Beginning this month we have activated a system allowing members to pay for meeting registration, merchandise and other GCSANJ purchases by credit card. Todd Raisch, CGCS and his staff will be hosting fellow superintendents and their club officials for what has grown to become New Jerseys premier team golf event. Defending champion Gary Arlio and his North Jersey Country Club team are busy preparing to take on all challengers. The Ridgewood Country Club was formed in 1890 with its present 27-hole layout having been designed by A.W. Tillinghast in 1929. It has hosted many of the biggest tourna­ ments in golf including the 1935 Ryder Cup, the 1974 U.S. Amateur, the 1981 LPGA Coca Cola Classic, the 1990 U.S. Senior Open and the 2001 Senior P.G.A. Championship. Ridgewood has also tested local professionals and amateur golfers in numerous New Jersey State Golf Association and Metropolitan Golf Association tournaments. Ridgewood’s resume will surely shine a little brighter with the addition of the Invitational. Ridgewood has traditionally been one of the finest main­ tained golf courses in the world due to employing some of the finest superintendents of their era. Paul Tetor, a charter member of the GCSANJ, held the position from 1919 until 1937. He helped Tillinghast transform the old “Billy Goat” course into the current 27-hole layout. William Sweisberger, the patriarch of a Bergen County green keeping clan, served the next 17 years further advancing the growing reputation of the fine turf conditions found at Ridgewood. In 1954, Robert Kapherr started his 22 year reign. He produced condi­ tions that were the envy of his green keeping peers. Kapherr served as GCSANJ President in 1966. While current headlines may not be portraying issues of prominent relevance to the industry, the Legislative process is always at work developing initiatives that could have a potential impact on the way members of the Green Industry conduct business. The first two months of the 2004- 2005 Legislative session have already produced several bills that would have an impact on the industry. The Senate Environment Committee recently released a bill which would impose a $.04 tax on every 1000 gallons of water consumed. While the bill (S-192; Smith, D-17) provides for exemptions, including agricultural, horticultural and emergency use of water, the concept represents a dangerous precedence for an industry whose water usage remains a vital component of its business practices. Furthermore, both the Senate Environment Committee and the Assembly Environment and Solid Waste Committee have committed the next month’s worth of proceedings to discussion on the preservation of the natural resources con­ tained within New Jersey’s highlands region. The pending proceedings have already produced concepts dealing with State takeover of lands vital to water resource management through eminent domain (S-196; Smith, D-17) and the re­ institution of an environmental prosecutor’s office within State Government (S-989; Codey, D-27). Again, while these bills may not have a direct impact on the Green Industry, they set the foundation for future action to regulate and control the business practices of companies in the Highlands Region. However, not all of the recent legislative initiatives of relevance represent a potential threat to the industry. Ed would help transform the role of the golf course superintendent on both the local and national level by serving as GCSANJ President, Editor of the Greenerside, GCSAA committee member, and mentor to many talented superintendents. John Gaspar took over in 1993 and spent three years at Ridgewood before moving on to Oak Hill C.C. in Rochester, New York. Current superintendent Todd Raisch, CGCS has certainly had some big shoes to fill. Parts. 1-866-765-8873 Fax: 207-396-5386 Web: www.sbiturf.com The Green Industry Continued from page 5 the request of industry representatives, legislation has been introduced in both houses (S-937; Ciesla, R-10/A-2196; Cryan, D-20) that would expand the membership of the State Water Supply Advisory Council to include represen­ tatives from the Golf Course Superintendents Association, the Nursery and Landscape Association and/or the Irrigation Association. Through this legislation, key members of the green in­ dustry will be assured representation on the state body that advises the administration on water resource management. Additional legis­ lation has been introduced (A- 2202; Cryan, D-20) that would seek to implement certain best management practices, such as odd/even watering for residential lawns, to assist in water conserva­ tion efforts. Needless to say, it is vital that mem­ bers of the Green Industry remain alert to potential legislation that may affect their interests but may not receive high-profile media attention. On the Regulatory side... A consequence of any legislative initiative is regulatory action. When Governor McGreevey took office in January 2002, he was faced with one of the worst droughts in de­ cades. As spring rolled around and water use increased, the Governor declared a Statewide drought emergency in an effort to conserve water when it is used the most, during the spring and summer months. Along with the restrictions came economic losses for the Green Industry. As we witnessed during the drought, homeowners did not invest in new landscaping, irriga­ tion systems, sod