Getting involved in the many environmental programs that teach us all the real human value of our landscape and the environment we live in. As I close out my term as President of the FGCSA, I can't help but think how really lucky I am. After 22 years as a Golf Course Superintendent, I don't know of many professions that would have allowed me the opportunity to achieve so many life long goals. 5. Getting the daily lesson from Mother Nature, that we have only begun to scratch the surface of knowledge needed to understand our plants, soils and the environment around us. 1. Meeting and gaining the friendships of some of the greatest people on earth, people who my Dad once called "Salt of the Earth", the real people. 2. Given the opportunity to have a hand in the development of some of the greatest places in our country, the golf courses. 3. Working with some of the finest young people around, assisting some of them to learn the art of Greenskeeping and knowing you have made a difference in their lives. 6. Having the pleasure of witnessing some of the many wonderful sunsets and sunrises on the golf course. 7. Knowing that we are making a daily contribution to the enjoyment of the game of golf to our membership and guests. 8 . And maybe the most important thing of all; allowing me the opportunity to develop into the person I am today. Do yourself a favor, get involved and make a difference. Thank you all for the opportunity to serve as your President it has been great honor. Director of Communications Report What's Up D.O.C? by Joel Jackson FGCSA Website is up and running: The FGCSA site can be accessed at http:// www.floridagcsa.com. The site contains basic information about the FGCSA plus contact information for all the chapters. There is a current Calendar of Events to help you keep track of meetings, events and education seminars for CEUs. We will have excerpts from the Florida Green and the Green Sheet as well the latest news from the D.O.C. on government relations issues. So log on and check us out. Please let us know how we can improve the site to make it as useful to you as possible. Just as the FGCSA's Green Sheet newsletter expenses are covered by the sole sponsorship of Golf Ventures, Inc., the FGCSA website expenses are covered by the sole sponsorship of Grigg Brothers Fertilizer, Inc. Thanks to both of these organizations for supporting the FGCSA's efforts to provide communications to our members. 1. Government Relations: Water: Recent rainfall has held up the water management districts from invoking Phase 3 Water Restrictions. Oddly enough superintendents wish they would go to Phase 3. Why? Because in an agreement with the South Florida Water Management District, superintendents can water 6 days a week (non daylight times only), but at least it provides more flexibility in managing your turf under stress. Meanwhile, as we stay in Phase 2, superintendents are still faced with the twice per week watering mandate. Since the districts are willing to work with us on a % reduction for Phase 3, hopefully progress can be made to retrofit Phase two as well to provide a little more common sense and business survival options into the rules. As I understand the current % reductions used by So. Fia WMD are:Phase 1 = 15%; Phase 2 = 30% and Phase 3 = 45%. It would be great if all the districts could adopt these numbers uniformly, since managing turfgrass doesn't change due to a dotted line on a map. The temptation by some clubs to "cheat" on the restriction rules should be channeled into bringing more public pressure on the districts to allow more flexibility in watering schedules while still observing the percentage cutbacks over normal usage I'd sure hate to read about some golf club being fined tens of thousands of dollars for not following the law. If you have questions, input or want to help your chapter or golf club get involved on water restrictions issues I suggest you contact these lead persons who have been working with the various districts: * St. Johns. WMD: John Kopack, CFGCSA (407) 444-4991 •South Florida WMD: Randy Bushway, PBGCSA (561 )392-7991 •Southwest Florida. WMD: Stuart Bozeman, Seven Rivers GCSA (352-795-6665 and Steve Durand, Everglades GCSA (941)597-1719. Water Survey. On June 1st, I sent a Water Survey to all chapters to be handed out at monthly meetings, filled out and returned to me to have a file of data that we can use to take our facts real world needs to the water management districts. There was a copier problem with the first draft. I will send out a new survey ASAP. Please fill them out and return them by September 1 st. If you don't get one locally, email or call me and I'll send you one directly. FGCSA BMP Committee: The FGCSA has formed a BMP Committee headed up by G e o f f C o g g a n , C G C S , MG. The Committee's purpose is to review the current UF/IFAS BMP Manual for Florida Golf Courses to produce a manual that will not only be useful for superintendents but also for state and local legislators and regulators as they venture in writing local ordinances that may or may not supersede state laws governing the use of pesticides and fertilizers. These local initiatives are springing up across the U.S.A. and can create a hodgepodge of rules that will produce more red tape. The committee now consists of: Geoff Coggan, John Lammrish, Matt Taylor, John Foy and Todd Lowe of the USGA, Dr. Brian Unruh of U. of Fla., and Mike Thomas of Fla Depaartment of Environmental Protection, and myself. Arsenic: The newspapers had a field day with President Bush's comment about re- vising the acceptable arsenic levels in drinking water. However, arsenic will be the next hot topic for us. The state of Florida's Dept. of Agriculture and Consumer Affairs (FDOACS) is sitting on a study done in Dade County. Dr. Dennis Howard of DOAC told me they want to sit down with industry to discuss the situation. This could get ugly. Especially for older courses who used to spray MSMA wall to wall in the old days. Dr. Howard said there were some red flags in the samples taken in the South Florida study. You may wish to consider having independent soil and water samples taken to establish the current levels of arsenic on your property. Whatever the state mandates may affect your future turf programs. 