Our organizations are composed of all of you, for upon registration each woman student automatically becomes a member. Both of the Boards h ave been set up to help the individual attain the full satisfaction of college life. In order that you may know more of what is required of you, and also what you may expect of us, this booklet has been compiled. Something new has been added, but something old r emains. The something new includes n ew buildings, new profs, new stu dents, organizations, and fr iends; and the some thing old is a spirit-a spirit that started with the first freshm a n class, was kept alive by succeed ing classes, and as y ears went by, became tradition. The fun you get out of college life, and the memories y ou'll keep are all tied up in these tradi tions. They're not written laws-you can 't put a spirit down on paper-but they are a part of what makes M.S.C. your college. We keep these traditions for others w ho 'll w a nt to make M.S.C. their college too. HIYAH! Give out with a grin now and then! We're a friendly bunch, so try saying HI! GLAD RAGS? WHY? No one has to look like Mrs. Astor's Horse to a mble to classes. Merely iook clean and neat -sweaters 'n skirts-what could look nicer? Slacks? When the weather is cold, yes, but let's not over-do it; and of course coats or long jackets are a prerequisite for this get-up. 16 When it tries to be Spring, shorts are in order only when worn with a coat or skirt. CLASS BOUND! Walk-but on the sidewalk. M.S.C. is noted for its beauty. One of the major reasons is our grass. Be a pal, gal, and let it be like Topsy just let it grow and grow. Cigarette butts are not inducive to struggling grass either, so how about puffin' only where there are containers. THIS THING CALLED LOVE Twelve o'clock and all is well, especially under Beaumont Tower. When H a ndsome Hank gives Pretty Peggy a peck on the cheek (?) at this hour and this place, well-she's officially a co-ed. But the seat on the engagement bench near-by is not reserved for her until she has that rock on number three. When the glad news is dis covered she should be prepared for a shower, and I don't mean by Mother Nature. That gal has a dunking in store. After this comes the serenade. Don't clap don't talk-just turn out the lights and listen. The Fraternity fellows have come to serenade this fortunate Miss, who is dressed in white. How ever, if the serenade is for the whole house, then show 'em your appreciation and clap. A ring or a pin is another call for music. These gals are serenaded by the girls in the house or 17 dorm with "I Love You Truly" when engaged, and "Sweetheart" when pinned. SIS You'll call her your Big Sister, but she's really a friend-in need or otherwise. She'll be knocking on your door before you're hardly unpacked. If you're a bit mixed up, or get lost between the Union and South Campus, give her a buzz and she'll set you straight. OF LANTERNS AND MAY MORNING SINGS Come May first and it's the day for the Tradi tional May Morning Sing at Beaumont Tower. This is when new members of Tower Guard and Mortar Board, sophomore and senior women's honor aries, are tapped. The coeds are chosen for these honors on the basis of service, high marks and extra-curricular activities, so a word to the wise, keep up and aim for those honors. The night before the ceremony, old members serenade at the residences of the candidates. In the morning, the Glee Club takes over the singing, and Beaumont carillon rings out, while the mem- bers tap their candidates. • Lantern night during senior week is a tradition honoring graduating coeds. Women from all the classes gather at twilight, light their lanterns, and w ind across the campus to a meeting place. There, those who have given outstanding service to the 18 college are honored, and the new officers of A.W.S., Tower Guard and Mortar Board are installed. IT'S A MAN'S WORLD There's a place in East Lansing that's not for you. The sign should say, "For Men Only" so don't let anyone send you into the Smoke Shop. It's male territory with no exceptions. MEMORIES - MEMORIES At the J-Hop, the Senior Ball, and the annual Frosh and Soph dances, you'll twirl and whirl in short dresses or formals. Programs go on your pin-up board and memories in your hearts . The spring term costume ball, the Mardi Gras, means a king and . queen eleced by and from the student body. Hold your breath it may be you. IN THE EVENING BY THE MOONLIGHT Students dot the lawn, sitting on blankets and coats, the band shell lights up as twilight falls, and everyone listens. It's the annual Fraternity or Sorority Sing. The prize is the Sing Cup, and winning it three times straight means it goes to that fraternity or sorority for keeps. ON THE FIFTY YARD LINE Sing out good and loud at pep rallies and football games, and cheer with all your might. 