Show moreLocal self-help programmes (activities) have a significant role to play in promoting local and regional development, and in improving the living conditions of the people. Self-help activities can be instrumental in mobilising availablecommunity resources such as talents and skills, leadership, human energy, and capital and material resources. In addition to this, local participation in such activities will facilitate the process of need identification and sound decision-making regarding the goals to be pursued, and feasible programme design and implementation. The process will foster effective ways of tackling local problems, and as a result may enable the community to gain some degree of self-reliance. Furthermore, the local community may also acquire practical leadership and organisational skills from the process. Over time, both improvement in their living conditions and overall development in community capability may ensue. The two case studies presented here and others which are cited in the text clearly demonstrate that through proper guidance and encouragement local self-help organisations can accomplish such results.

The author points out that this hard physical labour results in continuous body aches and pains for women. Among children, environment-related illnesses such as malaria, measles, dysentry and diarrhoea are prevalent The geographical isolation of the village limits accessibility to modem healthcare facilities and consequently traditional therapies are relied upon for treating these illnesses.

Show moreThe paper presents the results of a study undertaken in Zimbabwe which set out to document the experiences, attitudes and needs of families as they face the responsibility of caring for persons with mental illness. The basic aim of the study was to paint a "broad brush" picture of the service needs of both mentally ill persons and their families and to determine under what burdens, if any, families labour as caretakers. The study involved families of patients whose illnesses were distinguished as or closely resembled schizophrenia or major affective disorders. Altogether no fewer than 34 interviews were conducted in various parts of Zimbabwe. A fundamental conclusion of the study is that families continue to bear a heavy responsibility for providing assistance to persons with mental illness, and hence require a great deal more support, education and additional services from government, NGOs and the wider community to help them successfully assist in caring for their family members.

In so doing it is necessary to utilise models of social work that may contribute to the social development needs of the country. Consequently the paper evaluates the adaptability of various social work models, highlighting their strengths and shortcomings. The author suggests the creation of the role of Social Development Specialist to provide social workers with more respect and recognition and as a more appropriate way of responding to peoples' needs. The integrated development model of practice is presented as the best option for addressing problems and needs and for facilitating development in rural Uganda.

In African countries this participation has assumed even greater significance because of the complementary, or occasionally supplementary, role NGOs play to that of government in social development. However, it is suspected that lack of clear definition of the relationship between NGOs and states in social development in Africa has led to uncontrolled, uncoordinated and ineffective participation of NGOs in social development This paper, therefore, argues that participation especially by foreign NGOs in social development will yield better results if stales in Africa clearly define the relationship with NGOs in terms of values, ideology and approaches. The discussion also looks at some of the implications of the relationship using examples from Zambia.

Show moreAs a way of eradicating illiteracy globally, UNESCO declared 1990 as the International Literacy Year (ILY). This is because about 963 million adults are still illiterate all over the world and this colossal figure can inhibit development effort in each of the countries concerned. Since most developing countries of Africa do not have less than a 60% illiteracy rate, efforts must be intensified to drastically reduce this figure. Education the world over is a strong weapon of social change, a bedrock of national socioeconomic development and an instrument for breaking the backdrop of oppression, ignorance, victimisation and perpetual dependence. This paper analyses the roles which a Continuing Education Programme (CEP) could play in assisting with the individual's growth and development in any society. A general overview of the modus operandi of the CEP in Nigeria is made and used as a signpost for stimulating educational advancement in Lesotho. This is with a view to improve not only the failure rate of students at the COSC examinations but also as a means of adequately integrating the illiterate returning adult miners into society through the provision of viable functional and vocational education. Recommendations are made as to the modalities of effectively conducting Continuing Education Programmes, in particular for the institutions that are supposedly charged with the responsibilities of organising non-formal education programmes in Lesotho. One hopes that the detailed analysis regarding the methodology of CEP could even be adopted and/or adapted by other developing countries of Africa as a way of stimulating educational development and thus eradicating illiteracy and ignorance.