2. Education: The 8th Annual Harrell's Turf Academy just wrapped up and it was another good one. This year saw the addition of the ornamentalindustry to the event. It will now be known as the Turf and Ornamental Academy in the future. In addition, since Harrell's is expanding into Alabama, Georgia and the Carolinas, the T&O Academy will alternate each year between a Florida location and a SE out of state location to meet the needs of those customers. We wish the Harrell's organization great success as they expand. A special highlight of the two day event this year was keynote speaker, Tony Dungy, head coach of the Tampa Bay Buccaneers. Coach Dungy was besieged for autographs and photo opportunities, which he handled with style and grace. On his speech on success, I made these notes to share for those who couldn't be there: Tony Dungy on Success: "Definition: Favorable or desired outcome. If the end result is your only focus, you will miss out on having fun and enjoying the little things in life we experience along the way. Enjoy each day of the journey. Success is achieved by uncommon people. If not, then everyone would be successful. There are two basic ways to achieve success. (1) Is to have special talents and skills like Michael Jordan or Tiger Woods, and (2) for regular people like you and me who .... (continued on page 6) FGCSA Spring Board Meeting Minutes The Spring 2001 meeting of the FGCSA Board of Directors was called to order by President Cary Lewis at 3:00 p.m. on Thursday, May 17, 2001 at the Naples Beach Hotel. All officers were present. All chapters except Coastal Plains and Seven Rivers were represented. Other FGCSA members attending the meeting were Joel Jackson - Florida Green editor; Steve Pearson, Research Committee Chairman; John Stach and Samatha Kreisch, Calusa chapter; Brian Singleton and Joe Pantaleo, South Florida chapter; Craig Weyandt, Treasure Coast chapter; Steve Durand, Everglades chapter. Guests included Mike Goldie, FGCSA lobbyist; John Foy and Todd Lowe, USGA. Brian Singleton, President of the South Florida chapter presented President Cary Lewis with a check for $27,000 to be used for maintenance of the FGCSA Research Green in Fort Lauderdale. This $27,000 represents the proceeds from the SFGCSA Exposition held in March. Eric Joy, President of the West Coast chapter presented a check for $ 1,000 to be deposited in the Research Account. The minutes of the Winter 2001 board meeting were approved. Mike Goldie gave an update from the recently completed Florida legislative session. He also discussed the beginning stages of the mole cricket biological control project that is to go through IFAS if all the problems can be worked out. He reported that Charles Bronson is the new Commissioner of Agriculture and noted that redistricting will be a topic to be discussed at the next session that begins in January. Geoff Coggan gave a report on funding of Mike's position with regard to the FTGA and the FGCSA. It is expected that the FTGA will announce it is no longer in a position to continue funding a lobbyist. Geoff asked for a show of hands to see if the board favors funding a lobbyist. The majority of the board agreed that we should continue even if the FTGA is unable to co-op with us. Geoff presented a proposal from another lobbying firm in Tallahasse, Littlejohn Mann and Associates to give the board a comparison of firms and costs involved. It was noted that Mike Goldie's proposal offered a lower rate for legislative representation. David Court suggested that we continue interviewing other firms and asked how can we better utilize a lobbyist. It is difficult to see what work has been done on our behalf when most of the bills discussed by the legislature do not always have an impact on the turf industry. After a discussion, Cary Lewis announced that the Executive Committee would proceed with negotiations for a new contract with Mike Goldie if the FTGA formally announces they are discontinuing his services. Cary will bring the matter up for a final vote at the next board meeting in August. WEB PAGE: Darren Davis announced that Gary Grigg has offered to sponsor an updated web page with Joel Jackson providing the update material. This would again be done at no charge to the FGCSA. The question was raised as to who owns the FGCSA domain name. Darren will research this and bring an answer to the August Board meeting. Since there would be no charge to the FGCSA, it was decided to give Gary the opportunity to sponsor the page. LCCC RECRUITING: Cary Lewis announced that after some discussion with the officers, the FGCSA should not be endorsing one school's curriculum over another's given the fact that so many schools in Florida are offering golf maintenance courses. It is the board's position