" R e g a r d l e s s , we're j u s t a b o u t at c a p a c i t y f o r getting t h e j o b d o n e now. Every time a piece of e q u i p m e n t is replaced, we get rid of it. It's tight, b u t we're m a k i n g it. We have t o . " Jim Leighton, Framingham Golf Club: " F o r t u n a t e l y , t h e p e o p l e here did s o m e t h i n g a b o u t t h e m a i n t e n a n c e setup just b e f o r e I c a m e on t h e j o b . T h e y built w h a t they t h o u g h t w a s g o i n g t o be a new cart b a r n five years ago. But s o m e w h e r e a l o n g the way, they decided t o store t h e carts in t h e old m a i n t e n a n c e building a n d t u r n e d t h e new place over t o my d e p a r t m e n t . " G o o d thing, t o o . T h e r e ' s n o t h i n g a r o u n d us except private residences, so a n y f u r t h e r e x p a n s i o n is out of t h e q u e s t i o n . " I t was t h e first time m a n y of my m e m b e r s even saw the m a i n t e n a n c e building, so it gave m e a c h a n c e t o give t h e m a l o o k at w h a t goes on behind t h e scenes a n d w h a t they're getting f o r their m o n e y . T h e place smelled like hell f o r a week because the c o o k i n g was d o n e inside, too, but everything w o r k e d out well. T h a t ' s w h a t 1 call a learning e x p e r i e n c e . " H i c k o r y Hill is a p u b l i c golf course, so m e m b e r s have n o t h i n g to do with w h a t is spent in the m a i n t e n a n c e wing of o p e r a t i n g it. I have n o d o u b t the o w n e r would c o m e a r o u n d a n d u p d a t e t h e facilities if I put u p a stink a b o u t it. But I'm f r o m t h e old school I guess. I have what I need a n d that's it. " F u n n y thing, t o o . T h e r e ' s plenty of r o o m to c o n s t r u c t new buildings here. W e d o have a cart b u i l d i n g t h a t ' s only 12 years old, so it's not a q u e s t i o n of o w n e r s h i p n o t b e i n g a w a r e of t h e situation. " GERRY FINN President's Message Pesticide usage is fast becoming a target of interest in the state of M a s s a c h u setts. O n M a y 15th, I a t t e n d e d a press c o n f e r e n c e called by the Green Industry Council and Gus S c h u m a c h e r , C o m m i s s i o n e r of F o o d a n d A g r i c u l t u r e on I P M in t h e state of M a s s a c h u s e t t s . P a t "Vittum v o i c e d s t r o n g s u p p o r t of I P M a n d as we all k n o w has been a p r o p o n e n t f o r m a n y years. I n t e g r a t e d Pest M a n a g e m e n t or t h e minimized usage of pesticide has been practiced by golf c o u r s e superi n t e n d e n t s f o r m a n y years. If not f o r b u d g e t a r y reasons, research is showing t h a t effective c o n t r o l can be a c c o m p l i s h e d b y s m a l l e r q u a n t i t i e s of pesticides t a n k m i x e d . O n T u e s d a y , with s u p p o r t f r o m Phyllis Gillespie, G I C , P a t V i t t u m , C h a r l i e Passios, Ed N a s h , a n d myself, 1 h a d t h e s t r o n g feeling t h a t o u r message was heard a n d u n d e r s t o o d by t h e C o m m i s s i o n e r . I t h i n k he is a w a r e t h a t we are a w a r e t h a t f u n g u s a n d insects are t h e a b s o l u t e a n d golf course s u p e r i n t e n d e n t s only apply t o k e e p t h e m at a n a c c e p t a b l e , m a n a g e a b l e level. I feel t h e p e n d u l u m is swinging in o u r direction. W i t h d o c u m e n t a t i o n like t h e C a p e C o d s t u d y a n d W a t s k e W o r k o n pesticide r u n o f f at P e n n S t a t e , we a r e b u i l d i n g s t r o n g f a c t u a l i n f o r m a t i o n p e r t a i n i n g t o the lack of mobility of pesticides. We are very f o r t u n a t e to have p e o p l e like Phyllis Gillespie to m o n i t o r legislation a n d c o o r d i n a t e materials that would be p e r t i n e n t . S . golf courses that employ members of the Golf C o u r s e S u p e r i n t e n d e n t s Association of America ( G C S A A) have at least one licensed pesticide applicator on staff, a c c o r d i n g to the findings of a recent survey. T o address concerns a b o u t pesticide use, G C S A A recently conducted the s u r v e y t o g a u g e t h e d e g r e e of c o m p l i a n c e with f e d e r a l and state pesticide applicator regulations a m o n g progressional golf course superintendents. A n o t h e r five percent who are not licensed themselves have s o m e o n e on their staff w h o is licensed. Certification for pesticide application is done in compliance with the Federal Insecticide, Fungicide and Rodenticide Act ( F I F R A ) . Section 3 of F I F R A states that any pesticide c l a s s i f i e d by t h e E n v i r o n m e n t a l Protection Agency (EPA) "for restricted use only" must be applied by or under the direct supervision of a certified a p p l i c a t o r . It is up to each state to implement its own certification guidelines and p r o g r a m s as long as they comply with F I F R A . " T h e i m p o r t a n c e of training and certification to individual communities really ties in to the concept of 'Think globally—act locally,'" said Akins. " T h e survey showed that individual superintendents take seriously their c o m m i t m e n t to the e n v i r o n m e n t and are w o r k i n g h a r d in c o m m u n i t i e s t h r o u g h o u t the U.S. to m a k e sure that t h e i r o p e r a t i o n s a r e as s a f e as possible."
