" T h a t w a s a n o t h e r h a n d s - o n deai
t h a t had m e salivating," D i c k t o l d . " I t
really p u t m e o n t h e right t r a c k in m y
career. I w a s s u r r o u n d e d b y g o o d t u r f
p e o p l e . D i c k Z e p p w a s t h e m a n at t h e
t o p and Jim Beane had b e e n in o n t h e
c o n s t r u c t i o n p r o c e s s f r o m t h e beginning.
Again, I f o u n d m y s e l f o u t in t h e field.
N o t o n l y t h a t , it gave m e t h e practical
e x p e r i e n c e I've c a r r i e d o v e r t o this j o b . "
Duggan's p a r t in t h e appealing s t o r y
o f C y p r i a n Keyes' rise t o p r o m i n e n c e
surfaced as a d i r e c t c o n t r i b u t i o n o f
putting the course together. "It was very
r e w a r d i n g , " he disclosed. " I t ' s o n e t h i n g
t o clear t h e land f o r actual c o n s t r u c t i o n
but to follow through f r o m cutting trees

t o p e r f o r m i n g t h e first m o w i n g o f greens
and f a i r w a y s is s o m e t h i n g else. T h i s is
t h e r o a d I ' m o n in P e a b o d y - across-theboard involvement."
Even years b e f o r e he s t u c k his f o o t in
t h e C y p r i a n Keyes d o o r , Duggan w a s
w a r m i n g u p f o r t h e c o n s t r u c t i o n beat.
W h e n he w a s t h e g o l f c o u r s e s u p e r i n t e n d e n t at C o n c o r d C o u n t r y Club, he was i n t o
land clearing b u t d i d n ' t k n o w it. S o m e o f
t h e C o n c o r d g r e e n s w e r e starving f o r
air c i r c u l a t i o n and D i c k launched a t r e e felling m o v e t h a t p r o v i d e d n e w life f o r
t h o s e p u t t i n g surfaces.
A t o n e p o i n t in t h e five-year plan t o
r e j u v e n a t e t h e 100-year o l d c o u r s e ,
D u g g a n e s t i m a t e d t h a t his chain s a w
s e r e n a d e had a c c o u n t e d f o r m o r e t h a n
5 , 0 0 0 d o w n e d t r e e s . To this day he
claims t h a t t h e logging c a m p e x e r c i s e w a s
r e s p o n s i b l e f o r saving m a n y C o n c o r d

