I look forward to serving my term as President for the 2008-2009 year. I will do my best to live up to the standards that have been set by the many fine gentlemen and fellow superintendents who have served in this office before me. As our golf courses have changed throughout the years to become better and move forward with new designs, technology and products; so our association must also be willing to change and improve so that we can continue to be a leading force within the golf industry. This will be the first full year with the two biggest changes our association has had in a while, Jennifer Innes as our new association manager and Joel Jackson as our executive director. Please work with them as they help us reorganize our operation and seek to make improvements in member service and value. One of the changes you will notice will be that the Florida green cover will go from a gatefold cover to a single page cover. Production cost savings is just one strategic reason for approving this change. The Coastal Plains Chapter is dissolving and those members will become At Large members of the FGCSA. I would like to see their spot in the chapter rotation of the cover stories to feature some of the other At Large Member superintendents that have supported us over the years in this category in Northwest Florida. Another change coming our way is the addition of a GCSAA field representative in Florida. The search and selection process is going on now. Hopefully this person will be able to work with Joel and Jennifer and our local chapters on a wide range of issues like member recruitment and retention, chapter effectiveness, regulatory issues and research coordination. This person will serve as a direct link to the many GCSAA resources available to help our members. Shane Bass the heartland region and upper mid-west for about 2 years now and they seem to have helped the relations between GCSAA and its members in those areas. It should be an interesting year as we discover and strengthen our potential of having such a resource here in Florida. On a different note I believe it was Geoff Coggan that first said he was going to try to get around to all of the chapters during his year as President. Matt Taylor tried to follow Geoff s lead and attend as many chapter events as he could. I am going to make my bid to attend as many local chapter fundraising events as possible. Government Relations Report: Water Restrictions and Conservation We have yet another meeting scheduled with the South Florida Water Management District on Wednesday, August 20th to address such topics as: the Blaney-Criddle water allocation method; weekly reporting requirements; quarterly versus monthly water use window for flexibility and change in percentages of phase cutbacks to 10-20-30%. Matt Taylor has made some inquiries about the lack of action with other SFWMD staff members saying we do not want to waste our time with another stonewalling session. New contacts at SFWMD say they will make the meeting worthwhile. We will see. In a related story, Kevin Downing, President of the Palm Beach GCSA told me at the Crowfoot Open that he had an interview with a Sun-Sentinel reporter about golf course water restrictions. Kevin said the interview went well, and he felt the reporter got the message. Two days later, Carrie Riordan from GCSAA sent me a link to the article that ran in the paper. You can read it for yourself at: http://www.sunsentinel.com/news/local/southflorida/sflflpgolfwater081 lpnaugl 1,0,1542212. story Methyl Bromide: There will be a meeting of turf industry people with Dr. Bryan Unruh on September 4th from 3 - 5 PM at the Ritz-Carlton in Naples to address the latest developments concerning access of non-CUE holders to MeBr stockpiles. Additionally, there have been new safety regulations placed on the use of all soil fumigants including the pseudoalternatives like Basimid. The Green Industry Best Management Practices Manual (GIBMP) will undergo its first revision meeting since its publication in 2002 on Monday, August 18th. This BMP manual was intended for the lawn care industry was the pre-cursor of the Golf BMP manual as Florida GCSA members attended the meetings which began in 2000. It was obvious from the round table cooperation of government, industry, research and environmental groups that BMP manuals would be valuable education and outreach tools for industry and the general public. Five years have passed and it's time to reassess the information contained in the BMPs and update as mandated in the original charter to make it a living document. The same will occur for the Golf BMP manual around 2012. 2. Golf Industry Alliance: As soon as the PGA Championship is over the PGA of America (Florida) wants to hold a meeting of golf associations to unite our voice for golf on the issues facing the industry. I emailed Jim Demick of the Florida State Golf Association and he pledged his full support. CMAA and GCOA will also be included and I am recommending the USGA Florida Green Section as well. Look for the World Golf Foundation to be involved too. The inquiries from the PGA began back in June when I was attending the GCSAA Chapter Executives Task Group meeting in Lawrence, KS. I have sent the PGA copies of the Golf Economic Impact report and our Golf BMP Manual and the bullet point list of key economic and environmental facts we have used to promote the golf industry in regulatory discussions. They indicated an interest in updating the Economic Study and I have