Nov. 18 President's Message President's Message by Michael Perham, CGCS ever, he has agreed to continue to serve as the F.G.C.S.A. Voting Delegate at the G.C.S.A.A. Convention. It is with great pleasure that I address you as President of the Florida Golf Course Superintendents Association for the very first time. This should prove to be a very exciting year, what with the renewed interest in F.T.G.A., and the G.C.S.A.A. Conference and Show coming to Orlando in February. Certainly the opportunities to expand on our educational needs, and the availability to network with both new and old friends will be unprecedented in the upcoming months. The next person I would like for the entire membership to recognize, and upon your next visit with him to express your sincere "THANKS" is Kevin Downing, C.G.C.S. Kevin is stepping down as Chairman of the Research Committee-a position he has held longer than anyone can remember. Under his guidance, many numerous and positive contributions have been bestowed upon all of us through Kevin's tireless efforts. I would be remiss if I did not acknowledge the outstanding year that Joe Ondo, C.G.C.S. has just concluded as F.G.C.S.A. President. During Joe's tenure, many important tasks were accomplished which will enable the smoother running of our association in the years to come. The hiring of Joel Jackson, C.G.C.S., as our Director of Communications was a long thought out and scrutinized process which, in the end, was accepted by the F.G.C.S.A. Board A great deal of thanks also is due to Dale Kuehner, C.G.C.S. for his term as one of our distinguished leaders. Dale's official Board duties are now concluded. How- SUMMERS OVER! The Green Sheet What s Up D.O.C. by Joel Jackson f •Government Relations. FQPA: I missed the July 24th meeting of the Florida FQPA Working Group as I traveled south to attend the IFAS/Industry Retreat and do the Cover Story on Mike Perham and the Fountains CC. However, Dan Botts of the Florida Fruit and Vegetable Association reported that the grassroots efforts of pesticide users has had a positive effect in directing EPA's actions. The final meeting of the Tolerance Reassessment Committee (TRAC), on which Dan serves will be in September. After that time we should expect to see the proposal on how the tolerance reassessment process will work. Chapters, send in those petitions and superintendents write your senators and congressmen/women. It makes a difference! There may be some opportunities to meet with our legislators while they are out of session. I will pass along times and places when I get them. • Pesticide Review Council: This group will meet at the Immokalee IFAS Research & Education Center on Sept. 11th. One topic for discussion will be the new low dose pesticides like Chipco Choice. Public is invited to attend. • Chapter Relations. Spoke at the South Florida Chapter meeting on June 15th and the Palm Beach Chapter meeting on July 17th. Covered the Coastal Plains Research Fundraiser in Tallahassee on July 13th. Spent a couple of days visiting with former South Florida superintendents Mark Richard, Ft. Walton Beach GC and Ron Wright, CC of Mobile. They are both involved with the independent affiliated Gulf Coast Chapter. Also visited the new Milton West Florida IFAS REC and saw Dr. Unruh's efforts in getting turf plots and research underway in NW Florida. water monitoring. The FTGA is finishing up a video on turf and the environment that will be distributed via the public service section in Blockbuster Video stores. The FTGA is also going to reprint and distribute the Turf Coloring books to Georgia Turfgrass Association and make available to schools. IFAS: The IFAS/Industry Retreat went well with 42 members of faculty and all parts of the turf industry represented. The unified group sent a job description and funding request for the Turf Coordinator's position to the University of Florida, which was not well received by the administrators. Board members of the FGCSA and FTGA will be meeting with the Deans to resolve the impasse of creating the Turf Coordinator position and then not supporting it from within the University. Faculty and industry are united in not spending hard to come by research dollars for administrative costs. Wetlands & Golf Courses A GCSAA Regional Seminar The Central Florida GCSA will co-host a GCSAA Regional Seminar on Thursday, October 8th at the Ramada Resort in Orlando. This is the only Regional Seminar that will be offered in Florida for the remainder of the year. Barbara Bell, wetland specialist for an environmental consulting firm will speak on "Wetlands and Golf Courses." This one-day program introduces superintendents