So why aren't more assistants members of the local chapters and the FGCSA? This was a question that I asked at a Palm Beach Chapter meeting recently. The responses varied a little but the bottom line was that it's the Superintendent's responsibility to promote the association to his or her assistant and the cost of joining should be part of the maintenance budget. The average cost of joining a chapter varies but averages about $100.00. Our assistants work hard for us and it's the least we can do. Often it is difficult for the assistant to get to a meeting along with the superintendent. After all someone has to stay home and mind the store. One of our chapters will be hosting an assistant only meeting, which will provide education, lunch and golf. The hope is that more assistants will join the chapter as long as they can get something out of it. Education and camaraderie should be foremost and sharing of problems along with solutions will be another. Who knows they might even tell their counterparts how great their superintendent is to work for. We currently have about 300 assistants as members of the FGCSA and we would like to see that number increase significantly. I hope that all chapters will help promote the local association to their assistants and allow them to get away to a couple of meetings. July 1, 2003 starts a new era for us as members of the GCSAA. Professional Development Initiative (PDI) will be implemented marking an important time in the history of the association. PDI is designed to provide the golf course superintendent the means to demonstrate their commitment towards enhancing their skills and knowledge levels. Attendance at the chapter meetings will now allow members to receive service and education points for monthly meeting attendance as long as the education portion is at least one hour long and the education has been approved 30 days in advance. It will be a little more work for the education chairman but with a little advance planning members can benefit. The local chapters continue to be very successful with their fund raising efforts. The Seven Rivers Chapter raised $48,000.00 at their Envirotron Tournament and Palm Beach raised $28,000.00 at the Chip Fowkes Memorial Tournament. Proceeds will go toward Chip's daughter college fund. There are many recipients who benefit from the tournaments, which include student scholarships, research funding, endowment funding, missing and exploited children's programs, Audubon for golf courses and schools and wildlife organizations, to name a few. I know that all chapters have their special interest groups that they donate to annually. We shouldn't just sit with the money in a bank account; the interest rates aren't that good and there are numerous ways to spend the funds. I hope our members will continue to show their support for the FTGA Conference and Show coming up in September. The C & S Committee has worked hard combining great education along with good times of networking with many phases of our turf industry. Come and hear the latest in research and get updates on issues including water use and pesticides which may have a direct result on our job in the future. GCSAA Chapter Delegates meeting is scheduled for September in Kansas City. Director of Communications Report What's Up D.O.C.? by Joel Jackson 1. Government Regulations: Methyl Bromide Phaseout - There will be a second round of EPA Workshops in mid to late June on updates and new Critical Use Exemption applications. The news out of the Capetown, South Africa meeting recently was not encouraging as most of the USA submissions were rejected. I'll have more news on the Golf exemption request after the Government Relations Committee meeting June 17th & 18th in Lawrence, KS. MSMA/Arsenic - There will be an MSMA Workshop this September at the FTGA Conference in Tampa. Dr. Dennis Howard of the Bureau of Pesticides from the Dept. of Agriculture and Consumer Services will give an overview and update on the issue. There will also be presentations on MSMA fate by the Manufacturers, Fertilizer Concerns, Remediation techniques, and alternative herbicides. Sarasota County Golf Ordinance - The County has issued a draft of the ordinance that governs the design, construction and maintenance of new golf courses as well as guidelines for existing golf courses to come into compliance. Members of the Suncoast Chapter have been part of the process to lend real world input to the process. Most of the provisions will simply require more documentation of intent and record keeping of actual operations. There is a heavy emphasis on the Audubon International program to achieve compliance. (That's why we have been urging clubs and chapters to participate in the ACSP program). 2. Media/Public Relations: The Ridge Chapter has been responding to a County Commissioner's comments about freezing new golf course construction mainly because he cites golf as a big water user. It should be noted that this commissioner is a builder, and his motives and rhetoric about golf may be more to obscure his desire to make sure he has access to water for his industry to build more homes. But that's just my opinion. The Ridge has written a letter and shared environmental and economic facts with the reporter and the County Commission. 