MAURICE GONON 10 'GREETINGS to Michigan State Coeds: Each June as we congratulate the graduating seniors we see them go forth with a fear that there will never be a class quite so good and a conviction that we are left without student leaders to replace them. Then the inevitable happens. Leadership emerges from among the undergraduates who remain and we are faced with the recognition that those who graduated were not indis pensable. Whether you are freshmen, sophomores, juniors or seniors, you all have potentialities for leadership. You can develop, those potentialities by recognizing and meeting responsibilities and following through on tasks assigned. Your acceptance of the standards and traditions set up and maintained by the students is a measure of your loyalty to yourself, to your fellow students, and to the whole college community. With each one of you con tributing her best, Michigan State College can be proud of the coeds which it graduates. This handbook will explain A. W. P res ident, Activities Board. 13 INFRACTIONS OF REGULATIONS Infractions of regulations are dealt with by the Judiciary- Legislative Council of A.W.S. Each student is required to submit a written state ment of the facts to the Board when infraction of regulations occurs. The Board shall use its discretion in trying any case and in deciding the penalty. At aU times the student has the privilege of appearing before the Board to appeal her case. All M.S.C. coeds are honor-bound to observe the [ollowing rules. 1. REGULATIONS A. Hours 1. Residence closing hours: 10:00 p.m. Monday through Thursday 12:30 a.m. Friday and Saturday 10:30 p.m. Sunday 1:00 a .m. Friday during Winter Term 11:00 p.m. Seniors during Spring Term 15 B. Quiet Regulations 1. Quiet hours Mornings: continuous until 11 :00 a.m. each day Afternoons: 1:00-4:00 p.m. Monday through Thursday Evenings: 8:00 p.m. continuous Monday through Thursday 12:30 a.m. continuous Friday and Saturday Quiet hours are to be observed continuously beginning at 7:00 p.m. the day before finals and continuing through final week. Additional quiet hours m a y be established by vote of the House Council. (For instance, 10:00 p.m. to 12:30 a .m. Friday and Saturday out of consideration for those who are studying or sleeping.) Visiting after 11 :00 p.m. will be limited to purposes of study ONLY. This is out of courtesy to the roommate and to allow for good study con ditions by eliminating excess noise in the dorm itory. 2. Shower hours 6:30 a .m.-ll:OO p.m. Monday through Thurs day 6:30 a.m.-12:00 p.m. Friday and Saturday 6:30 a.m.-1l:30 p .m . Sunday 3. Typing hours 10:00 a.m.-l0:00 p.m. Sunday through Thurs day 10:00 a.m.-12:00 p.m. Friday and Saturday 16 Typing at hours other than those listed above is permissable, but only in places designated by the House Council. 4. Radio hours You are asked to have consideration for your neighbors when playing your radio or phonograph. Radios should never be played so loudly that they can be heard outside the room. 5. Phonograph hours Phonographs may not be played during quiet hours. Individuals or groups showing persistent lack of consideration for any of the above quiet regu lations will be referred to a member of the House Council, and the following rules will apply: 1st referral to House council: One weekend night campus 2nd referral to House Council: Case is submitted to the Judiciary-Legis lative Board of A.W.S. C. General Rules: 1. Smoking rules a. Smoking is permitted in student rooms and designated smoking rooms. b . There shall, be no smoking in the hallways, sun decks, living rooms, sunporches, phone booths, kitchenettes, or stair cases of the dorm. c. Consideration should be shown for the roommate who does not smoke. 17 d . Infractions and enforcement of the smoking rules will be dealt with by the House Council. A second offense will be referred to the Judiciary-Legislative Board. 2. Working permits a. Requirement-1.00 all college average. b. Procedure 1. Special occasions Obtain permit in advance from the Of fice of the Counselor of Women 2. Regular work Petition the Judiciary-Legislative Coun cil of A.W.S. in advance. c. Hours Latest hours permitted for working are 12:00 midnight Sunday through Thursday; 1 :00 a.m. Friday and Saturday. d. To sign out for working 1. Give name, address and phone of em ployer 2. Sign out on the regular nightly sign out sheet e. Other regulations 1. No dates may be entertained while a girl is taking care of children. 2. At all times a girl returning after regu lar closing hours must be accompanied to her residence by someone from her place of employment, unless other ar- 18 rangements are made in advance with the Director of Residence. 3. Callers in college residences a. Hours (in women's residences): 1. Girls may not have callers earlier than 1 :00 p.m. Monday through Saturday. 