Activities Planned for July and August FTGA Conference This year the FTGA has gone all out to satisfy the educational and social requirements of golf course superintendents at the 45th Annual FTGA Conference and Show. The convenient weekend schedule allows no excuse for the busy superintendent to take the time to learn what is going on in the industry and spend the weekend with your peers. If you have not been to one of these shows in awhile, this is one to attend! Things get started with the GCSAA Regional seminar on Thursday, September 4th at the Hyatt Regency (see article in this issue of the Green Sheet). Two wonderful optional tours departing from the Hyatt have been arranged for Friday — the Renaissance Technical Tour and the Busch Gardens Technical Tour. Both of these tours are limited to 40-people so call the FTGA today. Friday's schedule also includes the research proposal presentation at 7:30 a.m. followed by the workshops which will begin at 10:00 a.m. There are ten workshops to pick from on Friday and four more given on Sunday afternoon. For those who choose to spend Friday in a more relaxed atmosphere, you may choose either the Fifth Annual Fishing Tournament at 8:00 a. m. or the Research Golf Tournament at 10:30 at Sun City Center. Buses will leave from the Hyatt Regency at the above times. Everyone will then meet back at the infamous Simmons Ranch for the annual steak dinner at 6:00 p.m. This year the feast has a "Mardi Grass" Jubilee theme. On Saturday, September 6th, the popular Concurrent Educational Sessions will begin at 9:00 a.m. and run until noon at the Convention Center. See the FTGA brochure for each sessions listings. The annual FTGA meeting and awards luncheon follows from noon to 1:30 p.m. The Trade Show Grand Opening is scheduled for 1:30 p.m. and all exhibitors will be available through the President's Reception at 6:00 p.m. This is the backbone of the Conference and once again we urge all superintendents to walk the tradeshow floor to show your support to the suppliers who support your industry. Minutes of FGCSA Spring Board Meeting TheSpring 1997 meeting of the FGCSA Board of Directors was called to order by President Dale Kuehner, CGCS, at 8:00 a.m. on Friday, May 16, 1997, at the Naples Beach Hotel. All officers except Greg Plotner, Past President, were in attendance. Ridge and Seven Rivers chapters were not represented. Other FGCSA members attending the meeting were Past President Mark Jarrell, Florida Green editor Joel Jackson, Florida Green Business Manager Paul Crawford, Committee Chairman Mike Mongoven, FTGA President Roy Bates, Cary Lewis, Ron Sanborn, John Perham and Tim Perez. Minutes of the Winter 1997 Board Meeting were approved. Michael Perham reviewed the current financial statements for all FGCSA accounts. Paul Crawford announced that the IRS has requested a second extension on our UBIT appeal. After consulting with our lawyer, it was decided to give the IRS another extension (till June 1998) to act on our appeal. Paul noted that we do have $40,000 in C.D.s for our Florida Green reserve and suggested that we might add another C.D. at this time. Tom Crawford made a motion to put another $20,000 into a C.D. to prepare for the possibility of a negative ruling by the IRS. The motion was approved. Mike Perham then went over individual figures for the 1997-98 budget worksheet. It was agreed that since we do not pay any overhead from the Florida Green account the profit figures are inflated slightly. It was decided that this should be corrected in this year's budget by having the Florida Green share in overhead expenses at the rate of 25%. Certain items in the budget were looked at and the Florida Green account will subsidize an amount calculated to be 25% of office expenses. Dale Kuehner then gave his recommendation for a new computer configuration for the FGCSA office. He made a motion that the FGCSA purchase a 200 SM3 computer and laser printer from Quantex at a cost of approximately $3,000 to be funded by the Florida Green. The motion was approved. The FGCSA is participating in the software program offered by the GCSAA and Paul Crawford will find out if the FGCSA is qualified for any other computer offers to be made by the GCSAA. The FGCSA office will subscribe to an appropriate online service and may consider a future web site that could be linked to the GCSAA site. Darren suggested that the start up figure would be approximately $650 with monthly maintenance at $ 100/ month. Steve Pearson and Mike Perham will continue to work with Darren on this project. A possible dues increase was discussed and it was decided that a dues increase will not be necessary as long as local chapters continue to subsidize our donations to the GCSAA and the lobbyist. Roy Bates reported that the FTGA is funding the water watchdog on thenown so Darren Davis suggested that the $6,000 donated by the Everglades chapter for that line item should be retained by the FGCSA. Other items discussed were the GCSAA reception in Anaheim which will be budgeted as a break even project. The FGCSA Golf Championship at Southern Dunes will also be budgeted as a break even project. It was decided to budget an extra $5,000 for educational seminars this year either through the FGCSA or in conjunction with the FTGA or with other local