3. Allied Associations: I met Bill Stine, Board Member of the Florida Golf Course Owners Association last month, and he invited me last Friday, June 13th to an informal meeting to discuss how the FGCOA and the FGCSA could work closer together on communications and the issues. He firmly believes and stated several times that he feels superintendents are in position to become General Managers at facilities more than others on staff. He asserts that they generally have more formal education and are in charge of larger staffs and are responsible for the largest budgets on property. Certainly they have responsibility for the most important asset at the club. His suggestion is that supers study and learn more business management techniques so they can be better prepared to make decisions on the total picture and not solely on agronomic concerns. It was suggested and I agreed to write a short column/article for their newsletter and asked them to do the same for our publications. With the joint Owners and Superintendents Conference coming up in 2005 at the GCSAA in Orlando, we will be getting a head start at improving relations and communications between the two groups. 4. Research -1 was part of a group of 12-14 editors from the landscape and golf trade publications invited to tour the Bayer Environmental Sciences Research Farm outside of Raleigh, NC on June 10th & 11th. We also visited NC State's facilities and their new expansion off campus, similar to UF/IFAS new site south of Gainesville. The key thing for me was the story behind how NC State lobbied and got budgeted $650,000 a year from the state dedicated solely to the Center for Environmental Research and Education. This center is not a physical setting but rather a committee of people who oversee and allocate the funds to Turf and Ornamental research and education. It is my goal to have several of the key players in this accomplishment to come to Florida and describe their methods and help us find a blueprint to do something similar instead of guessing and groping for funds each year. 5. Education: In July, IGM is hosting a seminar titled, "Calibrate Your Management Skills" given by Mike Muetzel. Greg Plotner. General - Following the passing of Jeff Hayden there was a move to re-name the Envirotron Research Facility in his honor. Discussions ensued and the effort was moving on a pretty fast track, and had favorable support in general. Upon further consideration and discussion on the origin and history of the Envirotron, there have been several individuals who were instrumental in the success of the Envirotron from concept to reality. It was felt that perhaps a more appropriate recognition might be a permanent sign at the facility recognizing Jeff and the Envirotron Classic renamed in his honor as a major funding source for the Envirotron. Since 2002 was a catastrophic year of loss for the Florida Golf Course Superintendents Association and the Florida Turfgrass Association, it was suggested that it might be fitting to have some sort of permanent memorial to recognize our turf pioneers and key leaders in the industry. It has been proposed to install a granite or marble "Wall of Fame" at the new Pine Acres Research Facility and have the names of our turf pioneers and fallen leaders inscribed upon the memorial. One thought is to have an elevated tee on one of the research golf holes being built and have the wall and appropriate landscaping as part of the tee complex. The Spring 2003 meeting of the FGCSA Board of Directors was called to order by President David Court, CGCS, at 3:00 p.m. on Thursday, May 8th at the Naples Beach Hotel. All officers were present. All chapters except Coastal Plains were represented. Other FGCSA members attending the meeting were Joel Jackson - Florida Green editor; Craig Weyandt - Research Chairman. Dr. Terril Nell, University of Florida, also attended. Dr. Nell gave a report on the progress of the turf plots and the ongoing campaign for funding from Florida golf clubs. He noted that some of the larger clubs seem to prefer to write a check to the University of Florida research program directly rather than requesting a $5.00 feefromtheir members. He mentioned the $3.9 million homeowner turf project funded by the DEP. David Court then explained to the board that Mike Goldie's contract with the FGCSA will soon be up for renewal. After a discussion, the board decided unanimously to renew his contract. David then gave a recap of the March Tallahassee tour where our four board members got their foot in the door and left our message re. water, IFAS, etc. with appropriate legislators. Joel distributed a report from Mike Goldie regarding the additional legislative session going on now. The minutes of the Winter 2003 Board Meeting as presented by Secretary/Treasurer Joe Pantaleo were approved. OLD BUSINESS: David Court discussed the Audubon "50 in Five" program for schools which is currently looking for donations. He also gave a report on the success of the Audubon Workshops held in January which were co-sponsored by the FGCSA. Darren Davis noted that it is hard to get schools to be involved and continue to finality. Persistence of volunteers at schools is needed to make this work. He noted that the dollars might be better spend by getting more superintendents to get their courses certified, not just enrolled. Only 25% of enrolled courses are certified. However, he asked that if the FGCSA or some of the local chapters do decide to make some kind of donation, they should try to get their logo on any material that may be printed and distributed by the Audubon. David Court thanked all those who volunteered at the Benevolent Fund table at the reception. It was a great success. It was suggested that the Benevolent Fund should be separate from the budget and that some guidelines need to be made before any more funds are distributed. Joe Pantaleo volunteered to head the Benevolent Fund Committee. We will get copies of the guidelines currently being used by the Everglades and the West Coast chapter to help in structuring our guidelines. Craig Weyandt