With this in mind, Committee Chairman, Darren Davis of the Everglades chapter, has come up with a great idea. Darren's idea is to produce an eight to ten minute video that could be given to FGCSA members at little or no charge. Additional videos could be made available for purchase at a nominal cost. Darren feels that a video, instead of a "press pack" (which was originally proposed), would allow people to more readily absorb the information presented to them. Reasoning being that a video with some good golf course footage and a few "bullet points" about our profession would be more pleasing than a detailed text to an individual desiring information about what golf course superintendents do for a living. The purpose of the video would not only promote the role of the golf course superintendent but would also touch on the importance of the turfgrass industry to the state of Florida. This video could be given to anyone desiring information on the benefits of turfgrass and the importance of golf courses to the public as well as the environment. It could also be given to club members and/or club boards or owners to stress the importance of having on staff a qualified and well-trained golf course superintendent. Upcoming Events 1996 FTGA Conference Activities Crowfoot Open Moves to End of July The 1996 Florida Turfgrass Association Annual Conference and Show will be held on August 23 - 26 in Tampa. The 1996 Crowfoot Open Golf Tournament will be held at Walt Disney World's Magnolia Course on Monday, July 29, 1996. Practice rounds will be available on Saturday and Sunday. This year the FTGA has rearranged the program and format of their annual Conference and Show so that all Florida superintendents can visit the showroom and attend the conference without having to be away from the job. Most of the activities of the Conference will be held on Saturday and Sunday with Monday reserved for the golf tournament and fishing tournament. You may pick from the workshops scheduled on Friday afternoon from 3:15 - 5:15, or Sunday from 1:00 - 3:00 p.m., or from 8:00 - 10:00 a.m. on Monday. The Showroom will be open from 1:00 6:00 p.m. on Saturday and also from 9:00 a.m. - 3:00 p.m. on Sunday. Concurrent educational sessions will be held on Saturday morning at the Convention Center. The annual awards banquet will be held immediately following the educational sessions on Saturday. Social activities have been planned for both Saturday and Sunday evenings with the President's Reception at 6:30 p.m. Saturday and the Toro "World Feast Dinner" on Sunday at 6:00. Both of these events will be in the Convention Center. Then, for those superintendents who do not have to go back to work on Monday, the Fourth Annual Research Fishing Tournament will begin at 8:00 a.m. The annual Research Golf Tournament will be held at Tampa Palms G&CC with registration beginning at 8:30 a.m. for a 10:30 a.m. shotgun start. As you can see, the FTGA has done their best to be sure that all superintendents have a chance to get the most out of the Conference and Show. The weekend begins with the FGCSA Summer Board Meeting on Saturday, July 27th at 1:00 p.m. The Annual FGCSA Board Meeting begins immediately following at approximately 4:00. The FGCSA will be presenting the annual Distinguished Service Award immediately following the banquet. FGCSA Hosts Regional Seminar in West Palm Beach The FGCSA and the GCSAA will cohostan all day seminar on "Turfgrass Stress Management" to be held on Wednesday, July 10th in Palm Beach Gardens. This seminar is designed to promote the industry's significant interest in Integrated Pest Management (IPM). Heat, cold, shade, drought and traffic stresses will be discussed. Attendees will review cultural practices and share ideas designed to reduce the amount of pesticides used to maintain quality turf. Students will also assess their own management practices and procedures and formulate varied approaches to prevent and minimize injury to turf. This seminar will be taught by Joseph M. DiPaola, Ph.D., senior technical support specialist for Ciba. DiPaola has a research background in turf growth regulation, water stress and cold hardiness. This all day seminar carries .7 CEU toward Recertification. Advance registration is required through the GCSAA education department. Call FGCSA or GCSAA for registration forms. Several of our local chapters have agreed to co-host a regional seminar with the GCSAA. The next Regional Seminar will be co-hosted by the West Coast chapter and will be held on September 11th at the Stouffer Vinoy Resort in Clearwater. The title for this seminar will be "The Microbiology of Turfgrass Soils" and will be taught by Dr. Richard Cooper from North Carolina State. On December 12th, the North Florida