All officers except Vice President Darren Davis were in attendance. All chapters were respresented except Coastal Plains, North Florida and Seven Rivers chapter. Other FGCSA members attending the meeting were Steve Pearson, Research Committee Chairman; Dale Kuehner, GCSAA Voting Delegate; John Van Vranken - Suncoast chapter; Joel Jackson - Florida Green editor; John Gallagher, West Palm Beach chapter; Jim Walker - South Florida chapter president; Joe Boe -representing the now forming Calusa GCSA; and Past President Kevin Downing. Dr. John Cisar, University of Florida Fort Lauderdale was also in attendance. OLD BUSINESS: Cary Lewis gave a report from our C.P.A. firm describing the options available for a financial accounting system review. After a discussion it was suggested that we instruct the firm to do an Internal Control Evaluation which helps an organization ensure that its assets are safeguarded and procedures are in place to allow efficient operations. The evaluation would be performed on the FGCSA as well as the chapters. A knowledgeable person from each chapter would be required to fill out a check-list as sent by the CPA firm who would then develop recommendations that would have to be implemented by each chapter. Cost should be in the $5,000 range, assuming all chapters respond in a timely manner. The motion to conduct an Internal Control Evaluation was made by Roy Wilshire, 2nd by Gary Grigg and approved. SECRETARY/TREASURER REPORT Cary Lewis went over the Financial Statements for the third quarter of the fiscal year 1998-99 and the minutes from the Winter 1999 board meeting. Both were approved. BUDGET: Cary then discussed the worksheet for the 1999-2000 FGCSA Operating Budget. Line items that are not expected to change for the next year were filled in and Cary discussed the blanks to decide 4 on suitable figures. Mike Perham suggested that a meeting be held of the Executive Committee and as many Past Presidents as possible to discuss the duties and compensation for staffing the FGCSA. It was decided that if we use chapter donations, they should be on a voluntary basis only. It was also suggested that since we have not had a dues increase in several years and the services of the FGCSA have increased during that period, a dues increase could be justified. It was decided that, for this fiscal year, we will continue to balance the budget through chapter donations but expect to bring up the question of a future dues increase at the Winter board meeting. If approved, the dues increase would be effective at the beginning of the 20002001 fiscal year. PUBLICATIONS: Joel reported that he is getting very little (if any) response for the Hands-On section of the magazine. Please continue to talk this up at your monthly chapter meetings. Cary Lewis will finish the Budget Worksheet after the Executive Committee meeting in June and present the budget in final form to be voted on at the Crowfoot board meeting. EDUCATION: Geoff Coggan announced that pre-registration for the Poa seminar is strong at 40 attendees. The subject matter should prove interesting and most of the expenses will be covered by the registration fees. He noted that three GCSAA Regional Seminars are planned for Florida in the coming months - July, September and November. NEW BUSINESS: Mike Perham announced that the Palm Beach chapter has received a complaint that a PBGCSA superintendent had misrepresented facts on his resume when applying for and subsequently receiving a position as superintendent on a municipal golf course. Gary Grigg reported that this would be a violation of the GCSAA Code of Ethics and should be handled by the GCSAA if the superintendent is a member. A question was raised about the three-year rotation of external vice presidents. A show of hands indicated that Central Florida, West Coast and Suncoast chapters will have new Externals at the next board meeting. Since three chapters were missing from the meeting, there may be even more new VP's. Mike Perham announced that the Summer Board Meeting will be held at Grand Cypress on Saturday, July 31 st. The meeting will begin with lunch at noon, the Summer meeting at 1:00 p.m. and the Annual Meeting to begin at the conclusion of the Summer meeting, approximately 4:00 p.m. Since there was no further business, the meeting was adjourned. Steve also discussed the possibility of providing product evaluations not funded by manufacturers. This has been brought up many times before but no action has been taken on the proposal. Steve announced that the FGCSA has hired Gary Pederson as an independent contractor to take over Marcus Prevatte's position in Fort Lauderdale. He thanked Bob Klitz and Bill McKee for interviewing and selecting Gary for the position and for their help in getting him started. Everglades Chapter Scores Big with 1999 Poa The 1999 Poa weekend was another winning event thanks to the Naples Beach Hotel, the hard work of the Everglades Board of Directors and Mother Nature for providing such a great setting with terrific weather. The weekend began on Friday with the FGCSA Spring Board Meeting at 8:00 a.m. followed by a well attended seminar on Mole Cricket Management and the Value of Soil Testing. That night, the Watkins Lawn provided the setting for the exceptional Poa Annua Luau. This was when Mother Nature showed her full force by providing a great breeze and showcase Naples sunset for all to view. The Poa Golf Classic was held on Saturday morning with Mark Hopkins again taking the top prize as low gross winner. The win assures Mark of another year's place on the Florida team for the GCSAA Championship. The team championship was won by the Everglades team of David Fry, Rick Tatum, Scott Hamm and Roy Bates. Rounding out the weekend was the G. C. Home Tournament that was played on Sunday at the Beach Club. This tournament has been coupled with the Poa since 1988 and is the major fundraiser for the G. C. Home Endowment Fund. Funds raised from this event go to support the Envirotron on the University of Florida Gainesville campus. Special recognition goes to the major sponsor of the Poa Golf Classic, Liquid Ag Systems, for their generosity. The Green Sheet Chapter Events Future of Golf Tournament 4th Annual FGCSA Team Championship The Palm Beach GCSA sponsored its 18th Annual Future of Golf Tournament on Saturday, June 5th at the Falls CC. This year's event was by far the most financially successful thanks to the generosity of Ian Smith and The Falls CC for donating the use of their impressive facility. This most generous offer was the catalyst that led to a net profit of greater than $27,000. Steve Pearson, superintendent of The Falls CC, sparked the Committee to higher levels of fund raising which enabled them to secure a $10,000 donation from Chipco GT/Helena/Golf Ventures as Platinum Sponsor of the event. Karl Schmidt, Committee Chairman, reported that both Hector Turf and Kilpatrick Turf had equipment stations on the golf course for their contribution as Diamond Sponsors. The Gold level of sponsorship saw contributions from Harrell's Fertilizer, Golf Agronomics, United Horticultural Supply, Novartis, Wyld West Annuals, Diamond Turf, Yamaha Golf Cars, Irrigation Services Group and Yamaha Golf Cars rounding out the field of big contributors. GCSAA Regional Seminar to be held on July 22nd The first GCSAA Regional Seminar to be held in Florida for 1999 will be "Protecting Natural Resources on the Golf Course" on Thursday, July 22nd.
