Show moreIn spite of the informal sector's role as a major 'employer' of labour and source of income for many in Africa very little research has been done in this area: this paper reports on one study of informal sector operations in a specific urban location, Magaba, in Harare, Zimbabwe. The study concludes that while the informal sector can be seen as an 'employer of last resort' for some, a significant number of operators are committed to their informal sector enterprises and would continue in them even if other options were open. The Magaba study highlights the operations of the informal sector as distinctly heterogeneous with a stratification within the sector that appears to be related to tenure of workplace and type of economic activity. These factors imply the necessity for differential treatment of the various subgroups of informal operators and unemployed in terms of local and national policy.

A number of evaluation models were studied on particular social development projects. A before-and-after analysis of particular social development group projects generated five indicators by which such development could be quantified: activities, action, changes in group behaviour, nature of intervention, and relationship with other groups. Continual monitoring of these aspects is suggested through a number of methods. The importance of relevance in evaluation procedures for small scale projects is emphasised.

Show moreThis paper will look at the consequences of rapid urbanisation on rural development with particular reference to the squatter problem in Lusaka. The major underlying assumption is that interventions to alter the conditions of the urban poor have excerbated the deteriorating lifestyle of rural dwellers. Urbanisation is seen as having occurred obversely to rural development and, to some extent, reflecting the same effect as that depicted in dependency theories which seek to explain the relationship between developed and undeveloped countries. Accordingly, the under-development that exists in some parts of the world is the creation of Western industrial growth which could not have occurred without the conditioning of a periphery from which economic surplus was extracted and necessary raw materials secured. As depicted in the relationship of undeveloped areas of the world with developed countries, urban development has been based on an exploitative relationship with the rural countryside. Human resources, rural production and national finance have been used to sustain cities and towns. Dependency theories do not adequately portray the relationship between the development of urban areas and the the underdeveloped rural countryside within a national boundary. An historical understanding of events is also nececessary to comprehend the relationship between national needs and demands, and the ensuing social response. This paper will also look at the underdeveloped process within a historical context.

The authors examine four areas: economics as a central social development issue, employment creation with particular reference to income generating projects, appropriate technology, and regional economic inter-dependence. Current patterns in the creation of income generating projects are analysed in detail so as to illustrate the central thesis that economic development is an essential part of social development but is more likely to be effective if practiced from a clearly social development orientation rather than from an exclusively economic development framework. The building of human capacities and self-reliance at both community and national level are also emphasised. The authors conclude that, although development is not mere economic growth, nevertheless the knowledge and skills needed to facilitate economic development should be acquired by everyone involved in social development.

This paper takes a general look at the relationship between social development and agricultural development in the region, focusing particularly on 1) the problems faced by the agricultural sector in Africa and 2) on agriculture and development in Tanzania. The paper argues that agricultural development is a basic pre-requisite for the raising of standards of living and quality of life in the region but has that it has not, up to the formation of SADCC, received sufficient attention in terms of individual, joint and collective action possibilities.

The first section focuses on the current nexus of problems that has created an endemic economic crisis in many African countries, the background against which both the drought and certain domestic policies have operated. The second part introduces the concept of entitlement, a concept that is used to understand better the human response to a diminished ability to produce or purchase food. This section looks at the food crisis as an income and productivity crisis, rather than food shortagesper se. In the third section, a formulation is introduced that describes three stages of disinvestment among affected people, stages that have been observed historically as a result of drought and famine. The last section examines possible solutions and the most appropriate national and international response to the various stages described.