chapter will co-host a Regional Seminar and then on January 14th the Central Florida chapter will offer Florida superintendents another opportunity to gain CEU credits. Plan now to attend at least one of these important seminars. TheSpring 1996 meeting of the FGCSA Board of Directors was called to order by President Greg Plotner, CGCS, at 8:00 a.m. on Friday, May 17th at the Naples Beach Hotel. All officers were in attendance. Every chapter was represented by their External Vice President or alternate. Other FGCSA members attending the meeting were Joel Jackson -Florida Green editor; Paul Crawford - Florida Green Business Manager; Dale Walters - Everglades GCSA; Mike Swinson - Seven Rivers GCSA; Mark Richard, CGCS Gulf Coast GCSA; Mike Perham-Palm Beach GCSA; and Gary Grigg, CGCS. Minutes of the Winter 1996 FGCSA Board Meeting were approved. GCSAA AFFILIATION: Greg Plotner gave a recap of the discussions/activities that have been going on between the FGCSA, our attorney, our accountant and the GCSAA. A poll was taken of all the local chapters to see how they wished to affiliate with the National. Nine chapters wanted to affiliate with the GCSAA using the umbrella of the FGCSA. Seven Rivers chapter is not sure that they want to affiliate with the GCSAA since they have very few members who are now members of the GCSAA. The next GCSAA Chapter Relations Meeting will take place during the third week in June and the Florida situation will be on the agenda. It is our wish that the GCSAA accept all of our chapters who want to affiliate as individual chapters without their having to go through the expense of incorporating as individual corporations. To do this, we will have to petition the GCSAA Chapter Relations Committee to make an exception to the rule that all chapters must be incorporated. Legally, the local chapters are not incorporated as individual entities, rather they are all chapters of the one corporation, the FGCSA. So it will come down to a "rule interpretation" by the GCSAA Chapter Relations Committee. Later in the meeting, Gary Grigg arrived to give his update on the GCSAA stand. Since he has been sick, he was unaware of the events of the past week so was not able to come up with a definite reason why the GCSAA is requiring that all chapters incorporate individually. It was discussed that if all the chapters incorporate, there may be a way that we can file only one 990 every year with the FGCSA as a Parent Organization. This would bring down the expense associated with Affiliating each chapter with the National. After discussion, a motion was made that in the event our petition to the GCSAA Chapter Relations Committee is turned down, the Executive Council was authorized to approve an expense of up to $4,500 to file all papers to get chapters incorporated individually and to have the FGCSA change its filing status to Parent Organization. All chapters were reminded that no matter what happens with the incorporation question, all chapters must get their ByLaws submitted to the GCSAA for review. Also, all chapters wishing to continue to be affiliated with the GCSAA will have to amend their By Laws to include the dual membership requirement and make up of Board members. Language for these amendments were included in the agenda package for today's meeting. FINANCIAL STATEMENTS: Joe Ondo went over the financial figures for the first three quarters of the fiscal year. The shortfall in donations from local chapters for the lobbyist will be made up by $6,000 in donations from North Florida, South Florida, Everglades, and the Ridge chapters. As a result of these extra donations, the financial statements show that the balance in the operations account will be sufficient to cover expected expenses till the fiscal year end. Joe and Greg then went over the proposed budget worksheet for the next fiscal year. The first item to be discussed was dues income. A motion was made not to decrease Class C dues to 50%. The motion was approved. All superintendents and assistants will pay the same $60.00/year figure which will be budgeted at$54,000 for900 members. There will be no dues increase assuming that expenses involved with affiliation will not exceed expected income. There will be no dues increase this year for the FGCSA Greg noted that the expenses for the Green Sheet would be paid directly to the printer and the post office rather than be reimbursed to the FGCSA to avoid "advertising income". Golf Ventures will also pay about $300-5400 each issue for editors fee and typesetting charges. As usual, we will make no profit on the Green Sheet as it will continue to be a "break even" project. Several categories were combined on the budget worksheet for easier reading. A discussion was held regarding lumping