H e r w a t e r c o l o r s and o t h e r w o r k s have h u n g in a r t galleries, she has a s t u d i o in t h e i r D u n s t a b l e h o m e , and she remains a r o c k in t h e B e r t F r e d e r i c k a d m i r a t i o n society. So, r e p o r t i n g t o t h e birds and land o f birdies at 5:30 a.m. seven days a w e e k isn't all t h a t h a r d t o f o r g e t w h e n B e r t stops t o smell t h e roses a r o u n d h i m a w a y f r o m t h e golf c o u r s e . "Yeah, I ' m g o i n g t o miss t h e place I've called m y second h o m e (Vesper) f o r almost 4 0 years, b u t t h e r e are o t h e r places t o see and o t h e r things t o d o , " B e r t o f f e r e d . " T h e r e are o p p o r t u n i t i e s o u t t h e r e and I'll p i c k u p o n t h e m this spring. In fact, I just m i g h t like s l o w i n g d o w n . " F r e d e r i c k already has an agenda, since he's also a v i r t u o s o w h e n it c o m e s t o o t h e r w i n g s o f g o l f ' s spreading house. A s a p r o d i g y o f t h e late, g r e a t M a n n y Francis, B e r t is in d e m a n d as a c o u r s e designer and m a i n t e n a n c e manager. In o t h e r w o r d s , he w a s n ' t o n t h e o u t s i d e l o o k i n g in w h e n Francis designed and aided in t h e c o n d i t i o n i n g process o f s o m e 25 N e w England golf courses. T h i s m o n t h B e r t w i l l be h o m i n g in o n t h e d e v e l o p m e n t o f t w o layouts: t h e C a m p b e l l Scottish Highland c o u r s e in Salem, N . H . and t h e Kimball Farms G o l f C l u b in W e s t f o r d , Mass. Actually, it's o l d stuff t o F r e d e r i c k . H e ' s b e e n in t h e business o f course design and maintenance consulting f o r t h e last 30 years. His first p r o j e c t , t h e H i c k o r y Hill C l u b in M e t h u e n , Mass. w a s c o m p l e t e d in c o n j u n c t i o n w i t h t h e master, Francis. T h e Frederick-Francis connection p r e t t y w e l l sums up B e r t ' s professional life w h e n y o u c o n s i d e r t h a t f o r t h e past 70 years t h e V e s p e r C o u n t r y C l u b has had o n l y t w o s u p e r i n t e n d e n t s , M a n n y and B e r t . " T h a t really w a s a thrill, an e x p e r i e n c e I'll always r e m e m b e r . W e used c o m b a t engineers t o get t h e heavy w o r k d o n e . T h a t really g o t m e interested in c o u r s e design and construction." Designing and building in Francis' day w a s really a labor and learning o f love f o r Bert. H e and M a n n y w o u l d t e n d t o t h e regular g r o o m i n g p r o g r a m at Vesper f r o m b r e a k o f day t o late a f t e r n o o n , t h e n t a k e off f o r t h e c o u r s e u n d e r c o n s t r u c t i o n w h e r e t h e y w o r k e d until dark. Francis, o f course, is t h e m a n c r e d i t e d w i t h discovering t h e Vesper strain of bentgrass. M a n n y n a m e d it after t h e club and Its p o p u l a r i t y z o o m e d t o t h e p o i n t w h e r e o v e r 8 0 N e w England courses are d e c k e d o u t in Vesper Velvet. T h a t and his all-around c o m m a n d of t h e profession b e c a m e M a n n y ' s legacy, and after he left t h e c o u n t r y club, B e r t w a s n a m e d head s u p e r i n t e n d e n t . F r o m t h a t m o m e n t on, Bert carried o n f o r his m e n t o r . B e r t has carried o n in grand style, t o o . Certainly, Vesper, originally a boat club started in 1875 t h a t eventually came t o include a D o n a l d Ross golf course, has p r o s p e r e d f r o m Bert's presence. D u r i n g his t e n u r e as head man, Vesper has u n d e r g o n e r e c o n s t r u c t i o n of ¡0 greens, a s w i t c h t o a u t o m a t i c irrigation, t h e m o d i f i c a t i o n of bunkers, and t h e redesign o f t e e i n g areas. W i t h Bert at t h e maintenance c o n t r o l s , it has m o r e than maintained its stature as a t o p - g r a d e private club. But, yes, this year's lack of s n o w In D e c e m b e r and t h e first part of January gave us s o m e u n e x p e c t e d t i m e t o w o r k outside. " O f course, that lack of s n o w also meant t h a t w e had m o r e than t h e usual n u m b e r o f golfers still playing d e e p into D e c e m b e r and b e y o n d , in fact, w e had a c o m p a r a tively busy N e w Year's D a y w e e k e n d h e r e and even had a t o u r n a m e n t as an a d d e d attraction. T h a t event, plus l o w incidence o f f r o s t f o r t h a t t i m e o f year, had m e keep t h e pins in until January 7. It could be t h a t o u r real w i n t e r began t h e n , because it ^ s n o w e d six days later. T h a t storm, plus m o t h e r late in the m o n t h , put us u n d e r a p r e t t y g o o d c o v e r o f w h i t e stuff. " T h e main advantage of o p e r a t i n g w i t h o u t appreciable m e a s u r e o f s n o w a l l o w e d us t o c o n c e n t r a t e o n t h e maintenance projects that c o u l d n ' t get o u r a t t e n t i o n during t h e s u m m e r . So, t h a t w a s a plus. " T h e outside w o r k wasn't anything major. It consisted o f t h e n o r m a l leaf r e m o v a l , clearing o u t of dead trees, drainage w o r k and general police w o r k (debris r e m o v a l ) all o v e r t h e