19 The Alma Mater and the Fight Song are State's own songs, so learn them quick like a bunny. Nobody always wins, but Spartans are always good sports! THAT'S IT Traditions live from year to year, Don't let them die while you are here. 20 21 Infractions of regulations are dealt with- by the Judiciary-Legislative Board of A.W.S. Each student is required to submit a written statement of the facts to the Board when infraction of regulations occurs. The Board shall use its discretion in trying any case and in deciding the penalty. At all times the student has the privilege of appearing before the Board to appeal her case. 1. REGULATIONS Residence Closing Hours: 10:00 p.m. Monday through Thursday 1 :00 a.m. Friday 12:30 a.m. Saturday 10:30 p.m. Sunday Quiet Regulations 1. Quiet hours a. Afternoons: 1 :00 - 4:00 p.m. Monday through Thursday b. Evenings: 8:00 p.m. continuous Monday through Thursday 1 :00 a.m. to 11 :00 a.m. Friday 12:30 a.m. to 11 :000 a.m. Saturday c. Additional quiet hours may be estab lished by vote of the House Council. 22 d. Visiting after 11 :00 p.m. will be limited to purposes of study ONLY. This is out of courtesy to the roommate and to allow for good study conditions by eliminating excess noise in the dormi tory. 2. Shower hours 6:30 a.m. - Thursday 11:00 p.m. Monday through 1:00 a.m. Friday 6:30 a.m. - 6:30 a.m. - 12:30 a.m. Saturday 6:30 a.m. - 11:30 p.m. Sunday >-f) 3. Radio hours You are asked to have consideration for your neighbors when playing your radio or phonograph. 5. Phonograph hours a. Phonographs may not be played during quiet hours. b . Individuals or groups showing persistent lack of consideration for any of the above quiet regulations will be referred 23 to the House Council, and the follo w ~ng rules will apply: (1) 1st referral to House Council: One weekend night campused (2) 2nd referral to House Council: Case is submitted to Judiciary-Leg islative Board of A.W.S. General rules 1. Smoking rules a. Smoking student rooms and designated smoking rooms. is permitted in b. There shall be no smoking in the hall ways, living rooms, sun porches, phone booths, kitchenettes, stair cases, laun dries, or lavatories. Note: Smoking on sundecks will be decided upon by the House Council. c. Consideration should be shown for the roommate who does not smoke. d. Infractions and enforcement of the smoking rules will be dealt with by the House Council. A second offense will be referred to the JUdiciary-Legis lative Board. 2. Working permits a. Requirement-l.OO all college average and term preceding. b. Procedure (1) Special occasions Obtain permit in advance from the Office of the Counselor of Women. 24 (2) Regular work Petition Council of A.W.S. in advance. the Judiciary -Legislative c. Hours Latest hours permitted for working are 12:00 midnight Sunday through Thursday; 1:00 a .m. after closing hours Friday and Saturday. d. To sign out for working (1) Give name, address and phone of employer (2) Sign out on regular nightly sign out sheet e. Other regulations (1) No dates may be entertained while girl is taking care of children. (2) At all time a girl returning after regular closing hours must be ac companied someone from her place of em ployment, unless other arrange ments are made in advance with the housemother. to her residence by 3. Callers in college residences (in women's residences) : a. Girls may not have callers earlier than 12:00 noon Monday through Saturday. b. Girls may not have callers earlier than 11:00 a .m. on Sunday. c. Men callers are allowed five miniutes 25 to call for girls in the morning before regular hours, but they may not go into the lounges. d. Calling hours for off-campus houses are 4:00 p.m. Monday through Friday. e. Hours when men are permitted in Recreation rooms of women's dormi tories are : (1) Friday and Saturday 9:00 p .m. to 11:00 p.m. (2) Saturday and Sunday 1:00 p.m. to 5:00 p.m. 4. Hours in men's residences: a. Women students may visit men's resi dences under the following conditions: (1) The housemother must be present. (2) Women may not go above the ground floor. (3) Women students may not visit in men's residences during the morn ing hours. (4) Women students may not remain in men's residences beyond the closing hours of women's resi p.m., Monday dences through Thursday; 1:00 a.m., Fri day; 12:30 a.m., Saturday, and 10:30 p.m., Sunday). (10 :00 the maximum Note : These are hours permitted to women stu dents. 26 Individual houses have set up their own more restricted hours to which women students must conform. A copy of the visiting hours of in dividual men's residences is on file in the A .W.S. office. 