They needed 35 volunteers and, fortunately, the Palm Beach chapter responded. ESPN, to get proper information, needs spotters and scorers to radio to the tournament booth for updated reporting. Scorers responsibility was to report each players score at the finish of each hole and the spotters were to locate who was away, extraordinary situations, i.e., putting for an eagle or a leader in trouble so that cameras would know to zoom in on that situation. Prior to our involvement, ESPN has used charitable organizations to help them accomplish this during their tournaments. They were delighted to have volunteers who knew golf. In return for our services, not only did they plug our association on national TV during the tournament, they also wrote us a check for $2,000. What a great public relations tool this can be for all of the chapters in Florida and throughout the states, for that matter, to get the exposure we deserve. ESPN said we were the best group they have had and would be happy to have our association help them in all their tournaments. All it will take is for the local chapter to contact them in advance when a tournament is coming to your area. Who knows, this could also spread to the other networks as well. G C S A A International Golf Course Conference and Show Florida fourth, Henderson eighth in GCSAA Championship The 1991 GCSAA Golf Championship was played by 418 superintendents on four different courses in Scottsdale, Ariz., Feb. 4-5. Roger Null of Missouri successfully defended his championship by winning the tournament for the third time. Dave Powell of North Carolina finished second in the Championship flight. The best Florida finisher was Mark Henderson who finished eighth. In the First flight, Cary Lewis was the best Florida finisher in 10th place net. Pat Kearney was runner up gross in the Second flight. In team competition, the Carolinas team took first place followed by the team from California in second. The Florida team placed fourth this year. Since next year's championships will be played in Jacksonville, we would like to see more entries from Florida in the team competition. To qualify for the Florida team, a member must play in two of our three qualifiers (the FTGA tournament, the Poa Classic and the Crowfoot Open). The team will consist of the winners of the three tournaments plus the low net player. If you have a chance to qualify for the team, please keep a record of your scores. FGCSA continues research leadership with $5,000 donation The FGCSA reaffirmed its leadership in research donations to the GCSAA by renewing membership in the GCSAA Platinum Tee Club by donating $5,000 to the GCSAA at the 62nd International Conference in Las Vegas Feb. 11. The FGCSA is the only chapter of the GCSAA to be a continuing member of the Platinum Tee Club. The Florida superintendents continue to support turfgrass research through the Robert Trent Jones Fund. Cadenelli, Roberts elected; By-Law changes defeated The GCSAA held their election of officers at their annual meeting on February 12, 1991, in Las Vegas. Stephen Cadenelli, CGCS, New Jersey, was elected to serve as President; William Roberts, CGCS, Michigan, was elected as VicePresident and Randy Nichols, CGCS, Georgia, will serve as Secretary-Treasurer. Three members were appointed to serve as Directors: Gary Grigg, CGCS, Kansas; Charles Passios, CGCS, Massachusetts; and Bruce Williams, CGCS, Illinois. The membership vetoed both By-Law changes that were announced at the meeting. FGCSA Board meets Jan. 12 at Orlando Bay Hill Club The Winter 1991 meeting of the FGCSA Board of Directors was called to order by President Ray Hansen at 10 a.m. Jan. 12 at the Bay Hill Club in Orlando. SECRETARY/TREASURER: Minutes of the 1990 Fall Board Meeting submitted by Mark Jarrell were approved. He expects income for the 1990-91 fiscal year to exceed the budgeted $80,000. LAKE CITY COMMUNITY COLLEGE: Kevin Downing is now a member of LCCC Advisory Board. Because of a loss of state funding, LCCC has restudied its position on enrollment and is now prepared to accept 45-50 students. The Board felt that the college is also responding to superintendents who believe that the market would be flooded if enrollment had been increased. Tim Hiers said many graduates expect too much too soon. Those who have little actual experience on golf courses are not ready to be assistant superintendents on graduation. They are not aware how a superintendent must keep abreast of all safety and chemical regulations imposed by the state in addition to their many clerical duties. Students must learn in school that superintendents do not ride around in golf carts and go to lunch! FGCSA BLAZER: Mike Perham submitted a new blazer to replace the FGCSA green blazer which has been discontinued by the manufacturer. It was decided to keep looking for another manufacturer who might have a color that is more similar to ours. GOVERNMENT RELATIONS: Tim Hiers and Ray Hansen said the Florida Golf Council is going in the right direction and urged our