T h e P e a b o d y p r o j e c t is in Duggan's
w h e e l h o u s e . It's b e e n in t h e w o r k s f o r
10 years, advancing t h r o u g h t h o s e years
u n d e r t h e patriarchal push o f M a y o r Peter
Torigian. T h e e n t i r e 2 5 0 - a c r e c o m p l e x
s p r e a d (125 acres a r e b e i n g d e v e l o p e d f o r
t h e golf c o u r s e ) consists o f a b a n d o n e d
p r o p e r t y , s o m e landfill t u r n e d o v e r e x p e r t
e n o u g h t o h o u s e f o u r holes and a n o t h e r
p o r t i o n ( a b o u t o n e - t h i r d o f t h e overall
a m o u n t ) leased t o t h e city by a division
c o m p a n y o f Eastman K o d a k .
D u g g a n d e s c r i b e d building o n t h e
2 4 - a c r e landfill p l o t as a m o s t delicate
o p e r a t i o n . " W e had t o m a k e sure w e
w e r e o n solid, e n v i r o n m e n t a l l y f r i e n d l y
g r o u n d , " D i c k disclosed. " O n l y small
b u l l d o z e r s w e r e used t o m o v e soil and
such, as w e w e r e especially a w a r e o f
m a k i n g s u r e t h e area had a d e q u a t e cover.
It w a s a n o t h e r e x p e r i e n c e I've saved f o r
t h e f o o t n o t e s o n building a golf c o u r s e . "
M a r k M u n g e a m is t h e golf c o u r s e
a r c h i t e c t . A c c o r d i n g t o Duggan, he has
set u p a challenging t e s t o n t r e e - l i n e d ,
rolling terrain w i t h breathtaking views.
It also lies a c o n v e n i e n t o n e - m i l e f r o m
t h e c e n t e r o f Peabody. So, its accessibility
earns a t r i p l e - A rating.
" T h e r e ' s s o m e t h i n g else a b o u t t h e
location," Duggan interjected. "Even
t h o u g h t h e c o u r s e is o n e - m i l e f r o m
d o w n t o w n , it lends itself t o a s u b u r b a n
setting. A l l along I've felt t h a t I've b e e n
b u i l d i n g a golf c o u r s e in C e n t r a l Park.
It's t h a t beautiful a r o u n d h e r e . "
T h e seeding began L a b o r D a y and
t h e p r o c e s s has b e e n blessed by t h e
succession o f Indian S u m m e r days t h a t
f o l l o w e d . " H a v i n g 7 0 - d e g r e e days in late
O c t o b e r has b e e n a big plus f o r us in
p r o j e c t i n g t h e o p e n i n g t o n e x t year,"
D u g g a n e x p l a i n e d . " W e s t r u c k it rich as
far as t h e w e a t h e r is c o n c e r n e d . T h r o u g h
t h e e n d o f this m o n t h ( O c t o b e r ) , w e had
seeded 90 percent of the course. And,
at this t i m e , it appears m y p r o j e c t i o n is o n
t a r g e t . A n o t h e r t h i n g w e ' r e planning o n is
a full b l o w o u t o p e n i n g , t h e full 18 holes,
n o t n i n e at a t i m e . "
Duggan's p r e s e n t t i t l e is t h a t o f g o l f
c o u r s e s u p e r i n t e n d e n t , b u t he feels m o r e
like a g e n e r a l manager. T h a t ' s because

m a r k e t i n g t e a m . "It's neat t o be o u t
t h e r e , t e l l i n g t h e public just w h a t t o
e x p e c t and h o w e x c i t i n g this is," D i c k
c o n t i n u e d . " W e ' v e had just a small
expression of opposition t o the course.
B u t m o s t o f t h e c o m m u n i t y has i n d i c a t e d
that they w a n t it."
Dick reports directly t o the mayor,
b u t officially, he w o r k s u n d e r a c o m m u n i t y
d e v e l o p m e n t d i r e c t o r . " I like t h i s , " he
c o n c l u d e d . " I ' v e b e e n i n t o this c o u r s e
w a l l - t o - w a l l , c o v e r - t o - c o v e r . I can tell
y o u things a b o u t t h e c o n s t r u c t i o n , like
t r u c k i n g in 100,000 cubic y a r d s o f
m a t e r i a l , including topsoil. It's a l m o s t
like it's b e e n m y baby. A n d I'll t a k e c a r e
o f it w i t h t h a t in m i n d , t o o . "

This month's question: What preventive-care measures
do you take for your golf course maintenance equipment?

