I am updating our website every couple of days with news and announcements on people, events and government relations issues to keep you up to date on information that matters to you and your association. The site also has links to all FGCS A chapters that have websites. Golf BMP Manual: The Best Management Practice for the Enhancemnet of Environmental Quality on Florida Golf Courses has been mailed to every FGCSA Superintendent Member. It has also been mailed to members of the League of Cities and Association of Counties, Water Management Districts and others. 9,000 copies were printed in the first run. This document created from 2-3 years of meetings and input from regulators, researchers and golf course superintendents and even oversight by environmental groups like A Thousand Friends of Florida has already been cited as the guideline to be used in the State of Florida's Urban Fertilizer Rule, the Sanibel Fertilizer Ordinance and the Sarasota County Fertilizer Ordinance. We wanted regulators and lawmakers to have their rules based on sound science and now we have it. This will not be a silver bullet. There never is one, but it will give the recently formed State Fertilizer Task Force a basis for reviewing future local ordinances that seek to regulate golf course maintenance practices without due process or the best available science. There is a checklist in the back of the manual that will give you an opportunity to see how your operation stacks up to the BMPs and ways you can improve your environmental footprint and become compliant and avoid legal action by the state if a downstream problem comes up. We send our thanks to Mike Thomas of the Florida Dept. of Environmental Protection for helping the FGCSA and other green industry and agricultural commodities to craft and draft a series of BMP manuals to help our industries find ways to do business and improve our stewardship. environmental This issue has been and will continue to be of growing concern. Learn to manage it. Urban Fertilizer Rule: The Department of Agriculture held it's second Public Hearing on the Urban Fertilizer Rule at the DEP Offices in Tallahassee in . Many thanks to Jeff Heggen of the Coastal Plains GCSA for sitting in to make sure the sections concerning golf courses had not been modified since the last hearing. Jeff reports golf remains governed by Dr. Jerry Sartains nutrient recommendations contained in the BMP Manual as previously stated. Remember to follow these guidelines and if you must exceed the N and P ranges, make sure you have soil and or tissue tests to validate the need for additional applications. Water Restrictions: There's no denying we took a credibility hit in the media recently when the Palm Beach Post ran a story how 50% of area golf courses were not complying with reporting requirements for the Phase 2 and 3 restrictions which cut back irrigation 30-45% from permitted amounts. Another story ran a week later that the number in compliance had reached 97%. Of course the question remains why not 100%. It only takes one or two to give the industry a black eye and discredit our work to be environmental stewards. The reality of the situation was that Water Management District records and online reporting software was not 100% itself, so the initial non-compliance numbers were skewed to begin with including courses that no longer existed or were on reclaimed water and other glitches. As time passed the gap narrowed and only a few have been singled out for failure to comply to the weekly reporting requirements. The moral of the story is: First, know what you are pumping. Keep accurate records. Communicate your water source to your members what constraints you may be under during droughts. Begin to harden off your turf during the usual dry periods in the spring so plants learn to thrive and survive on less water. One superintendent told me recently his members "had" to adjust to browner turf and they began to see the benefits in greater distance on golf shots. Experiment with run time reductions whenever and wherever you can on the course so you can meet mandated cutbacks. 3. Allied Associations: FTGA- The FTGA has mailed out exhibitor registration forms for the 2007 Conference and Trade Show and attendee registration forms are soon to follow. By June 22 a new website will be online and take online registrations as well. New Executive Director Casey Pace and Marketing and Events Coordinator have been hard at work reorganizing operational infrastructure of the FTGA and also moving to a new downtown location for the office. Meanwhile, it was announced that former NFL All Star quarterback Jim Hart of the St. Louis Cardinals will be the keynote speaker at the annual lunceon and Florida Ag Commissioner Charles Bronson will be the speaker at the Closing Ceremonies. It was announced at the FTGA Summer Board Meeting that in keeping with suggestions and requests the 2008 & 2009 Conference and Shows will be held at the PGA National