Board of Trustees Meeting Minutes – 1868 [Begin page 168] Special Meeting of the Michigan State Board of Agriculture at the office of the Secretary in Lansing, Tuesday evening, January 14th, 1868. Present – Messrs Wells, Prutzman, Hosford, Knapp, Abbot, & the Secretary. The minutes of the last meeting were read & approved. After a general discussion, without special action, the Board adjourned till tomorrow morning, at half- past 8 o'clock. [Reports] Wednesday morning, Jan. 15th. Board met. The Re- ports of the Superintendents of the several Departments of the Agricultural College were read & accepted. it was [ " ] Resolved, that so much of the Report of the Superin- tendent of the Farm as related to the system of [cropping?] proposed for 1868, be accepted & adopted. [Experiments] Resolved, that Dr Kedzie be directed to carry out the experiments proposed to be made by him for the current year – the President of the College to designate the class from which students are to be taken to perform the labor. [ " ] Resolved, that Dr. Miles be directed to carry out the experiments reported by him. [New Bdg. Hall] Resolved, that W.H. Mallory be requested to pre- pare plans & specifications, conforming generally to the plans submitted by Mr Rockwell, for a new College Boarding Hall. Adjourned to 8 O'clock tomorrow morning. Thursday, Jan 16th. Board met at the specified time. Mr Carpenter appeared with the other mem- bers. [Corn Hill or Drill] Resolved, that the Superintendent of the farm be in- structed to plant one half the field (No. 6) which he pur- poses to plant to corn the present year, in hills in the usual way, & one-half in drills; Keep an account of the labor of cultivating each division, & [illegible in original] & report on the yield corn & fodder. Resolved, that the recommendations of Prof. Prentiss in regard to operations in the Horticultural Department [End page 168] [Begin page 169] for 1868, be adopted, & that he be directed to cary out the same as far as practicable with the labor at his disposal. [Evergreens Apple Trees] Resolved, the the Superintendent of the Horticlutlral De- partment, be instructed to carry out as soon as practicable the provisions of the resolution passed by the Board April 16th , 1867, in reference to planting evergreen trees along the bank between the pear-orchard, vegetable garden & fruit garden & Cedar river, & also to plant apple trees as the resolution specifies. Resolved, that the sum of Four Thousand Dollars be drawn from the State Treasurer into the hands of the Treasurer of the Board. Resolved, that the President & Secretary of the Board be authorized on or after the 2 day of March next to draw the sum of Five Thousand Dollars from the State Treasurer into the hands of the Treasurer of the Board [ R ] [Bills] Resolved, that the Secretary of the college & the [illegible in original] [illegible in original], be intended to visit on Statement of all College bills by the Students of the College, when they be- come due. [ R ] [Winter Board] Resolved, that no student shall be allowed to board in the College Hall during the winter vacation to exceed the first three days after commencement, except by per- mission of the President, & only on payment of his board in advance or if he is at work for any department, the application of his first wages to the payment of his board [Extra Wages] Resolved, that no student shall be paid during the continuance of the term, a higher rate of wages for extra labor than that passed by the committee on wages [ R ] [Advances] Resolved, that an advance of $20 be required of each student at the commencement of each term, as an advance on board; said advance to re- main with the Secretary until the final settlement of the student for the year. [Daniells Resignation] Resolved, that the President of the College be authorized to accept the resignation of Prof. Daniells, should it be tendered provided Prof. D. will receive no further salary _ that is, beyond remuneration for services actually rendered. [Successor] Resolved, that the President of the College be author ized to spend the sum of $350. to furnish [illegible in original] in the Laboratory for the year 1868, in case of the resigna- tion of Prof. Daniells. [Expenditures] Resolved, that the following purchases & expenditures be authorized by the Board: A stove for Boarding-Hall by Mr Rockwell. A horse for the Horticultural Department, by Prof. Prentiss Two mowing machines for the Farm by Dr Miles. $100 for drain tiles, by Dr Miles. $100 to Committee on building new College Hall. Adjourned. Messrs Wells, Gage, Carpenter, Prutzman, Knapp, Abbot, & the Secretary. The records of the last meeting were read & approved, as modified. The following resolutions were passed: [ R ] [Privies] Resolved, that the privies of the Boarding Hall (that near the barn of the Horticultural Department not in cluded) be removed from the charge [illegible in original] of the Horticultural Department into that of the Farm. [ R ] [Manure] Resolved, that after the present spring & summer the rule giving the Horticultural Department 12 loads of man- ure from the barns of the Farm Department, be rescinded. [Diploma] Resolved, that the President of the College be authorized to have [illegible in original] off 30 copies of the Diploma, on parchment. [Kedzie Experiments] Resolved, that Dr Kedzie have the management the present year, for the purposes of experimenting of the piece of clover west of the President's house; & of a sufficient piece lying north of the old avenue running between Professors' & President's & west of the line on which the old fence west of Dr Miles's house lately was situated. [ " ] Resolved, that Dr Kedzie is authorized to contract for ex- tracting the stumps & ploughing the ground assigned to him for experiments with cultivated crops. [Stumping] [Draining] Resolved, that Dr Miles be authorized to stump & clear fields No 6 & No 8, & to make a tile drain from No 6 through that portion of No 8 to be cultivated the present year. [ " ] Resolved, that Dr Miles be authroized to extend the open drain passing through fields No 6 & No 8 to the south line of Field No 10. [Lawn Plans] Resolved, that Professor Prentiss be requested to present