2. Girls may not have callers earlier than 11 :00 a.m. on Sunday. 3. Out of town callers may be received earlier if they are registered with the Director of Residence in advance. 4. Men callers are allowed five minutes to call for girls in the morning before regular hours, but they may not go into the lounges. 5. Calling hours for off-campus houses are 4:00 p.m. Monday through Friday. 6. Hours when men are permitted in Rec reation rooms of women's dormitories are: (a) Friday and Saturday 9:00 p.m. to 11:00 p.m. (b) Sunday afternoon 1:00 p.m. to 5:00 p.m. b . Hours (in men's residences where a resi dent adviser is pre.sent) 1. Exchange Dinners-6:00 to 7:45 p.m. 2. Friday and Saturday nights-8:00 to 11:00 p.m. 19 3. Sunday afternoon-12 :00 to 5:00 p.m. Individual houses may establish t!\(::ir own more restricted hours. These hours listed are merely a maximuIn . 4. Overnight guest in college residences a. All overnight guests must observe regular college closing hours. b. Overnight guests are allowed ONLY Friday and Saturday nights. c. Dormitory residents may h a ve three guests per term. One visit may be considered either Friday and Saturday or just one night. A girl may not be a guest in a resi dence more than three times per term. d . All guests must be arranged for and regis tered with the Director of Residence in ad vance. Girls must also state the approxi mate time of departure. e. Special emergency requests for guests dur ing the week must be referred in advance to the Counselor of Women. f. Any infraction of the above rules will be dealt with severely by the Judiciary-Legis lative Board of the A .W.S. g. A student hostess is · responsible for her guests' behavior and she must assume. all penalties contracted by her guest, unless the guest is also a student. If the guest is a student she must assume her own penalty. 20 II. INFRACTIONS A. Residence penalties A record of late minutes will be kept by the Director of Residence. An accumulation of fif teen late minutes during the term requires that the girl be automatically campused for one week end night, and is made up as follows: 1. First 15 late minutes: 1 weekend night within the following 2 weekends 2. Second 15 late minutes: 1 complete weekend (consecutive, Friday, Saturday, and Sunday nights) within the following 2 weekends 3. Third 15 minutes: 1 full week, to begin im mediately following accumulation 4. Fourth 15 late minutes: 2 fun weeks, to begin immediately following accumulation 5. Repeated breaking of anyone rule will be dealt with by the JUdiciary-Legislative Council B . Campusing 1. When a girl is campused she must: a. Remain in her room after 8:00 p.m. until the next morning b. May not make or receive phone calls dur ing her period of campusing c. May not receive any callers in her room. nor may her roommates have any callers in the room d. She may have one fifteen minute recess, but she may not make or receive phone calls during this time. She must notify her 21 counselor at the beginning and end of this period 2. In an emergency, campusing may be postponed or rearranged by petitioning the Judiciary Legislative council. An additional penalty may be given in this case 3. For sudden emergencies, help may be obtained for postponement of campusing by calling the President of the A.W.S. JUdiciary-Legislative Board 4. During exam week: five a. If a girl acquires late minutes which brings her total to fifteen, she must forfeit one weekend night. (campused) , b. If a girl acquires any five late minutes dur ing exam week, she must forfeit one week night. (campused) c. If a girl is unable to complete her campus ing during exam week because of early departure, the campusing will be carried over until the next term d. If a girl has time to complete her campus ing and does not do so, her penalty will be doubled and carried over to the following term. PROCEDURES 1. Signing out: A. For the evening. 1. If leaving her residence after 8:00 p.m., 'each 22 girl must sign herself out on the daily signout sheet. 2. Include the following on signout sheet: a. Exact destination in Lansing or East Lan sing, so that you may be contacted in: case of emergency, i.e., Michigan Theater, Li brary, A-2 South Campus b. Time of expected return should be the latest possible return since students are considered late if they return after the time signed out for, even if within closing hours. B. For functions granted time extensions. 1. This includes Lecture-Concert series, evening classes, dances, and other college functions for which a special time extension is granted by A.W.S. 2. Sign out on regular daily signout sheet: a. The exact function attending. b. The time granted for return C. For work and baby-sitting. 1. Work: a. Sign out for place of work on daily signout sheet. b. And the time granted for return. 