New Jersey Golf Course Report VOLUME VI NO. 3 NOVEMBER 1973 ANNUAL MEETING HELD NOVEMBER 6 AT MOUNTAINSIDE INN Twenty-seven voting members were present at the Mountainside Inn for the Annual Meeting and elections. In his remarks regarding the past year of the Association President Cameron stressed the apathy of the group as one of his prime concerns. Unfortunately, the twenty-seven men present out of a membership of two hundred did not have to be told - all they had to do was look around at the same familier faces in a room full of empty chairs. The By-Laws specify a quorum of twenty to conduct the meeting. As we just made it, the Annual Elections were held with the following results: President - Maurice "Skip" Cameron, Mountain Ridge C.C. Vice Pres. - Al Rathjens, Raritan Valley C.C. Secretary - Joe Flaherty, Baltusrol G.C. Treasurer - Ed Nickelsen, Montclair G.C. Directors for two year term: Phil Scott, Bamm Hollow C.C. Jim McCormick, Bey Lea M.G.C. Jack Montecalvo - Woodcrest C.C. The By-Law change permitting the appointment of an Executive Director was passed. By motion from the floor the National Delegates, Don Marshall and Ed Nickelsen, were directed to support Mel Lucas, Jr. for National Director, but were otherwise left to their own devices and best judgement in the selection of other candidates. The President announced that due to lack of enough interested people the Chapter Flight to Los Angeles was out. He noted, however, that fifteen people qualify for a modified group rate. With Nixon's lack of energy and the resulting discontinuance of flights, you'd better set your plans early. (Ed note: Amtrak has some great rides out that way!). One of the major and "hottest" items of discussion was a report by President Cameron that Association Management, our "office", has requested a 100% rate increase for 1974. His indication was that the Board's feeling was against contract renewal on the requested terms. Skip would welcome alternative proposals from the membership. Please submit them to him in writing as soon as possible. DEADLINE FOR CHRISTMAS PARTY IS DECEMBER 3RD, 1973!! NEW EPA REGS COULD SHUT DOWN CLUBS NCA to Testify at Washington Hearings Proposed EPA generic standards and regulations controlling the reentry of workers and others could force the clos­ ing of golf courts for a minimum of two days, and for as much as a week, after the application of pesticides and herbicides. According to the EPA limitations on entering treated areas will be established as follows: 1. When labels on the chemicals bear the words, "Danger, Poison, and the Skull and Crossbones symbol” the period be­ fore reentry will be three days. Such chemicals will be defined as "Highly Toxic. ” 2. Labels with the word, "Warning” will be categorized as "Moderately Toxic” and reentry to treated areas will be restricted to 2 days. 3. Chemicals with labels bearing the word, "Caution" will be classified as "Slightly Toxic" and entry to treated areas wi11 be permitted only after inspec­ tion shows that all dust has settled and all spray has dried. 4. Some pesticides, under ill defined circumstances have been implicated as being especially dangerous in certain parts of the country. Reentry into fields treated with these will be permitted only after 5 days. The proposed regulations will permit early reentry into any restricted area only if protective clothing is worn by the per­ son or persons in the area. The minimum protection allowed for class 2 and 3 chem­ icals is "a coverall of closely woven ma­ terial, normal footwear to cover the en­ tire foot and an approved respirator.” Classes 1 or 4 will require "an imper­ meable garment to cover the entirebody, hat, natural rubber gloves, impermeable shoe coverings, and goggles or a face shield and an approved respirator. While these proposed regulation- do not single out golf courses, other soon- to-be-issued regulations dealing with the certification of applicators make specific reference to "turf”. At the forthcoming hearings NCA will suck to clarify re­ ferences and establish specific standards for golf courses. Reprinted from The National Club Assn., August News Letter, 1973 PETER POA Dear Mr. Chairman: It is unfortunate that you are opposed to the spray and pesticide program I suggest for next year. The fact that I feel our agronomic demands for applications fall just prior to all of the major holiday weekends and as such the course cannot be re-entered or used for five days is not a deliberate plot on my part. In fact my wife did not really appreciate your abuse on this subject over the ’phone before I got home tonight. Your statement that I was "out running around” didn’t help either. I was attending our Supt. Association Annual Meeting, and with our recent industry problems it ran late. Now to the reason for your anger - yes, it is true we plan to spray just prior to the long holiday weekends. The way you and your fellow Board members have insisted the budget be cut, we figure the most economical method would be to spray just before a long weekend and then just let the men off rather than pay them the usual time and one half and double time required for those days. This system meets the regulations of the new law and saves money. If you wish to spray at another time, just remember that our shop is in the middle of the area and we won’t be able to enter it. Do you also propose that we not pay the men for the five days they will be out of work? My guess is we could do it only once! Then again we could not apply pesticides at all. In that case we could save a hell of a lot of money, because very shortly we would both be out of jobs. Nature would be doing the work, but unfortunately the "good Mother” doesn’t play golf.