" W e a r e in a d i f f e r e n t k i n d o f w o r l d
g o l f w i s e c o m p a r e d t o clubs closer t o
B o s t o n and t h e rest o f s o u t h e r n N e w
England. F o r o n e thing, t h e golf season is
m u c h s h o r t e r . O u r season generally runs
f r o m May I t o N o v e m b e r I. Therefore,
s o m e o f o u r m a i n t e n a n c e e q u i p m e n t is
inactive f o r l o n g e r s t r e t c h e s o f t i m e .
" T h e regular p u t - a w a y m e a s u r e s
i n c l u d e oiling, greasing, and repairs, w h e n
t h e y can b e m a d e w i t h o u t m a j o r i n p u t b y
o u r mechanics. O t h e r m e a s u r e s include
jacking up small vehicles and placing t h e m
o n blocks, sealing and replacing bearings
and, o f c o u r s e , s h a r p e n i n g c u t t i n g blades.
T h e s e a r e all a u t o m a t i c things.
" A n o t h e r m e t h o d I use t o e n s u r e t h a t
E q u i p m e n t d o e s n ' t w e a r o u t b e f o r e its
u m e is a s o r t o f kinship b e t w e e n t h e
individual w h o uses it and t h e piece o f
e q u i p m e n t itself. I m o r e o r less m a k e s u r e
t h e o p e r a t o r is m a r r i e d t o his m a c h i n e .
That attitude makes the operator
responsible for the machine's condition.
N o t t h a t he o r she has t o p e r f o r m t h e
actual repairs, if n e e d e d , b u t it makes sure
the mechanics are informed that some
k i n d o f r e p a i r s h o u l d be m a d e b e f o r e t h e
m a c h i n e is p u t a w a y f o r t h e w i n t e r .
"Replacing e q u i p m e n t takes a n o t h e r
u n f a m i l i a r f o r m up h e r e in t h e m o u n t a i n s
w h e r e , believe it o r n o t , w e w e r e f o r c e d
t o close t h e c o u r s e f o r a f e w days w h e n a
sneak s n o w s t o r m s t r u c k a c o u p l e o f
w e e k s ago. U p h e r e t h e p e o p l e s e e m t o
be m o r e frugal. So, e q u i p m e n t lasts longer.
" F o r e x a m p l e , t h e n e w e s t piece
o f e q u i p m e n t at M t . W a s h i n g t o n is six
years o l d . T h e n e x t n e w e s t is 12. I d o n ' t
k n o w w h a t t h a t reflects, o t h e r t h a n t h e
a s s u m p t i o n t h a t o u r p e o p l e are m o r e
careful w h e n t h e y use t h e e q u i p m e n t ,
w i t h t h e idea t h a t this a p p r o a c h w i l l give
„ t h e e q u i p m e n t a l o n g e r life.
" I n s o m e instances, d u e t o c r o s s o v e r
s p o r t s use o f c e r t a i n e q u i p m e n t , such
m a c h i n e r y n e v e r gets a rest. W e s w i t c h

C o l l e g e , so w e share s o m e o f t h e
equipment w i t h the campus grounds
c r e w . T h a t c r e w is m u c h bigger t h a n
m i n e . W h e r e a s t h e y have t e n f u l l - t i m e
p e o p l e , I have just t h r e e and six seasonal
w h e n t h e golf season is in full gear.
" W e d o n ' t have t h e r o o m o r m a n p o w e r
t o d o m a j o r repairs o n golf m a i n t e n a n c e
e q u i p m e n t . T h o s e jobs are sent o u t ,
usually t o t h e dealer. It's t h e best w a y t o
handle it. Besides, w e have o n e m e c h a n i c
and he's busy e n o u g h just t a k i n g c a r e o f
small repairs.
" T h o s e repairs are p a r t o f t h e
p r e v e n t i v e - c a r e p r o g r a m along w i t h t h e
r e g u l a r p u t - t o - b e d practices like oiling,
sealing, greasing, and cleaning. W e are a
n i n e - h o l e c o u r s e , so t h a t p a r t o f t h e
e n d - o f - s e a s o n p r o g r a m isn't as big as an
18-hole c o u r s e .
" S o m e o f o u r e q u i p m e n t n e v e r has a
c h a n c e t o r e s t because o f o u r t i e - i n w i t h
t h e g r o u n d s p e o p l e . It means t h a t w e have
t o p i t c h in w h e n s n o w p l o w i n g is n e e d e d ,
and w h e n y o u ' r e t a l k i n g clearing t h e
c a m p u s y o u ' r e t a k i n g in a l o t o f t e r r i t o r y .

replacing e q u i p m e n t . W e ' r e o n a schedule
that brings in o n e piece o f n e w e q u i p m e n t
every year. W e replace t h e oldest machine
and f o l l o w this rule o n a r e g u l a r basis.
" B e i n g t h e s u p e r i n t e n d e n t h e r e (I've
b e e n in c h a r g e t h e last six o f t h e 16 years
I've w o r k e d at W e l l e s l e y ) d o e s n ' t jibe
w i t h m o s t t o p jobs. I have t o c r o s s o v e r
t o d o i n g g r o u n d s w o r k in w i n t e r , so it's
having t o be a j a c k - o f - a l l - t r a d e s p o s i t i o n .
" W e also have a f i v e - y e a r athletic
facility e x p a n s i o n plan in place, so m y
d u t i e s c o u l d e x p a n d w i t h it. You just have
t o be r e a d y t o d o a n y t h i n g h e r e . "