donations made by the FGCSA into one category. After discussion, it was decided that this was not a good idea. Alan Puckett will contact the FTGA for a report on what type of donations they are looking for from the FGCSA and where our funds should go. He noted that the G. C. Horn is totally funded but was not sure what figure would be required for the lobbyist or the water rights watchdog next year. AmountofFGCSA donations will depend on amount of income expected. It was noted that the LCCC donation has not been made and suggested that John Piersol be contacted for a letter requesting funding. With the additional accounting and attorney expenses that will probably be incurred due to GCSAA affiliation, we will have to be sure that the amount listed as chapter donations be an accurate figure rather than a guess. All External VP's will be sent a form to be used to submit their best estimate on what their chapter will donate to the FGCSA to cover the lobbyist, the water rights watchdog or any other line item the chapter would like to support. This year's FGCSA reception at the GCSAA in Las Vegas will be budgeted not to exceed $2,000 from the operating account. Darren Davis suggested that we put a line item in the budget to allow for a packet with the Cape Cod study, the FTGA study, and other studies to be included in a suitable binder. Coast; North Florida is in December; and Central Florida will co-host in January. It is hoped registration will be large enough to be a convenience for all of our members and not a drain on the local chapters budgets. Joe Ondo will prepare the operating account budget for review and approval at the next Board Meeting during the Crowfoot Open weekend. Any External wishing to add something to the budget needs to contact Joe as soon as possible. Bob Klitz noted that he hosted the pesticide and irrigation seminars in April and that the GCSAA is continuing to look for hosts for those type of seminars. Paul Crawford went over the Florida Green budget for the next fiscal year. The magazine continues to make a profit on each issue. The Florida Green has purchased a large C.D. to reserve funds should we have to pay taxes on our advertising income. Joel Jackson asked for a computer with greater capacity. A motion was made to approve an expense of not to exceed $4,000 for computer equipment. The motion was approved. SECRETARY/TREASURER: All chapters must turn in their end of the year Financial Report as included in the agenda package by August 15th. These figures will be included in the 990 Form that is filed by the FGCSA with the IRS. AWARDS: Two nominations have been received for the Distinguished Service Award and two have been received for the Presidents Awards. The Executive Committee will look over the nominations and make their decision after today's board meeting. BYLAWS: Garth Boline will write up the amendments to the FGCSA By Laws to conform with the GCSAA. He will then send them to the office to be included in the July/August issue of the Green Sheet to notify our members. We would then be able to vote on the amendments at the Crowfoot Board meeting. EDUCATION: Chip Fowkes reported on the large number of GCS A A cosponsored seminars being offered in Florida this next year. There will be a regional seminar in June in Naples; in July in Palm Beach; September is West RESEARCH: John Foy spoke on research proposals that have been received by the USGA. He reported that the DNA project at the UF is progressing and is on-line. Photos are available from Dr. Busey. Fairways are easy to detect gut greens off type is hard to distinguish. He noted that at a March meeting in Houston the DNA problem was recognized by the USGA and that it is a problem with Bermudagrass. What is the source? Is it mutant or contamination? He also reported that the Florida State Golf Association has $2,000 to donate to turf research. Dr. Monica Elliott noted that Dr. Cisar' s study is about the only formal project on the old green at this time. The 21/2 year grass studies are continuing on the new green with a list of grasses being evaluated available from Monica. She noted the TW72 grass seems to be equal to Tifdwarf. The grasses were evaluated at 1/8" for 18 months. prefer to eat this type of grass. MEMBERSHIP: Tom Crawford spoke on recruiting new members. Mark Richard of the Gulf Coast chapter reported that the Gulf Coast chapter is having a fund raiser at the new UF station in Milton. It was suggested that the FGCSA Research Fund donate something to the event or have someone attend. At this point he does not feel that the Gulf Coast chapter will affiliate with the FGCSA. The Coastal Plains chapter (old Big Bend) is ready to affiliate. New superintendent chapter forms in Tallahassee area CROWFOOT: