For me, it's my annual Member/Guest Tournament — a week long event that is by far the most hectic and heaviest amount of play that my course gets during the winter golfing season. For others, it is the end of the two a day shotguns or when there starts to be a few gaps in the daily tee times. You guessed it - 1 am referring to the time of the year that we start to see the light at the end of the tunnel, the busy winter golfing season will be coming to an end before too much longer! Do not misunderstand me, I am not complaining, after all if it were not for the golfers we would not be so blessed to work in such a great profession. However, when those 40 or 50 degree nights start turning into 60 or 70 degree nights, I for one certainly get a rejuvenated skip in my walk. The play may still be heavy but at least the grass has a fighting chance to survive and will soon be recovering from the stress of the heavy golf cart traffic. It is also the time of year when many Florida golf course superintendents get excited about the opportunity to come to Naples, once a small fishing village—now the booming golf capital of the state for the annual Everglades Chapter Poa Weekend May 19-21. Allied Associations A. FTGA: Don Benham, FTGA Director of Public Affairs and Dr. Terril Nell, Chairman of the Department of Ornamental Horticulture made their first presentation of FTGA's fund raising program, "Golfers For A Better Environment" to representatives of fifteen private clubs at a breakfast meeting held at David Court's Boca Lago CC on February 8th. There was a lot of positive verbal feedback from the green chairmen and officials present. In fact Don and Dr. Nell were invited to speak at the next Palm Beach Green Chairman meeting. Also, one of the members gave Don three names of other people who he felt would be interested in this program. During the GCSAA Conference and Show in New Orleans, Don received a fax from the FTGA office. It announced that the Boca Lago CC had presented the $5.00 per year turf research donation program to its members and over 1100 members signed up for the program. It looks like we're off and running on a potentially strong continual source of funding for turf research. B. Florida Golf Course Owners Association: The first meeting of the Advisory Board for the Florida Chapter of the National Golf Course Owners Association took place on January 24, 2000 in Ft. Lauderdale. I was invited to sit on the Board and made the FGCOA aware of the many regulatory challenges facing the future of golf course conditioning with emphasis on water quality and use permits and the continual eroding of the inventory of pesticides at our disposal. I urged them to help in the fight for common sense in rule-making by using their contacts in the business community. The General Manager Bill Wagner from the Riviera CC in Coral Gables said one of his best contacts for political influence was through his membership in the Chamber of Commerce which has a very strong presence in Tallahassee. 2. FQPA: Dursban - Word from Mike Farrar, Turf and Forestry Coordinator in EPA's Office of Pesticide Programs is that EPA will announce its revised risk assessment of Dursban based on information gathered during the public comment period. He also told me there were not very many inputs from individuals or companies compared to the number of pesticide users that will be affected. Orthene - The public comment period for Orthene is now underway. The Valent Corporation told me they would send me a set of facts and talking points to help you in making comments to EPA if you wish to help save Orthene for use on golf courses. B. On February 15th, the St. John's County Commission heard from 15 turf industry representatives on the Fertilizer Ordinance they enacted on January 25, 2000. This ordinance restricted the use of "quick release" fertilizer from May to October in an area which drains into the Guana River Basin. They will reconvene a working group to address some of the issues raised during the presentations. There are no guarantees that the ordinance will be modified, but there at least will be a forum for facts to be presented. Dr. John Cisar will be there to give them the correct interpretation of the data found during his Florida Yards and Neighborhood project which dealt in part with leaching of nutrients. The ordinance is overly broad and vague, and very burdensome to the lawn care industry. The two golf courses in the affected area were able to have input into the first draft of the law and both superintendents felt they could live within the restrictions. They were able to continue to use their state inspected fertigation systems during the restricted period. 