It is shown that the process of social policy formulation can be initiated by technocrats, or task forces at ministerial level. However, the process is long and cumbersome. The country lacks a comprehensive national social policy but has instead sectoral social policies. Implementing agents are communities, NGOs, and government institutions while the implementation process is top-down. The main funders of social policy include government, donors, NGOs, individuals and religious institutions. Tanzania's social policy research capacity is very weak. There is no institutionalised social policy research and consequently there is a need to strengthen social policy research capacity.

Show moreThis paper discusses the results of the study on the State and Dynamics of Social Policy Practice and Research in Zimbabwe. The paper observes that factors that have influenced the formulation of social policies include racial segregation, ideology, politics, availability of resources and the influence of bilateral and multilateral aid agencies. The paper also observes that the process of policy formulation is a preserve of government technocrats and politicians and there is very little involvement of civil society. It further argues that most social policies in Zimbabwe are remedial and fragmented and reflect a fusion of elements including selectivity and universality in service provision. It is noted that social policy research in Zimbabwe has tended to be too sectoral and that it rarely informs social policy.

Show moreThis paper has discussed a number of issues on the nature and state of social policy practice and research in Zambia. One interesting observation is that there is no specific conception of social policy in Zambia, but rather conceived in terms of instruments of social policy such as health and educational services. Though the government policy is to promote stakeholder participation, there is no strong evidence of active participation in the policy formulation process. Similarly, policy implementation does not reflect policy guidelines partly due to inadequate human and financial resources; inadequate technical data; and political interference. Ithas also been noted that in the recent years, social and economic policies have not been conceived as complementary in nature. Economic policy has assumed a centre stage against the backdrop of adverse economic conditions. Social policy has been conceived in terms of mitigating the negative impacts of the structural adjustment programme (SAP) which has been instituted to restore economic prosperity. With regard to the state of social policy research, the problem areas for research, and the methods and techniques employed, have been appropriate for social policy practice in Zambia. However, problems relating to data analysis, presentation of findings and utilisation in policy formulation and implementation need to be addressed for social research to become an important tool for social policy practice in Zambia.
