Waiting for the South Shore.

Much has been said in the paper recently of the proposed
agreement between the presidents of great railroads of the
west, @ huge combination for the preservation of rates and
the circumvention of the inter-state commerce act. The
Wisconsin Central railroad is one of the seven lines that
have not signed the presidents! agreement. The Wisconsin
Central, Burlington & Quincy, Fort Scott and Gulf and Den-
ver & Fort Worth roads all claim to be in favor of the agree-
ment but will not sign it unless the Kansas & Texas, Bur-
lington & Northern and Illinois Central join in the novement.
The Burlington & Northern still insists that it will not

sign unless the Soo Line, Duluth, South Shore & Atlantic,
Minneapolis & Eastern and St. Faul & Duluth agree to become
members of the new association. These four roads are not
named in the agreement, and it is not believed that they

can be induced to join, especially is this true of the Dul-
uth, South Shore & Atlantic and Soo Lines which are prac-
tically free from the restrictions placed on other roads

by the inter-state commerce law.