chapters. An appropriate amount for mailing the video to all members was discussed with an extra amount to be budgeted for the extra copies. The video itself should be paid for before the end of this current fiscal year, only mailing costs or the possibility of more duplicates would be in the 97-98 budget. After another discussion it was decided that the Association Manager would receive three weeks vacation and 6 paid holidays beginning in the 199798 fiscal year. The amount of vacation was based on 14 years service to the FGCSA. Donation schedule was discussed. It was decided to continue funding the lobbyist, the Musser Foundation, and the GCSAA Platinum Tee Club in the next fiscal year. The FGCS A Research Account will continue to hold funds in the account to be available for turfgrass projects as requested by the FTGA or the University of Florida, or other worthwhile projects. An attempt was made to poll chapters regarding their donation plans for the 1997-98 fiscal year. While some chapters were ready to give their schedule, most were unsure. It was noted that External Vice Presidents were urged to have their chapter donation schedule sent to Mike Perham before the Crowfoot Board Meeting so that the budget can be finalized at that meeting. North Florida chapter donated $2,500 for the current fiscal year and West Coast chapter donated $500 towards the lobbyist and $500 to the FGCSA Research Account. It was noted that all Chapter Secretaries need to send their End of the Year Financial Statements to the FGCSA by the end of August for the year July 1, 1996 through June 30, 1997. They are also responsible for sending a copy of the Florida Corporation form to the FGCSA office so that the accountant can attach these to our group exemption letter. Mike Perham then announced that more job descriptions are needed for Committee Chairmen. We would like to have a package available at the Crowfoot Board Meeting to give to any new External Vice President to make them aware of their duties and responsibilities. AWARDS: Two nominations have been received for this year's Distinguished Service Award. The officers will meet to select the recipient. A discussion was held regarding when to make the official presentation. It has been given at the Crowfoot dinner in past years but since this year's dinner will be a pool party at Grand Cypress the officers will try to find a more appropriate time for the formal presentation. The President's Awards from Suncoast chapter and South Florida chapters could be presented at their respective local chapter meetings. FGCSA Spring Board Meeting Minutes FLORIDA GREEN: Joel Jackson reported that more input is needed for the Summer Hands On section on Irrigation. The 96 page Spring issue with a very large informative Hands On section has been distributed. He urges all past supporters to continue sending their thoughts and/or articles via fax or email. The Florida Green was again awarded top honors in their category at the GCSAA Convention in Las Vegas. He also noted that Janlark continues to do an outstanding job of laying out the magazine in a very professional manner. Joel requested a Publications Meeting be held before the Crowfoot Board Meeting to establish topics for the Hands On section and update our advertising media kits. Joel has requested some new software and a few additional hardware requirements for the Florida Green budget. A motion was made that $1,500 be budgeted for computer upgrade to the Florida Green computer. The motion passed. GREEN SHEET: Dale discussed the new job commitments for Greg Plotner that will require extensive travel time out of state. In light of his additional duties, Greg will no longer be able to serve as Green Sheet editor. Joel Jackson volunteered to serve as editor and hearing no other volunteers, Dale accepted his offer with thanks. that we may try to offer some educational seminar (possibly a hands-on computer training) at the 1998 Crowfoot seminar if enough attendance can be guaranteed. Darren reported that there will be four GCS AA Regional Seminars in Florida during the next fiscal year with the first one scheduled for August in Palm Beach. The FGCSA will cohost the GCSAA Regional Seminar that will be held on the first day of the FTG A Conference—Thursday, September 4th at the Hyatt Regency in Tampa. Central Florida chapter will co-host their Regional Seminar in November and the North Florida chapter Regional Seminar will be in early December. MEMBERSHIP: Tom Crawford reminded everyone that Dual Enrollment begins in July. The GCSAA has not issued any directives on exactly how they will be handling this but it is on the agenda for their June meeting and chapters should get word soon after that. GOLF: Joe Ondo distributed registration forms to all Externals for the Crowfoot Open which will be played at Grand Cypress on Monday, August 4th. Some changes were made in the format to encourage more sponsorship and more participation in the golf tournament. This year's banquet will actually be a pool party on Sunday, August 3rd. Because of this format, it is unlikely that the DS A and President's Awards ceremonies will be held during the weekend. The FGCSA Golf Championship will be held at Southern Dunes GC during the 3rd week of September. All chapters will be sent team registration