It has been a busy year for the FGCSA and a productive one as well. We have accomplished many things and have a pretty good picture of what the future needs to be in order for our Association to thrive. I would like to thank the many individuals that have spent a large portion of the year working on the Golf BMP Certification Program. After examining all the aspects, I am happy to report that we know have a program that has been approved by the FGCSA Board of Directors. We will be holding regional seminars throughout the state in collaboration with local chapters. There is already an event scheduled for July 25th at the Gulf Coast REC in Wimauma. Hosting chapters include the West Coast, Ridge and Suncoast Chapters but is open to anyone that wants to participate. Jennifer will send out details as soon as everything is finalized. We will also be offering the seminar at the FTGA Conference and Show in Orlando on September 26th. Don't worry if you can't make either of these events because there will be more opportunities in the near future. I had the pleasure of presenting a few awards at the Board of Directors Meeting and Past Presidents Dinner in May. I was pleasantly surprised and extremely appreciative of the Board of Directors involvement over the past year. We had numerous Long Range Planning Meetings so that we could really examine the state of the Association as a collective group. I think the result of those meetings was very productive and again I greatly appreciate the effort and leadership of each and every one of you. Minutes of the FGCSA Winter 2012 Board Meeting were approved. FTGA - Greg Pheneger and Armando Campos updated the board on the Florida Turfgrass and Environmental Research Fund. The FTGA has met with the fertilizer producers and a 6/10 of a percentage per pound of fertilizer fee will be added to the total bill and invoiced. This will be a non-mandatory fee, but revenue generated will be placed in the research fund and disseminated by a board consisting of a representative from all the affected fields. The FTGA hopes to raise $250K the first year and foresee implementation in August or September. Look for literature; brochures, e-mails, website, etc. to come out in advance of implementation to educate consumers and participants. Continued on page 9... EXECUTIVE DIRECTOR'S REPORT By Joel J a c k s o n , C G C S FGCSA & Chapter News: Personal note: I would like to thank the FGCSA Officers and Board of Directors for awarding me the Marie Roberts Lifetime Service Award down in Naples at the Past Presidents Dinner following our Spring Board Meeting. I humbly join the list of others who have likewise been recognized with this honor. I began officially serving the FGCSA back in 1986 as Secretary/Treasurer and was President in 1989, the same time I took over as Editor of the Florida Green. Board service and magazine work was made easier because we had Marie Roberts backing us up as the Association Manager. She made association volunteering bearable and rewarding and we grew stronger as an association because of her dedication. Regulatory Issues Water Restrictions: An early storm season seems to have taken some of the "heat" off of water restrictions as many regions have had above average May rainfall. Even so, keep weaning (hardening) your turf by being frugal with your water use so it is use to a little less water and you can show your district you are being efficient and conservative while still preserving good playing conditions for customer satisfaction and survival of your golf course business. Definitely, remind the district that your golf course is a small business and an asset to your community when discussing any restrictions. Try to opt for percentage reductions and avoid day-of-the-week schedules, which are not scientifically sound for turf health and performance. In any case check your district's website for any special local, special water use caution exceptions. Federal Rules: The GCSAA has issued another Action Alert asking all of us to contact our congressmen to speak to the House Agriculture Committee asking that H.R. 872 be included in the current Farm Bill up for passage. H. R. 872 seeks to nullify EPA's NPDES rule that duplicates pesticide regulations under FIFRA and adds more unnecessary paperwork to simple pest management practices. It is important to respond and make your voice heard for your industry and your own golf course operation. I will always treasure our friendship and professional relationship and am honored to receive this namesake award recognizing my contributions to the FGCSA. The good news for our association and me is that when Marie stepped down a few years ago, we were blessed to sign on Jennifer Bryan as our new Association Manager. She has carried on in Marie's rich tradition of dedicated professionalism and she brings her own unique set of skills and ideas to the table. Thank you Marie. Financial report and current budget