that we do not want to see the Florida community colleges coming up with an overabundance of programs for assistant superintendents that would flood the market. All agreed that there is still a need for programs for mechanics and technicians that could be offered by community colleges. Cary again urged all External Vice Presidents to get involved with the community colleges in their area to lend support to their mechanics programs. PERFORMANCE REVIEW: Darren Davis presented a copy of an Employee Performance Review that he would like to use for the FGCSA. After a discussion and the addition of a line for Goals and Objectives, the Review will be prepared by the four officers for both of the FGCSA employees. FINANCIAL STATEMENTS: David Court presented the FGCSA Financial Statements for the second quarter of the fiscal year. Statements were approved. David then went over the proposed budget for fiscal year 2001 -2002. The completed budget will be submitted at the next meeting. UBIT: The FGCSA has received a letter from the IRS removing all further interest and penalty from our Unrelated Business Income Tax from the year ending June 30,1999. The return for June 30,2000 was filed on time and the tax has been paid. FLORIDA GREEN: Joel Jackson presented a proposed budget for the Florida Green showing expenses and income for the past two years. Joel noted that the declining page count for the magazine is a result of lower advertising support. He noted that declining advertising is a trend with the other major turfgrass magazines including Golf Course Management. He also noted the additional number of turfgrass magazines that are now available in Florida. It is apparent that, if this trend continues, the future may mean expenses will be greater than income for the Florida Green. The policy of the magazine has been to maintain a 50-50 ratio of advertising to editorial content. Joel asked all External Vice Presidents to encourage all the representatives who call on their golf courses to consider advertising in the Florida Green. D.O.C.: Joel Jackson gave a report of his activities during the past 3 months. These included the Water Summit in Tampa where he was joined by 4 other area superintendents in lending support to a % reduction in water use permits. Joel then discussed the education for the upcoming FTGA Conference. The FGCSA will sponsor a GCSAA Leadership Series seminar, "Mastering you Communication Skills" given by past GCSAA president Bruce Williams. The date for the program will be Monday, August 13th. M E M B E R S H I P DIRECTORY: The Membership Directory has been mailed to all members and to advertisers. Marie USGA Regional Conference Roberts reported receiving many requests for copies of the FGCSA mailing list. We have been granting these requests only from Membership Directory advertisers. If a person is not an advertiser they have been required to send a $ 150 check which would cover a business card sized ad in order to receive the list. After a discussion, the board decided that these persons should instead be required to pay $300 which would allow them a copy of the current Membership Directory plus the succeeding year's book with their ad. AWARDS: Jim Goins announced that he has received a nomination for the 2001 Distinguished Service Award from two separate chapters. He also announced that three chapters have made nominations for the Presidents Award for Lifetime Service. All of these nominations will be reviewed by the FGCSA officers immediately following the board meeting and recipients will be finalized at that time. BY LAWS: Mark Henderson presented the By Law amendment that was presented at the last board meeting. After some discussion, it was decided to change the wording for the Life Member category to reflect the intent that the nominee must be a 25 year member of an FGFCA local chapter in order to be a Life Member. The board felt that the addition of the phrase "of an FGCSA local chapter" will prevent any confusion and more clearly indicates the intent of the amendment. The second sentence was left as written, "A member with less than 25 years may become a Life Member at the discretion of the Board. morning, May 18th. Thanks to the Everglades chapter for promoting the seminar in the Poa registration form. Eric Joy announced the GCSAA Regional Seminar Schedule for Florida for the next fiscal year. Dates include July in Central Florida, September in Central Florida and November in the West Coast area. Greg Pheneger once again asked all chapters to coordinate their selections and dates with the FGCSA Education Committee. BMP: Geoff Coggan announced his committee to review the current issue of the Florida Best Management Practices. He will present a report at August meeting. POA: Dale Walters announced the program for the 2001 Poa weekend at the Naples Beach Hotel. Jazz on the Green has been canceled for Saturday evening. CROWFOOT: This year's Crowfoot will be held at Grand Cypress on Sunday, August 5th. Registration forms will be in the mail soon. The annual banquet is scheduled for Saturday evening, August 4th. RESEARCH: Steve Pearson discussed the annual review of Gary Pederson, turf technician at the Fort Lauderdale research green. Gary works 30 hours per week through the FGCSA and 10 hours per week through the University of Florida. Steve worked with Dr. John Cisar and Steve Kuhn to review Gary's performance and decided to offer a 4 - 5% increase this year. The increase will be effective at the start of the fiscal year (July 1 