I The President presented a communication from M r * 1. A. Clinton of Washington, D.C, requesting free tuition for his daughters in attending College. On motion of Mr* Woodman, the following resolution was adopted: Whereas, application has been made by Mr* Clinton of Washington, D*C*, for free tuition for Ms daughters one of whom attended M. A. C. for the first time last year, on the ground that he was a resident of Michigan before going to Washington, be it RESOLVED, That inasmuch as in all similar cases in the past the student has been treated as a non-resident, it would seem inconsistent and unfair to adopt a different ruling and establish a precedent at variance with former action by t&e College. On motion of Mr. Graham,the following persons are to be given the Bachelor of Science degree when approved by the faculty-: -f -Florence S. Vaughan (Agricultural Course) Charles Ellsworth Plumstead (Agricultural Course ) Russell Jacob Hagy (Agricultural Course) . On motion of Mr* Woodman, the appropriations for Extension Work and Farmers Institutes, and the recommendations contained in the following communi cations from Director Baldwin, were approved* Sept. 15, 1915* Pres. J. L* Snyder, East Lansing, Michigan. Dear President Snyder:- Enclosed herewith is a copy of the budget for Farmers Institutes for the fiscal year ending June 30, 1916» The larger items under "Institute Lectures" (2*0 and "Traveling Expenses" (27) are more than previous years, and in view of thefact that, additional services are being offered to the people through the "One Week Extension Schools" I believe these could be reduced as recommended* I wish to suggest a reduction in items 1, ^, 5 and 25, as indicated in Column No*2. These items are largely to defray the cost of printing and distributing the annual report. The place of this report will be largely filled by the new bulletins of the Experiment Station and Extension Division which are being planned at present. Such material, if published in the series of extension bulletins can be made more representative of the College, the expense of printing can be defraj^ed out of the Lever fund, and the mailing can be done under the frank. I would recommend that the publication of extension material in Farmers' Institute Report be discontinued, and that this report be confined to a record of the work accomplished and-funds expended. This resignation, when received by the Board, was by motion "placed on the table11 where it still remains. Everything is now in readiness for the opening of another year. The prospects for a very large entering class are more than encouraging. The teaching force, class schedules, laboratories and equipment are in first class condition. Any member of the faculty whom you might place in charge for the present should, and I feel assured would, carr3r the institution forward success fully until some one can be placed permanently in the position. Coming to this task in his early manhood, Dr. Snyder, with optomistic vision and with an energy and ambition prophetic of success, devoted himself unstintingly to building this starved and struggling school, worthy but unrecognized, into its present splendid proportions, daily growing in efficiency and a recognized power in modern education.