to the Board, through the Faculty of the College, a general plan for the improvement of the grounds not [illegible in original] property in the Farm Department. [End page 171] [Begin page 172] [Roads] [IOrchard] Resolved, that for the present (awaiting the Report called for in the last resolution) the laying out of the roads from the entrance on the Plank Road to the various houses, & the planting of the or- chard southwest of the Boarding Hall, be deferred. [Painting etc] Resolved, that Professor Prentiss be authorized to have the Green-House & the new barn painted, & to complete the barn by constructing a ventilator & ducts for hay. [Land Grant] Resolved, that the Board believe it would be for the in- terest of the Agricultural College that the lands granted by the United States Government for the endowment of this In- stitution should be offered for sale by the Agricultural Land- Grant Board, at the price of Five Dollars an acre, or more as the patents can be obtained therefor. [Big Marsh Exchange] Resolved, that Dr Miles be authorized to exchange with Mr Bennett parcels of the large marsh, to wit: N.E. 1/4 of N.W. 1/4 of Sec. 1, Lansing, E. 1/2 of N.E. 1/4 Sec. 36 DeWitt, E. 1/2 of S.W. 1/4 and N.W. 1/4 of S.W. 1/4 of Sec. 25 DeWitt, and W. 1/2 of N.E. 1/4. Sec. 26, DeWitt, for an equal number of acres on Sec. 1, Lansing, Sec. 36, De Witt and Sec. 30, Bath _ amounting to 320 acres _ the pro- posed exchange to involve no payment of money to Mr Bennett, and Mr B. to give the college a clear & [perfect?] title to said lands. [End page 174] [Begin page 175] The Committee on Employe's submitted the following Report: [Allen – Stowe Foreman] Since the last meeting of the Board, Mr Albert F. Allen has resigned his place as Foreman of the Farm, & Mr C.C. Stowe has been employed in his place, with the same duties & same salary ($400 per an.) as Mr Allen was [having?]. Mr Stowe was foreman of the Farm in 1865, & is personally known to most of the Board of Agriculture. [Asst. Foreman] Mr G.W. Harrison, who has been employed as assistant Foreman on the Farm, has tendered his resignation, & we recommend its acceptance. Justus Gage, Chairman. The Reprot was accepted & adopted. The committee on building a Green-House & Barn for the Horticultural Department, submitted the following statement, which was accepted: [Green House & Garden Barn] The Green-House & Barn have both been com- pleted, except painting & some additional shelving in the Green-House. The Green-House was made according to a plan approved by the Board. Cost of Green-House to date _ _ $1662.10 Additional shelving will cost _ 60.00 Painting will cost __ 98.00 Making total cost of the building __ $1820.10 Cost of Barn __ 679.71 Total cost of both __ $2499.81 The bills for Green-House & barn have all been paid, except for work to be done as above, and vouchers filed with the President of the college. These vouchers have been examined & approved by the Committee of the Board on Accounts. Prof. Prentiss, under whose charge the work was one, thinks the cost of the Green-House would have been 15 or 20 per cent less had it been possible to commence building [illegible in original] enough to have avoided the short & cold days & muddy roads of November & December. [Entrance] Resolved, that the entrance to the College grounds from the plank road, be changed from its present position to the one last chosen by Faculty vote. Present, Messrs Wells, Gage, Carpenter, Prutzman, Knapp, Hosford, Abbot, & the Secretary. President Abbot reported (verbally) that a new roof, of the same material as the former one, had been put on the Boarding-Hall, & paid for. The following resolutions were passed: Resolved, that the sum of Five Thousand Dollars be drawn from the State Treasury into the hands of the Treasurer of this Board. Resolved, that this Board hold a special meeting at the office of the President of the College, at 9 o'clock A.M. of Tuesday, November 10th, next. Resolved, that this Board hold a special meeting at the Michigan Exchange, Detroit, at 7 o'clock, P.M. of Wed- nesday, September 16th, next. [Dr Miles Extra Salary] Resolved, that hereafter Dr Miles be paid $3000 a year additional to his salary in consideration of his services as Superintendent of the Farm during the winter vcation of the College. [Experiments] Resolved, that after this year, the experiments in field crops & grass lands be conducted by the professors of Agriculture & Horticulture. [Studies] [French & German] Resolved, that the Faculty of the College be authorized to make such changes in the course of study as will per mit more extended courses in Chemistry, Zoology, Botany, Practical Agriculture, etc, to take the place of other studies for such students as desire it, & also to introduce a year's study in French & the same in Ger- man, if it should be deemed expedient. [Insurance] Resolved, that President Abbot be requested to effect an insurance upon the main College building of $8000, upon the Boarding-Hall of $6000, & upon the barns of $4000, for one year, at the lowest rates practicable. It was [New Hall] Resolved, that Mr Knapp be authorized arrange for a meeting of himself, Mr Rockwell, & Mr D.H. Mallory, architect, to perfect plans, specifications & estimates of the proposed new College building, previous to the meeting of the Legislature. Resolved, that Mr Rockwell be authorized to paint & paper the Dining-Room in the Boarding-Hall. [Steward, Salary] Resolved, that the salary of Mr Rockwell, as Steward of the Boarding Hall, from & after the first of December next, be at the rate of Six Hundred Dollars a year. [Estimates] Resolved, that an appropriation of Twenty Thousand Dollars a year, for the years 1869 & 1870, be asked of the Legislature to defray the current expenses of the College. [Buildings] Resolved, that means be asked of the Legislature to creat additional College Buildings. [Cook, Prof. Zool. & Ent. $1500.] Resolved, that Mr A.J. Cook be hereby appointed Professor of Zoology and Entomology, with a salary at the rate of Fifteen Hundred Dollars ayear. [Tracy. Instruct. 1000.] Resolved, that Mr W.M. W. Tracy be hereby appointed Instructor in Horticulture, with a salary at the rate of One Thousand Dollars a year.