st). The amendment to the Honorary Member classifications was approved as written. Both By Law changes were approved as amended. These two new Membership Classifications will be added to the FGCSA By Laws on June 30, 2001. All chapters will be asked to submit a list of their members who would fit into this category. The Board of Directors will approve or reject these memberships at regularly scheduled board meetings. Steve reported on the proposals that the FTG A has approved for funding this year: EDUCATION: Greg Pheneger reported that the seminar "How to Find and Hire the Best Employees" has been well received and will have a good attendance on Friday Drs. Unruh, Cisar, Trenholm and Quesenberry, "Breeding Bermudagrasses for Florida." $20,000 Dr. William Crow, "Comparative Pathogenicity of Several Plant-Parasitic Nematodes to Turfgrass". $9,600. 2 year study ($4600 1st year, 4600 2nd year). Drs. Cisar and Snyder, "Documenting the Florida Yard Concept for Reducing Nutrient Runoff and Leaching." $11,500. Drs. Sartain, Miller, and Shaddox, "Enhancement of Water Use Efficiency in Sand Soils used in Golf Greens and Fairways." $30,247. Minutes of the FTG A Awards Committee Conference Call are included with these minutes. Lists of the funded and unfunded proposals are also included with these minutes. If any chapter would like to see the full proposals for possible direct funding by chapters or submission to the GCSAA for co-funding, please call Steve. Steve then discussed a proposed Turfgrass Economic Impact Survey brought to the FTG A board by Roy Bates, WCI. Total funding for the proposal is $48,300. (Details of the funding for this project were sketchy at the time of the board meeting. A copy of the Proposal is included .) John Foy then described some of the projects being funded by the USGA. These include research to find a substitute for methyl bromide due to the fact that all production of methyl bromide must be stopped by 2003. Currently there is a 25% reduction per year until 2003. John also reported on a $3,000 Regional Grant going to Dr. Unruh and Dr. Monica Elliott for their ongoing projects for organic nitrogen for control of nematodes Craig Weyandt then discussed a program by Dr. Brian Unruh on the Clean Water Act: Indian River Lagoon. He is looking to put collecting devices on 6 - 8 golf courses in the Treasure Coast chapter area to study non-point pollution. Please contact Dr. Unruh if you are interested. Joel reported no r e s p o n s e f r o m the Nemacur study. They are looking for golf courses to use as part of the study. FTGA CONFERENCE: Joel reported the dates for the FTGA Conference in Gainesville this August and urged all chapters to support the Conference. GCSAA: Cary discussed the GCSAA's request for support of their 75th Anniversary Brick Program. A motion was made and approved that the Florida GCSA will buy one brick in the chapter's name. Sev- Continuation of Minutes and D.O.C. report Continuation of Spring Minutes.... eral local Florida chapters have already bought a brick. Joel discussed the Commemorative Issue of the Golf Course Management. A motion was made and approved for the FGCSA to purchase a full page ad in the issue for a cost of $600. RECEPTION: The GCSAA Conference will be in Orlando in February. The board was asked if, due to the excessive cost of the host hotels, would a majority like to see the Florida Reception held in another less expensive site. After a discussion, it was decided to continue to hold the Florida Reception in one of the host hotels for the convenience of the attendees. The Dallas reception's $13,000 excess revenue will be used for the Orlando reception. Michael Perham will begin solicitations for the reception in the fall. SURVEY: The surveys were sent to all Class A and B members in early March. Anyone needing an extra copy of the survey should call the FGCSA office. After a show of hands, Cary Lewis suggested that our Annual board meeting be held on Friday, August 3rd at Grand Cypress in conjunction with the Crowfoot Since there was no further business, the meeting was adjourned at 7:00 p.m. Dinner for all board members followed. GCSAA CHAPTER DELEGATES MEETING Joel Jackson will be attending and covering GCSAA's 75th Anniversary Celebration on Sept. 13-14th. Joel will be staying over until Sunday, Sept. 16th. If any affiliated chapter will not be sending a delegate to the annual Chapter Delegates Meeting on September 15-16th, or if a delegate has to cancel at the last minute, Joel will be available to represent your chapter at the meeting. As you know, all Affiliated Chapters of the GCSAA must send a delegate to this meeting. If you need Joel to act as an alternate for your chapter, just call or fax GCSAA and give them Joel's name. CONDOLENCES Continuation of D.O.C. report from pg. 3 Leola Combest, wife of retired professor Ed Combest, passed away on June 7th. You will have losses along the way. There has only been one undefeated NFL team to win the Super Bowl. Learn from your losses. A short term reward. Look at ultimate success as a movie. What is the long term outcome when the whole story is told? If you are successful, you should give something back. The FGCSA offers our sincere condolences to Ed and his family. ^ CENTRAL FLORIDA CHAPTER SPONSORS GCSAA SEMINARS Once again, the Central Florida chapter will be sponsoring two GCSAA Regional Seminars in their area this year. Both seminars will be held in the Crown Plaza Resort in Orlando. Registration forms are available from the GCSAA office.