or lawn services because they could not water and they did not want to see their investments squandered. As a result, consumers were scared away, and the Green Industry suffered. Looking back today, one can point to the problems encoun­ tered during the drought. Once the Governor declared the drought emergency, the job of conserving our water supplies rested with Commissioner Brad Campbell and the New Jersey Department of Environmental Protection (NJDEP). No fewer than eleven (11) Administrative Orders were issued during the drought mandating various watering restrictions. Who really knows whether that strategy resulted in real water savings for New Jersey? One of the lessons learned during that drought was that many of the watering restrictions were based on politics and perception and not reality. When politics drive restrictions, and not effective water supply management strategies, it sets a bad precedent. Eventually the rains returned and the emergency was lifted. However, the damage was done to our businesses. So what happens next time? Based on the last 2 droughts (1999 and 2002), what is clear is that when the rains return, the interest on all fronts wanes and everyone moves on to the next issue. It is precisely during these times of plenty that we should be preparing ourselves for the next drought. It is estimated that NJ faces a drought every five (5) years. We are now better prepared to argue the merits of effective, meaningful water supply restrictions and management techniques. Since the drought of 1999, the Alliance for Water Conservation (AWC), made up of various Green Industry businesses, has been doing exactly that, getting involved and getting “behind the scenes” of how NJDEP establishes water restrictions. Countless meetings and discussions have been held with NJDEP management and staff on how best to manage our water resources. The AWC has successfully raised an awareness within NJDEP that water restrictions placed on the homeowner are restrictions on our businesses as well. The goal of any regulatory initiative or effort should be simple; maximize the conservation of our water supplies while minimizing the economic impact to any one group affected by the restrictions. A key regulatory initiative, which is currently underway and expected to last three more years, is the revision to the New Jersey Statewide Water Supply Master Plan (Plan). This Plan was last revised in 1996. The purpose of the Plan is to serve as guidance and a resource whenever water supply strategies and concerns are discussed. The NJDEP is working with members of Water Supply Advisory Council and the NJ Water Supply Authority in revising the Plan. The AWC has been and will continue to be actively involved in this effort until our concerns are addressed and our voices are heard. It is through this coordinated legisla- tive/regulatory advocacy process that we hope to carve out acceptable, fair drought management practices which do not burden our industry alone and spreads the responsibility of conserving water across all sectors. For sake on continuity and consistency, any restrictions agreed upon must be made into law or regulation. Drought emergency protocols that are delineated into law or regulation need to have predictable, effective and fair restrictions which address all water use and not just outdoor use. As we approach the spring and summer seasons, it is anticipated that Green Industry members will once again focus upon the ever looming potential for a drought. The good news is that the rains have returned with a vengeance and we are experiencing a surplus in certain areas, so it is likely that the focus will not be long term. We should be ever vigilant and aware of any activity which ultimately affects our businesses. It is equally impor­ tant to participate legislatively, through fundraising events and grass root efforts and from a regulatory perspective by participating in any stakeholder meetings. Payton Sophia weighed 7 lbs 12 oz’s and was 20” when she entered this world on January 28, 2004. All are doing very well and they are looking forward to a lifetime of love and joy. Tim and Holly Kerwin became parents for the first time when Brian Jordan was bom on 02/03/04 (Tim liked this date). He weighed 7 lbs 10 oz’s and is 21”. Tim very simply stated that “It is just awesome”...Everyone came home early from the hospital and they are amazed at how wonderful this has been and how being parents has just come so naturally. Tim and Tessa Mariner are very happy to have become parents once again. The twins were bom on February 23, 2004. Their son Coleby John is 2 years and 4 months old and he now has a new brother and a sister. Christian Timothy was 6 lbs, 13 oz’s and 19 while Presslie Ann was 6 lbs, 3 oz’s and 18”. If you want to get involved then just ask. I have yet to find a newsletter that has too many articles submitted by members. I have yet to see a request to make a presentation denied. I have yet to see people turned away from committee service. The bottom line is to ask how you can serve and there will be a place for you. Why do we serve? Each person has a different motiva­ tion. Over the years I have most often heard the statement of individuals wanting to give something back to their association. While that is admirable I think we often over­ look some of the other motivating factors that come with volunteerism.