2. Baby-sitting: a. On daily signout sheet: (1) Householder's address (2) Time granted for return. 23 b. With Director of Residence: (1) Name, address, and phone number of householder. D. For overnight or weekend absences. 1. A girl must sign herself out before 10:00 p.m. on a sIlecial signout sheet, the overnight ab sence sheet, not on the daily signout sheet. 2. A girl must leave her residence before 10:00 p.m. the night of her departure. 3. Include: a. Name of hostess, her full address and phone number. b. Date and time of departure. c. Date and time of expected return. II. Signing in: (For all above cases) A . After returning to residence, a girl IS honor bound to sign in the exact time of her return on the sheet on which she signed out. B. A girl must return within closing hours even if she returns the day before she is due back. III. Penalties : A. Signing out not according to instructions. 1. A girl will receive a minimum of 5 late min utes for failure to sign out on the daily signout sheet. 2. A girl wi11 receive a minimum of 3 late minutes for improper signing out on the daily sign out sheet. 24 3. A girl will receive penalty from A.W.S. for failure to sign out on overnight absence sheet. 4. A girl will receive penalty from A.W.S. for improper signing out on overnight absence sheet. B . For signing in not according to instructions. 1. A girl will receive a minimum of 3 late to be decided by the minutes Judiciary Board) for signing in on daily sign out sheet incorrectly. (maximum 2. A girl will receive 3 late minutes for failure to sign in on daily sign out sheet. 3. A girl will receive a minimum of 6 late minutes (maximum to be decided by the Judiciary Board) for signing in on overnight absence sheet incorrectly. 4. A girl will receive 6 late minutes for failure to sign in on overnight absence sheet. c. A girl will receive 10 late minutes for signing another girl in or out. The girl who has been in or out will also receive 10 late signed minutes. D. A girl who leaves the residence improperly after 10:00 p.m. when leaving for an overnight or weekend absence will receive a penalty de cided by A.W.S. Judiciary Board. IV. For Late Returning : A. If delayed. L Call Director of Residence yourself as to time 25 of expected arrival, if possible, before closing hours. Word relayed by a friend will not be accepted. 2. Wire if you cannot possibly call as to time of expected arrival. 3. Call college 8-1511 and ask for your Director of Residence on her private line if your residence switchboard is closed. B. Penalty. 1. A girl will receive 10 late minutes if she fails to notify her Director of Residence of ex pected delay, plus the penalty decided by A.W.S. for being late. PERMISSIONS I. Late Permissions : A. Definition: A l Y2 hour late permIssIOn extension of time beyond the regular closing hour. is a B. Each student will be granted a maximum of six late permissions a term. A student should ·con sider Late Permissions a privilege. This privi lege may be restricted or withdrawn by A.W.S. or the college if the necessity arises. Use of late permissions in excess of allotment will be severely dealt with by the Judiciary-Legislative Council. Students are therefore urged to keep track of their permissions and to check with the 26 Director of Residence in advance if in doubt as to the number already used. C. Arrangements for using a late permission must by made with the Director of Residence before closing hours by signing directly with the Direc tor of Residence on a special sheet as well as noting "late permission" on the regular signout sheet. If out of town, the student must telephone her Director of Residence directly, before her expected time of return to request use of a late permission and confirm its use on the special sheet when she returns. D. The penalty for incorrect signing in or out for a late permission will be three late minutes. E. Conditions governing use of late permissions: 1. They may be used at the discretion of the student, but only Sunday through Thursday nights. 2. Only one may be used in anyone night. 3. A girl using a late permission may return before 11:30 p.m. but may not leave her col lege residence after the regular closing hour, nor maya girl come in and then go out during the time of her special permission. 4. Late permission during the week up until 12:00 midnight may be arranged in advance with the Director of Residence by forfeiting one weekend night (not Sunday) within the coming two weekends for the extra half hour past time allowed with the permission. 27 5. All college functions covered by the student activity book may be attended without using a late permission. 