My first chapter visit, though, will be one that will live with me forever. The North Florida meeting was to be my first stop and I had traveled up to Amelia Island Plantation notes in hand to address my peers for the first time outside of my local chapter. The events that unfolded that morning of September 11th were to cast a huge shadow over the meeting and our concerns over water usage, pesticide restrictions and budgets paled by comparison. and somber ride home. Later that month I attended the Central Florida meeting at the Faldo Institute. Joel and I were both on hand to discuss the issues and offer information to those in attendance. From there I traveled down to Naples to attend a meeting of the Everglades Chapter at the invitation of their President, Matt Taylor. I have to believe the very good turnout was not due entirely to the fact that I was the guest speaker, but for the opportunity to play at one of the finest courses in the state in Colliers Reserve. Government Relations: Water (1): Hillsborough County attempted to tack on an additional 5% reduction in irrigation demand on courses in the county. Commissioners claimed they were acting in response to continued public outcry over the "apparent" over use of water by area golf courses. Other than unfounded complaints the county could not answer SWFWMD's continued questions of proof of violations. Don Cox of the Cheval CC also got his club involved in asking questions. Since they had no facts to back up their proposed actions, the county has backed off for the time being. They say they want to form a coalition of big water users to discuss water issues. Somebody please tell them that golf courses used less than 5% of the water in Hillsborough County. But we'd love to sit at the table at least in order to educate them and evidently defend ourselves. the US EPA office called the other day looking to verify or clarify some information she heard in DC. Some sources were telling her that the only use of Nemacur we cared about was for greens only. I said that was not the case; we still need the ability to treat tees and fairways as needed. I reiterated that greens are the primary concern, but we cannot forsake other key turf areas on the course. Jennings is the Risk manager for fenamifos and has been in that position for only a couple of months. I was concerned that all the information we gave back in January was lost, she said no, just buried in the files!!! As I backtracked to make sure she had our message, she said all I was saying was the word she got, but she just wanted to make sure about the Nemacur and greens only comment. Final decision will probably come down in December. FGCSA BMP Committee: Will meet again on Friday, October 26th just prior to the FGCSA Fall Board Meeting at Bay Hill in Orlando. The group will discuss how to format the information we are gathering tofitinto the IFAS BMP Manual. We hope to have Dr. Unruh attend the meeting. 3. Allied Associations: The Florida Golf Economic Impact Study is on schedule as the survey questionnaire is being made ready for distribution. The study headed up by UF/IFAS Ag Economic professors John Haydu and Alan Hodges will attempt to define the total impact of the golf industry to Florida's economy. This information is a vital tool when discussing state budget cuts in research, water restrictions, and local ordinances on chemical and fertilizer use to name just a few items close to us. It will also be valuable for new course development and expansion of existing facilities. FGCSA President Geoff Coggan is urging all superintendents to be on the look out for the survey and to promote the completion of the survey by his or her club. The study is being funded by the FTGA with the backing of WCI Communities. The FGCSA, Everglades GCSA and Florida Golf Alliance have made donations to the project and other groups are being encouraged to do so as well. This study benefits everyone in golf. Most of the attendees were county and city officials and staff. Every ten years following a new census the United States and the Florida Constitution require the Florida Legislation to reapportion the state and federal legislative districts to reflect the new census information. What effect woudl this have on the golf industry in Florida? First we must look at what exists today. Districts like Senate District 29 — Senator Rossin, a Democrat. This district takes the high population of Palm Beach county, ie. democratic, and a large low-density area of Republicans all across the state to Collier County. We could see the opposite taking place with a Republican controlled Legislature. The Florida east coast has been a Democratic stronghold but with reapportionment we could see a shift of power to a Republican west coast. What this could mean is within water management districts you could see a change in policy between the South Florida Water Managment District and Southwest Florida Water Managment District. You could see more "golf friendly" attitudes in Naples vs. Fort Lauderdale. Again, the key word is the "plan". In 1992 the plan was controlled by the Democrats, in 2002 it will be controlled by the Republicans. It becomes more and more incumbent on us to know our legislative members and their attitudes relative to our industry. We must be ready to educate new members as to the economics and environmental value of golf to our state and to each legislative distrits of our state. The Palm Beach team defended its team title by one stroke over the Central Florida team. Windy and rainy conditions for most of the day was the norm as seven chapter teams participated in the Sixth FGCSA Chapter Team Championship. Members on the winning team were Mark Henderson, Steve Bernard, Tyler Warner, Jeff Klontz and Terry Kennedy. In the net division the Ridge Chapter was a winner by two strokes over South Florida. In the individual stroke play competition, Joe Ondo won Low Gross and a spot on the state team for the GCSAA tournament in St. Augustine, Florida. Joe was tied with Steve Bernard and Joe Pantaleo after regulation play at 75. In the sudden death playoff, Steve was eliminated on the first playoff hole while Joe and Joe went to the fourth playoff hole before it was decided. Joe Ondo will be joined on the state team by Bob Roessing, Poa Annua winner; Chris Cartin, Larry Kamphaus Crowfoot Open winner; and Mark Hopkins low average in two out of three events. Steve Bernard will be first alternate. Low net was won by Chris Clark and second went to John Lammrish.
