GCSAA Regional Seminar, Jacksonville area President's Message President's Message by Cary Lewis, CGCS As I enter into the year of my term at the helm of this great association, I have several strong feelings; anxiety, thankfulness, honor, and most of all pride. Anxiety, that I can give enough back to the industry that has been so good to my family and me. Thankfulness, words can't express how thankful I am to all of the fine professionals that have proceeded me; and have taken the FGCSA to the wonderful level we enjoy today. Honor, it goes without saying that serving you, the membership, is a real honor. Pride, the one word that best describes how I feel about our profession and the FGCSA. I just got back from the FTGA Turfgrass Conference and Show in Gainesville. What an outstanding time to be affiliated with a great association like the FTGA. I truly feel we are on the right track and have made some great headway with the leadership at the University of Florida. The ongoing research they are doing for us is how, not only our questions of today will be answered, but the questions of tomorrow. I haven't head any official attendance numbers quoted, but if my observations mean anything there still seemed to be a low number of Golf Course Superintendents in attendance. Shame on us. It truly is a great educational opportunity and if you weren't there you not only cheated yourself, but also your employer and your industry. I understand with tightening budgets, increased job demands and our labor situation it can be hard to get away from the course, but for all the reasons I just mentioned you should have made the time. There is no better way to save your employer money than to make the right purchasing decisions on equipment, products and materials. Continuing education can better assist you in your daily decision making, which again saves time and money. And finally no less important is to support the people and companies that support us. I was asked if I had an agenda for my term as President. My answer was no! That doesn't mean I don't have goals, ideas and dreams that I hope to share in the upcoming year. My goals are: 1. Continue to build the alliance between the FGCSA and the other green industry associations, allowing us to better position the industry as a whole. Government Relations Nemacur: A second round of Bayer, Users/Stakeholders and EPA conference calls scheduled for Thursday, August 17th and Friday, August 18th was canceled at the request of EPA. Instead they want to go over the following items directly with Bayer only. Comment from Gregg Storey at Bayer before call canceled: "Based on comments from EPA Chemical Review Manager, Todd Peterson, the purpose of the call was to clarify the following EPA positions: 1. EPA must finish the interim RED (IRED - Interim Registration Eligibility Document) before the end of September. 2. EPA is recalculating the MOEs for golfers. Although the numbers will be less than 100, Todd feels that this will not be a problem if the number of acres which can be treated per day is reduced to only tees and greens, etc. 3. Surface water and ground water drinking water surveys will be required in the IRED 4. Worker exposure and turf transfer data to resolve MOE concerns will be required. 5. Although the EPA will require that we label off Florida type sands, Todd did not know how EPA will address the use of Nemacur on golf courses built on Florida type sands. 6. In addition to the above, EPA also has a concern regarding ecological effects. However, Todd indicated that he did not believe much would become of it. 7. The first three chapters of the draft IRED will go to his management for review early next week. 8. Todd would like for Bayer to think about scheduling a meeting with EPA the week of August 21 or 28 to wrap things up. Comments from Bayer after call canceled: "It is necessary for me to inform you that EPA has 'suggested' this be a working meeting with Bayer only, to develop the Interim, Registration Eligibility Document for Nemacur. The IRED will serve as the guide for EPA's proposed mitigation measures, additional data or studies needed, etc., prior to the issuance of the Final RED. It has been our privilege to have had participation from many of you through this phase of discussions with EPA and for that we are very grateful. Without the support of the grower/user community, this process would have been even more difficult. It is d i f f i c u l t to predict the o u t c o m e of tomorrow's conference call but Bayer will continue to support the interests of the user community where there is any possibility of compromise with the Agency. There will likely be areas of concern for which compromise is not possible and the Agency will be forced to act accordingly. Best Regards, David Rogers, Bayer Corporation Fertilizer Ordinance - Palm Beach County: I received this Email from Erica Santella. It addresses the fear that many had that the St. John's County Fertilizer Ordinance would open a Pandora's box of similar local laws, which are entirely legal and will have to be faced on a case by case basis. Erica writes: "We're at it again! Golf is DEFINITELY affected by this ordinance. The basic section that affects the greens industry is this: Our approach needs to be: "what can we do to help". We are the experts and we need to provide them the best scientific information possible. Several turf researchers will be there also. (DOC note: I passed this Email along to all FGCSA chapters and members on my Email/fax network.) 