5. Overnight guests in college residences a. All overnight guests must observe regular college closing hours and must be registered as the guest of a specific student. b. All guests must be arranged for and registered with the housemother in advance. Girls must also state the approximate time of departure. c. Overnight guests are allowed ONLY Friday and Saturday nights. d. Dormitory residents may have three . guests per term. One visit may be considered either Friday and Satur day or just one night. A girl may not be a guest in a residence more than three times per term. e. Special emergency requests for guests during the week must be referred in advance to the Counselor of Women. f. Any infraction of the above rules will be dealt with severely by the Judici ary-Legislative Board of the A.W.S. g. A student hostess is responsible for her guests' behavior and she must 27 assume all penalties contracted by her guest, unless the guest is also a student. If the guest is a student she must assume her own penalty. II. INFRACTIONS Residence penalties 1. A record of late minutes will be kept by the housemother. An accumulation of fifteen late minutes during the term requires that the girl be automatically campused for one week-end night, and is made up as follows: a . First 15 late minutes: 1 weekend night within the following 2 weekends. b. Second accumulation of 15 late min utes: 1 complete weekend (consecutive Friday, Saturday, and Sunday nights) within the the following 2 weekends. c. Third 15 late minutes: 1 full week, to begin immediately following accumu lation. d. Fourth 15 late minutes: 2 full weeks, to begin immediately following accumu lation. e. Repeated breaking of anyone residence rule will be dealt with by. Judici ary-Legislative Board. Campusing 1. When a girl is campused she must: a. Remain in her room after 8:00 p.m. until the next morning. 28 b. May not make or receive phone calls during her period of "campusing. c. May not receive any callers in her room, nor may her roommates have any callers in the room. d . She may have one fifteen minute re cess, but she may not make or receive phone calls during this time. She must notify her housemother at . the beginning and end of this period. 2. In an emergency, campusing may be postponed or rearranged by petitioning the JUdiciary-Legislative Board. An additional penalty may be given in this case. 3. For sudden emergencies, postponement of campusing may be obtained by calling the President of the A.W.S . Judiciary Legislative Board or the Counselor for women. During exam week: 1. If a girl acquires five late minutes which brings her total to fifteen, she must for feit one weekend night. (campused) 2. If a girl acquires any five late minutes during exam week, she must forfeit one week night. (campused) 3. If a girl is unable to complete her cam pusing during exam week because of early departure, the camp using will be carried over until the next term. 29 / 4. If a girl has time to complete her cam pusing and does not do so, her penalty will be doubled and carried over to the following term. III. PROCEEDURES Signing out: 1. For the evening. a. If leaving her residence after 8:00 p.m., each girl must sign herself out on the daily signout sheet. the following on signout b . Include sheet: (1) Exact destination in Lansing or East Lansing, so that you may be contacted in case of emergency, Le., Michigan Theater, Library, A-2 South Campus . (2) ·Time of expected return should be the latest possible return since students are considered late if they return after the time signed out for, even if within closing hours. 2. For functions granted time extensions. a. This includes Lecture-Concert series, evening classes, dances, and other college functions for which a special time extension is granted by A.W.S. 2. Sign out on regular daily signout sheet: (1) The exact function attending. 30 (2) The time granted for return. 3. For work and baby-sitting. a . Work: (1) Sign out for place of work on daily signout sheet. (2) The time granted for return. b. Baby-sitting: (1) On daily signout sheet: (a) Householder's address (b) Time granted for return (2) With housemother (a) Name, address, and phone number of householder. 4. For overnight or weekend absences. a . A girl must sign herself out before 10:00 p.m. on a special signout sheet, the overnight absence sheet, not on . the daily sign out sheet. b. If a student wishes to leave for over night in another college residence, she may sign out later than 10:00 p.m. _ but within closing hours of her resi dence. d. Include: (1) Name of hostess, her full address and phone number. 