t h e emphasis o n p r e v e n t i v e m a i n t e n a n c e
a r o u n d h e r e , t h a t m o r e t h a n anything.
W e have a c o d e t o w o r k b y a n d it says
t o keep the number of breakdowns to
t h e b a r e m i n i m u m . O f c o u r s e , this is a
m i n d s e t , so it d o e s n ' t always w o r k t h e
w a y I'd like it.
'As f o r t h e r o u t i n e c h e c k - u p p r o c e d u r e s
b e f o r e p u t t i n g t h e e q u i p m e n t t o bed, t h e
p r a c t i c e is simple. W h e n w i n t e r c o m e s t o
stay, w e b e c o m e a m a c h i n e shop. T h a t
m e a n s w e g o t h r o u g h e v e r y phase o f
p u t t i n g t h e e q u i p m e n t a w a y and having it
r e a d y t o g o full b o r e in t h e spring. T h e
c h e c k u p includes grease, oil, filters,
w a s h i n g , y o u n a m e it.
" T h a t is t h e t i m e o f year, t o o , w h e n
it's p r o v e n t h a t t h e m o s t i m p o r t a n t m a n
o n t h e m a i n t e n a n c e staff is t h e mechanic.
I have t w o g o o d ones h e r e , and t h e y d o
a g o o d j o b o f g e t t i n g as m u c h mileage o u t
o f t h e e q u i p m e n t t h a t t h e y can. In t h a t
vein, it pays t o b u y g o o d e q u i p m e n t , and
t h a t ' s w h a t I urge t h e bean c o u n t e r s t o d o
w h e n that time comes.
" T h i s s o r t o f puts p r e s s u r e o n m e ,
t o o , because I m a k e t h e critical decision
o n w h a t t o b u y and w h e n . Traditionally,
t h e m u n i c i p a l golf c o u r s e s e c t o r lives by
t h e r u l e t h a t says y o u k e e p a piece o f
e q u i p m e n t g o i n g until it w o n ' t w o r k .
Like r u n n i n g a car i n t o t h e g r o u n d b e f o r e
replacing it. T h a t ' s t h e d i f f e r e n c e
b e t w e e n p r i v a t e and public c o u r s e
maintenance.
" I n t h e end, w e d o e v e r y t h i n g w e can
t o p r e v e n t a m a j o r piece o f e q u i p m e n t
f r o m g o i n g d o w n . W e g o i n t o t h e season

"SCSM releases comprehensive financial update

H t the September 2000 C h a p t e r Delegates
Meeting recently held in Lawrence, Kansas,
t h e annual Secretary/Treasurer's financial
u p d a t e w a s presented. This article w a s
suggested in o r d e r t o share t h e information
presented w i t h other chapter members.
T h r e e C o m p a n i e s in t h e G C S A A
F a m i l y . G C S A A is the flagship organization
and is a 501 (c)(6) t a x - e x e m p t professional
association. G C S A A C o m m u n i c a t i o n s is
a f o r - p r o f i t subsidiary t h a t houses t h e
activities t h a t c o m p e t e in t h e m a r k e t p l a c e
w i t h o t h e r for-profit companies, and w o u l d
thus pay taxes o n any net taxable earnings.
T h o s e activities, at this point, are primarily
advertising and b o o k s t o r e o p e r a t i o n s .
T h e G C S A A F o u n d a t i o n is t h e charitable,
fundraising a r m of t h e family. It is g o v e r n e d
by a separate board, and GCSAAs president,
vice-president, and secretary/treasurer, as
w e l l as t h e chief e x e c u t i v e officer, are
a m o n g t h e eleven trustees. T h e i r financial
^ suits are r e p o r t e d separately, and are
n o t discussed in this article.