This year's Crowfoot open will be played at the WDW Magnolia GC on Monday, July 29th. Flyers were passed out to all External Vice Presidents. Joe noted that the Central Florida board members complained about the lack of education at the event. The FGCSA will reconsider having an educational program next year. The FGCSA will be presenting the Distinguished Service Award at the Crowfoot dinner on Sunday evening. GOLF: Joe noted that the registration fee for the next GCSAA Championship will not exceed $500. He would like to see more Florida teams registered for the event than the one state sponsored team (especially since we are the defending champions!). She reported on the nemacur rate evaluation by Dr. Robin Giblin-Davis. They have used two times the rate once a month to suppress nematodes which was a labor intensive study. She discussed USGA bacterium for nematode biological control. Other projects discussed were soil microbial projects at Clemson, Auburn and UF. Suggested establishing beneficial microbial population on new greens. She also reported that there is little or no difference between organic and synthetic. FTGA: Alan will have the FTGA submit a written report to the FGCSA Board to include such items as filling Bert McCarty's position; the need to move turf plots in Gainesville; possibility of a USGA green being built in Gainesville; an update on water rights watchdog and lobbyist; and format for pesticide seminars next year. Monica noted that overseeding comparisons could be done on green. Also suggested we evaluate T94 fairway grass because mole crickets do not seem to Greg Plotner gave a report of the Turf Industry Meeting held last month in Orlando. There has been no turfgrass research entomologist on staff for some time and the FTGA is eager to be involved in the search for a replacement for Dr. McCarty. The FTGA would like to see someone fill the position who could co-ordinate all research projects. FTGA will follow up on this. FUND RAISING: The Ciba, Valent, DowElanco programs were discussed. GCSAA: Dale Kuehner reported that all votes taken at the GCSAA Annual Meeting have been published in GCSAA Newsline. Paul Crawford reported that the reception did have a cost over run but that it was a great show. He expects to be able to stay within budget for the Las Vegas reception. SURVEY: Paul Illgen will be gathering material for the 1997 survey to go out to membership in November. Discussion was held as to how to get more response from members. It was decided to continue sending the questionnaire directly to members but that an additional package would be sent to all Externals to distribute at local meetings. Externals are asked to send any suggestions for additional questions to Paul. LONG RANGE: Darren Davis discussed the Everglades GCSA plan to purchase commercial time on a local radio show in the Naples area. NEW BUSINESS: Paul Crawford introduced Gordon LaFontaine who is Exec. Dir. of Michigan Turfgrass Assn. He noted that the turfgrass industry is getting involved in schools and that the $6.5 million industry will justify Sales Tax expenditures. He praised Dr. Chris Stevenson^Extension Director at UF and expressed his concern for the number of students graduating from two year programs. He reported that the concerns of the FTGA regarding the UF turf program have been heard throughout the industry and feels progress will be made. Mark Hopkins Leads Ridge Chapter to Victory at Naples Beach Club Mark Hopkins becomes the first superintendent to qualify for the defending champion Florida team at the GCSAA in Las Vegas. Mark played on the winning team in Orlando this year and will be playing again next year due to his win at this year's Poa Tournament. Mark shot a fine low gross score of 67 to leave the competition behind. The closest superintendent competitors were Cary Lewis and Mark Henderson who tied at 74. Kirk Sower took low net with a 59. In the suppliers division, Dick Bessire also had a great day turning in a low gross score of 68. In the superintendent team competition, the Ridge team of Mark Hopkins, Steve Ciardullo, Ray Cuzzone and Dan Smokstad walked away with the honors again. Can anyone beat this Ridge team? The Everglades chapter did a fine job of keeping everyone entertained thanks to the hospitality of the Naples Beach Hotel staff. The Poa has proven to be a very popular weekend for Florida superintendents wishing to enjoy some quality time with their peers as well as their families. The G. C. Horn Memorial Tournament was played on Sunday, May 19th at the Naples Hotel and Beach Club. Overall winners (combine of alternate shot and scramble) were Mark Hopkins and Chuck Rogers with a 56. Nine hole alternate shot winners were David Fry and Chip Powell with a 29.5. Nine