water Use survey that was due back in November? Did you "man-up" and give them some real world information or are you standing around waiting for the other guy or gal to do it? People, we better start taking responsibility for helping to fight the political battles. We don't have to picket or demonstrate, all we have to do is answer some survey questions, host a chapter meeting, or write a letter or an email once in a while. Register and vote in elections and do just enough homework to find out if a candidate is a flaming activist or a moderate who will listen to facts. The FTGA has expanded it's regional seminars in January to nine to offer more opportunities for localized education. Also, I hope we are presently surprised by the number of Florida folks attending the GCSAA Conference in Anaheim. We certainly plan on hosting our traditional FGCSA Reception. It will be on Thursday night, February 22 at the Sheraton Park Hotel, just down the block from the Hilton Headquarters Hotel and Convention Center. The education is always the main thing. You need the PDI points and you sure can get a slug of them in a few days at conference. Whether or not Anaheim is a tourist mecca should be of little consequence and I have heard that the whole convention center area is much improved. nd Last but not least I want to congratulate my friend and mentor David Court, CGCS, the long time superintendent at the Boca Lago C.C. in Boca Raton. David has been at Boca Lago for 25 years (since 1981). He and his wife Janet are moving to the Seven Rivers area, as David takes over as superintendent at the Black Diamond Ranch golf courses. The Palm Beach Chapter is recognizing his long standing local chapter and state service with a President's Award, appropriate since he is a Past President of both. The funds committed by the FGCSA for substantial research projects being performed at the University of Florida is the highest amount of any past year. This is an accomplishment that all of our members should be proud to be a part of by their donations to the FGCSA Research Account from the money earned through the fund-raising activities of our local Florida chapters. Craig then announced that we would continue our tradition of requesting CoFunding from the GCSAA. He asked all External Vice Presidents to take the time to read the 11 proposals that have been sent to us for co-funding by various University of Florida researchers. Craig has e-mailed these proposals to all Externals. The proposals have all been rated for Scientific and Educational Merit and Craig asked the Externals to be prepared to advise Craig of their chapter's preference for funding sometime before our Winter Board Meeting, probably by the end of November. We would then need to submit those proposals to the GCSAA before their deadline date. Dr. Hochmuth said he would provide a template for research proposals progress reports from UF/IFAS to help the process. D.O.C. REPORT: Joel reported all the activity going on with the methyl bromide situation and the fertilizer issues that are continuing throughout the state. Joel and Mike Goldie are staying current on the Urban Turf Rule that Florida DO ACS and DEP is working on. The University of Florida is also involved in these talks. Joel reported that the Golf BMP Manual should be ready for distribution in the spring with 7,000 copies to be printed. AWARDS: Rip Phillips reminded all Externals that it is now time to nominate someone for the FGCSA Distinguished Service Award. Chapters need to bring this up at a chapter meeting and send a letter of support to Rip before the end of March. The state-wide award is traditionally given during the Poa weekend in Naples. Rip also reminded the board that there is now a second state-wide award, the Marie Roberts Lifetime Service Award. Rip will work on the qualifications for this new award and send them to all Externals with a request for some nominations. Chapters are also reminded they may nominate someone from their chapter for a FGCSA President's Award for Lifetime Service. These President's Awards are given by the FGCSA to a FGCSA member who has been a leader on the local chapter level, not necessarily the state level. The award is given out to your nominee at your local chapter meeting. It was also noted that the GCSAA is looking for nominees for their DSA. Joel and Rip will work on this project. EDUCATION: The FGCSA has been approved for a SLS seminar co-sponsored by the GCSAA to be held on Friday, May 11 during the Poa weekend. The board was presented with a list of approved speakers and their subject areas. The board decided that their first choice would be one of the seminars presented by Bruce