4. GCSAA's Professional Development Initiative During the GCSAA Conference and Show in New Orleans I had a chance to listen in on several conversations concerning the PDI initiative. Mostly what I gather is that people aren't paying attention to what is actually being said or written. They hear the words "change" and "requirements" and immediately react negatively. Keep in mind that with the extensive provisions for grandfathering in current Class A and Certified Superintendents that the program really focuses on future superintendents coming into the industry. Current superintendents who graduated from the school of hard knocks instead of a college will not be excluded. The PDI group is still gathering information and feedback on issues that concern all superintendents. The only thing out there is preliminary information to generate discussion. There are issues to be resolved. And if you have an issue with the plan as it now exists then be sure and voice it via Email, letter, or phone call. Better still, call GCSAA and have someone come and speak to your chapter. They will arrange it free of charge. They want to hear the comments so they can design the best program proposal they can for the members to vote on. While the current time line calls for presentation for a vote in Dallas in 2001, the committee won't put it on the ballot until it's ready. I heard a positive, common sense presentation by GCSAA Director of Education Hannes Combest at the Chapter Managers Session. She gave some background and process information on PDI and then talked about a wide range of creative and interactive ways that could be considered for superintendents to access education. Ways that are innovative and very affordable. There is also consideration for credits being given for meeting attendance and article writing. Every effort is being made for PDI to be a positive and inclusive program that will enhance our profession. Regardless of the outcome, I think the PDI process has generated some excellent ideas which will change our education programs and the way they are delivered forever. 3 Minutes of the Winter 2000 FGCSA Board Meeting The Winter 2000 meeting of the FGCSA Board of Directors was called to order by President Darren Davis at 1:00 p.m. on Friday, January 21 st, 2000, at the Grenelefe Resort, Haines City. All officers were present. North Florida, Ridge and Seven Rivers chapters were not represented. Other FGCSA members attending the meeting were Joel Jackson - Florida Green editor; Steve Pearson - Research Committee Chairman; Joe Boe, Calusa chapter president; Dale Kuehner, Voting Delegate; Greg Pheneger, Treasure Coast chapter president; Kevin Downing - Past President; and Mark Jarrell - FTGA President. OLD BUSINESS: Darren then announced that the FGCSA web site is in the works with Darren, Joel Jackson and Gary Grigg working with Jared Grigg to get the site up and running. Name will be Florida GCSA.com. IRS UBIT APPEAL: Darren gave a brief history of the appeal that the FGCSA filed with the IRS in early 1996 after the IRS decided that the FGCSA owed back taxes for Unrelated Business Income from the 1993-1994 and 19941995 tax years. He announced that the FGCSA has never paid this tax and has not filed the form that is used to pay this tax. Our attorney had advised us against filing until the appeal verdict has been received from the IRS. Darren has requested a second opinion from Rick Mills, the CPA for the GCSAA. He expects to get their opinion before the Poa Board Meeting so that a decision can be made about filing the tax form in November. In the meantime, the attorney is being more aggressive in pursuing the appeal verdict. It was noted that if we lose the appeal, the chapters who use advertising in their newsletters will also have to file a separate tax return for this UBIT and would be liable for the tax. All chapters were urged to keep good records of their current expenses on the publication of their newsletters. gave a review of the second quarter 1999-2000 financial statements. He noted that we are in good shape with the budget and our reserves are sufficient to cover any emergencies. The Internal Control Evaluation was distributed to all External Vice Presidents. This evaluation was requested by the FGCSA Board for the benefit of our local chapters as well as the FGCSA operations. Most of the recommendations in the Evaluation are simply good accounting practices which do not seem to be happening in some of the chapters. Chapters need to be aware of checks and balances. Darren asked that all Externals take this Evaluation to their next local chapter board meeting and go over each of the recommendations of the CPA. All Externals should send their chapter's comments to the FGCSA office before the Poa Board Meeting. The goal is to put a modified version of this Evaluation into the Standard Operating Procedures Manual for all chapters to follow. D.O.C.: Joel reported on his activities for the past quarter. He distributed a working version of the UF/ IFAS "Putting