T h e m o s t significant e v e n t by far is t h e
C o n f e r e n c e & Show. It g e n e r a t e d $6.9
million in gross revenues ($3.3 million
net o f expenses) used t o fund t h e m a n y
p r o g r a m s and initiatives that d o not pay f o r
themselves, such as c a r e e r d e v e l o p m e n t
and image e f f o r t s , m e d i a relations efforts,
and g o v e r n m e n t relations efforts. G C S A A
has g r o w n t o rely o n this i n c o m e s t r e a m
f o r p r o g r a m e n h a n c e m e n t and g r o w t h .

p r o g r a m and service user fees (including
C o n f e r e n c e / S h o w and seminar registration,
b o o k s t o r e , etc.) and, as stated b e f o r e , $3.7
million, o r 1 9 % o f revenues, c o m e s f r o m
m e m b e r dues. T h e remaining 8 % of
revenues are f r o m G C S A A f o u n d a t i o n
grants, r e n t , and i n v e s t m e n t i n c o m e .
M e m b e r s h i p D u e s . T h e belief t h a t
m e m b e r dues c o v e r t h e cost o f a m a j o r i t y
of t h e organization's products and services
is i n c o r r e c t , as w a s n o t e d earlier. If dues
w e r e required t o entirely cover program
and service costs, dues w o u l d have t o be
increased t o $ 1,270 instead of t h e c u r r e n t
$ 2 5 0 level in place since July I , S 9 9 7 . T h e
o r g a n i z a t i o n spends o v e r five t i m e s t h e
a m o u n t t h a t m e m b e r dues generate.
P r o g r a m E x p e n d i t u r e s . O n the
p r o g r a m e x p e n d i t u r e side, o v e r $8.3
million was spent on education, information,
publications, and the w e b site. This includes
Golf Course Management magazine and
Newsline, t h e i n f o r m a t i o n center, g o v e r n m e n t relations, t h e w e b site, research, and
related offerings. Included w a s $400,000
spent t o f u r t h e r competency-based
e d u c a t i o n i m p r o v e m e n t s , and $ 1 0 0 , 0 0 0
spent t o f u n d MSRG meetings, n e e d e d
c r o s s - c o m m i t t e e meetings, and chapter
c o m m u n i c a t i o n o u t r e a c h efforts related
t o proposed m e m b e r classification changes.
A p p r o x i m a t e l y $ 1.8 million w a s spent
o n image efforts, career d e v e l o p m e n t ,
and media relations; $3.6 million was spent
o n t h e C o n f e r e n c e & S h o w t o generate
$6.9 million in revenues; and $1.1 million
w a s spent o n m e m b e r c h a p t e r services
and t h e service center. Finally, $3.2 million
was spent in s u p p o r t of the p r o g r a m areas,
w h i c h included p r o d u c t i o n , accounting,
executive management, h u m a n resources,
and m a n a g e m e n t i n f o r m a t i o n systems. In
summary, t h e organization is financially
strong; h o w e v e r , t w o key challenges
remain - sustaining the positive m o m e n t u m
in o u r image, professional d e v e l o p m e n t ,
and I n t e r n e t d e v e l o p m e n t efforts; and
g r o w i n g and protecting revenue-generating
assets, especially o u r C o n f e r e n c e & S h o w
and G o l f C o u r s e M a n a g e m e n t , in t h e
m i d s t o f increasing c o m p e t i t i o n .

association w i l l use e x t e r n a l and internal
c o m m u n i c a t i o n t o p o s i t i o n benefits o f
c e r t i f i e d , class ' A " , and g e n e r a l s u p e r i n t e n d e n t s t o e m p l o y e r s and o t h e r s . W e w i l l
c o n t i n u e t o use national m e d i a , such as
television a n d magazines, t o p r o m o t e t h e
s u p e r i n t e n d e n t s ' r o l e and value in managing golf courses. W e have b e e n laying
g r o u n d w o r k f o r this initiative f o r several
years, p o s i t i o n i n g t h e s u p e r i n t e n d e n t as
k e y t o golfers' e n j o y m e n t o f t h e g a m e ,
