Show moreThe issue of Third World development in general, and that of African countries in particular, has been the subject of much debate in recent times. Many controversial issues remain unsolved as the quest for appropriate development paths continue. This paper reviews the early dominant paradigm vis-a-vis the new conceptualisation for achieving appropriate national development in the Third World in general, and African nations-states in particular. On the basis of the identified shortcomings in the early conceptualisations of Third World development the contemporary paradigm for the achievement of a people-centred and/or need-oriented, as well as an ecologically sustainable, development have been delineated and analysed.

This paper explores the usefulness and feasibility of using emergency aid and food aid to stimulate development processes during periods of famine in Africa. The proposition that relief aid can be utilised in creative ways that directly benefit individual households by increasing the value of their assets is made in a forceful way. Show moreThis paper explores the usefulness and feasibility of using emergency aid and food aid to stimulate development processes during periods of famine in Africa. The proposition that relief aid can be utilised in creative ways that directly benefit individual households by increasing the value of their assets is made in a forceful way. Diversified sources of rural income resulting from this strategy reinforce the capacity of the most vulnerable households to protect themselves against the effects of future drought. This may seem a somewhat ambitious objective. However, even under considerable personal stress people have a tremendous will to survive and to invest in their future if given the chance. If this is true, then the bulk of emergency food aid supplied to African countries is used inefficiently because it does not offer families this possibility.

Show moreThis paper discusses the role and importance of voluntary agencies in the promotion of mental health and the rationale for such a role. As the socioeconomic and political problems of societies grow more acute everyday, the potential solutions seem increasingly to indicate the need to make wiser and more effective use of all human resources and potential. Many of the solutions to these problems seem to call for the return of responsibility for making institutions effective to the people and the community to be served, through voluntary work for the common good. This is especially true of the voluntary work undertaken by relatives and citizens in mental health and other institutions. In this period of economic stringency, which seems likely to remain with us for some time, communities, in order to maintain services, have to rely on the contributions of volunteers and voluntary agencies.

This contribution refers to the article of Leonard Bloom (vol 3 no 1,1988) entitled "Social science in Africa: problems and prospects". It is concerned with laying bear the pretensions of social scientists, arguing that social scientists cannot claim a privileged position with respect to practical skills, a special and separate body of scientific knowledge, or a clearly articulated role as social critic.