6. All c01lege functions not included under "5" wil1 require the use of a late permission. The Judiciary-Legislative Council will publish a list of functions which do not require la te permissions each week. 7. Permission for plays, concerts, and lectures held in Lansing covers the duration of the program plus direct return to the residence. One late permission covers each such ap proved program. The Director of Residence must be notified in advance and the ticket stub must be presented to her upon return. E. Cancellation: If a student does not use her late permission after requesting it, she must so report to the Director of Residence directLy upon her return to her residence in order to save this permission for another time. F. Use of late permission Sunday night : A late permission Sunday night allows a girl to remain out until 12:00. When women are returning from out-of-town, they should plan to be in East Lansing by 10:30 and use their permission only in case of emergency. G. If a girl returns after 12:00 Sunday night she will receive straight late minutes. II. Overnight Permissions: A. Permission to be absent from a college residence 28 to stay overnight or longer anywhere except home must be sent directly to the ' Director of Residence before student may be permitted to leave her college residence . B . Permission to stay in an out-of-town hotel must be sent directly from parent to Director of Residence each individual time a girl wishes to stay overnight in a hotel. The Michigan League in Ann Arbor is considered a hotel. C. A student is permitted to remain overnight in a Lansing hotel ONLY with her parents, and then only if her parents talk to the Director of Resi dence directly. D . A girl who leaves her residence after a dance for East Lansing, Lansing, out-of-town, or any than a Michigan Sta te College place other a pproved residence must have specific written permission from h er parents in advance of each occasion. E. Each student may have one overnight pel"llllSSIOn i.n EITHER Lansing OR East Lansing (within city limits) each term which can be taken at any time providing she has permission as stated in part A of this section. This means one night not a complete weekend. F . Each student is granted two overnight permis sions in another college residence a term which can be taken at any time that guests are allowed. A college residence is a residence where hours 29 are kept, i.e., dormitory, cooperative house, ap proved off-campus house, or sorority house. III. Senior Permissions for Spring Term: A. Senior closing hours will be 11 :00 p.m. Sunday through Thursday. B . 12 :00 midnight permission is granted if attend ing Wednesday night senior parties when they are scheduled. C. Seniors may come in the house between 10:00 and 11:00 p.m. but cannot leave the residence after 10 :00 for any reason. D . A senior may use her six late permissions for 11:30 Monday through Thursday and for 12:00 Sunday. Late permissions do not at any time extend beyond 11 :30 p.m. Monday through Thursday, and 12:00 p.m. Sunday. E . Seniqr privileges are granted to: 1. Seniors graduating spring term, who do not need to petition. 2. Seniors graduating at the end of summer, fall or winter term, and junior Medical Tech nology stUdents must petition Judiciary-Legis lative Council to obtain senior privileges, and must have an aLl-college 1.00., 3. Senior privileges are granted only once to any one student and only during spring term. IV. Special Permissions: A. Women may leave their residence before 7:00 30 a.m. if they consult their Director of Residence the night before. B. A girl who finds it necessary to return between 11:30 p.m. on week nights (or 12:00 p.m. on Sundays) and 7:00 a.m. must have special per mission from the Counselor of Women in advance and must make arrangements with the Director of Residence. C. College residences close officially at 8:00 p.m. of the final night of exam period. Any girl wishing to remain in a college residence later than 8:00 p.m. on this night or more than 24 hours after her last exam must see the Counselor of Women. D. Consult the Director of Residence at all times for any special consideration. She will be able to advise you properly. GENERAL INFORMATION I. Final Examination Week Regulations: A. Regular closing hours will be observed during final week. Late permissions may be used. B. Quiet hours are continuous. They begin the night before examinations sta rt. House council may set the beginning d ay a h ead. C. Students must leav e their residences no later than 24 hours after their last examination. D. Guests are not permitted the weekend preceding finals nor at any time during exam period. 31 II. Individual houses may decide whether or not Senior women (with Senior permission) may have guests between 10 :00 p.m. and 11 :00 p .m. III. Senior women must leave their residences 24 hours the Judiciary-Legislative after graduation unless Council sets a different time. IV. After graduation all senior hours are void. Closing hours for all will be 10 :00 p .m . 