to what wetlands are, why they are important, how to recognize them, what laws and regulations protect them, and how these laws and regulations may impact golf course construction and operation. September/October 1998 3 Minutes of FGCSA Summer Board Minutes The Summer 1998 meeting of the FGCSA Board of Directors was called to order by President Joe Ondo, CGCS, at 1:00 p.m. on Saturday, August 1st at Bay Hill Club. All officers were in attendance. Seven Rivers chapters was not represented. Other FGCSA members attending the meeting were Roy Bates - Everglades chapter, Dale Reash - West Coast chapter, FGCSA Past Presidents Mark Jarrell and Kevin Downing; Joel Jackson - Florida Green editor; Mike Goldie - Lobbyist, and Dr. John Cisar. Minutes of Spring 1998 board meeting were approved. Dale Mitchell and Richard Colyer from Golf Agronomics presented President Joe Ondo with a check for $3,000 as part of their yearly program to give a share of their profits back to turfgrass research. Dale announced that they would be giving another $3,000 directly to the FTGA from this rebate program. OLD BUSINESS: The draft of the FGCSA Standard Operating Procedure Manual was discussed. Since there were no changes presented, the draft will become the final copy. This manual will be made available to all External Vice Presidents as they come onto the board. SECRETARY/TREASURER REPORT Darren Davis went over the Financial Statements for the end of the fiscal year 199798. He noted that budgeted income was very close to actual income received and that expenses were less than projected which has allowed the year to end with a surplus in the Operating Account. The surplus has grown to $51,000 and a discussion was held as to the best place to put these funds until they are needed. A proposal was made to put $ 15,000 into another C.D. which would give us a total reserve of $30,000 in the Operating Account. Another $20,000 would be transferred to the FGCSA Research Account to bring that account up to where it should be. The remaining $16,000 would be left in the Operating Checking Account. The motion was approved. Darren discussed the commitments for the FGCSA Research funds in the next fiscal 4 year. We have an ongoing commitment to the UF Fort Lauderdale center to continue to fund a technician at approximately $30,000/year and we are in the second year of a 3-year research program for Dr. Frank with our commitment for this year to be $5,500. We are also in the second year of our five year $5,000 annual GCSAA research donation. In addition, Kevin Downing expects to co-fund research by Dr. Sartain with the FTGA and there is still a possibility of more donations to the UF before the end of the fiscal year. These commitments will deplete most of the research account and we need to encourage more contributions to the research account instead of relying so heavily on the South Florida Exposition. The $20,000 transfer from the Operating Account will help but more sources of income need to be explored. that Palm Beach will still consider getting an audit done for the purpose of setting up accounting procedures that could serve as an example for other chapters to follow. At the end of these discussions, the 19981999 budget was approved at $140,000 in income and expenses LOBBYIST: Mike Goldie gave an indepth review of eleven bills past this year that may have an impact on the turf industry. He noted that in general there were not too many negative issues despite the restrictions and politics of the water management discussions. He felt that the turfgrass interests were fairly well discussed with the majority of legislators. He ended his presentation with his predictions on the upcoming elections and how they would effect the turfgrass industry. He also asked for support for golf tournaments A discussion was held on the ongoing Un- that will be held on August 7th in Dade related Business Income Tax appeal to the and Broward Country and on September IRS from our 1994 tax return. David Court noted AWARDS: Scott Bell will be presented The Green Sheet Minutes of FGCSA Summer Board Minutes with the 1998 FGCSA Distinguished Service Award at the next Treasure Coast chapter meeting. The FGCSA has submitted Dan Jones as a nominee for the GCSAA Distinguished Service Award. Joel asked for letters of support to be sent to the GCSAA before the Sept. 1st deadline. PUBLICATIONS: Joel Jackson gave an update on the Florida Green. Dr. Cisar asked that more turf researchers receive the Florida Green and the Green Sheet. It was also suggested that county extension agents be added to the mailing lists. This years Membership Directory will add e-mail addresses to