projections were approved. Executive Director's Report - Joel updated the board on the current fertilizer ordinances; specifically the City of Sebastian who is in the process of finalizing their ordinance. The City of Sanibel is spearheading a legislative effort for next year's legislative session to reduce or dismiss state control over fertilizer ordinances and allow local government to set their own restrictions; undoing what we have been working toward. Joel urged local chapters to stay involved on the local level and contact your local legislatures. H2B Workers - a late court has postponed the Department of labor's revised regulation. Water restrictions - the northern 5 counties are currently under a Phase III Water shortage restriction calling for 1 day week watering off fairways, no rough watering and 3 days per week on greens and tees. Seven Rivers and north Central Florida are the most affected. Seven Rivers has been working very closely with the compliance manager Lois Sorenson to create a system which provides more conservation, but also allows course flexibility in addressing healthy turf management. Committee Reports: Awards - Mark Kann reminded the board of those nominees that were presented and voted on at the Winter Board Meeting to receive awards; Tim Cann, CGCS and Rick Watts both receiving President's Award for Lifetime Service, Dr. Sartain - recipient of the Marie Roberts Award and Bill Kistler recipient of the Distinguished Service Award. Joel Jackson was also presented the Marie Roberts Award later that evening at the Past Presidents Dinner. Education - Jim Shaffer presented the latest spreadsheet of educational opportunities around the state. That information is also available on the website. Golf - The FGCSA Championship will be held on August 24th at 1pm. This year vendors will be permitted to participate and the cost for all participants will be $100. Jennifer will work with Joe Ondo to finalize the registration forms. Government Relations - Bill Davidson - the EPA threw out the Environmental challenge to 2, 4-D usage. Reiterated that Golf Day was a success and from which the Capital Alliance (the PR firm that helped plan for the event) approached the FGCSA to be the "eyes and ears" in Tallahassee. The cost for just our association is too large, however, this will be followed up with the other organizations and see that else might partner up and contribute. Publications Florida Green -Joel would like to create a new rotation plan for the Florida Green insuring that different areas of the state are represented in each calendar year of issues of the Florida Green; 4 regions per year. He will bring this recommendation to the publications committee. Membership Directory - Jennifer presented to the board a rate comparison chart recommending an increase to the cost of a la carte advertising in the directory. After much discussion it was decided that Jennifer will go back and further dissect those numbers to include possible design changes, etc. and present the board with a complete cost comparison. A motion was made by Bill Davidson to re-evaluate these finding and call a vote via e-mail once all the information is provided. The motion was approved. Research - Two research proposals were included in the agenda packets for the board to review. More information is needed before funding can be determined or voted on. It was also determined that those folks involved in the actual research need to be present to answer questions. They will be invited to attend the annual meeting in August. Discussion occurred about supporting the EIFG with Research dollars. The FGCSA has not donated from the Operations account the past few years and a motion on the floor was made by Ricky Reeves to support the EIFG via our Research Account and donate $5K. The motion was approved. GCSAA - June 1 st - deadline for GCSAA Scholarships. July 2nd - GCSAA Board Nominations are due. Darren Davis will need new letters of recommendation from the state and local chapters. July 20th Distinguished Service Award nominations are due. August 1st is the deadline for the Dog Days of Golf calendar. The GIS/San Diego will have a new schedule. The golf tournament mil be condensed to Sun., Mon., Ties - with more golf options available (no longer just the Classic and Championship), education Mon and Tues., tradeshow on Wed. and Thursday, the Annual meeting on Thursday and certification and Celebrate GCSAA on Friday. Ralph Dain also updated the board on the continued success of the GCSAA Field Staff positions; with the expansion of the mid-Atlantic and southwest regions this year. BMP Certification - Kevin Sunderman presented to the Board the BMP Certification Program. A motion was made by Bill Davidson to accept the process as laid out in the document. Motion was approved. New Business Sop changes that effect the BMP certification and the accounting procedures for the chapters were presented to the Board.