continued moral support. The Council hired an Executive Director and now shows a willingness to support turfgrass research. They have stated that "superintendents are the people we should be listening to". It was felt that the FGC is the vehicle that will get the industry together. Tim Hiers reported that Jeffrey Hayden, Gainesville G&CC, is helping to attend Pesticide Review meetings and has been added to the Government Relations Committee. Tim noted that the state of Florida will inspect your golf course and issue a Certificate to those courses who pass the inspec- tion. He urged members to take advantage of this very helpful service, noting that we must regulate ourselves before we are regulated! The Board discussed adopting some guidelines to submit to local chapters for compliance. A discussion was held on the extreme difficulty of overseeing compliance. It was decided to "Develop a preliminary compliance package with the help of state agencies to submit to the FGCSA Board for approval before sending to local chapters." WATER MANAGEMENT DISTRICTS: Tom Benefield reported that all Water Management Districts are revising their 20-year Policy Document. The first W M D to finish writing its Policy Document will lead the way. He has been attending the SFWMD workshops on this with specific attention being paid to reclaimed water usage. More people should know that golf courses do not use water, they recycle it and recharge the aquifer. Tom asked that anyone who has a current contract with their W M D , to send him a copy of the contract. Eddie Snipes reported on a recent meeting of the St. Johns W M D to discuss changes in their Phase III regulations. He felt that by attending the meeting and speaking out first, the superintendents in attendance were able to get the message across. FLORIDA GREEN: Joel Jackson officially announced his resignation as Editor of the Florida Green because of time constraints. He urged the Executive Committee to go slowly in choosing another Editor and offered to stay on as long as necessary for a smooth turnover. He urged participation by all members in establishing an interesting Editorial Calendar for the year. Financially the Florida Green revenue already totals $10,153 in receipts and receivables for the fiscal year with two more issues to go. When asked if it was worthwhile to increase from four issues to six per year, Joel responded that he felt the intent was to make the magazine more current rather than to generate more income. The Florida Green won best overall in the GCSAA Newsletter Contest again this year. MEMBERSHIP DIRECTORY: Marie Roberts reported that the 1991 FGCSA Membership Directory was mailed to all members in October this year thanks to the support of all local chapter secretaries for getting their dues lists in on time! The Directory is self-supporting and a financial success. Any suggestions for improving the format for next year's Directory are welcome. MEMBERSHIP: Eddie Snipes is very willing to help any chapter increase its membership because the state has a lot of room for growth. Many chapters are finding more new associates joining their chapters than new superintendents. The Membership Committee was asked to look into an incentive program for recruiting superintendents. Eddie will present guidelines for the program to the Board for approval. EDUCATION: Paul Crawford reported on the success of the Regional Seminar held in Palm Beach. We were especially pleased that so many non-certified superintendents attended to push the registration over the top. In response to a poll of Certified Superintendents, the FGCSA Education Committee has picked three topics for this year's seminar, which will be in the Orlando area, probably in November. More details will be given as soon as we hear back from National on our requested dates and topics. This year's Poa seminar will be a "Thinking Superintendent" format with several superintendents giving illustrated talks on specific timely topics. In order to qualify for GCSAA CEU approval, the seminar will again be five hours with one hour devoted to pesticide safety so that 1 CEU can be granted for Florida Restricted Licenses. Paul reported that the Committee is continuing to investigate a follow-up Mechanics seminar at Lake City and another series of pesticide seminars this summer. RESEARCH: Ray Hansen reported that the FGCSA Research Green is fully grown in and is financially sound. Some additional expense may be necessary in order to purchase some much needed maintenance equipment. He announced that the USGA has approved funding for two grants to be performed at the Fort Lauderdale Research Center, one of which will be done on our Research Green. Projects will earn funds to support our technician and it is hoped that the green will eventually be self-supporting so that the Research Committee can use our funds for additional projects. The FGCSA Research Green will be dedicated to Otto Schmeisser March 28 at the IFAS Field Day. All FGCSA members are invited to attend. GCSAA: A discussion was held on our annual contribution to the GCSAA. Joel Jackson explained that last year's large donation was not necessarily meant to be a precedent but was done because we were the host chapter. He made a motion that we donate the budgeted amount of $5,000 which is still substantial enough to keep the FGCSA in the Platinum Tee Club. Mike Perham suggested that we earmark these funds for the Robert Trent Jones Fund. The motion was approved. Ray Hansen read a letter requesting a donation to the Musser International Turfgrass Foundation which supports graduate scholarships in turfgrass. Dick Blake made a motion that we donate $250 to the Musser Foundation in memory ofFredGrau. The motion was approved. GOLF: Joe Ondo reported that he will be replacing Fred Klauk on the state team and that a second team has been established with Steve Wright, Rick Walker, Cary Lewis and David Court. Ray Hansen announced that the 1992 GCSAA Championship will return to Florida, probably in North Florida. FTGA: Mark Jarrell announced that the FTGA is determined to fund the Envirotron this year in order to take advantage of state matching funds. The FTGA will pick up the shortfall from the general fund. However, they will be continuing to look for other ways to fund this program. Some members were offended by the last solicitation letter because of the large minimum donation. Mark explained that the mailing was aimed at a particular section of the golf industry and that all donations are welcome and certainly appreciated by the FTGA, no matter how small. Mark urged all members to return completed surveys on the Conference to the FTGA. In response to a suggestion that donors and members be kept better informed on the progress ofcertain Endowments, Mark read a few figures from the FTGA Research Foundation budget for 1991. He suggested that any interested member should contact Bob Yount for a copy. POA: Lou Conzelmann reported that this year's Poa Classic will be played at one of the newest golf courses in the Naples area. The G. C. Horn Tournament will continue to be played at the Naples Beach Club which will also serve as home base for all the festivities planned for the weekend. CERTIFICATION: Dick Blake continued to urge all members to become certified. He reminded all that Certification is becoming more difficult each year and that the educational requirements for re-certification are also increasing. AWARDS: Now is the time for all chapters to submit their Nominations for the Distinguished Service Award and the President's Award for Lifetime Service. These nominations are due in writing to the FGCSA office before the Poa Board Meeting. SURVEY: Mike Perham reported that he had already heard negative comments that the survey was too streamlined. He reminded the Board that last year's survey was criticized for being too detailed! Mike suggested that we continue to advocate a streamlined survey by the state, leaving the local chapters to structure a more detailed and pertinent survey in their particular areas. Marie Roberts reported receiving more than 225 surveys and hoped that results will be ready by March. A discussion was held regarding the financial figures in the survey. It was decided that the purpose of the survey is to disseminate information to our members. A motion was made that the survey results should be given only to FGCSA members. The motion was approved. LONG RANGE PLANNING: Paul Crawford reported representatives from three local chapters are eager to work on the Long Range Planning Committee. They met earlier this month and have come up with a list of recommendations. If any are approved, the Committee is willing to meet again to follow up on them. The Board acted on the following Recommendations. 1. Pursue hiring an Executive Director; set up job descriptions for Executive Director, all FGCSA officers and committees. While this suggestion was favorably received, the principal concern of the Board was how to fund an Executive Director. It was suggested that a study be made of other state GCSAA chapters to compare dues and membership qualifications. ACTION: The Board requested the LRPC to establish guidelines for the Executive Director job description so that the Board would know what type of person would be needed to fill the position. They were also asked to prepare job descriptions for all FGCSA board positions. 2. Sponsor an FGCSA Conference and Show. The LRPC explained that this recommendation was not meant as a criticism but rather to change the direction of the education at the show to benefit superintendents directly, rather than trying to combine sod and turfgrass. Many superintendents feel that the Workshops and Concurrent Sessions are repetitive and need out-of-state speakers for a more universal perspective. Rick Haas reported that the Texas GCSA sponsors a twoday seminar immediately preceding their TTGA show. Mike Perham reported that this year's FTGA show in Jacksonville will utilize out-of-state speakers. ACTION: The Board decided to take no action on this recommendation. 