individual listings. Chapter secretaries are responsible for supplying them to the FGCSA office. Pictures of the current External Vice Presidents will also be included in the Membership Directory. EDUCATION: Geoff Coggan reported that the Poa seminar was a great success thanks to the quality of the presentation and a good turnout. The cost to the education committee will be less than $500 thanks to the rebate program by Etonic and GCSAA. The pesticide seminars were also successful at no cost to the education committee. Once again the Crowfoot seminar has not been well received. Due to poor attendance in the past, we did not offer a seminar in 1996 or 1997 but were urged to try again this year. Only 7 people pre-registering for the seminar with their golf reservation! Total attendees will probably be less than 15 for a computer seminar that is costly to put on. The Crowfoot committee requested that we cancel the seminar last week but the FGCSA Education Committee felt that since we had committed to giving the Crowfoot another try we needed to follow up on it. Etonic will pick up part of the expenses for the seminar. The Central Florida chapter has scheduled a GCSAA Regional Seminar , "Wetlands and Golf Courses", for October 8th at the Ramada Inn in Orlando. The seminar has been publicized in the Florida Green and more information will be included in the September Green Sheet. The FGCSA is sponsoring three half-day Etonic seminars during the FTGA Convention this year as well as panel discussions during the Concurrent Sessions. September/October 1998 MEMBERSHIP: Tom Crawford reminded External Vice Presidents to be sure their chapter sends in their updated membership list to the FGCSA office by August 10th so that the Membership Directory will be as accurate as possible. POA: Gary Grigg reported that after a struggle with paperwork, the Poa committee was finally able to notify winners of the Poa Tournament. Because of the late notice, winners were given gift certificates redeemable by the GCSAA for books, merchandise, seminars, etc. Gary reported that the Poa tournament will be played at the Naples Beach Hotel next year. CROWFOOT: Joe Ondo reported that they have a full field for the tournament and expect a good crowd for the banquet and casino night on Sunday. ThefirstLarry Kamphaus Award will be presented at the banquet. Suppliers responded well to the new sponsorship format which offered foursomes as part of the overall package. He reported that the dates for next year's Crowfoot will try not to conflict with the FTGA which will be held August 15-19, 1999, in Gainesville. GOLF: Joe reminded all Externals to get their chapters reservation in for the annual team championship to be held on Saturday, September 26th at Southern Dimes. FTGA: Mark Jarrell noted that while he is sorry that superintendents are not attending the FTGA convention in force, there are other membership groups of the FTGA that are also missing. Therefore, in an effort to entice more of these members to the convention it will be moved to Gainesville where hotel costs are lower. This year's convention in Tampa will offer excellent education for superintendents and the FTGA is hoping for a good turnout. He reported that the FTGA has hired Don Benham, Michigan, as Dirof Public Relations. Mark noted that there is a good spirit of enthusiasm and co-operation from the UF faculty and a meeting with deans has been scheduled before the end of August. large aspects of the turf industry such as architects and lawn care as well as superintendents. The mission statement for the retreat was for groups to organize their efforts with mutual interests. He noted that faculty members would be happy to speak at local chapter meetings in return for having their expenses covered and registration fees waived. This would be a very small expense for quality speakers and John urged Externals to follow up on this suggestion of getting better visibility for our researchers. He listed the three researchers who would be on sabbaticals this year and the three who would be retiring. He also mentioned the Research Entomologist position. The Field Day in Gainesville was very poorly attended. John will have another meeting with the Dean's to discuss his position. RESEARCH: Kevin Downing thanked the FGCSA for allowing him to chair this committee for the past several years and announced that Steve Pearson would be the new chairman. He thanked the South Florida chapter for agreeing to sponsor the Exposition for the past ten years. This one day event has been the major fundraiser for the Fort Lauderdale research green. Obviously other chapters need to try to include the Fort