hole scramble winners were the father and son team of Bill Entwistle, Sr. and Jr. with a 23.75. Closest to the pin winners were Stuart Cohen, Joe Ondo, Mark Hopkins and Craig Nelson. The tournament had a full field of 132 players and raised over $7,000 for the Dr. G. C. Horn Scholarship Fund. Association News FGCSA Votes on By Law Amendments in Preparation for GCSAA Re-Affiliation The FGCSA will be voting on the following ByLaw amendments at the annual FGCSA Board Meeting which will be held on Saturday, July 27th at 1:00 p.m. If any member has questions on these ByLaws, please contact your local External VP before the meeting. These changes are being made to conform with GCSAA ByLaws so that the FGCSA can renew their affiliation agreement with the GCSAA. Membership Classification Conformity: Change to Article II. Section 2. Replace with: Class A. Any person of good character who at the time of application for membership has served as a Golf Course Superintendent for more than 3 years and is currently employed in such capacity. Class B. Any person of good character who at the time of application for membership has less than 3 years experience as a Golf Course Superintendent and is currently serving in such capacity. Class C. Any person of good character who at the time of application for membership is currently employed as an assistant to a Golf Course Superintendent. Board Composition Requirement: Article III. Section 4. Replace with: The control and management of the association and its affairs and its property shall be entrusted to the Board of Directors, consisting of its officers and at large directors. All officers and a majority of the entire board of directors shall be GCSAA Class A or B members. Dual Membership Requirement: Article II. Section 2 NEW. Effective July 1,1997, all new Class A and B membership applicants must submit an application for membership or evidence of membership with the Golf Course Superintendents Association of America. Article VIII. Section 3. Add to last sentence: ...in GCSAA annual and special elections. NEW Article X. Indemnification Section 1. The Association shall indemnify any and all persons who serve or have served at any time as officers or directors, and their respective heirs, paid administrators, successors and assigns, against any and all expenses, including amounts paid upon judgments, counsel fees and amounts paid in settlement (before or after suit is commenced), actually necessarily incurred by such person in connection with the defense or settlement or any claim, action, suit or proceeding in which they, or any of them are made parties, or a party or which may be asserted against them or any of them, any reason of being, or having been, an officer or director of this Association, except in relation to matters as to which any such officer or director, or former officer of director, shall be adjudged in any action, suit or proceeding to be liable for those acts and omissions arising out of his or her willful misfeasance. Such indemnification shall be in addition to any other rights to which those indemnified may be entitled including such immunities under any law, bylaw agreement, or otherwise. Seven Rivers Chapter Raises $45,000 at Fourth Annual Envirotron Golf Classic The fourth annual Envirotron Golf Classic held April 22nd at World Woods Golf Resort in Homosassa Springs raised $45,000 for the Envirotron Research Laboratory at the University of Florida. The Seven Rivers Golf Course Superintendents Association reported that the net proceeds from this year far exceeded their expectations. During the past three years the chapter has raised $22,500 in 1993, $30,000 in 1994 and $35,000 last year for a grand total of $ 132,500 for the Envirotron. And this is one of the smallest FGCSA chapters! Glenn Oberlander, superintendent at Plantation Inn CC, has served as Tournament Committee Chairman since its inception and has done a fine job of getting all chapter members involved in the fundraiser. S tuart Bozeman, superintendent at Seven Rivers G&CC, noted that special recognition must go to World Woods owner, Mr. Yukihisa Inoue. "The staff and ownership at World Woods are the primary reason that this tournament has been so successful. Mr. Inoue's generosity and support reflects the kind of positive attitude that our industry needs to move forward in the field of research." The Seven Rivers chapter would like to thank the loyal turfgrass sponsors who have so generously supported the tournament since its inception. The support of the turfgrass industry for this particular tournament has been overwhelming. All Florida superintendents arc invited to attend the Annual Meeting of the Florida Golf Course Superintendents Association on Saturday, July 27th.