relayed the GCSAA - Golf 20/20 model and the fact that the FTGA is embarking on a new total turfgrass economic study as well. It will be good to have friends in high places helping us talk to cities and counties as they increase the rhetoric on water and fertilizer use. 3. The Associations allocation of funds was reviewed; 58% stock and 42% fixed. This is considered an "all weather portfolio" (typical allocation, good return, and little risk) and appropriate for the kind of association the FGCSA is. The performance summary indicated that we are not down as much as the market this year and since inception we have earned an 18.78% return. Three fund changes were recommended to switch to other funds that are out-performing the previous ones selected, these will not affect the family of funds or the percentage allocated between types of funds. Percentage changes of allocations were not recommended given the current market of volatility. Fertilizer Research Fund - Tim Hiers Government Relations - Mike Goldie updated the Board on the fate of the Fertilizer Bill. Although it did not pass this past session, there will be some changes in the Legislature that could enable it to be re-presented in the next session. Need to continue working to get local governments to accept BMP's rather than different local restrictions. This will serve two fronts; good economy and good environment. Staff Performance Reviews - In the future staff performance reviews will be conducted at the Spring Board meeting so any salary benefit increase will be known for the next fiscal year's budget process. Treasurer's Report - Bill Kistler presented to the Board the Publications and Operations budget drafts. The Executive Director's Salary and expenses will be split between the two budgets; Operations and Publications. Gary Myers motioned to approve the Board with afore mentioned changes. Kelly Cragin seconded the motion. All approved. The Research Fund and the FGCSA's future obligations were discussed. It was recommended that a summary of all Research projects which we have funded, including those multi-year commitments, be drafted to report back to members. Currently the Turf Digest is the clearing house for publishing most IFAS research projects. Since not all FGCSA members are FTGA members, current projects need to be presented in a format or summary article to inform members and to use as a member recruiting tool to show value of joining the FGCSA. Executive Director Report Government Relations: Jacksonville/Duval is in the process of approving a countywide fertilizer ordinance. Like others, they cite golf courses to follow Golf BMP Manual - but cited the old BMP instead of the new BMP. Look for more counties to enact their own rules. Water Restrictions: They will likely not take up any changes to the current status. There will be a meeting in South Florida in West Palm Beach on August 20th from 3-5. Research: The USDA has labeled turf a specialty crop and has created an advisory committee on which Joel Jackson and Darren Davis will sit. Media/Public Relations: Joel proposed adoption and more usage of the new GCSAA Logo in conjunction with current state and chapter logos to take advantage of the GCSAA Branding and marketing on the Golf Channel and other golf media using new Logo design. Web Site: Joel will be working to update the website and possibly re-tool the content. All options will be explored. Education Committee - Mark Kann - the GCSAA will no longer be sponsoring the Superintendent Leadership Series. We will now have to be more creative in selecting speakers and need to budget more money if we want to continue having speakers from outside of our region. We ....Continuation of Summer Board Minutes made a strong effort over the year to communicate to our members the educational opportunities available to our members. The Assistant Superintendent Survey received little response - these seminars will need to continue on a local level. Golf - The Crowfoot Open was scheduled for Aug 9th-10th and the FGCSA Championship is scheduled for September 27th at Southern Dunes GC in Haines City. Wayne Kappauf reported that for the first time the Everglades Chapter would be sending two teams. Membership - Wayne Kappauf presented the current membership data. As of the board meeting on August 8th only four chapters had submitted member's lists. The deadline is August 15th. A reminder was made to all chapters to submit your new membership lists to Jennifer. Please e-mail an electronic copy if possible. If your updated list is not received by August 15th, you risk not having the names of your members published in the FGCSA Membership Directory. Fundraising - Matt Taylor presented to the Board a request for funds from the FGCSA Benevolent fund to be awarded to the Rick Tatum Memorial Fund and Sheryl Tatum. A $2500 donation will be presented to both. The FGCSA will also begin setting up a Benevolent Fund table at all state events. FTGA-. The 2008 FTGA Conference and Show schedule and events are set. It will be held September 16-19 at the PGA National Resort and Spa with an "Accelerate Your Business and Profits" theme. GCSAA - The GIS Conference and Show will take place in New Orleans Feb 2-7th. Hotel room reservations can currently be made via the GCSAA website. Jennifer will recommend hotels that are nearest to the FGCSA Reception and publish that list in the Green Sheet. The donation brings GASH's cumulative annual donations to the FGCSA Research Account to a total of $59,000.