forms. FTGA: The 1997 FTGA Conference and Show will be held September 5th through the 8th with the GCSAA Regional Seminar on Thursday, September 4th, Friday golf followed by Corn Boil at Simmons Ranch, and the Show on Saturday and Sunday. Roy Bates announced that the Turf Coordinator for the University of Florida should be hired in June. He also reported that Kevin Downing is Co-Chairman of the FTGA Awards Committee which decides which research projects will be funded by the FTGA. The comprehensive review of the UF/ IFAS has been completed. The goal of the review was to reassess the program and identify strengths and weaknesses and make recommendations on opportunities for improvement. The final report is available in the FGCSA office. Mark Jarrell commented that he was pleased with the review but thought that they were not tough enough to show the deficiencies in the program. If the right MEMBERSHIP DIRECTORY: Marie Roberts reported that it is time to send solicitation letters to current advertisers for the next Membership Directory. After a discussion, it was decided to continue the same rate schedule that has been used for the past ten years. This fee schedule allows even small companies to advertise in the Directory. EDUCATION: Darren Davis reported that the Everglades spring seminar offered quality speakers and good education value in addition to raising $3,000. The FGCSA was pleased to be able to subsidize the seminar. The Poa seminar pre-registration stands at 50 and Darren is confident that all those who attend will be glad they did. FUND RAISING: Steve Pearson reported that he is following up with Valent, Novartis, Rohm and Haas, DowElanco and the Florida State Golf Association on rebate programs. He will also follow up on the Novartis check from last year' s rebate program. PUBLIC RELATIONS: Darren Davis reported that the video is complete and a rough draft was expected before the end of the meeting. Shortly after this, the video arrived and was viewed by the Board immediately following the conclusion of the Board Meeting. GOVERNMENT RELATIONS: Mike Goldie's report was reviewed by Dale Kuehner. Of the 2400 new bills suggested, 250 passed. Water bills were favorable. He discussed the Farm tax bill which would give favorable tax considerations to certain types of tractor drive motors. Any questions were referred to Mike's office in Tallahassee. GCSAA: Paul Crawford reported the success of the Las Vegas reception was due to the support of our sponsors. He is looking for about the same turnout in Anaheim next year. Funding should be about the same level with sponsors gearing up for a big push in Orlando the following year. Dale Kuehner led the board in a well deserved round of applause for Paul's work on this project for the past several years. Dale reported that tallies from the GCSAA voting were reported in the Newsline. The proposed new category for "permanent assistant superintendents" was defeated. NEW BUSINESS: Darren Davis suggested that we may want to utilize a GCSAA Chapter Assistance Program which is a type of "audit" of the association that would be performed by the Joe O'Brien and Don Bretthauer of the GCSAA at a meeting of the entire FGCSA Board. This would require an 8 hour meeting and would need to have good representation by all Externals in order to be beneficial. It was suggested that the best possible time would be either the day before or the day after one of our four board meetings, preferably in the Fall or a Friday/Saturday combination. It was suggested that Darren contact the three chapters who have already had this done to get their input on the success of the program. If this is positive, we would then send a letter to all Externals to see how much participation we would get before entering into an agreement with the GCSAA. Dale suggested that the FGCSA could possibly subsidize overnight accommodations for board members if needed. Paul Crawford noted that there would be a planning meeting immediately following today's board meeting of an Advisory Council to be made up of Past Presidents of the FGCSA. The goal of the Council would be to keep up to date and offer information back to the board. Dale then introduced Mike Bailey from AdiosGC to the Board. Mike discussed his part in the lawsuit that resulted from "bad grass" at Boca Rio. Several items came out of his discussion such as the possibility of a Legal Referral Service by the GCSAA or a program to help superintendents with contract negotiations on construction contracts. It was decided that the FGCSA could not take an official stand on any lawsuit and suggested that the GCSAA would be a better vehicle for superintendents to use when faced with these problems. Dale announced that Tom Mascaro had passed away last week and made a motion that the FGCSA donate $1,000 to the GCSAA Foundation's Historical Preservation Fund in his name. The motion was approved. Dale announced that the next board meeting will be held atnoon on Saturday August 2nd at Grand Cypres. Meeting was adjourned at 11:30 a.m. The Public Relations video was then reviewed by the board. TCGCSA Blue Pearl Tournament The Treasure Coast GCSA hosted their fourth successful Blue Pearl Tournament at Loblolly Pines Golf Course thanks to the generosity of John and Susan Sullivan and all the