Chas, E, 
Greening* 

On motion of Mr» Doherty, the following report from Prof. Eu at ace in 

relation to a conference with Mr, Chas. S. Greening, was received. 

During the past  summer, Mr, Charles E. Greening, President  of the 

Greening Nursery  Company of Monroe, has been active in creating a propaganda for 
the appointment of a State Commissioner  of Horticulture,  To determine just what 
his interest  in doing this might be, Mr, Greaing was visited by President Ke.daie 
and myself on October 26th.  Upon inquiring of him what  duties he thought  a 
Commissioner  of Horticulture should be charged with, he handed out the attached 
sheet.  After going over each item on this sheet, it was pointed out that many 

of these lines of proposed work are now being looked after by the various de 

partments of this College,  Some of the others could properly be looked after 
by horticultural extension workers and it is hoped this may be done as soon as ^ 
sufficient funds are available, 

Mr, Greening was very frank in his criticism of what he termed the 

lack of efficient work in orchard and nursery  inspection and this seems to be 
the most important  reason he had for wanting a State Commissioner  of Horticulture* 
* 
apparently  that this officer might  enforce the orchard and nursery inspection 
laws better than he claims they have been enforced.  He cited instances where 
his company has been unable to secure relief from old and scale infested orchards 
adjacent  to their nursery property. 

The orchard and nursery inspection duties in this State certainly are 

very large and are rapidly becoming heavier every year and unquestionably/ 
should have the entire time of a capable man with enough assistants or deputies,

B. F. Kindig be appointed State Inspector of Apiaries and Instructor in Bee 

keeping, to succeed Mr. P. E. Millen who has resigned, his appointment  to take 

effect Jan. 1st and his salary to be #1000.00 paid from the State appropriation 

for inspection work and #1*00.00 from the College for his work as Instructor, 

was approved. 

On motion of Mr. Doherty, the request  of Prof. Steward that Miss 

Caroline Holt be given leave of absence for the winter term on full pay, was 

approved.

On motion of Mr. Woodman, the report of Dean Bissell in regard to 

engineering  experiment  stations at land grant colleges, was received and ordered 

spread upon the minutes.

My dear Mr. President: 

November  22, 1916. 

I am asking your attention and that  of the Board of Agriculture to 

the subject of Engineering Experiment  Stations at the land grant colleges and 
universities. 

A brief history of this measure is in order. 

At the instance of the program committee for  the meeting of the Land 
Grant College Engineering Association  (L.G.C.E.A.) which was held in Berkeley, 
California, in August, 1915»  and with the approval of the officers of the Asso 
ciation of American Agricultural Colleges and Experiment  Stations (A.A.A.C.E.S.) 
ingo which the L.G.C.E.A. has now been merged as its Engineering Division, Hon. 
P. G. Newlands, U. S. Senator from Nevada, addressed both bodies on "Federal 
Aid to Engineering Experiment  Stations," (Proc. 29th Annual Convention, A.A.A. 
C.ii E. S. p.146) strongly advocating legislation for such aid. 

At a separate meeting of the L.G.C.E.A., Prof. L. 0. Waller of the 
State College of Washington presented a proposal for the form of a bill pro 
viding, on lines similar to those of the Hatch Act of 1887» for federal appro 
priations" for the establishment and maintenance of engineering  experiment 
stations at those institutions benefited by the Morrill Act of 1862 and acts 
supplemental thereto. 

Both organizations unanimously  endorsed the idea and instructed their 

executive committees to "get busy." 

The executive committee of the L.G.C.E.A. took the initiative, and 

Dean A. A. Potter of Kansas, as Secretary of the L.G.C.E.A.,  and the undersigned 
as President, by correspondence with others of the committee formulated a ten-
t ative bill for the purpose in hand* 

On January 28, 1916, I met Dean Potter by appointment  in Chicago• 

We gare the measure careful consideration and the form in which it was introduced 
into the U. S. Senate by Senator Newlands on March6^-914. 

The Senate referred  the  bill to its Committee on Agriculture and Forestry. 

The committee granted a hearing  on June  2M-, 1916, at which Dean Potter, 

Prof. P. H. Newell of Illinois, Prof. G. R. Chat burn of Nebraska, Dean E. T. 
Coddington of Ohio, Prof. P. P. Thompson of New Jersey  and Dean D. W. Spence of 
Xtxas spoke in behalf of the measure, and written communications were received 
of the same tenor from Hon. J. P. Jackson of Pennsylvania, the Naval Consulting 
Board, the Bureau of Mines, W. R. Whitney of the General Electric Co* and others. 

However, the bill was not advancedby  the Committee, but the publicity 

given try the hearing attracted attention and interest to such an extent that the 
subject of federal aid was given an important  place in the program of the A.A.A. 
C.& E.S. at its meeting in Washington last week. 

Dean Marston, of Iowa, opened with a masterly paper and active discus 
sion followed, participation being invited from opponents of the Newlands bill. 

Before adjournment  the Association voted unanimous approve! of the 

Newlands bill in principle and instructed its executive committee to use every 
practicable  effort to secure its enactment  into law. 

Also, a committee was appointed to meet in New York on Saturday last, 

representatives of the National Research Council and of the Association of State 
Universities  (which is chiefly responsible for opposition to "the bill) for the 
discussion of the measure.  The undersigned was one of. the delegation, • 

The meeting  lasted three hours.  The results are, I presume, *•** 

strengthened convictions for both sides, the National Research Council being 
neutral. 

The significance of the opposition of the American Association of 

State Universities lies in the fact that about fifteen years ago it defeated 
the McKinley bill, which designed to give federal aid to engineerhg experiment 
stations on much the same plan as does the Newlands bill. 

It is unnecessary lere to discuss the motives which prompt  the opposition. 

The essential point is to admit  the strength of the opposition and to combat  it. 

A copy of the Newlands bill, S.  bSfM-, is appended hereto.  Briefly it 

provides for the appropriation of #15,000.00 annually to each land grant institu-: 
tion for the establishment  and maintenance of an engineering  experiment  station 
to conduct  "researches or experiments bearing directly on the various industries 
and occupations of the people" as may  seem advisable or desirable in the respec 
tive Statea and Territories. 

The effect of the bill in my opinion will be to round out the useful 
ness of the  engineering departments of the land grant  colleges as the Hatch Act 
enabled the agricultural departments to better fulfill their mission,r and there 
by contribute to the development  of our nation's resources, to promotion of 
greater efficiency  in times of peace and consequently  in times of stress. 

I believe that greater immediate value to the states and to the nation 
will follow the passage of the Newlands bill than followed the Hatch Act because 
the activities which it will promote can be launched and carried to successful 
issue in the light of twenty-nine years of experience under the Hatch Act, which 
experience is an open book. 

Moreover, I feel certain that one effect of the Newlands bill will be 

new life to the spirit of cooperation between agriculture and mechanic arts, 
which has lately been  characteristic of the land grant colleges. 

I recommend that the authorities" of this College support with all their 

power the Executive Committee of the A.A.A.C.E.S. in its effort to have the 

I Newlands bill enacted into law. 

Specifically, I suggest that the members of the Micnigan congressional 
\ delegation be made acquainted with the bill and its importance to the welfare of 
| the land grant  colleges of this country. 

• It is needless to say that my interest  in the bill is great, backed as 

| it is by the belief that M.A.C. in particular  should have an engineering  experiment 
; station, and that I hold myself ready to help the movement  in every possible way.