31 (2) Date and time of de parture. (3) Date and time of expected return. Signing in: (for all above cases) 1. After returning to residence, a girl is honor-bound to sign in the exact time of her return on the sheet on which she signed out. 2. A girl must return within closing hours even if she returns the day before she is due back. IV. PENALTIES Signing out not accordin~· to instruc tions. 1. A girl will receive a minimum of 5 late minutes for failure to sign out on the daily signout sheet. 2. A girl will receive a minimum of 3 late minutes for improper signing out on the daily sign out sheet. 3. A girl will receive penalty from to sign out on A.W.S. for failure overnight absence sheet. 4. A girl will receive penalty from A.W.S. for improper signing out on overnight absence sheet. 5. Students who sign out for one des tination and go elsewhere w ill be dealt with b y A.W.S. unless the house mother is notified and approves the change in plans. 32 For signing in not according to in structions. 1. A girl will receive a minimum of 3 late minutes (maximum to be decid ed by Judiciary - Legislative Board) for signing in on daily sign out sheet incorrectly. the 2. A girl will receive 3 late minutes for failure to sign in on daily sign out sheet. 3. A girl will receive a minimum of 6 late minutes (maximum to be de cided by the JUdiciary-Legislative Board) for signing in on overnight absence sheet incorrectly. 4. A girl will receive 6 late minutes for failure to sign in · on overnight ab sence sheet. 5. A girl will receive 10 late minutes for signing another girl in or out. The girl who has been signed in or out will also receive 10 late minutes. 6. A girl who leaves the residence im properly after 10:00 p.m. when leav ing for an overnight or weekend ab sence will receive a penalty decided by A.W.S. Judiciary - Legislative Board. V. FOR LATE RETURNING: If delayed. 1. Call HOllsemother yourself as to 33 time of expected arrival, if possible, before closing hours. Word relayed by a friend will not be accepted. 2. Wire if you cannot possibly call as to time of expected arrival. 3. Call College 8-1.511 and ask for your Housemother on her private line if your residence switchboard is closed. Penalty. 1. A girl will receive HI late minutes if she fails to notify her Housemother of expected delay, plus the penalty decided by A.W.S. for being late. VI. PERMISSIONS Late Permissions: 1. Definition: A late permission is a 1 % the time beyond hour extension of regular closing hour. 2. E ach student will be granted a maxi mum of six late perm issions a term. A student should consider Late Permis sions a privilege. This privilege may be restricted or withdrawn by A.W.S. or the college if the necessity arises. Use of late permissions in excess of allotment will be severely dealt with by the Ju diciary-Legislative Council. Students are therefore urged to keep track of their permissions and to check with the Housemother in advance if in doubt as to the number already u sed. 34 3. Arrangements for using a late permis sion must be made with ' the House mother before closing hours by signing directly with the Housemother on a special sheet as well as noting "late permission" on signout sheet. The student must personally telephone ' her Housemother directly, before her expected time of return to request use of a late permission and confirm its use on the special sheet when she ret;;'rns. the regular 4. The penalty for incorrect signing in or out for a late permission will be three late minutes. 5. Conditions governing use of late per missions: a. They may be used at the discretion the student, but only Sunday of through Thursday nights. b. Only one may be used in anyone night. c. A girl using a late permission may return before 11 :30 p.m. but may not leave her college residence after the regular closing hour, nor maya girl come in and then go out during the time of her special permission. d. Late permission during the week up until 12:00 midnight may be arranged in advance with the Housemother by forfeiting one weekend night (not 35 the coming Sunday) within two weekends for the extra half hour past time allowed with the permis sion. e. All college functions covered by the student activity book may be attend ed without using a late permission. f. All college functions not included under "5" will require the use of a late permission. The Judiciary-Leg islative Board will publish a list of functIons which do not require late permissions each week. g. Permission for plays, concerts, and lectures held in Lansing covers the duration of the program plus direct return to the residence. One late permission covers each such approved program. The Housemother must be notified in advance and the ticket stub must be presented to her upon return. 