2. Media/Public Relations. Tee Bone Golf, Inc. contacted me recently to ask if we would be interested in putting articles and i n f o r m a t i o n on the Floridagolfing.com website. With Board approval, I will supply them with articles from the Florida Green and Upcoming Event information. With 80,000 to 100,000 hits per month this seems to be another way to get some positive messages out to the golfing public. 3. Education. Just a reminder. The Central Florida GCSA is hosting its second GCSAA Regional Seminar on Friday, September 29th at the Marriott Airport Hotel in the Lee Vista Center off S.R. 436 just north of the Orlando International Airport. The topic is: Wildlife Habitat Management. There were 48 attending the July seminar. There are other parts on fertilizer storage too. FTGA Conference Superintendent Education: 30 people attended the GCSAA Leadership Series Seminar presented by Gerry Sweda on Team Building on Tuesday, August 15th. Another 25 attended the Golf Concurrent Session on Wednesday, August 16th to hear presentations on: (1) Crisis Management Plans, (2) Comparing and Contrasting USGA and California Spec Greens, and (3) Characteristics of Seashore Paspalum turfgrass. I did not and was not able to tell how many superintendents attended the various workshops, other concurrent sessions, research updates and trade show. I've heard through the grapevine that the superintendents in the area believe that only DACS or DEP can monitor their fertilizer usage. This is not true. Any county, city, HOA (Homeowners Association), or small burg can pass whatever fertilizer ordinance they want. The greens industry will be represented at this meeting. I will be there, but my golf contribution/knowledge is weak. We NEED some superintendents at these two meetings! I will fax you the ordinance if you provide me a fax number. The Central Florida Chapter chartered a bus and brought 23 superintendents to the FTGA Trade Show on Wednesday. Just a thought for those who think its too far to drive. Providing education to your members is usually one of your mission statements. You might contact Central Florida President John Kopack and see what it costs to bus up to the conference. Might be a nice change of pace. John can be reached at (407) 444-4991, The Legacy Club at Alaqua Lakes in Lake Mary, Fla. 1) fertilizer shall not be applied by broadcast spreader on ANY property within 10 feet of a water body or paved surface, 2) liquid fertilizer cannot be applied within 100 feet of any body of water, 3) Fertilizer shall not be applied on nurseries, tree farms, recreation (golf), and sport fields within 50 feet of a water body or drainage facility. The Summer 2000 meeting of the FGCSA Board of Directors was called to order by President Darren Davis at 1:00 p.m. on Saturday, August 5th at the Bay Hill Club in Orlando. All officers were present. Calusa, Suncoast and Seven Rivers chapters were not represented. Other FGCSA members attending the meeting were Joel Jackson - Florida Green editor; Steve Pearson - Research Committee Chairman; Joe Ondo, Golf Committee Chairman; and Tom Barnett, Ridge Chapter. President Davis acknowledged the new members of the Board and congratulated Jim Goins for becoming a Certified Superintendent. Darren Davis announced to the Board that Dale Mitchell of Golf Agronomics had presented a check for $3,000 to the FGCSA Research Account shortly before the meeting. Golf Agronomics has made an annual presentation based on a percentage of sales for the past several years. Darren then introduced Mike Goldie, lobbyist for the Florida turf industry. Mike gave an overview of what his duties include in his capacity as our representative in the Florida legislature. He has been supported by the FTGA and the FGCSA for the past ten years. Mike spoke on the important upcoming elections in the Florida legislature with almost 30% of seats up for election. He discussed those candidates who are perceived to be helpful to the agricultural industry. As a lobbyist, he can not endorse one candidate over another. Mike also discussed the very successful golf fundraisers that have been held for political parties during the past year. He spoke about Governor Bush's comments on the mole cricket issue and the IFAS update from Dr. Martin. He