Your  Committee  on  Budget  and  Employees  respectfully  reports  as  follows;

At  the  request  of  President  Kedzie,  we had  on  April  10th  l a s t,  a  confer-

ence  with  professors  Clark,  Plant  .and  Steward,  representing  the  Faculty,  with  ref-

erence  to  salaries  for  the  coming .year*  The^r  present e<t_£o us  facts,  and (arguments

tending  to  show,  and  we think  showing,,  that  the  recent  increase  made  by  this  Board

is  sufficient,  at  least  insofar  as  it  pertains  to  salaries  of  professors  and  asso-

ciate  professors* 

Subject  to  the  conditions  hereinafter  set  forth,we  recommend

the  following  minimum  scale  of  salaries,  which  is  the  scale  recommended .hy  the

Faculty  Committee,  viz:

The.  foregoing  recommendations  are  isade. f i x i ng  a  minimum*  In  thet  judg-

ment  of  t h is  Committee,  it  is  deemed  wise  to  f ix  no  maximum*  There  are  now^ in

these  various  c l a s s i f i c a t i o n s,  men who  are  e n t i t l ed  to  much  more  than  the  m i n i-

mum*  Teachers,  who are  efficient  and  loyal  and  e n t h u s i a s t i c,  should.not'be  handi-

capped  by  t h is  minimum  but  should  receive  s a l a r i es  ranging  from  |600,00-to  #iooO,OO

perhaps  more,  in  excess  thereof*

This  recommendation  i s,  of  course,  conditioned  upon  the  fact  that  we  have

sufficient  money.  By this, we do not mean that  after taking  care of all the other

expenditures, buildings,, repairs,. etc.,: there will be enough left to take  care of

this recommended  increase*.  We think that the salaries of loyal men and women, who

constitute, after all,, the real college,, are quite as important as any other col-

lege  expenditure*  What we mean is that if, after reducing or revising other Col-

lege expenditures or estimated expenditures to the lowest possible minimum, there

shall then be sufficient money to pay the salaries  recommended above^ we are left

to accept one of two contingencies: (a) refuse to adopt the increase urged by the

Facults' Committee and perhaps lose some of our best and most  efficient  instructors

or (b) make the increase even if it produces a deficit and go to the Legislature

for an appropriation to take care of that deficit*  We recommend the latter con-

tingency*