reported that since the FGCSA was purchased in 1995, it is time to purchase a new system. Discussion was held on the possibility of leasing a computer but it was decided that purchasing is a better option. Hopefully we will be able to purchase a new computer and have all FGCSA records transferred before the end of the fiscal year. FINANCIAL REPORTS: Secretary/ Treasurer Joe Pantaleo gave the Financial Report for the first three quarters of the fiscal year. The report was accepted and approved. He then reviewed a draft of the 2003-2004 proposed budget. One item that will require further discussion is the Government/Public Relations line item. Joel then reviewed the proposed Publication budget worksheet. It was suggested that the budget committee meet prior to the Summer Board Meeting to finalize the worksheet for presentation to the board in August. chapter's hands as much as possible but the FGCSA will make a final decision if deadlines are not adhered to by the chapter. AWARDS: The DSA winner will remain a secret and be announced/presented at a local chapter meeting. Four President's Awards will be presented at their local chapter meetings — Jim Svabek, Suncoast; Clayton Estes, North Florida; Bob Bittner, Everglades; and Joe Pantaleo, South Florida. BEST MANAGEMENT PROCEDURES: Geoff Coggan presented a draft rendition of "BMP's for the Enhancement of the Environmental Quality on Florida Golf Courses". The next meeting of their committee will be in June. POA: Darren noted that the Poa Tournament was sold out and the overflow will play at another club in the Naples area on Saturday. The Horn will be played on Friday afternoon and the luau will be held Saturday evening. CROWFOOT: The Crowfoot Open will be played on Saturday, July 26th, at Grand Cypress. EDUCATION: David Court reported that John Lammrish has resigned from the board and we are in need of another Education Chairman. Tomorrow's seminar will be presented by Tommy Witt with a good turnout expected. Remember to advise the FGCSA if your chapter is hosting a GCSAA Regional Seminar. MEMBERSHIP: Paid FGCSA membership stands at 1077 members, well under our goal of 1150 members. D.O.C. REPORT: Joel explained the updated calendar on the Floridagcsa.com website. He reported on the Regulatory Tour which was recently held in Naples and partially funded by the FGCSA. The FGCSA will continue to be pro-active with our Florida legislators by staying involved with this project on an annual basis. RESEARCH: Craig Weyandt reported the Dr. Billy Crow's research project that we submitted to the GCSAA was approved for co-funding. Our share ($ 15,000) has been deposited into our FGCSA Research Account by Bayer...so there is no charge to us for the project. FLORIDA GREEN: Joel presented a program for deciding what course would be on the Florida Green cover. The schedule will be kept in the The other two projects we submitted to the GCSAA (one by Dr. Datnoff and one by Dr. Giblin-Davis) were not approved for funding. Darren Davis mentioned that the GCSAA was looking to fund "applied research" that would give a definite answer to a specific problem in a short period of time....to have real value to the end user. As written, Dr. Giblin-Davis' project did not meet that criterion. As a result of this, Craig Weyandt will speak to Robin to see if his project can be altered to fit into the classification of "real world" research to provide golf course proof, not just lab work. The revised project will be discussed again at the Summer board meeting. Dr. Datnoff's Curvularia's project was turned down because the problem "occurs in response to stress induced through intense management of putting green. Without a change in the management practices used by superintendents, Curvularia will likely remain a problem." Again, the GCSAA was looking to fund "applied research" that would give a definite answer to a specific problem in a short period of time..to have real value to the end user." There would not be a real world solution at the end of the project. FTGA: The FTGA still needs a few more speakers/presenters for the Conference & Show, September 8th through the 10th. Call Joel Jackson if you are interested. GCSAA RECEPTION: The Florida reception at the GCSAA Conference in Atlanta was another great success with close to 500 people attending. Sponsorship was outstanding and our board member volunteers at the Benevolent Fund desk and at the door worked very hard to make the evening one to remember. We look forward to another great FGCSA reception in San Diego next year. David congratulated Samantha and the Calusa chapter for obtaining GCSAA affiliation status. Florida now has ten chapters affiliated with GCSAA. The Calusa chapter presented a $2,500 check for the FGCSA Research Account. SURVEY: Mark Henderson reported that the total responses to the survey were very low. Results have been mailed to all A and B members. Past Presidents Tim Hiers (1978) and Mark Jarrell (1992) said a few words of encouragement to the current board members. Mark distributed a copy of Joe Lee's book, "Gentleman Joe Lee", for all board members. LONG RANGE PLANNING: Darren Davis presented the subject of how to attract more Assistant Superintendent members. He suggested a reduced rate of 50% for an FGCSA Assistant Superintendent member. The GCSAA did this a few years back with a substantial increase in the number of members in that category. Darren urged the FGCSA board to promote this approach to gain more Assistants as members of local chapters as well as the FGCSA. After some discussion, the board tabled the subject but will look into this again at the Summer board meeting. NEW BUSINESS: Discussion was held to set