reported that the Commissioner of Agriculture is still a Cabinet position. If anyone has an interest in any legislative issues or questions on the legislature, please call Mike in Tallahassee. The minutes of the Spring 2000 board meeting were approved. IRS UBIT APPEAL: Darren gave a brief history of our appeal to the IRS from fiscal years 1993 and 1994. The IRS has finally found our file which has been missing for the past 5 years. The attorney who is handling the appeal for us is following up with them on a regular basis. In the meantime, Darren and Cary Lewis have contacted a Kansas CPA firm and found that other local associations as well as the GCSAA all file a 990-T form. In an attempt to get ahead of the situation, we have had a 990-T form prepared for the immediate past fiscal year, 1998 - 1999 to see what our tax liability would be. The Florida Green has $89,000+ in reserve that could be used to pay the tax for all years from 1993 to present should we lose our appeal to the IRS. The tax attorney is confident that he would be able to get all or at least a large percentage of the interest and penalties waived due to the way the IRS has handled our protest. The question arose as to why we were audited in 1994. That was the first year that the Florida Green made a sizeable amount of profit from the magazine and this, obviously, waved a red flag to the IRS. In the future we may consider making the Florida Green a for-profit subsidiary or allocating more justifiable expenses to the advertising producing accounts. The 990-T form for 98-99 shows that - on an income of $ 176,000 - our taxable income would be $36,000. The UBIT would be $5,403 to the IRS and $1,706 to the Florida Department of Revenue. These figures do not include interest or penalty. After a discussion, Greg Pheneger made a motion that "The FGCSA should file the already prepared 990T for the fiscal year 1998-1999 and also 1999-2000 without including any penalty or interest." The motion was approved. The 990-T will be signed and forwarded to the IRS with the appropriate check. Figures for the current fiscal year will be sent to the CPA to have our 990 and 990-T forms prepared for 1999-2000. SEC/TREASURER REPORT Geoff Coggan presented the year end Financial Statements for approval. A discussion was held regarding the $20,000 transferred from the Operating Account to the Research Account (After the board meeting, it was established that this transfer was actually made in the 1998-99 fiscal year. The Financial Statements were correct as presented by Geoff). The Financial Statements were approved. Geoff then discussed the final version of the 2000-2001 budget. All advertising-income producing accounts (Florida Green, Green Sheet, and Florida Green) were removed from the Operating Account which means that only dues money is supporting the day-to-day operation of the FGCSA. This has resulted in a shortfall of $5,150 in the budget. It is expected that the local chapters will continue to make donations to the FGCSA to cover this amount. If not, there are sufficient funds in the Operating Account to cover the shortfall. On this basis, the budget was approved. I N T E R N A L C O N T R O L EVALUATION: A list of 16 Recommendations were distributed to all Board Members for approval. All of these Recommendations are good business practices that should cause no problem to chapter secretary/treasurers. After a discussion these 16 Recommendations were approved and will become part of the Standard Operating Procedure Manual for all chapters. The remaining five recommendations were then discussed individually since they would require more diligent control than most chapters are capable of maintaining. The Board decided to delete four of these Recommendations as inappropriate. After a discussion it was decided to vote on one additional Recommendation. A motion was made to add the following: Two signatures should be required for disbursements over $500. Board approval should be required for purchases in excess of $500. This motion was approved. D.O.C REPORT.: Joel reported on the FQPA, Nemacur, BMP and water management problems. Stuart Bozeman is working with the SFWMD on related issues. Joel has ordered an FGCSA membership brochure to be printed by the GCSAA for distribution to our local chapters. PUBLICATIONS: Florida Green. Joel distributed the schedule of covers and topics for the next year. He discussed using 2nd class mail and considered changing the way the magazine is sent to members, i.e., inside an envelope rather than having a mailing label applied directly to the cover. The board indicated that having a mailing label on the cover is not a good option. Steve Pearson suggested that Paul Bundshu has also investigated these options and Joel should contact him to save time. MEMBERSHIP DIRECTORY: Marie Roberts indicated that work on the 20002001 Directory has begun with many advertisers