July 8 G C S A N E Regular MeetingD e d h a m Golf & P o l o C l u b " T h e Newsletter's" c o n t r i b u t i n g editor, Gerry Finn, has scored again in t h e a n n u a l g o l f writing c o m p e t i t i o n s p o n s o r e d by M c G r e g o r and administered by the Golf Writers Association of America. Finn t o o k d o w n third place in the c o l u m n - w r i t i n g division with a piece, entitled, " J a n Stephenson Puts Pretty F o o t in Pretty M o u t h . " T h e c o l u m n had special m e a n i n g to the New England golf course s u p e r i n t e n d e n t ' s scene since its f o c a l point was the T a r a - F e r n c r o f t C o u n t r y C l u b a n d J a n ' s claim that it was " t o o short and t o o easy". M u c h of the material was gathered at T a r a F e r n c r o f t a n d f e a t u r e d reaction by its s u p e r i n t e n d e n t , P a u l J o h n s o n . This was the sixth time Gerry Finn has c a p t u r e d h o n o r s in the a n n u a l contest which draws entries f r o m all of the country's m a j o r newspapers. It appeared in t h e Springfield Republican. Getting to "Know" Right to Know Law Tough S o m e people claim the Right to K n o w Law was passed j u s t to test the powers of confusion. In fact, thbre are some skeptics w h o insist the term, "right to K n o w " , is a misnomer. T h e y sass semi-obscenities like: " T h e bill should be written and headed, 'just try a n d get to k n o w what right to k n o w means a n d you're back to s q u a r e one'." Well, there's some t r u t h there. A f t e r all, seven p h o n e calls in search of the clue to unravel the mystery of the Right to K n o w Law qualifies as c o n f u s i o n and f r u s t r a t i o n - especially when they're futile. However, there is some f i r m m a t t e r to the law which was passed last N o v e m b e r a n d scheduled f o r i m p l e m e n t a t i o n in April - a n d that was a m o n t h ago, as we all know. Its intent is clear. T h a t is to police a n d c o n t r o l the use of toxic a n d h a z a r d o u s chemicals in the workplace. A n d , since the w o r k p l a c e is the s u p e r i n t e n d e n t ' s n a m e f o r the golf course, it is i m p o r t a n t that the profession be a w a r e of the law's i m p a c t on it. S o m e of the law's d e c l a r a t i o n s follow: " E m p l o y e r s must provide employees with i n f o r m a t i o n on the identity a n d effects of, toxic a n d h a z a r d o u s chemicals in the w o r k p l a c e . " In o t h e r words, golf course m a i n t e n a n c e personnel must be cognizant of which chemicals they're c o m i n g in c o n t a c t with. " C o m m u n i t y residents have the right to k n o w a b o u t the chemical a n d h a z a r d o u s substances t h a t are being used in their c o m m u n i t y t h a t may have an adverse effect on their health." W h i c h means private citizens m a y file written requests with t o w n or city g o v e r n m e n t s seeking e x p l a n a t i o n of chemical use when they believe public health of safety is being e n d a n g e r e d . T h a t ' s the law in a nutshell. But a p p a r e n t l y , the nutshell hasn't been cracked yet. A d m i t t e d l y , there are r e q u i r e m e n t s laid on employers ( s u p e r i n t e n d e n t s ) a n d m a n u f a c t u r e r s of toxic materials as to listing of t h e m as a visual aid t o employees a n d the like. T h e r e is n o need to elucidate on those aspects of the law, because the process requires official e x p l a n a t i o n . T h e best a n d only way to clear the picture f o r s u p e r i n t e n d e n t s a n d o t h e r p e r s o n s in a responsible position is to get closer to the source of the law. " T h a t would be w o r k s h o p s being set u p all over the state," says Phillip Hall, a respected m e m b e r of the b o a r d of directors of the H a m p d e n C o u n t y F a r m Bureau. "I'd advise t h a t a n y o n e connected with the practice of using toxic materials owes it to himself to attend one of these sessions." Hall also* c o n t e n d s t h a t the law shapes u p as a c o m p l i c a t e d one which will leave most people c o n f u s e d .until clear-cut m e t h o d s of i m p l e m e n t i n g it a n d prosecuting violators are m a d e k n o w n . "It's going t o be a real p r o b l e m , " he adds. " I t could be that it's devised to beef up the licensing process, to m a k e sure a n y o n e dispensing materials k n o w s what he or she is d o i n g " R i g h t now, I'd say it would be an a d v a n t a g e to be able t o whip out a license if any questions a l o n g those lines arise. As f o r h o w penalties will be set up, it's a n y o n e ' s guess. I imagine it will start with fines a n d go on f r o m there." Hall stresses a t t e n d a n c e at w o r k s h o p s , t h o u g h . " Y o u k n o w (sic), you can read laws over a n d over again but not get their full meaning unless there's s o m e b o d y there to e x p o u n d on details," he concludes. This m o n t h ' s question: In light of the golf course d a m a g e w r o u g h t by golfers, themselves - which are the areas where a little more attentive b e h a v i o r on the part of golfers would help i m p r o v e playing conditions? Scott Reynolds, Charles River C o u n t r y Club: " T h e r e are t w o things t h a t really stand out in my mind. First, the way some golfers r u n wild in golf cars a n d second, why m a n y of t h e m can't r e m e m b e r to repair ball m a r k s on the green. "I've seen e x a m p l e s of reckless driving t h a t boggles my mind. W e put u p signs a n d sometimes they even run t h e m d o w n . 