Resort in Palm Beach Gardens. The two year contract nets lower room prices. Attendees will see a $20 discount on room rates. nd One other big change this year will be the introduction of a Low Medalist event parallel to the regular Scramble Event that will serve as the fourth qualifier for FGCSA members vying for spots on the FGCSA Team at the GCSAA Championship next February in Orlando. This replaces the low average category and joins the Poa Annua, Crowfoot and FGCSA Championship as one of the qualifying events for the team. Ag Institute of Florida: This group of communicators and executive directors for Ag commodities and assocations continues its work on securing a contract with a PR firm to help define and refine public perception and awareness of Florida agriculture and green industries. Once data has been accumulated, key messages that apply across all commodities will be crafted and delivered to the media, the general public and regulators and politicians. The length and exent of the campaign will be limited only by the amount of funding provided by the various associations. The AIF also has a website that provides media and the public a one-stop shop to connect to the various associations and has an events calendar, to which I add our meetings and events. The Spring 2007 meeting of the FGCSA Board of Directors was called to order by President Craig Weyandt at 1:00 p.m. on Thursday, May 10 at the Naples Beach Club, Immokalee Room. All officers were present and all chapters were represented. Others attending the meeting were Joel Jackson - D.O.C./Florida Green editor; Marie Roberts, Association Manager; Casey Pace, FTGA and Todd Lowe, USGA th Minutes of the FGCSA Winter 2007 Board Meeting were approved. Craig then introduced Jason Bagwell, SFGCSA President, who presented a check for $27,000. These funds were generated by the South Florida Expo and Jason noted the funds should be sent to the Fort Lauderdale Research Center to support the turfgrass program at that site. In the past, the funds generated by the Expo had been used to support a technician at the site but the technician is now employed at a golf club in the South Florida area. A letter will accompany the $27,000 check with explicit directions to have the proceeds support the turfgrass research programs at the Fort Lauderdale REC. Craig thanked the SF chapter for their work on the Expo. EXECUTIVE SECRETARY POSITION Matt Taylor then presented the Time Line for hiring a replacement for Marie Roberts. The Position Description as well as a detailed list of the Job Responsibilities was included in the agenda package. Matt's time line calls for a list of applicants to be gathered by the next board meeting. Bill Kistler made a motion to approve the Position Description. The motion was approved. RESEARCH PROPOSALS FOR 20072008: Matt Taylor then presented a list of projects that the FTGA has approved and forwarded to FGCSA for co-funding The list includes the projects that were approved at the FGCSA Winter Board Meeting in January. Matt noted that some of the programs were forwarded to Kevin Downing to forward to FSGA for possible co-funding. The bottom line on the Proposed Funding requested from the FGCSA for the next 3 years was as follows: $46,000 in the first year; $33,000 in the second year and $23,800 in the third year. A motion was made and approved that the FGCSA would co-fund the list of Research Projects at the levels stipulated in the report. Craig thanked the FGCSA local chapters who made donations to the FGCSA Research Fund in the past and urged other chapters to follow suit in view of the large commitment that we have made. The fee remains at $125 for superintendents. The Entry Fee includes continental breakfast, box lunch, beverages on course and the coctail reception that night. The format of the tournament has changed. You can play the modified stableford method and we will also have a two-man scramble. If you're competing for a playing spot in the GCSAA Tournament, you must play the modified stableford. We will have flights for the tournament based on handicaps. The Poa actually consists of two separate tournaments — the G.C. Horn Memorial Endowment and the Poa Classic. The Horn, which was played on Friday at Naples Grande, raised $8,000 for turfgrass research. The Poa Championship was then played at Naples Grande on Saturday. Winner Ryan Costello, who shot a 72, said the greens were fabulous thanks to superintendent Billy Davidson. Runner-up was another Everglades player, Matt Nieder, who shot a 73. Together with Jim Torba who shot a 75 and Bryce Koch with a 78, the Everglades GCSA ran away with the Chapter Championship Trophy! The team from South Florida, led by Seth Strickland's 74, came away with second place this year. The 6th Annual PBGCS A Fishing Tournament was scheduled to be held early Saturday morning, June 2nd. Mother Nature decided to put a damper on their plans with high seas and plenty of wet weather leading up to Saturday.