renewing their commitment. About half the chapters have turned in their new membership lists for this year and the rest of the chapters should follow within the next two to three weeks. Changing the format of the directory to allow color ads was discussed. It was decided not to add color or to change the look of the cover. AWARDS: Doug Abbuhl reported on the awards that have been presented at local chapters and the DSA to be presented at the Crowfoot dinner. Joel Jackson suggested that we go back to keeping the DSA winner's name a secret until presentation. During the first years of the DSA, it was always presented at the Crowfoot dinner. In recent years it was deemed more appropriate to be given at the recipient's local chapter meeting so that more of the audience would be familiar with the nominee. EDUCATION: The Poa seminar, Advanced Weed Control for Florida Grasses, was a good draw with lots of attendance and no loss to the association. Again, no seminar is planned for the Crowfoot. The Central Florida chapter recently hosted a GCSAA Regional Seminars "Reclaimed Water" which had an audience of about 48 attendees. The CFGCSA will present another Regional Seminaron September29th, "Wildlife Management Habitat". The Florida GCSA Team Championship will be played at Southern Dunes on Saturday, September 30th. He announced that ten teams played in the 1999 event and is hoping for more this year. Individuals play for a paid slot on the Florida team in Texas. FTGA/IFAS: A package outlining what the Florida Turfgrass Committees had done for the past year was included in the agenda package for all to read. It was noted that the FTGA is investigating how to merge the Conference and Show with other associations - Landscape, Parks & Recreation, Pest Control, etc. - to form a better Show for all. Joel and Darren suggested that everyone read Mark JarreH's and Steve Pearson's articles in the Florida Green and Florida Turf Digest to show how both associations are joining together to help the turf industry. RESEARCH: Steve Pearson reported that he and members of turf subsidiary industries had met with the Commissioner of Agriculture and University of Florida personnel to discuss funding. One the projects mentioned was the mole cricket study. It was noted there are no local companies produciing the nematodes necessary for this research. Options are being pursued to produce these nematodes in an economic manner before this type of research can be funded. PDI: The final version of the PDI was distributed to all board members. All Florida chapters have selected a chapter delegate to attend the meeting in Lawrence in September. Darren said it is the chapter delegates responsibility to gather information from their local board and chapter members on the PDI. The delegates will be asked what their chapter thinks about the proposal and a straw vote will be taken. Either your chapter approves of it as a whole or votes against it as written. Several options were discussed to help the chapter delegates get input from their chapter members. It is expected that all Chapter Delegates will go to the meeting in Kansas ready to discuss the opinion of their chapter on the PDI. RECEPTION:. Mike Perham announced that the reception in Dallas would be held on Thursday night, February 15, 2001, at the Hyatt Hotel. The 1994 reception was held at the Hyatt which is one of the Exhibitor hotels closest to the Convention Center. Most of the hotels are spread out over a large geographical area. Friday night is not an option since that will be the night of the President's Reception. The Pre-reception will probably start immediately following the close of the Trade Show for the benefit of our sponsors. Mike is looking for better participation in this Pre-reception. We will continue to use wristbands for admittance. Sponsorship levels will probably be similar to that of the last reception although we are not looking for as big a crowd as we had in New Orleans. Since there was no further business, the meeting was adjourned at 3:45 p.m. Education for superintendents at the FTGA Conference will include a Superintendent Leadership Series seminar on Team Building by Gerry Sweda and concurrent sessions on Wednesday morning. GOLF: Joe Ondo reported on the FGCSA team in Texas and announced that John VanVranken is the first qualifier for the team by virtue of his performance in the Poa Annua. The Crowfoot winner will also receive an invitation to play on the team. Joe congratulated Buck Buckner for winning the National Lefty Tournament. Local Superintendent Activities GCSAA Regional Seminar on Wildlife Management to be held in Orlando The Central Florida chapter is co-hosting a GCSAA Regional Seminar on Friday, September 29th at the Marriott Airport Hotel in Orlando. Wildlife Management and Habitat Conservation will be presented by Jean Mackay, education director of the Audubon International. This one-day program offers .7 CEUs and is intended to stimulate fresh ideas about managing existing wildlife and attracting desirable species. Attendees will learn to: Organize and publicize wildlife management projects Manage woodland, prairie, meadow and wetland areas Promote desirable bird and animal populations Protect endangered species Control undesirable species Attendees will also learn the basics of the life-sustaining habitat that individual golf courses provide, and obtain information to remind the public of the benefits of wildlife and plant managment to golf and the environment. Registration forms and further information may be obtained by calling the GCSAA at 1-800-472-7878. 