6. Cancellation: If a student does not use her late permission after requesting it, she must so report to the Housemother directly upon her return to her resi dence in order to save this permission for another time. 7. Use of late permission Sunday night: A late permission Sunday night allows a girl to remain out until 12:00. When women are returning from out-of-town, 36 they should pI n to be in East Lansing by 10:30 and use their permission' only In case of emergency. 8. If a girl returns after 12:00 Sunday late night she will receive straight minutes. Overnight Permissions: 1. Permission to be absent from a college residence to stay overnight or longer must be sent directly by the parents to the Housemother before the student may be permitted to leave her college residence. This may be covered by the A .W.S. "yellow slip" sent by parents to the Housemother. the Housemother each 2. Permission to stay in an out-of-town hotel must be sent directly from parent to individual time a girl wishes to stay overnight in a hotel. The ·Michigan League in Ann Arbor is considered a hotel. 3. A student is permitted to remain over night in a Lansing hotel ONLY with her parents, and then only if her par ents talk to the Housemother directly. 4. Each student may have one overnight permission in EITHER Lansing OR East Lansing (within city limits) each term which can be taken at any time pro viding she has permission as stated in this section. This Part 1 or 6 of 37 means one night, not a complete week end. 5. Each student is granted two overnight permissions in another college residence a term which can be taken at any time that guests are allowed. A college res idence is a residence where hours are kept, i.e., dormitory, cooperative house, approved off-campus house, or sorority house. 6. Senior privileges are granted only to anyone student and only once during spring term. Special Permissions: 1. Women may leave their residence be if they consult their fore 7:00 a.m. Housemother the night before. 2. A girl who finds it necessary to return between 11:30 p.m. on week nights (or 12:00 midnight Sundays) and 7:00 a.m. must have special permission from the Counselor of Women in advance and must make arrangements with the Housemother. 3. College residences close officially at 8:00 p.m. of the final night of exam period. Any girl wishing to remain in a college residence latex than 8:00 p.m. on this night or more than 24 hours after her last exam must see the Couns elor for Women. 4. Consult the office of the Counselor 39 for Women at all times for any special ' consideration. They will be able to advise you properly. VII. GENERAL INFORMATION: Final Examination Week Rljgulations 1. Regular closing hours will be observed during final week. Late permissions may be used. 2. Quiet hours are continuous. They be gin the night before examinations start. House council may set the beginning day ahead. 3. Students must leave their residences no later than 24 hours after their last ex amination. 4. Guests are not permitted the weekend preceding finals nor at any time during exam periOd. Other Regulations 1. Individual houses may decide whether or not Senior women (with Senior Per mission) may have guests between 10:00 p.m. and 11:00 p.m. 2. Senior women must leave their resi dences 24 hours after graduation unless the Judiciary-Legislative Board sets a different time. 3. After graduation all senior hours are void. The Merit and Limitation Board, a committee working under A .W .S. Activities Board, has two purposes, that of fostering interest and partici pation in activities and that of limiting an in dividual's participation. The latter is for protec tion from carrying too many a ctivities and en dangering scholastic standing, and for preventing the monopoly of campus offices by a minority of students. Membership and individual offices held in the various organizations are awarded set points cor related with the time and energy devoted to the groups. For each class in college a certain number of points are allowed: 25 points. 40 points. Freshmen - Sophomores - Juniors - Seniors - 50 points. 