1 d o n ' t t h i n k a n y of this is intentional, t h o u g h , it's simply a case of being careless a n d u n a w a r e of h o w m u c h d a m a g e a golf car can do. " A s f o r ball marks, they never seem to cease to exist. We h a d an extremely b a d year f o r t h e m in 1984. W h a t c a n we do? We use every m e a n s to remind golfers to fix them. I really d o n ' t k n o w what the a n s w e r is, o t h e r t h a n to say we just have to live with t h e m . " Neil Wendell, Wannamoisett C o u n t r y Club: " N o d o u b t a b o u t it. N o t fixing ball m a r k s is N o . 1 on my hate parade. " F u n n y thing, I relate some of the ball m a r k p r o b l e m to the golf car since using the cars often is a distraction. A b o u t half of the attenders were golf course s u p e r i n t e n d e n t s , the r e m a i n d e r being landscapers, p a r k supers, cemetery m a n a g e r s a n d turf students, he said. T h e industrial s h o w in the Exhibit Hall housed a p p r o x i m a t e l y 150 b o o t h s , an all-time high. T h e turf c o n f e r e n c e actually opened with a pesticide s e m i n a r on M o n d a y , M a r c h 4th. Dr. P a t V i t t u m f r o m the Suburban Experiment Station in W a l t h a m , Mass. c o n d u c t e d the one d a y class which applied credit t o w a r d s pesticide recertification. A b o u t 350 people a t t e n d e d the course. T h e c o n f e r e n c e was dedicated to Sherwood A. M o o r e CGCS, s u p e r i n t e n d e n t at the C a p t a i n s C l u b , Brewster, Mass. Dr. Troll, praising him said, " T h e r e is no one m o r e deserving t h a n S h e r w o o d M o o r e . " He is a g r a d u a t e of S t o c k b r i d g e , has been a golf course s u p e r i n t e n d e n t since 1939, a n d a certified golf course s u p e r i n t e n d e n t since the inception of the G C S A A p r o g r a m . T h e r e is c o n c e r n a m o n g the t h r e e scientists a b o u t i n c o m p l e t e i n f o r m a t i o n pertaining to nematodes and nematicides. Some superintendents c o u l d use a c o n t r o l l i n g a g e n t w h e n it m a y n o t be n e c e s s a r y b e c a u s e t h e " t h r e s h o l d level", t h a t varies w i t h turf condition and n e m a t o d e genera has not been e s t a b l i s h e d . Drs. Vittum, Wick and Swier c o n c l u d e d t h a t a n e m a t o d e survey in t h e N o r t h e a s t w o u l d be n e c e s s a r y t o help a n s w e r q u e s t i o n s a b o u t these insects. S a m p l e s w o u l d be collected bi-weekly f r o m a f e w selected sites f r o m early A p r i l t h r o u g h late O c t o b e r f o r at least t h r e e years. Because this is a m a j o r u n d e r t a k i n g , i n v o l v i n g t h e p r o c e s s i n g of m a n y samples during the year to obtain a reliable d a t a b a s e , p u r c h a s e of a centrifuge to extract nematodes f r o m the s a m p l e s a n d t h e h i r i n g of a s u m m e r assistant, m o n e y is n e e d e d . $4,000.00 is t h e m i n i m u m r e q u i r e d f o r 1985 t o h e l p t h e p r o g r a m get off the g r o u n d . In fact, there are some clubs who expect the s u p e r i n t e n d e n t to fix them. " M y other b u g a b o o is failure to replace divots. Again, I think the haste attached to use of the golf car may have s o m e t h i n g to d o with this p r o b l e m . W h a t h u r t s m o s t , t h o u g h , is golfers are only h u r t i n g themselves when they fail to give a little a t t e n t i o n to m a i n t e n a n c e aids, it m a k e s scoring m o r e difficult and d o w n the road it b e c o m e s a financial d r a i n on the b u d g e t . " Dick Z e p p , Whitinsvilie Golf Club: " T h e ball m a r k situation is my biggest headache, but 1 suppose I'm lucky in a n o t h e r way because our golfers pretty much follow the g r o u n d rules for golf car use. " H o w e v e r , the ball m a r k d i l e m m a is a n o t h e r story and 1 can't u n d e r s t a n d why golfers insist on t u r n i n g their backs on it. " W e try everything u n d e r the sun to keep the p r o b l e m f r o m magnifying into getting out of hand - starting with the opening letter and r u n n i n g through signs and whatever. "I d o n ' t think a lot of golfers realize they're d o i n g it. M a y b e it's because they get so engrossed in the most i m p o r t a n t part of the g a m e which is putting. "But, then, how c o m e players usually repair t h e m when they're in their putting line? And h o w c o m e every golfer seems to c o m e back to the 19th hole saying s o m e t h i n g like, 'hey, I fixed my ball m a r k s and every o t h e r one a r o u n d it'?