Florida First" brochure. Joel sits on the FTGA, the Ag Institute, the Florida Golf Course Owners Association and the International Network of Golf. PUBLICATIONS: Florida Green Joel noted that the Winter issue of the Florida Green will be mailed to all members during the first week in February with a supply of the magazines being sent directly to the GCSAA convention in New Orleans. USGA RESEARCH FUNDING: Darren presented a report showing that the USGA is currently funding $ 1.24 million in projects. Many of the projects are not being done in Florida but some researchers in Florida are benefiting from the research. Steve Pearson noted that $3,000 co-funding may be available from the USGA in the near future. Membership Directory: Marie Roberts reported that the 1999-2000 Membership Directory has been mailed to all members and advertisers. Thanks to the support of the many advertisers in the Directory, there is a $12,000 profit on this project. SECRETARY/TREASURER REPORT Geoff Coggan presented the minutes of the Fall Board Meeting which were approved. He then AWARDS: Nominations for the FGCSA Distinguished Service Award and the President's Award for Life- 4 time Service are due to the FGCSA before the Spring Board Meeting. MEMBERSHIP: David Court suggested that local chapters may begin a program of bringing a guest superintendent to your meetings at no charge for prospective members. This has been a good project for the Palm Beach chapter in an attempt to get more superintendents involved. It was noted that beginning this month, dues for FGCSA membership will be pro-rated to 50% ($30.00 rather than $60.00) until the end of the fiscal year. All External VP's were urged to report this to their chapter secretary/treasurer. David and Joel discussed the membership brochure that could be available from the GCSAA. They would be distributed to clubs that are not members. Craig Weyandt suggested that the pamphlets should be hand delivered to prospective members rather than a general mailout campaign. A supply of the brochures would be sent to local chapter presidents with a list of those clubs in their general area that are not now members of the FGCSA. The local board would then be responsible for contacting these superintendents with the brochure used as a tool to list the benefits of membership. Joel and David will follow through with this. A question was raised as to whether the GCSAA has any plans for a one-check dues structure to include local chapter dues as well as GCSAA annual dues. Darren reported that although this has been discussed in the past, the GCSAA has no plans for this in the near future. EDUCATION: In Gary Grigg's absence, Darren Davis reported that the Poa seminar will be Advanced Weed Control to be taught by Dr. Fred Yelverton of North Carolina State. Since it is too late to have the GCSAA co-sponsor the seminar as a Regional Seminar, the FGCSA will be responsible for all expenses for the seminar. CEU's will be available for the program. Gary and Darren will get together to decide on an appropriate registration fee to cover most of the expenses involved. It is planned to be an all day seminar on Friday, May 19th. The Everglades chapter feels that their members will support this seminar and hopes that others attending the Poa weekend will also register. The Green Sheet Minutes of Winter 2000 FGCSA Board Meeting It was noted that the deadline for signing up for next year's Regional Seminars is fast approaching. All local chapters who plan to co-sponsor a Regional Seminar in the coming year need to contact the GCSAA immediately to reserve their date and topic. GOLF: The FGCSA will have two teams in the GCSAA Championship in Mobile. The first team will be composed of Mark Hopkins, Chris Cartin, Buck Buckner and Joe Ondo. Members of the second team are Jim Torba, Joe Pantaleo, Robert Roessing and Tim Cann. Good luck to all. CROWFOOT/POA: Joel reported that this year's Crowfoot will be played at Bay Hill Club during the weekend of August 5th - 7th. Rick Tatum announced that the Poa weekend will begin with the FGCSA Board Meeting on Thursday, May 18th. The seminar will be held on Friday morning with the luau on Friday night. The Poa Tournament will be played on Saturday at the Naples Beach GC and the annual jazz concert will be held on the lawn that night. The G. C. Horn Tournament will be played on Sunday morning. RESEARCH: Steve Pearson announced that Gary Pederson, the technician at the Fort Lauderdale Research and Education Center was overdue for his performance review. The goal of the FGCSA Board is to have an annual review for all employees or sub-contractors. After a discussion in which it was noted that Gary is not eligible for any benefits, a motion was made and seconded to offer Gary a 10% increase to $ 16.50/hour to be effective February 1 st. This would then be his date for