James McMillian, Presdient of the DSS&A has telegraphed Senator Stockman that his new boat for naviagating the straits will not be finished in time for the winter season, and he could find no boat suitable for the work which he could subisitute, except a Canadian vessel. He asks the Senator to secuire him a permit to use a Canadian bottom for the dearptment