Williams and, if he is not available on the 11 , second choice was Tommy Witt. th th MEMBERSHIP: Jim Walker reported that the FGCSA membership list now stands at 1,070 members including Lifetime and Honorary members with paid dues a total of $54,820. Jim again urged all chapters to send their 2006-2007 dues invoices out in May next year. He also suggested that all of those whose dues are not paid by the end of July should pay the dues out of their own pocket and then get reimbursed by their club. This way we can have all dues received in the FGCSA office and the chapter membership lists up to date by sometime in August. This would allow the Directory to go to the printer by September 1 . Jim also suggested that chapters plan a Members Only meeting early in the fiscal year to get those habitually late people to pay their dues prior to the meeting date. Some chapters have prepaid the dues for those members they know will join and collect from them later. st It was noted that the GCSAA has put Member Retention as a #1 Priority for this year. The FGCSA will contact the GCSAA to target those who have paid their GCSAA membership but are not paid up Members of any of the Florida chapters. The board then discussed the plans for the approved 2007 FGCSA dues increase. Some suggestions were made as mentioned earlier in the meeting to raise dues $10.00 each year for the next 3 years rather than the agreed upon $30.00 all at one time. This would be done to reduce any impact from the needed increase. Another suggestion was to end the 50% reduction in Class C dues and have everyone pay the same amount - Class A, SM and C. No motion was made at this time. The question of how to let the individual member know of the change in dues structure - a letter to the Chapter President or individual letters to all members. This needs to be decided by the next board meeting so that letters can go out as early as March so that our members can properly budget the increase. GOLF: Joe Pantaleo reported that a plaque was presented to Joe Ondo at the FGCSA Championship for serving as Chairman of the FGCSA Golf Championship for ten years — since its inception in 1996! Joe Pantaleo and Matt Taylor discussed the possibility of changing the qualifications for the Florida team in the GCSAA Tournament to include the Winner of the FTGA Golf Tournament. If this is feasible, it may be used during the 2007 season to decide our Florida team in 2008. The FGCSA team would then be composed of the winners of the Poa, Crowfoot, FTGA, and the FGCSA Championship, and would drop using the low average score in these events to determine the fourth team member. Matt Taylor reported that the Everglades chapter will change the menu (cost) for the luau during the Poa from a full buffet to a reception format in an attempt to make it more reasonable for everyone to attend. It is hoped that it will still be an outdoor event. FTGA: Matt Taylor gave a report on the quality of the FTGA Conference and Show this year in Bonita Springs. Everything about the Show was great and Matt is looking forward to one more year at the Hyatt in Bonita. He noted the poor turnout from the superintendents in the local area (Everglades and Calusa chapters) and pledged to work harder to bring those superintendents to the Show next year. The FTGA will research the feasibility of rotating the Conference around the state. Matt also welcomed Casey Pace to the FTGA and reported that everyone is impressed with her credentials so that members can look for a good year coming up. They will hire a fulltime coordinator or outside accounting firm to help with the FTGA office work when Casey is traveling. GCSAA: Joe Pantaleo, Chairman for the FGCSA Reception in Anaheim announced that the reception will be held on Thursday night, February 22 at the Sheraton Park Anaheim Hotel which is in easy walking distance of the Convention Center. Sleeping rooms are available and Joe urged all members to make their room reservations ASAP before they are sold out. Sponsor letters have been sent to past sponsors but it is requested that all board members look over the list of sponsors and make any suggestions to adding sponsors that you currently have a professional relationship with but are not on the list. Please forward the name and contact information for any potential sponsors to the office. nd Darren Davis reported on the discussions held at the GCSAA Delegates Meeting. The first item on the agenda was to establish long-term dues pricing strategy. The GCSAA has suggested that future dues increases be tied to an index (probably the CPI) with the goal of increasing dues revenue gradually when needed. Sporadic large increases have