32 ) . It's getting bigger . . . and bigger . . . and BIGGER. . . but it's still M.S.C. Something new has been added, but something old remains. The something new includes new buildings, new profs, new students, organizations, and friends; and the something old is a spirit-a spirit that started with the first freshman class, was kept alive by succeeding classes, and as years went by became tradition. The fun you get out of college life, and the memories you'll keep are all tied up in these traditions. They're not written laws . . . you can't put a spirit down on paper . . . but they are a part of what makes M.S.C. your college. We keep these traditions for others who'll want to make M.S.C. their college too. HOWDY! It's easy enough to say hello to other students and faculty members you meet on campus. Try a smile more than once in a while. I HAVEN'T GOT A THING TO WEAR Well, don't worry. Sweaters and skirts and casual sportswear are the picture for jaunts to class and the grilL When Michigan Winter starts playing nasty, coeds dig their slacks out, give them a press, . and wear them with required long jackets. But don't overdo; the men would rather see skirts than slacks. When it tries to be Spring, shorts are in order only when worn with a coat or skirt. 33 WALK AND PUFF! . . . But not on campus, please. You can light up in the Union and in certain rooms in designated buildings. but on campus it just ain't done. Old cigarette butts don't grow wen with grass. And for that matter, neither do feet. So we keep 'em on the sidewalks, even around the corners. AIN' T LOVE GRAND When the clock strikes midnight, and he kisses you in the sJaadows of Beaumont Tower, that's it. You're officially a coed. But the big stone bench nearby isn't for you until you have that ring on your finger. When an engagement ring or fraternity pin is spied on a happy coed, off goes the wearer to the tubs. So turn off the light and sigh in the dark, and don't clap. If the lads are serenading the house, clap and let them know you like it. A pinning or engagement means another serenade too. Friends in the house give with "I Love You Truly" when it's a ring and "Sweetheart" for the coed who's been pinned. OF LANTERNS AND MAY MORNING SINGS Come May first and it's the day for the traditional May Morning Sing at Beaumont Tower. This is when new members of Tower Guard and Mortar Board, sopho more and senior women's honoraries are tapped. The coeds are chosen for these honors on the basis of service, high marks, and extra-curricular activities, so a word to the wise, keep up and aim for those honors . The night before the ceremony, old members serenade at the residences of the candidates. In the morning, the Glee Club takes over the singing, and Beaumont caril lon rings out, while the members tap their candidates. Lantern night during senior week is a tradition honor ing graduating coeds. Women from all the classes gather at twilight, light their lanterns, and wind across the campus to a meeting place. There, those who have given outstanding service to the college are honored, and the new officers of A.W.S., Tower Guard and Mortar Board are installed. NO WOMAN'S LAND There's a place in East Lansing that's not for you. The sign should say "For Men Only" .. . so don't let anyone send you into the Smoke Shop. It's male territory with no exceptions. 35 DANCING IN THE DARK At the J -Hop, the Senior Ball, a nd the annual Frosh and Soph dances, you'll twirl and whirl in short dresses or formals. Programs go on your pin-up board and memories in your hearts. The spring term formal, the Mardi Gras, means a king and queen elected by and from the student body. Hold your breath it may be you. SING A SONG OF SIXPENCE Students dot the lawn, sitting on blankets and coats, the band shell lights up as twilight falls, and everyone listens. It's the annual Fraternity or Sorority Sing. The prize is the Sing Cup, and winning it three times straight means it goes to that fraternity or sorority for keeps. ON THE FIFTY YARD LINE Sing out good and loud at pep rallies and football games, and cheer with all your might. The Alma Mater, Fight Song, and MSC Shadows are State's own songs, so learn them quick like a bunny. Nobody always wins, but Spartans are always good sports! THAT'S IT Traditions live from year to year, Don't let them die while you are here. 36 Are you a member or officer of a campus organization or social fraternity, or are you considering joining such a group? If so, then you will be concerned with POINTS LIMITATION BOARD. This committee, working under the A.W.S. Activities Board is established for the dual purpose of protecting women students from carrying too many activities and endangering scholastic standing, and for preventing the monopoly of campus offices by a minority of students. Membership and individual offices held in the various organizations are awarded set points correlated with the time and energy devoted to the groups. For each class in college a certain number of points are allowed: 25 points. Freshmen - Sophomores -- 40 points. Juniors - Seniors - 50 points. 