3. Get an 800 number for the FGCSA office. ACTION: The Board agreed to consider this recommendation and requested the LRPC to accumulate cost figures for possible inclusion in next year's budget. 4. Reorganize the Public Relations effort at state tournaments. The Board felt this could be included in the job description for an Executive Director. Rich Brogan reported that the PBGCSA has volunteered 40 members to serve ESPN at the LPGA event at Wycliffe in return for a $2,000 donation to their chapter. ACTION: The Board took no action on this recommendation. 5/6. Aggressively pursue more members through local chapters. The Board is concerned about the number of superintendents in the state who are not members of the FGCSA. The Board feels there is a large percentage of Florida superintendents who would be very likely to join if they were contacted personally by a member and invited to a local meeting. It was felt that Eddie Snipes should contact each chapter Membership Committee Chairman to offer our assistance in a membership drive. ACTION: The Board decided to sponsor an incentive program for new members for the next fiscal year. In addition, a motion was made to waive all state association dues for any new member who joins before the end of the fiscal year and encourages all local chapters to do the same. The motion was approved. NOMINATIONS: Ray Hansen explained the current process of electing new FGCSA officers and Joel Jackson suggested that we should evaluate it for possible revision. Since there is no provision for the election process in our By-Laws, it was requested that the ByLaw Chairman, Bill Jeffrey, and Joel Jackson come up with suggestions to be discussed at the Poa Board meeting. 1993 INTERNATIONAL TURFGRASS CONFERENCE will be held at the Breakers Hotel in Palm Beach. The Board decided to establish a Committee composed of Paul Crawford, Dick Blake and Rick Haas to keep the Board informed on plans and offer to help with this Conference. The next meeting of the FGCSA Board of Directors will be held at the Poa in May. The meeting was adjourned at 2:30 p.m. ^jfk Research green to be dedicated at IFAS Field Day The 1991 IFAS Turfgrass Field Day will be held at the Fort Lauderdale Research and Education Center on Thursday, March 28. In addition to research presentations and demonstrations by turf and ornamental faculty, the Otto Schmeisser USGA Research Green will be dedicated by the Florida Golf Course Superintendents Association. The turf portion of the program will be completed before lunch ( 12:30 p.m.). Registration begins at 8 a.m. The $15 registration fee includes lunch. Three DACS recertification credits in the turf and ornamental category have been applied for. These CEUs will be applied toward your Florida Restricted Pesticide Applicators License renewal. Survey results to be mailed to members only by end of March The 1991 FGCSA survey results are about 90 percent completed. Results will be sent to all FGCSA members as soon as calculations are finished which should be before the end of the month. Mike Bailey, Survey Committee Chairman, reports that we have received 300 completed surveys. Our members should be congratulated for their response and we hope all will find the report useful. This year's survey was streamlined to allow local chapters to do their own in-depth surveys on local issues. However, due to the tremendous response this year, the Committee will consider enlarging the scope of our next survey. The Committee will also incorporate many of the excellent questions that were suggested by our members when submitting their completed surveys. Survey results will be sent to FGCSA members only. Central Florida tournament nets $3,000 for Envirotron The Central Florida Chapter raised $ 3 , 0 0 0 for the Florida Turfgrass Association's share o f proposed Envirotron research facility at the University of Florida in r Gainesville with a golf tournament at Interlachen CC in Orlando Jan. 14. Stuart Leventhal, CGCS, was the host. Format was a two-man scramble pairing each superintendent with an official from his club. It was pure "country club heaven" for the 50 eager golfers as the course conditions were absolutely perfect. First place in the First Flight gross division went to the team from Winderemere CC, Terry Perry and Dan Burgess. First place in the net division went to the team from Winter Pines, composed of Joe Ondo and J. McMillin. First place in the Second Flight gross division went to the team from Continental CC of Tony Young and Bob Hunt. First place in the net division went to Isleworth CC, composed o f Joel Jackson and Jim Ellison. Closest to the pin contests were won by Dennis Parker and Joe Ondo. n FGCSA gains 23 new members Now is the time for all FGCSA members to invite your new neighbor to be your guest at your next local chapter meeting. In an effort to gain new members, the FGCSA has waived all dues for any new member who joins their local chapter before the end of the fiscal year.
