Show moreThe paper examines the administrative policies and political actions of the earlier administrators in Nigeria. The account reveals that regional inequalities in the country evolved during the one hundred years 1861-1960 of British Colonial Administration. Nonetheless, the activities of various ethno-linguistic groups and petite bourgeoisie especially after political independence in 1960 reinforced and even aggravated the regional inequality formation. The policy recommendations in this paper call for individual and regional equity based on consensual sociopolitical and economic policies which are likely to promote a change that is desirable. Such policies include: people-centred development strategies for sustainable growth, distributive measures geared toward employment and income generation, abatement of ethnocentrism and the creation of regional balance through administrative decentralisation.

Show moreThis article examines the difficulties of extending literacy training, adult education and vocational training to out-of-work youth within the context of Malawi. The central argument of this paper is that unless the mass of illiterate and semi-literate youths are given practical skills to enable them to earn a livelihood, their employment and earning prospects are bleak. Without gainful employment these out-of-school youths will be unable to escape the poverty trap. An apprenticeship scheme, linked to the functional literacy programme is advocated as a means for skills training. Under the scheme a learner would be attached to an experienced artisan or craftsman to learn a trade or craft by direct observation and practice.

Show moreThe following paper focuses upon the crises and challenge facing all South Mricans as the AIDS pandemic escalates. Itbriefly discusses the broader implications of the pandemic for the economic and social well-being of the South African population at large, and then attends to issues associated with the counselling of persons living with mv, the counselling of counsellors and the counselling of the survivors of families and groups affected by AIDS-related deaths. The paper first distinguishes between reality-based concerns and transference responses for persons with HN, and suggests that counselling these persons is supportive rather than dynamic in its focus. Thereafter various countertransference responses are identified. The paper suggests that counsellors will themselves require counselling and support if their continued involvement in the counselling and care of persons with mv is to be assured. Finally, the possibility of large scale delayed and complicated grief reactions among the population at large, as a result of multiple and continuous losses of friends and family to AIDS-related deaths, is addressed. The paper evaluates possible intervention strategies for dealing with the pandemic and argues that while education programmes are laudable, more emphasis will need to be placed upon dealing with the crisis at hand. The training of counsellors and caregivers, as well as bereavement counselling of the population at large will thus need to take priority. The paper concludes that while AIDS is a devastating and tragic pandemic that will affect all levels of our society, the pandemic also offers an opportunity to rebuild and reintegrate South Africa's shattered 'community of communities'.

Show moreThis article examines issues concerning social protection in the context of the socioeconomic development of Uganda. The author emphasises the critical importance of social protection in a situation where the previous support provided by the extended family and kinship systems has broken down. The erosion of traditional forms of social protection has been exacerbated by political turmoil, violence and HIV/AIDS, which have created serious insecurity in the country. Although there is great need for moderm social security schemes to protect the population, in reality only the formal sector is protected through the Provident Fund, which also has its own weaknesses. The author proposes the development of innovative development policies and programmes and a strengthening of traditional forms of social support systems, along with a more comprehensive social insurance scheme.

The paper traces the context of social wolk practice in South Africa and the contradictions faced by social workers between the service function and the social control function.
