10592 MINUTES OF THE SPECIAL MEETING OF THE MICHIGAN STATE UNIVERSITY BOARD OF TRUSTEES July 10, 1997 President McPherson called the special meeting of the Board of Trustees to order at 8:40 a.m. in the President's Conference Room, Trustees present: Dolores M. Cook, Dorothy Gonzales (via conference telephone call) s Colleen McNamara, Donald W. Nugent, John D. Shingleton, Bob Traxler, and Robert E.- Weiss, Trustee absent: Joel Ferguson. University officers present: President McPhersons Provost Simon, Secretary Pogel, Vice Presidents Wilkinson and Denbow. Others present: David Bye!ich, Martha L. Hesse, Paul M. Hunt, and Faculty Liaison David Grummon and Student Liaison Tim Tesmer. All actions taken were by unanimous vote of the Trustees present, unless otherwise noted. 1 On a motion by Ms. Cook, supported by Mr. Nugent, THE BOARD VOTED to approve the proposed agenda. There were no requests to address the Board of Trustees on issues germane to the agenda or other issues. Gast title changed from: Acting Vice President to Vice President Adoption of Operating Budgets for 1997-98 1) 2} Thornton, Dozier, AN-Associate Dean, Graduate Schooli Professor, Department of Geography, to change title to Acting Dean, Urban Affairs Programs, and at a salary rate of $100,000, effective July 1, 1997- Gast5 Robert G., AN-Acting Vice President/ Office of Vice President for Research and Graduate Studies; Professor, Department of Crop and Soil Sciences, to change title to Vice President, effective July 1, 1997. On a motion by Ms. Cook, supported by Ms. McNamara, THE BOARD VOTED to approve the Appointments and Other Personnel Actions. 4. Adoption of Operating Budgets for 1997-98 It was recommended that the Board of Trustees adopt the revised 1997-98 operating budgets for the University General Fund, the Michigan Agricultural Experiment Station, the Michigan State University Extension Service, and Intercollegiate Athletics. On a motion by Ms. Cook, supported by Mr. Nugent, THE BOARD VOTED to approve the recommendation. The vote was 6 to 1. Trustee Traxler voted No. President McPherson reported that the Higher Education appropriation adopted by the House and Senate includes a 4.2% increase for Michigan State. The Governor is expected to sign the bill. A supplemental bill has also passed both chambers that would provide Michigan State an additional $1.8 million, and authorization to retain architects and continue planning for the new Science Building- r i i l July 10, 1997 Trustee Weiss1 commented on the inequity of appropriations to the State universities. President McPherson responded that the University needs to continue to focus on the per student number. Michigan State has a mission, as well as it being an expectation of the State, that a certain group of students will be provided a high-quality education. Universities in Michigan have done especially well compared to many other states, and Michigan State, specifically, recognizes and appreciates that. President McPherson reported there had not been a request for the Board to meet in Executive Session. Tim Tesmer, Student Liaison representative of the Council of Graduate Students, reported on a "potentially crippling piece of legislation" included in the U.S. House version of the budget to eliminate 117D of the Tax Code/ 1170 currently allows graduate students to receive tuition waivers without having to pay taxes. The proposed legislation has the potential to force many graduate students out of school because they will no longer be able to afford to attend- Tim encouraged Board members to help graduate students lobby the House committee members to retain 117D in the tax code. 10593 Adoption of Operating Budgets for 1997-98 continued Request for Executive Session - None Council of Graduate Students repre- sentative report on legislation Trustee Weiss said that the MSU Washington should make a strong McNamara supported Mr. Weiss. administration and our stand in opposition to representatives in the bill.
