Social policy has increasingly undergone serious trials and changes in the last three decades, particularly in the last decade due to the implementation of macroadjustment policies. This paper attempts a Ugandan experience in relation to the state and dynamics of social policy practice and research. The nature and scope of social policy, the process and agents of social policy, and social policy research together with related obstacles are delineated in this paper.