membershipatLoblolly. Fred Hinkle, Tony Baker and staff had the course in perfect condition for the full field. Thanks to all the support of our dedicated superintendents and loyal suppliers, the Treasure Coast chapter was able to raise over $ 12,000 for Audubon International. GCSAA, in partnership with Rainbird, sponsor the Audubon Cooperative Sanctuary Program for Schools. Ken Mangum, GCSAA director, and representatives from Rainbird were on hand to see for themselves how the TCGCSA and the school program are working together to improve environmental education in schools. Winners on the low gross team were John Cunningham, Ed Divito, Dick Gray and Rick Whitfield. Low net team winners were Greg Pheneger, Dave Price, Jay Sporl and Matt Turner. In addition to the activities of the tournament, Shelly Foy and the Hobe Sound Women's Club held their hole in one contest, thanks to Greg Norman's helicopter. The TCGCSA also sponsored a silent auction during the afternoon. Footage from the Blue Pearl will air on the June 21st episode of the Par for the Course program. In Memory Florida Superintendents Saddened by Loss of Fellow Members also gave of his spare time to the Distinguished Service Award, the Larry Kamphaus, CGCS Larry Florida Turfgrass Association where he FGCS A President's Award for Lifetime Larry Kamphaus, CGCS, at Walt Disney World, suffered a fatal heart attack June 9th. He was 54. Larry has spent his entire golf course maintenance career at Walt Disney World where he has been employed for 27 years. During his career Larry has assisted construction and grow-in at Walt Disney World's Palm and Magnolia golf courses, developed specifications for the construction of Osprey Ridge and Eagle Pines courses and redesigned the Oak Trail course. was a director for three years, a member of the GCS AA, and a member and holder of all offices including president of the Central Florida GCS A. Larry received the FGCSA's Presidents Award for Lifetime Service in 1992. Larry is survived by his wife, Vilma, their three children—Larry, Lance and Nicole, and one grand child. Howard L. Povey II Howard L. Povey II, supt. at The Sanctuary on Sanibel Island, suffered a fatal heart attack May 5th. He was 56. Povey was a comparative latecomer to our profession, having served the Gainesville Fire Department for 21 years. For 15 of those years he also operated a lawn service business. In 1990, Povey graduated summa cum laude from Lake City Community College, where he earned dean's list honors all three years he was in attendance. He also held an AA degree in Gen Education and an AS degree in Fire Science from SantaFe CC Following graduation from LCCC, Povey became assistant golf course superintendent at Avila G&CC in Tampa. Two years later he became the superintendentatTaraG&CC in Bradenton. He joined the staff at The Sanctuary in November 1996. He was a member of both the West Coast and Everglades GCS A. Larry was perhaps best known for his association with Mickey and his fun filled hosting duties at the Crowfoot. Besides doing an excellent job for Disney, Larry is known for being the Crowfoot Weekend Host Committee Chairman for many years. Larry and his wife, Vilma, have worked hard to make the Crowfoot weekend great fun for golf course superintendents from every Florida chapter. Larry has also been a host superintendent for a PGA Tour event for the past twenty six years. Tom Mascaro Thomas Mascaro of Pompano Beach, Florida, died May 6th at the age of 81. Tom has been active in the golf course industry for the past 65 years. He also was an inventor with eight patents to his name and over 70 turf related products. His greatest claims to fame are the 1946 development of the aerifier for cultivating turfgrass and the verticut mower in 1952 for removing thatch. These inventions revolutionized golf maintenance. Tom was awarded the prestigious USG A Green Section award, the GCSAA Service along with hundreds of other turf related awards. He has a museum named the Mascaro-Steiniger Turfgrass Museum on the grounds of Penn State. Tom was former president of West Point Products in West Point, Pennsylvania, and also former president of Turf-Tec International in Oakland Park which is now being run by his son, John. The FGCS A has donated $1,000 to the GCS AA's Historical Preservation Fund in his memory. 1997 Poa Recap The Everglades chapter has successfully hosted another fun Poa weekend. The educational program on Friday afternoon was well attended as Dr. Tom Morgan lived up to his reputation as an outstanding motivational speaker. On Saturday, the Everglades golf team was successful in bringing the Poa trophy back to Naples with the team of Nat Hubbard, Scott Hamm, Roy Bates and Wayne Kappauf. John S waner was the winner of the supplier division. Overall winner was Jim Torba, superintendent at the Univ. of SF golf course. Jim becomes thefirstmember of the FGCS A team for the GCSAA Championship in California next year. His teammates will be the winners of the Crowfoot Open at Grand Cypress and the FGCS A Golf Championship at Southern Dunes. The 10th Annual Horn Memorial Tournament was played on Sunday with the team of Kevin Leo and Taylor Eli as Overall Winner. Cary Lewis and Mile Miles won the Alternate Shot title and the team of Tim Cann and Jay Gratton took the scramble event.