all succeeding annual reviews. The motion was approved. Steve will contact Gary about his review. The projects approved by the GCSAA's Chapter Cooperative Research program will be announced during the GCSAA Conference. The FGCSA and some local chapters have submitted two or three projects to be considered for co-funding. Steve Pearson distributed an impressive list of research reports. It was suggested that Joel take this report and summarize it for future Florida Green articles. Could be March/April 2000 used as a bullet point article that might include a progress report from the researchers or some other vehicle that would let members know where their research dollars are going. Chapter newsletters might also want to include this information. Steve noted that the FTGA 1999 Year in Review will be out soon. It also summarizes research projects that have been funded by the FTGA. A follow up discussion on Dr. Frank's Wasp project was held. The FGCSA is in the final year of a 3-year funding with Dr. Frank and has recently received a request for payment. Board members who were part of the initial program were skeptical about the project and it was decided that Steve should hold off payment until Dr. Frank can do a better job of justifying the program. Craig Weyandt mentioned the impressive work that is being done by Dr. Rick Brandenburg on mole crickets. He also noted that many chapters are now offering an educational program by Dr. Pat Cobb at their local chapter meetings. The talks are sponsored by Dow Agrosciences. Mark Jarrell then announced that Dr. Laurence Datnoff has submitted a $94,000 grant request to the FGCSA. The project had been turned down by the FTGA last spring due to budgetary concerns but Mark feels it should be given another look. It might be suitable to be submitted to the USGA or the GCSAA under one of their Co-Op programs in the future. Steve reported that the Research Committee will re-evaluate this project and he will come to the Poa Board Meeting with their suggestions. The GCSAA should announce their dates for future Co-Op projects during the GCSAA Convention. David Court noted that the Palm Beach chapter has funded Dr. John Cisar's ultradwarf project by donating funds directly to the University of Florida SHARE program. FTGA/IFAS: Mark Jarrell, president of the FTGA, reassured the FGCSA Board that the FTGA and the FGCSA are co-operating to establish good relations with the University of Florida. He noted that Mike Martin, the new Vice President of the UF is a golfer and understands how important the turfgrass industry is to the state of Florida. Mark noted that Dr. Martin has helped him to work on his goal of solving problems with the University of Florida faculty. Mark noted that superintendents are now a major portion of the FTGA. Mark discussed the fundraising campaign that is being coordinated by Don Benham. Florida turfgrass faculty including Dr. T. Nell, are doing their first official presentation at Boca Lago on February 8th. Officials from several clubs in the Boca Raton area have been invited to this presentation. The intent is to persuade these clubs to put a checkmark for a $5.00 research donation from golfers on their annual dues statement. The goal of this project is to take the pressure off our suppliers who are currently the driving force behind the turfgrass funding in Florida. Mark then discussed the future funding of the two lobbying firms that are been funded by the FTGA and the FGCSA , that is, the water watchdog firm and the lobbyist in Tallahassee. At a recent FTGA board meeting, it was suggested by Tom Benefield that the FTGA discontinue funding Mike Goldie. Whether this suggestion was influenced by the past experiences with the water watchdog firm or a recent incident regarding malathion spraying was discussed. Mark asked the Board for their perception of the job that Mike Goldie was doing for the turfgrass industry. Many board members replied that they were happy with Mike's representation and admitted to a reluctance to try to find someone new. Favorable comments v/ere made by Mike Mongoven, Steve Pearson, Rick Tatum, Craig Weyandt, Mike Perham, Cary Lewis and Doug Abbuhl. As a result of these comments, it was felt that Mike is doing his job of making the legislators aware of the importance of golf to the state of Florida while still acting as a watchdog on potential harmful legislation. Mark noted that the FTGA has negotiated with Mike for a lower monthly fee which has resulted in the fee being reduced by $300/ month. A motion was then made that "Since the FGCSA has a line item to fund the lobbyist for $ 11,000 in this year's budget, we will continue to send this to the FTGA and let the FTGA chose to use the reduction in Mike's services towards the 5 Chapter Information Continuation of Winter Board minutes... water watchdog firm." The motion