The secretary presented a request from the Ionian Society for permission to build a building upon the campus. ORGANIZATION. , ' Organizar*" tion of Extension Division j 1st. That a new Division be organized to be known as the Extension Division and shall rank equally with the other divisions of the institution. This division • shall be in charge of a man whose title shall be Director of Extension Work and Professor of Agricultural Extension. It is not the intention that he shall teach but he should have the title of Professor in order that he may be a member of the Faculty. 2nd. This Division shall include the following: a. County Agents. This includes all County Workers. r . b. Extension Specialists including those attached to the several depart- j ments of the College and those employed independently of such departments. c. Boys* and Girl3» Club Work. d. Farmers* Schools. e. Farmers1 Institutes. f. Correspondence Courses. g. Traveling Libraries. h. Farm' Management. 3rd. That it shall be the function of the Director of Extension Work to arrange working plans for the various factors in the division, and to work out the i details of the cooperation with' the u. s. Department of Agriculture under the pro- I visions of the Act of Congress known as the Smith-Lever Act. In doing this, he shall confer with the Deans of the different Divisions concerned with a view to se-; curing their harmonious cooperation, and it should be his aim as soon as possible to make the various lines ; of work conform to the requirements of the Act of Con- I gress above mentioned, with this purpose in view, it i3 recommended that the present legislation in reference to Farmers' Institutes be, if possible, so modified as to permit this work to'be wholly credited under the cooperative projects, but until this can be done, an effort should be made to adapt the work of Farmers' .In stituted to the above conditions as far as possible. j 208 i it lj-th. Reports on Extension Work shall be made by each County Agent and Exten sion Specialist to the Director who shall report for his Division to the President at the end of the College year. f8 •5thi That it 3hall be the duty of the Director of Extension Work to provide the necassary blanks and receive the applications of Counties for County Agricultur al Agents and to recommend the apportionment of expenses and suitable persons for appointment as such, it being understood that the appointment of County Agents rests v/holly ?fith the Board of Agriculture . 6th.- The Director shall issue ail requisitions for expenditure of funds and classify -and approve all accounts and bills before presented for payment. 7 th.- That the functions of the various branches of Extension Work as named in paragraph two shall be as follows: — ; • a. b. it shall be the duty of the JExtension Specialist to give demonstrations ; ' : of the best farming and house-hold practices in their several lines and to assist in such other educational work as may be required ~ay the Director. They should cooperate with and assist the County Agents in organized counties. No work should "be undertaken in organized counties without first consulting the County Agent. Ex tension Specialists should take the initiative in extensionwork in counties not employing County Agents. These specialists shall be admini3tratively under the control of the Director but at all times shall be responsible to the various departments for the subject matter taught. The immediate supervision of the Extension Specialists will he assigned to the various department heads during such seasons of the year a3 the work can be more efficiently administered in that way. Extension Specialists shall be recommended for employment cooperatively by the Director and the head of the department directly concerned in the work. c. The Boy3* ana Girls * Club Work shall consist in organizing the rural young people for the purpose of interesting them in the things that pertain to rural life. There should be such demonstration and other instructional work given and such club s for competitive production organized as will best attain thi3 end. d. Farmers' Local schools and schools for instruction in Home Economics shall be organized where they are desired and the Director finds it practical to do so, and these shall be in charge of such instructors as the Director may appoirt , it being the purpose in each case to demonstrate to the rural people the "best scientific practice that is applicable to their conditions. e. farmers1 Institutes shall consist of one or two day meetings at con venient points under the immediate control of a Superintendent of Institutes, and . the speakers shall be such only as are thoroughly equipped to discuss their special subject. The teaching should be as far as possible demonstrationai, and confined to the subjects- that are of direct interest to Agriculture and Home Economics. f. Correspondence Qourae3 shall be organized under the direction of some sui table person and shall embrace such courses in Agrieulture and Home Economics as can profitably be pursued by rural people. g. AS soon as there are suitable Horary facilities at the College, arrangements should be made for a system of Traveling Libraries that will put with in the reach of the rural community literature suited to its needs. n» Farm Management shall be considered a department of the Extension Division and shall be under the direction of the Director of Extension. A study of market and marketing conditions should be inaugurated w soae suitable person under the direction of the Director of Extension Workas provided in H.E. Act Ho. 50, and it should be the purpose of this movement to encourage cooperative marketing among farmers. Sth. That the Director, with the approval of the administrative officers in cluding the Deans of the Divisions concerned, 3hail puclish such bulletins as may he needed in a series to be known as the Extension Series. 