60 points. An up-to-date filing system is maintained by the board. A file, which lists activities of all coeds in each dormitory, "co-op" and sorority house and one in the A .W.S. office for off-campus women supplies the board with information. It shall begin on the first meeting following their election, and shall end after the joint meeting with the incomiJ;lg council the following spring term. ARTICLE -IV OFFICERS AND ELECTION Section 1. The officers of Activities Board shall 52 be president, vice-president, secretary and treasurer. The officers 'of Judici ary-Legislative Board shall be presi dent, vice-president, and secretary treasurer. The officers of both boards shall constitute the Executive Council of A.W.S. The president of each board shall have served on her respective board at least one year, not necessarily the year previous, and shall be from the incoming senior class. She shall be nominated by the out-going board and elected by women students in a campus election. The candidate having the second highest number of votes shall fill the office of vice-president. The remaining officers will be nominated and elected by the members of the in coming board at its first meeting. Section 2. Duties of the officers: a. The presidents will call and preside over all meetings of their respee:tive boards. They will have power to make all committee appointments with the approval of the Executive the Council. They will perforrn general duties of an executive. The president of Activities Board attends Student Council. The president of Judiciary -Legislative Board presides over meetings of the Executive Council. 53 b. The vice-presidents will assume the duties of the presidents in their ab sence. They will be responsible for all publicity concerning the orga nization, maintain a scrapbook, and the A.W.S. bulletin board. c. The secretary shall record all min utes of the meetings and ' take care of all correspondence. d. The the treasurer shall perform duties that regularly pertain to this the office and shall. advise with College Comptroller. e. The A.W.S. office secretary is an ex-officio member of the Judiciary Legislative Board. ARTICLE V MEETINGS Section 1. The Activities Board shall meet once each alternate week. The Judiciary Legislative Board shall meet once a week on a day designated by the Council. Additional meetings of either board may be called by its president. Section 2. Three unexcused absences from the meetings will automatically constitute recall of elected members. Organiza tions will be fined for each meeting of the Activities Board at which they are not represented. Alternates may 54 substitute for the organization or resi dence representatives. Section 3. The delegates to the A .W.S. conven tion shall be the Presi dents-e~ect of the Activities Board and th~ Judiciary Legislative Board. Upon their return from this convention, the delegates will present a report in writing to the Ac tivities Board an,d the Judiciary-Legis lative Board. Section 4. Both the the Activities Board and Judiciary-Legislative Board will hold an annual meeting with the incoming Boards. Officers will read their re ports of the year's work and the rep resentatives of campus organizations will read reports of the year's work in that organization. Section 5. Installation of the new presidents will take place in a public ceremony on Lantern Night. ARTICLE VI DUTIES Section 1. The duties of the Activities Board will be: a. To formulate and further such pol icies and plans as shall be of all campus interest to women students. All campus projects may be present- 55 ed to this group by committees or individuals wishing co-operation from women's organizations. b. To act as a coordinating body for women's organizations. c. To prepare election schedules for the various organizations. Section 2. The duties of the Judiciary-Legislative Board shall be: a. To hear and judge disciplinary cases and consider judiciary matters. Dis ciplinary cases shall have the right to appeal to the council in person. b. To have rules. jurisdiction over house c. To interpret A.W.S. rules. d. To supervise and verify house re ports. e. To nomina te candidates for the of fices of president and vice-president. ARTICLE VII A M ENDMENTS Section 1. Amendments may be made to the Con stitution by a majority of the votes cast by women students of the college at any election specified by the Judiciary Legislative Board. Such amendments must be posted in dormitories, A.W.S. office, women's in written form 56 gymnasium and other women's build in gs ten days before the appointed date of the election. Amendment I ARTI CLE 3 SECTION 1, b If a dormitory, co-op, or off-campus representative to the Judiciary-Legis lative Board withdraws from her posi tion because of change of residence or for other reasons, the Board shall call an election to be held within the fol lowing two weeks to fill the vacant position. Until that time the position shall be filled by an alternate. ARTICLE VIII BY-LAWS Section 1. The Associated Women Students shall have the power to enact, interpret, and' enforce the by-laws to accomplish its objectives. ARTICLE IX ADOPTION Section 1.