was approved. Darren will send a letter informing the FTG A Board of Directors of this motion noting that the FGCSA board is in favor of supporting Mike Goldie. Mark stated that the FTGA Conference & Show is the major fundraiser to support the operating budget of the FTGA staff. Soliciting co-sponsors for the Show is being considered for the future. This year's Show will be in Gainesville. Joel reported that there will be an Etonic seminar on Tuesday with the three hour Concurrent Sessions planned for Wednesday. GCSAA: Darren announced that Gary Grigg will be receiving the GCSAA Distinguished Service Award at the Opening Session in New Orleans. VOTING DELEGATE: Dale Keuhner led a discussion on the voting options for the Secretary/Treasurer position. The two candidates are Mike Wallace and Sam Snyder. Dale reported that Sam and Mike are not candidates that the FGCSA has been very supportive of in the past. In fact, we have never voted for Mike Wallace. Dale has had extensive communication with other chapter leaders on this subject and would prefer not making any recommendation to the Board at this time for Secretary/Treasurer. He would like to investigate other options and then make a final decision closer to the GCSAA Conference and Show. Dale said he would keep Darren informed and the Board gave Dale their blessing to act on the FGCSA's behalf. PDI: Dale distributed a list of current and proposed requirements under the proposed PDI. Dale encouraged all affiliated chapters to schedule a visit re. PDI. RECEPTION:. Mike Perham announced that we have received in excess of $35,000 from our sponsors for the Florida reception that will be held on Friday, February 18th at the Hilton Hotel in New Orleans. Invitations have been sent to all FGCSA members. Additional wristbands for spouses are available by calling the FGCSA office. Mike asked all External Vice Presidents and chapter presidents to arrive at 6:30 that night for a pre-reception with 6 sponsors. Volunteers were recruited for "door patrol". Doug Abbuhl, Mike Mongoven, David Court, Cary Lewis and Jim Goins volunteered. Anyone else who would be willing to help out can call the office. USGA Regional Conferences The dates and locations for this year's conferences are: Tuesday, April 11th at the Palm Beach Gardens Marriott; and Thursday, April 13th at the Marriott Westshore in Tampa LONG R A N G E PLANNING: Darren discussed the list of superintendents who have volunteered to assist on a Committee. He suggested that all Committee Chairmen call those volunteers who have indicated a desire to work on that committee. We will use this list when establishing new committees in August. Speakers and topics for these conferences are: NEW BUSINESS: Time for the Poa Board Meeting was discussed. Since the Friday seminar is starting in the morning, it was suggested that we hold the board meeting on Thursday late afternoon and follow the meeting with a dinner for Externals and their families. A motion was made and approved. The meeting will probably begin around 3:00 p.m. with the dinner scheduled for 7:00 p.m. "Sharing Your Golf Course With Birds," Scott Gillihan, Colorado Bird Observatory, author of "Bird Conservation on Golf Courses: A Design and Management Manual" Since there was no further business, the Winter Board Meeting was adjourned. 13th Annual SFGCSA Exposition The South Florida GCSA is hosting the 13th Annual Exposition at the University of Florida IFAS Station in Fort Lauderdale on Thursday, March 16th. The all day event is the m a j o r fundraiser for the upkeep and maintenance of the FGCSA research green and turf plots at the site. Registration begins at 7:30 a.m.. The exposition features equipment demonstrations and booth displays under the big tent. This year, training sessions for crew members (irrigation tech, spray techs and mechanics) will be offered. Separate sessions presented by University of Florida personnel will be offered for superintendents. CEU's have been appplied for. Contact a South Florida board member for registration information. The Green Sheet GCSAA Conference and Show Florida Superintendents Shine at GCSAA Convention Florida superintendents received recognition at the GCSAA Convention in New Orleans last month. Royal Poinciana superintendent, Gary Grigg, CGCS/MG, was recognized for service to the GCSAA and the industry with the GCSAA Distinguished Service Award. Mike Blanchard, GCS at Tampa Palms was presented the Leo Feser Award for Best Superintendent Article in Golf Course Management magazine. His article titled, "The Bosnian Connection" told the story of how a large contingent of Bosnian refugees became members of his crew while he was at the Eagle Watch GC at Westin Innisbrook Resort. Environmental Stewardship Awards were presented to Geri Buchheit, CGCS, at Killearn CC as chapter winner in the private club division.