cause membership loss. Their next item was regarding membership standards which must be promoted externally. The Committee will attempt to market the association with a focus on Class A members while not neglecting other membership classes. Darren also noted that there was a discussion on GCSAA Board of Directors financial support costs which are included in the GCSA Standard Operating Procedures manual. Darren then discussed his duties as Voting Delegate Alternate and presented the potential slate of officers and directors for the GCSAA 2007election. The complete Slate will be presented at the next FGCSA Board Meeting so that Externals can give their chapter's opinion on which candidates to support. ...Continued on page 6 ...Continuation of Fall Board Minutes SURVEY - The 2007 FGCSA Survey Chairman, Kevin Downing, was unable to attend the board meeting but sent a report stating that there would be major changes to the survey this year. The survey will be composed of a total of 40 questions in 4 separate categories — Labor Related, Budgetary, Professional and Operational. Some sections of the survey will continue to be divided by chapters as well as size of the facility but we will also be divided between Public and Private sectors. This is an attempt to promote more participation in the survey. The survey will be sent to all Class A and SM members in December. FLORIDA GREEN: Joel Jackson noted that the Fall Florida Green magazine has been printed and is currently in the process of being mailed to members. He also reported that there are very few superintendents sending in photos for the Florida Green Photo Contest. He would like to encourage more participation to make it a viable "contest". NEW BUSINESS: We have received a solicitation letter from the Charles Bronson campaign . The FGCSA sent a $500 donation to Bronson's campaign in 2002; this year's letter was requesting $250 - $350. After a discussion on the merits of continuing to support Mr. Bronson, the board voted to send a $350 contribution. President Craig Weyandt suggested that the Winter Board Meeting be held at the World Golf Village since we were unable to hold last year's board meeting at that site. The tentative date is set for January 26,2007. Since there was no further business, the meeting was adjourned at 4:30 p.m. FGCSA Board Meeting to be held January 26th The FGCSA Winter Board Meeting will be held on Friday, January 26th at World Golf Village. All External Vice Presidents are urged to attend or arrange for a chapter member to represent your chapter. Joel Jackson, CGCS (Central Florida) and Bob Solms (Ridge) represented their chapters at the GCSAA Delegates meeting in Kansas City. FTGA One Day Regional Turf Seminars The Florida Turfgrass Association again presents their Annual Regional Turf Seminars throughout the state. These one-day seminars provide local educational programs on topics such as pest and disease, weeds, BMPs, regulatory issues, safety and pesticide usage. Attendees can choose from separate schedules for either Golf and Landscape. Programs will start at 7:30 a.m. at most locations and should conclude at 3:00 p.m. Speakers from the University of Florida will include Dr. Laurie Trenholm, "Best Management Practices"; Dr. Bryan Unruh who will speak on wetting agents and landscape turf problems; Dr. Kevin Kenworthy will discuss the latest turfgrass trials; Dr. Jerry Sartain will speak on turfgrass soil fertility; and Stephen Brown who will speak on palm disorders. Other speakers might include Jeff Wharton, Environmental Compliance Specialist. Please check the FTGA website to see which topics and speakers will be included at each location. Florida Superintendents Prepare for GIS in Anaheim Attention Florida Chapter Voting Delegates: Our own Bob Randquist, CGCS at the Boca Rio Golf Club in the Palm Beach Chapter, will be up for re-election for a 2nd term as Director on the GCSAA Board during the GCSAA Annual Meeting in Anaheim. Be sure that all of our eligible votes are cast by checking with Dale Kuehner, FGCSA Voting Delegate, before the GIS. If you can not attend the Annual Meeting in Anaheim, be sure to fill out the form that will be mailed to all FGCSA Chapter Voting Delegates before the end of January. The FGCSA will have an experienced team entered in the 2007 GCSAA National Golf Championship to be played February 16th through the 20th at Mission Hills CC, Pete Dye Challenge Course in Palm Springs, California. The team will consist of: Bob Harper, winner of the FGCSA Golf Championship held at Southern Dunes GC; Seth Strickland, Crowfoot Open Champion; Stephen Fox, Poa Annua Classic Champion and Jim Torba, low average of all of the events.