9th. In order that Extension Specialists may keep in close touch with the wo*k- of the institution, and be able to carry out to the various fields of work the latest and best from the College, it is recommended that they all be required to reside at the College. 1 10th. As often as once each term, the Director shall call in conference the administrative officers of the College and the Deans and Heads of Departments who are concerned with any phase of extension work.- This body shall be known as the Extension Council and the Director shall be the presiding officer. All general policies in relation to extension work shall be here discussed, to the end that the Director may profit by the advise and council of those who are concerned with the work of the Extension Division. State Board of Agriculture:- ^ - : : ^ .. : : About sixteen years ago there was established in this institution a department of Bacteriology. This department, in addition to other lines of work, became strong and very active in the field of Animal Pathology. It has rendered very valuable service to the Veterinarians and Live Stock interests of .the state. When the Veterinary division was established some ten years later, it found the field of Pathology, which should be the connecting link between the •Veterinary division and the Live Stock interests of the state, well established in the Bacteriology department. The work has been carried: on very efficiently by this department because it has been in charge of men who were trained Veterinarians as well as good Bacteriologists. " jEstablish- iment of depts. of 1Anatomy and 1 Animal Path ology The field of Pathology, however, seems to belong rightfully to the Veterinary division and without any opportunity to be active -in -this- field before the Veterinarians and the Live Stock men $f the state, the division must remain somewhat in the back-ground. As you well know, this condition of affairs has caused considerable friction and embarrassment. This trouble has been the natural outgrowth of our plan of organization and not due to an unwillingness on the part of any one to cooperate. After having tried various plans, I recommend: 1. That there be established in the Veterinary division a department of JAnatomy and a department of Animal Pathology and that the latter branch of work be itransferred from the Bacteriology department to the Veterinary division. That the itransfer as a part of the Animal Pathology department include also the preparation •and distribution of hog cholera serum with all the equipment in connection therewith jexeept that the hospital in connection with the Bacteriology department remain in ;charge of said department but may be used cooperatively by this department and the ^division of Veterinary Science. I 2. That the field and extension work in Animal Pathology and the examina tion of all diseased animal tissues be carried on by the pathological department of ithe Veterinary division. I'--: 3. That the research work in tuberculosis, contagious abortion, hog cholera and other infectious animal diseases.also the instructing of Veterinary students in Bacteriology remain *«aa&ift in the Bacteriology department. ^, That Dr. E. T, Hallman, who is now Assistant Professor in the Bacteriology department in charge of Pathology work, be transferred to'the Vet erinary division and made Associate :; Professor of Animal Pathology. Also that Dr. P. w. Chamberlain, now Assistant Professor of Comparative Anatomy in the Veterinary division, be raised to the rank of Associate Professor and placed in charge of the department of Comparative Anatomy and that their salaries be respectively $2100.00. ' On motion of Mr. Waterbury, Director Baldwin was authorized to employ Mr, J. 23". '"'*•• The committee on Buildings and College property made the following recommendation which was, on motion of Mr«, Waterbury, adopted: First, That the sheep barn at the Upper Peninsula Experiment Station be completed as originally planned; second, that an addition be built on the special chemical laboratory in the rear of Wells Hall; third, that the repairs and**1,118 author! alterations requested by Prof. Anderson for the dairy barns be carried out; and fourth that the matter of changing the level of the floor in a portion of the chemical laboratory be referred to the architect for report at a future meeting of the Board. On motion of Mr. Waterbury, the following resolution was adopted: RESOLVED: That the administration of House Enrolled Act So. 77, in relation to the inspection and analysis of commercial feeding stuffs, and of House Enrolled Act No. 121+, in reference to testing and standardizing galvanized wire fence, be placed in the hends of the Chemist of the Experiment Station. The truss alignment is very poor, showing a lateral variation of over 2 inches. Report concerning farm lane bridge. The vibration is excessive due to an entire lack of rigid details. The posts are improperly and really not at all connected to floor beams. Both posts and chords are entirely lacking inlacing and the battens are at too infrequent _ ; intervals to be at all effective. The hangers are seriously deficient m not having upset ends. Finally - it is concluded that any further addition of weight to this structure is to be considered as seriously inadvisable." M mm iS||:;i.:.- My first inspection of this bridge made over twenty years ago easily I ; classified it as one of a type quite common in this country, of indifferent de- : sign and very poor construction. A partial stress diagram on file in my office ; made by Prof, R. C. Carpenter, presumably before the bridge was purchased, in- ] dicates that relatively light loading was proposed, and evidently this intention ! was carried out. The bridge was and is capable of sustaining only the lightest I "country traffic." Any significant addition to its floor system will reduce its \ capacity. ! A good plank flooring, renewed when necessary, is the consistent thing 1 to use with this bridge.