5th Annual FGCSA Team Championship The 5th Annual FGCSA Team Championship will be held on Saturday, September 30th at Southern Dunes GC with Bayne Caillavet serving as host for the fifth consecutive year. This superintendent-only tournament has developed into a wonderful opportunity for camaraderie among your peers in addition to a great day of golf. Chapter teams as well as individual entries will be accepted. Prizes for low gross and net will be awarded to 1st, 2nd and 3rd. The low gross superintendent also qualifies for the state team with entry paid to the GCSAA tournament in Dallas. Contact the FGCSA office for entry form. David Court, superintendent at Boca Lago CC, stands with his mother, Jane, at the dedication of the Dr. George Court Memorial at Fort Lauderdale CC on June 15th. SFGCSA members donated funds and Dave Self of Wyld West Annuals assisted in the design of the landscaping for the memorial. Suncoast Chapter Sponsors Annual Grounds Management Seminar - November 8, 2000 The Suncoast GCSA — in cooperation with the Sarasota County Extension Service ~ is offering their annual one-day seminar on Wednesday, November 8th at Selby Botanical Gardens in Sarasota. Tentative plans call for the morning session to include "Tricks of Golf Course Renovation" by Chip Powell of Powell Golf Design and "Coping with Environmental Emergencies and the News Media Spotlight" by the popular Dr. Tom Morgan. The afternoon session will include a talk on Seashore Paspalum by Environmental Turf Solutions and two sessions by University of Florida researchers - Dr. Norm Leppla of the UF will speak on "Renaissance of the Mole Cricket Nematode" and Dr. Laurie Trendholm's topic is "Management of Traffic in Golf and Sports Turf'. Registration fee which includes the seminar, continental breakfast and a catered lunch is $45.00 before November 1st and $60.00 for late and on-site registration. Door prizes donated by vendors will also be awarded during the course of the day. CEU's have been requested from the Florida Department of Agriculture and Consumer Services as well as the GCSAA. Central Florida Crowfoot Central Florida Chapter Sponsors Another Successful Crowfoot Weekend The 24th Annual Larry Kamphaus Crowfoot Open weekend was held August 5-7, 2000 at The Bay Hill Club in Orlando. The first order of business was the afternoon FGCSA Summer Board Meeting and Annual Meeting on Saturday, where the GCSAA PDI issue, next year's FGCSA budget, and election of officers were the leading topics. On Sunday night after a day of theme park visits and golf practice rounds, everyone gathered at the Bay Hill Club for the annual Crowfoot Banquet to meet with old friends and make new ones. Highlights of the evening included presentation of the 2000 F G C S A Distinguished Service Award to Joe Ondo, CGCS. Ondo a past president of the FGCSA in 1997 has probably attended more board meetings than any other currently active FGCSA member as he served as the Central Florida External Vice President for 13 years. FGCSA Director of Communications Joel Jackson, CGCS, made the presentation on behalf of the FGCSA and was taken completely by surprise when Crowfoot Open Chairman Tom Alex took the podium to announce that Jackson had been selected as this y e a r ' s recipient of the Larry Kamphaus Award. In his emotional acceptance speech Jackson paid tribute to the influence and friendship of Kamphaus through his 20 years of working at Disney. After the self-inflicted obligatory "short jokes," host Bantam Tom Alex skewered old friends, prize winners and fellow committee members with one liners and tall tales. It was almost as if Alex had been to the Don Rickles school for emcees. The Crowfoot Committee vows good natured retaliation next year when the event moves to Grand Cypress. Early Sunday morning, a full field of golfers teed it up for the modified Stableford point competition on the legendary Bay Hill course. Host superintendent Dwight Kummer had the course well groomed and set up fairly for hacker and scratch golfer alike. When the dust settled and the points were totaled, the Central Florida Chapter team of Jimmy Lawrence, John Lammrish, Jim Kernohan and Ricky Hoopes won the team title.