course. " O n c e t h e course w a s u n d e r influence of appreciable s n o w in late January, o u r business r e t r e a t e d t o t h e n o r m a l e q u i p m e n t and clubhouse maintenance chores which occupy our winter months. " T h e w a y t h e w e a t h e r t u r n s in w i n t e r doesn't affect m y maintenance plans t o o m u c h , since m y objective o n this job (I've been o n t h e course 10 years w i t h f o u r of t h e m as head super) is t o a c c o m m o d a t e t h e m e m b e r s . That's m y chief c o n c e r n , t o see that t h e i r needs are m e t . T h a t p u t o u r golfers o n t e m p o r a r y greens and t h e y c o n t i n u e d playing until t h e first s t o r m in mid-January. " T h e off-season, on-course maintenance included n o r m a l clean-up w o r k and s o m e refining o f bunkers. T h e main outside project, though, was t o continue the c o n c e n t r a t i o n o n landscape incidentals. 7 think our turf is tough enough to endure the winter cold. T h e r e f o r e , w h i l e w e still could k e e p i m p r o v i n g that aspect of t h e i r needs, w e did a lot o f clean-out and s p r u c e - u p w o r k on t h e clubhouse entrance island. In effect, w e w e r e into some serious gardening. ' A f t e r that, t h e a t t e n t i o n shifted inside w h e r e clubhouse projects like l o c k e r r o o m renovations and painting k e p t us busy. A s f o r t h e n o - s n o w p o r t i o n of t h e w i n t e r , I like it a lot. I'd rather n o t see any s n o w at all. W e don't need s n o w c o v e r as a t u r f p r o t e c t o r . I t h i n k o u r t u r f is t o u g h enough t o e n d u r e t h e w i n t e r cold. So, t h e less s n o w cover t h e better." It gave m e a big piece of o u t d o o r t i m e t o d o s o m e o f t h e things I w a n t e d t o d o in p r e p a r a t i o n f o r an i m p r o v e d golf course in t h e spring and s u m m e r . "Because o f t h e w e a t h e r conditions w e w e r e able t o dredge o u r b r o o k s and b u l l d o z e a p o n d that w a s in need o f being cleaned o u t . T h a t t u r n e d o u t t o be a big part of o u r w i n t e r maintenance. T h a t and tree work. " W e ' r e a nice, nine-hole private club w i t h m e m b e r s w h o really cherish t h e c o u r s e and t h e rest of t h e grounds. F o r s o m e reason t h e r e has been a hassle about r e m o v i n g trees. H o w e v e r , t h e trees have e n c r o a c h e d o n t h e golf course, causing potential p r o b l e m s w i t h m u c h - n e e d e d sunlight and circulation a r o u n d o u r greens. " T h i s w i n t e r I t h i n k w e eliminated o n e of t h o s e p r o b l e m s , a giant pine t r e e that w a s blocking o u t the sun and air at o u r # 2 green. T h a t green had no early m o r n i n g sun and was a target f o r strong n o r t h w i n d s . But w e t o o k that t r e e d o w n and it has t o help bring that green up t o snuff. It gave us a chance f o r m o r e t i m e outside but held us back o n d o i n g t h e things that are usually d o n e by n o w . W h i c h means by late January w e w e r e racing t o c o m p l e t e o u r chores such as bringing e q u i p m e n t back t o t o p f o r m . So, it's s o r t of a C a t c h - 2 2 situation. GCSAA NEWS T h e lawyer references the American w i t h Disabilities A c t and t h e Casey M a r t i n case r u l i n g in his e f f o r t t o r e q u i r e t h a t w i t h i n 10 days, he and t h e golf c o u r s e can " e n t e r i n t o an a m i c a b l e r e s o l u t i o n r e s p e c t i n g t h e o f f e r i n g o f a single c a r t t o g e t h e r w i t h r e m o v a l o f any b a r r i e r s t o t h e p a r k i n g lot (van accessible p a r k i n g spots), p r o s h o p ( n o illegally elevated r a m p i n g o r steps) and b a t h r o o m s (separate stall w i t h w i d e r d o o r , g r a b bars, a d e q u a t e c o u n t e r height). H e says if his t e r m s are n o t m e t , he w i l l file a c o m p l a i n t . H e goes o n t o list possible dollar a m o u n t s t h a t can be r e c o v e r e d p e r v i o l a t i o n . H o w e v e r , he says t o avoid litigation, he d e m a n d s f r o m t h e club: 1. Purchase o f at least t w o single r i d e r carts; 2. $ 2 , 5 0 0 in c o m p e n s a t o r y damages, costs and a t t o r n e y fees; a n d 3. A D A c o m p l i a n t p a r k i n g spots, e n t r y t o p r o s h o p , and b a t h r o o m . T h e G C S A A g o v e r n m e n t relations staff has s p o k e n t o legal counsel c o n c e r n i n g this issue and t h e advice t h a t w a s given t o us w a s t h a t golf courses s h o u l d i g n o r e this l a w y e r ' s r e q u e s t s and d e m a n d s . G o l f courses are u n d e r no obligation t o r e s p o n d t o this individual. T h e s t a n d a r d f o r this m a n t o sue, w h i c h is b e i n g i n j u r e d by a party, d o e s n o t s e e m t o be p r e s e n t . W e k n o w o f at least seven golf c o u r s e s t h a t have r e c e i v e d this letter. If y o u have r e c e i v e d o r d o r e c e i v e this letter, y o u s h o u l d d i r e c t it t o y o u r golf c o u r s e ' s legal counsel and s h o u l d n o t a t t e m p t t o c o n t a c t t h e l e t t e r ' s author.
