They have to make a profit This means safeguarding against risks and avoiding decisions that endanger profitability and investors' funds. In pursuing this mandate, housing finance institutions are often seen as unrealistic, inflexible and insensitive capitalist organisations which do not understand the special circumstances of the low- income groups, most of which cannot meet their stringent eligibility criteria and rigid lending terms. This study wishes to highlight the situation in Zimbabwe by focusing on the peculiar needs and circumstances of private sector housing finance institutions and appraising their lending performance so far.

As a result of such changes, assessing the outcome of social work education and training in Zimbabwe becomes particularly critical at this time. The outcome study reported here is a follow-up of work completed by Brand (1983) of the employment and educational experiences of Diploma students between 1971 and 1981 at the School of Social Work in Harare.

Show moreThe view that Africa's structural adjustment programmes have largely failed for not decreasing income inequalities has become commonplace. This thesis is correct, however, only if these programmes sought greater income equality and defined equality as their critics do. Basing its argument on the origin of the structural adjustment programmes, this article suggests that this assumption is incorrect, and suggests criteria by which to assess these programmes' success or failure on their own terms. It is argued, however, that this latter exercise is critically impeded by our reliance on quantitative indicators which are rarely sufficiently sensitive to capture the essence of such success or failure. Alternate indicators and how they may be collected are suggested. From their inception, sub-Saharan Africa's structural adjustment programmes have been criticised, mainly on the grounds that they more distort their constituents' development than advance it. Such distortions set in, it is suggested, because such economic development as these programmes achieve is not accompanied by an attendant degree of social progress, defined usually in terms of more egalitarian income distribution (Bourguignon, de Melo & Suwa, 1991; Sahn, 1994; Walkins, 1995). Armed with this thesis, analysts then assemble much convincing data to prove their point, such as the financial enrichment of the business, political and administrative elite at the expense of the majority, an ever-increasing proportion of who are relegated to living in poverty. This paper assesses the thesis that sub-Saharan Africa's structural adjustment programmes were introduced, among other reasons, in the name of egalitarianism. Its main argument is that to prove that these programmes fail to distribute income progressi vely, it is necessary first to show that they sought greater income equality and, second, that they define equality as their critics do.

In this connection, there has been a challenge to the conventional research model which conceives of the farmer as a passive partner so far as the identification of the problem, the conduct of the research and the development of the solution is concerned. This paper reviews a number of models suggested for agricultural research, noting the strengths and weaknesses of the models. Based on the author's experiences and other case studies, the implications of farmer participation in the development and dissemination of agricultural technologies are examined.

Into this bleak picture comes social development to offer a beacon of hope. What role can social work educators and practitioners play in social development to reverse the pessimism portrayed by this view of reality? This article examines this question by looking at the processes and policies that social workers must bring to the attention of governments - in order to convince them to follow these in the interests of enabling people, whether as individuals, groups or communities to develop to their full potential. The situation in Britain is used as a case example, but the author points out that the changes brought about there through structural adjustment provide lessons to be learnt elsewhere in the world.

The core of the paper is a realistic analysis of structural inequalities which must be tackled at national and global levels to ensure that 'Growth with Equity,' whilst safeguarding the environment. But have the root causes of the problem been identified? For example, can we expect gender inequality to disappear without addressing its politics? This paper serves as a contribution to the emerging debate in Lesotho about the causes and consequences of gender inequality. It argues that any struggle against gender inequality is essentially a political struggle and must, therefore, be directed at changing the existing political structure.