60 points. Should this allowance be exceeded, a girl is required to drop activities until she is carrying an accepted amount. If an officer of an organization is found to be over pointed, the group is notified to hold another election. To avoid extra elections and the withdrawal from campus activities, check your points at every opportunity. According to college regulations, the A .W.S. Executive Council shall, in the spring term, draw up and present to t he college treasurer 43 a proposed budget of funds necessary for the following year. The total amount of the budget will be subject to approval by the Treasurer and Faculty Committee. ARTICLE III ORGANIZATION OF A. W. S. Section 1. Membership. a. This organization is composed of an Ac tivities Board and a Judiciary-Legislative Board. b. The elected members of Judiciary-Legis lative Board shall consist of one repre sentative from each dormitory, one repre sentative of the co-operative houses, two from off-campus houses representatives and sorority houses. The officers of Activities Board shall be president, vice-president, secretary and trea:;; urer. The officers of Judiciary-Legislative Board shall be president, vice-president, and secretary-treasurer. The officers of both 45 boards shall constitute the Executive Council of A.W.S. The president of each board shall have served on her respective board at least one year, not necessarily the year previous, and shall be from the incoming senior class. She shall be nominated by the out-going board and elected by women students in a campus election. The candidate having the highest number of votes shall fill the office of vice-president. The A .W.S. office secretary is a n ex-of ficio member of the Judiciary-Legislative Board. ARTICLE V MEETINGS Section 1. The Judiciary-Legislative Council shall meet once a week on a day designated by the Council. The Activities Board shall meet once each alternate week. Additional meet ings of either board may be called by its president. Section 2. Three unexcused absences from the meetings will automatically constitute recaLl of elected members. Organizations will be fined for each meeting of the Activities Board at which they are not represented. Alternates may substitute for the organization or resi dence representatives. Section 3. The delegates to the A .W.S. convention shall be the Presidents-elect of the Judiciary Legislative Board and the Activities Board. Upon their return from this convention, the 47 delegates will present a report in writing to the Activities Board and the Judiciary Legislative Board. Section 4. Both the Activities Board and .the Judiciary Legislative Board wil1 hold an annual meet ing with the incoming Boards. Officers will read their reports of the year's work and the representatives of campus organizations will read reports of the year's work in that organization. S ection 5. Installation of the n ew presidents will take place in a public ceremony on Lantern Night. ARTICLE VI DUTIES Section 1. The duties of the Activities Board will be : a . To formulate and further such policies and plans as sha!.l be of all-campus interest to women students. All campus projects may be presented to this group by committees or individuals wishing co-operation from women's organizations. b. To act as a coordinating body for women's organizations. c. To prepare election schedules for the var ious organizations. 48 Section 2. The duties of the Judiciary-Legislative Board shall be: a. To hear and judge discipliriary cases and consider judiciary matters. Disciplinary cases shall have the right to appeal to the council In person; ' b. To ,have jurisdiction over house rules. c. To interpret A.W.S. rules. d. To supervise and ve'tify house reports . e. To nominate candidates for the offices of president and vice-president. ARTICLE vir AMENDMENTS Section 1. Amendments may be made to the Constitu tion by a majority of the votes cast by women students of the college at any elec tion specified " by the . Judiciary-Leg!s.~ati\:e Board. Until that time the position shall be filled by an alterna te. ARTICLE VIII BY-LAWS Section 1. The Associated Women Students shall have the power to enact, interpret, and enforce th e by-laws to accomplish its objectives. ARTICLE IX ADOPTION Section 1. This constitution shall be declared in effect upon a majority affirmative count of the votes cast by the women students of the college at an election to be specified by the Judiciary-Legislative Board. 50