the date of the annual board meeting. Since the Crowfoot Open will be held on Sunday this year, the FGCSA board meeting will probably be scheduled for Friday, July 25th at Grand Cypress Villas. Since there was no further business, the meeting was adjoumed at 7:00 p.m. Dinner for all board members and Past Presidents was to begin at 7:30 p.m. at Maxwell's on the Bay. Local Chapter Happenings Crowfoot Open Set for Sunday, July 27th Again this year the Central Florida GCSA presents the Larry Kamphaus Crowfoot Open on a Sunday at Grand Cypress. Some great rates have been secured for golf on Friday and Saturday at $45.00 for superintendents and $65.00 for commercial members. Villas are available for $150.00 per bedroom. There will be a casual cocktail reception on Saturday nightfrom7:00 - 9:00 p.m. for players and guests at the Executive Meeting Center at the Villas. Palm Beach Chapter Has Busy Quarter Not to be outdone by other chapters, the Palm Beach group has successfully hosted three major events in the past two months! First was the Chip Fowkes Memorial Tournament held at the end of April at Bocaire CC who generously donated their facility for the event. 106 golfers teed it up for the cause. Thanks to the generosity of the 3 major donators - Pignato Group, the USGA and Sullivan Electric — the silent auction raised $5,000. Other large contributors included the Treasure Coast GCSA and the Florida GCSA with many smaller donations from Palm Beach members and other friends of Chip. $23,000 was raised for an education fund for Chip's daughter. The Future of Golf Tournament was held on Saturday, June 7th, at the Falls CC. Again, thanks to Steve Pearson and The Falls for generously donating their facility. Also thanks to the major sponsors — Hector Turf; Kilpatrick Turf/Boynton Pump and Nucrane Machinery. Twelve Gold Sponsors also contributed greatly to the success. The tournament was sold out as 32 teams played a tight game with five teams tied for first place and 3 other teams just one stroke back. Their third event is the Second Annual PBGCS A Fishing Tournament scheduled for Saturday, June 21. Currently there are 22 boats registered. Ed Miller and Matt Tacilauskas chair the event which was a great success last year. Everglades GCSA Serves Up A Great Poa The Everglades Board of Directors led by Steve Durant and Mike Smith pulled together another great weekend at the Naples Beach Hotel. Friday began with the GCSAA Leadership Series presented by Tommy Witt, CGCS, "Are You Prepared to Say Yes". The seminar was well attended and Tommy kept everyone's interest with lots of interesting statistics on how to successfully research a job change. The sold-out G. C. Horn Tournament was played at the Naples Beach GC on Friday afternoon. Low gross was won by the Ridge GCSA's team of Chuck Rogers and Mark Hopkins. Mark Atwood and Mitch Miller won the front 9 with Wayne and Kyle Kappauf taking the second 9. The Poa Classic was played in great weather on Saturday morning. Seth Strickland, SFGCSA, took low gross honors with Mark Henderson a close second. Seth wins a spot on the FGCSA team at the GCSAA in California. Kelly Kilpatrick, Everglades chapter, was low net. The Naples Beach Resort provided a wonderful setting for the luau Saturday night on the Watkins Lawn. As I pen my final President's Message, I will again thank Marie Roberts and Joel Jackson for the great job that they do and I would like to thank those who volunteered their time to serve on the board as directors. We achieved some of the goals that I laid out in the beginning of the year and came up short on some as well. That will give our next President something to work on. Greg Pheneger will do a great job next year and I look forward to working with him. The Association is made up of volunteers who donate their time and efforts in making our profession what it is today. We will always need people who are willing to step up and give some of their free time to serve on a board or committee either at the local chapter level or the state board. The annual golf tournament will be played on Monday, September 8th at WCI Communities Sun City Center Sandpiper GC. Shotgun start is 1:00 p.m. The Fishing Tournament will be held on Monday from 8:00 a.m. to noon from the Grady Boat Ramp. The Com Boil will be held from 7:00 -10:00 p.m. at the Hyatt Regency. The trade show will be open on Tuesday, September 9th from 1:00 p.m. - 6:30 p.m. and Wednesday, Sept. 10th from 9:00 a.m. to noon. Education will include nine Workshops on Monday morning; Concurrent Sessions on Tuesday morning and General Sessions on Wednesday morning. Tuesday's Concurrent Sessions will be divided into three groups: Golf; Sod Production; and Parks/Rec/Athletic Turf. All Monday workshops will be completed by 11:30 a.m. to allow attendees time to get to the golf tournament. CEU's are pending for all education. Education, Education Beginning July 1st, the GCSAA has made it easier for Superintendents to gain some education points at your chapter meetings! With the advent of the PDI, the GCSAA will approve one hour programs on a single topic for .1 "education points" (formerly known as CEU's). Speakers are Dr. Ronny Duncan, University of Georgia, and Michael Huck, former golf course superintendent and USGA Regional Agronomist. This intermediate level workshop will concentrate on the decision-making process dealing with quality aspects of irrigation water, with variable water quality sources and how to make the correct management decision, how to deal with site-specific problems, and the implications of such actions on environmental concerns. Registration fee for this all day seminar is $ 130.00 for GCSAA members.
