This paper addresses the question of how housing cooperatives might contribute to women's shelter and development by presenting some of the results of a study of five urban housing co-operatives conducted in Zimbabwe. The differences between three male-only and two mixed-gender organisations are described and evidence is presented which suggests that housing co-ops hold potential as providers of shelter for women and other low-income groups. The nature of women's membership and participation...

The nature of women's membership and participation in the co-ops is discussed and suggestions provided on how housing cooperatives could improve women's access to shelter, while also playing a role in women's social development.

It may appear little more than commonplace to assert the central significance of the cultural and epistemological contexts of societies in shaping the contours and even the very existence of social research within those societies. It is argued in this article, however, that the force of this reality is too frequently ignored or deflected by those who attempt to fashion and institutionalise culturally pertinent social research strategies and programmes in the Third World. It is argued in this article, however, that the force of this reality is too frequently ignored or deflected by those who attempt to fashion and institutionalise culturally pertinent social research strategies and programmes in the Third World. In this paper we attempt a broad brush illustration of this argument through a discussion of social research in the Arab world. We sketch aspects of both Western research and Arab society which accentuate for us the inevitable problematics of social research in the Arab world. Grounded on the assumption that social research in these societies can ignore the impacts of neither Western paradigms nor the scholarly and social implications of a contemporary Muslim worldview, we offer tentative suggestions for ways in which culturally appropriate, yet socially challenging research can become indigenous within the Arab world. While the application of our specific argument is limited at best to the Arab societies of the Middle East, parallel tasks need to be undertaken elsewhere in Africa and the developing world. Indeed, indigenisation is everyone's task.

This article examines the social welfare policy under apartheid in South Africa where differential access to social welfare services was enshrined as part of the racially segregated society. It explores proposals for a social welfare model that will be appropriate to the South African social welfare setting. The author suggests that social welfare is now in a process of transition and as evidence summarises conclusions and proposals of the "progressive social work fraternity". These not only...
Show moreThis article examines the social welfare policy under apartheid in South Africa where differential access to social welfare services was enshrined as part of the racially segregated society. It explores proposals for a social welfare model that will be appropriate to the South African social welfare setting. The author suggests that social welfare is now in a process of transition and as evidence summarises conclusions and proposals of the "progressive social work fraternity". These not only criticise the status quo, but seek positive and affirmative action in the direction of citizen participation and social development The author concludes by suggesting an alternative radical paradigm which questions the traditional residual modes of intervention, and instead suggests a committed advocab've position for social workers in the new South Africa, which encourages empowerment and self-help initiatives.

The study explains how the Voluntary Workcamps Association of Ghana (VWAG) contributes to rural development by mobilising the youth to provide free services during their leisure time. The paper contends that local non-governmental organisations can play a pivotal role in rural development as a supplement to the efforts of the government. The success of the VWAG offers several lessons in rural development that can serve as a model for other developing nations.

The functional literacy programme was initiated in 1986 to provide adults who were not able to acquire literacy and numeracy skills in the formal school system the opportunity to do so in a system of non-formal education. As they acquire reading, writing and numerical skills, learners also acquire information that is usable in their efforts to improve their standard of living. However the evidence indicates that the coverage of the programme is below projections. This paper identifies the...

This paper identifies the problems and suggests strategies that government might adopt to improve the effectiveness of the programme.

It notes that AIDS will have a complex, multi-dimensional impact on these various sectors and, in addition to the human tragedy involved, will seriously affect socioeconomic development in the region. The article urges a concerted multisectoral response to the epidemic on the part of policy makers, development workers and planners to work at establishing policies and programmes that can slow HIV transmission rates and help build viable support structures for those affected.
