Community involvement or participation may be utilised as a tool to conscientise rural communities about the need to change their deplorable situation. This could be done without necessarily disrupting the existing pace of life in rural areas. Mention is also made of the types of resources which can be employed in rural development and the need to use these resources optimally. This could however only be achieved by overcoming some of the obstacles to rural development such as illiteracy dependency and apathy. Lastly the paper deals with rural development in a post-apartheid era.

Show morePresident Mandela poses a challenge for social workers and educators with his call to heal old wounds and build a new South Africa. This paper focuses on the identification and development of the internal resources which need to be mobilised for this process: spiritual commitment; experiences of suffering; and interconnectedness with others. These issues were investigated with social work students. The fmdings have shown that students are committed to values of justice, compassion and hope, and have a profound sense of interconnectedness with others. This can be explained by notions of personhood (botholubuntu) in Africa. This has implications regarding what is taught and how it is taught; the kinds of relationships social work educators have with their students and how they assist students through their educational journey; and the contributions social work educators themselves make to the development of justice and peace.

The United Nations Environment Programme estimates that one third of the drylands in Africa are affected by desertification at moderate or high degree and that 73 per cent of the total agriculturally used drylands are already degraded. While physical factors such as drought, desiccation and climate change can, and do, playa part, man however, is the primary agent of desertification. Man's role in causing desertification is revealed in the failure of his resource management practices. This paper emphasises that man's exploitative land use which serves as a primum mobile for desertification is itself a short-term response to socioeconomic and other pressures. The conclusion reached is that the fight against desertification can only succeed if the welfare of the people in the affected dryland area can be put at the centre of the development agenda and those adaptive strategies of their livelihood and production systems that confer drought resistance and/or lessen their susceptibility to drought and famine bolstered. Also, in an era of free trade and liberalisation, developed countries need to ensure that their policies help to alleviate instead of perpetuate poverty, and lead to the achievement of sustainable development and environmental protection within Africa.

Conventional approaches have clearly failed to work with this target group. The difficulties experienced in attempts to reach this high risk group demand that alternative strategies to promoting HIV/AIDS awareness be pursued. This article makes a call for an alternative strategy that is deliberately imaginative and innovative. It makes a case for the peer education strategy as a model for disseminating AIDS education and awareness among street children. It highlights the basic clements of the strategy and argues that the model has potential for success, particularly given that it involves use of people who understand the situation on the streets.

While there are clear rising trends for a nmnberof major offences and differences in sentencing patterns between them, the paper concludes by warning against making simple connections between these observations and structural changes such as the growth of urbanisation or of presumed urban income inequalities.

Show moreThe 1980s saw a revitalised global realisation of the crucial interrelationship between environmental protection and sustainable development. Such global awareness helped some African governments to take action towards the control of environmental degradation. It is acknowledged that Africa faces two types of crises: the crisis of development and the crisis of environment. The two crises mutually cause and reinforce each other. However, in spite of the need for environmental protection, African governments are unable to commit adequate financial and human resources to control damage to the environment. The economic crisis in Africa, arising from declining export revenues and leading to structural adjustment programmes, has made both governments and the mass of population to concentrate more on economic survival than protection of the environment. This is the situation Zambia is faced with. Despite the government's efforts to control environmental degradation through enactment of a comprehensive environmental law and structures for that purpose, financial constraints and low priority accorded to this area in the face of an economic crisis makes it difficult to realise the goal of environmental protection.