Lauderdale green in their research donations and suggested that this might be the time for a unified chapter membership application that could possibly include a line item for a research.donation. GCSAA: The GCSAA Chapter Delegates meeting again conflicts with the FTGA. Dale suggested that those chapters who are not planning to send a delegate to the meeting contact the GCSAA to inform them that Dale is their representatives. The GCSAA requires that all chapters send a representative in order to remain affiliated. This year the Florida reception will be held at die Omni Rosen hotel in Orlando on Friday night, February 12th. The reception will begin at 7:00 p.m. and will be by invitation only. Paul Crawford will be soliciting sponsorships to help defray expenses. IFAS TURF RETREAT: Dr. John Cisar Since there was no further business, the gave a report on the turf retreat held in July. Summer board meeting was adjourned at It was attended by 20 faculty members and 4:30 p.m. 5 1998 Crowfoot Open The Central Florida chapter sponsored another successful Crowfoot Open weekend on August 1st through 3rd at the Bay Hill Club. The weekend got off to a great start with the FGCSA Board Meeting and Election of Officers on Saturday. On Sunday morning, the FGCSA sponsored an Etonic Seminar, "Computers for Golf Course Maintenance"given by Gary Bueltel, CGCS, who is superintendent of CCA's Lost Creek CC in Austin, Texas. During Sunday night's banquet, Jimmy Ellison of the Palmer Management Group was presented with the first annual Larry Kamphaus Award for service to his profession. Jimmy was a popular choice and well deserving of the standing ovation. After dinner everyone stayed to enjoy the casino night activities with the star gambler being Butch Gill who took home the top prize. Central Florida member Chris Cartin took top honors in Monday's Crowfoot Open Tournament. He teamed with Tom Alex, Jeff Cotton, and Barry Troutman to allow CFGCSA to walk away with team honors. Another big winner was John Kopack who took home lots of prizes as winner in the Closest to the Pin category. Joe O'Donnell was commercial low gross and Butch Singo was low net. The chapter would like to thank all the sponsors who responded well to the new format by donating their dollars to turfgrass research. 1998 FTGA Conference and Show September 16 - 19 The Florida Turfgrass Association will host the 46th Annual Conference and Show at Tampa Convention Center on September 16-19th. This year's theme is TURF WEB '98. This year the FGCSA has joined with the FTGA in planning interesting education for all superintendents. Along with the two-hour FTGA workshops planned for Wednesday, Thursday and Friday afternoons, the FGCSA is helping to sponsor the GCSAA Etonic Leadership Series Seminars planned for Wednesday and Friday afternoon. All three of these seminars offer GCSAA credit towards Certification. Gerry Sweda will be the speaker for "Bringing Out the Best in People You Manage" which will be offered from 1:00 - 5:00 p.m. on Wednesday. Friday afternoon offers superintendents the choice of two Etonic seminars. Jennifer Thomas presents "Managing Your Hispanic Work Force" and Patt Schwab presents "I Know you believe you understand what you think I said, but I am not sure you realize that what you heard is not what I meant!" Both of these seminars will be held from 2:00 - 6:00 p.m. The Concurrent Educational Sessions on Thursday and Friday mornings are directed straight at the superintendent particularly on Friday with an Ultra Dwarf Forum starting at 8:00 a.m., followed by a session on factors affecting pesticides, and an Innovative Superintendent Session with a panel of Florida superintendents. Thursday's Concurrent Session also starts at 8:00 a.m.with three one-hour blocks of useful information. The Trade Show will be open on Thursday from 11:00 a.m. to 3:00 p.m. and then again from 9:00 a.m. - 3:30 p.m. on Friday. The FTGA is looking for your participation in this event by spending time on the showroom floor showing your support for our loyal exhibitors. In return you also get a chance to win a Kawasaki Jetski or Mule. Evening social events scheduled are the Caribbean Cookout sponsored by Toro on Wednesday night and the Gala awards dinner and casino night on Friday. Saturday is reserved for the golf tournament at Sun City Center and the fishing tournament at Gandy's boat ramp. The Busch Gardens Technical Tour will also be held on Saturday from 8:30 a.m. - 3:30 p.m. As you can see, this year's program offers something for evervone. Please make your reservations now. Next year the Show moves to Gainesville so this is your last chance to see the show in Tampa.
