Board of Trustees Meeting Minutes – 1882 [Begin page 410] March 14th 1882 Board met pursuant to Call of President Abbot & the Secretary at 8 O Clock P.M. in the Secretary's new office. Present Geo W. Phillips Franklin Wells H.G. Reynolds T.D. Dewey President Abbot & the Secretary Members of the Faculty were present at the first evening session & presented matters connected with their respective Department. After hearing from the Faculty the Board adjourned till 8 O Clock tomorrow morning [Range, Broiler] Mr Franklin Wells reported the purchase of a Range & Broiler for the Boarding Hall of John Van & Co of Cincinnati. Cost of Range $250 Cost of Broiler 83.33 [Class Room B.] The Secretary reported that he had made the charge authorized by the Board connecting class [End page 410] [Begin page 411] room B with north room of the Presidents old office. & changing the restroom to the East side of the room & making the required change in the position of the seats Also that he had submitted to the Attorney Gen- eral of the State the questions as directed by the Board at last meeting but has not yet received a reply [Stock good.] Mr Phillips reported that he had exam- ined the Stock on the Farm & found it in fine con- dition [Engineer] It was resolved that the action of the finance Committee in employing an Engineer from Jan'y 1st in place of from Jany 15 be approved [Harrower, Bill] It was moved & Seconded that Prof. Har- rower's bill for expenses in attending Institutes claiming R R. Fare from Albany N.Y be allowed The motion was lost [Armada] Mr Phillips presented a petition of Ag'l Society officers & other citizen's of Armada for one of the next series of Farmer's Institutes to be held at that place. Reserved by the Secretary for file [Butterfield Fat Stock Judge] In accordance with a request from the State Board of Agriculture of Illinois to nominate a Judge for the fat cattle show at Chicago Mr Ira H. Butterfield of Port Huron was nominated & the Secretary requested to notify Mr Butterfield & the Sec'y of the Illinois S't Bd of Agriculture of the nomination [Military] requesting A petition from the Students [illegible in original] instruction in military drill & the whole matter of what the interests of the College require in this direction was submitted to a Committee consisting of H.G. Wells & Franklin Wells [Dr K's Study] It was resolved that the Chairman of the finance committee be authorized to approve Dr Kedzie's bill for Carpeting his study when it shall have been made out upon the proper blanks in the name of the firm fromwhom the articles were bought & receipted by them. [Bath – Presidt. H.] It was resolved that the expenditure of one Hundred & fifty dollars for tank bath tub & forse pump in the Presidents house by a Committee consisting of Prof. Carpenter other President Abbot be authorized. [Books] It was resolved that the Faculty be [End page 411] [Begin page 412] authorized to expend in the purchase of books one thousand dollars of the special appropriation for the Library [Grading Prices of Land Grant] It was resolved that we respectfully urge upon the consideration of the Agricultural state Land Grant Board the importance of an immediate examination & classification of the lands under their care so that they may be graded in price in accordance with their value. [Drip Pipes] Resolved that Prof. Carpenter be authorized to have drip pipes put in the Library & Museum building to carry away the waste water from the cellar. [Librarian Office] moved & seconded It was ^ resolved that the alcove in the north new west corner of the ^ Library room be converted into a Librarians office putting in proper partitions & doors. [Duplicate Keys Carpenter] It was resolved that duplicate keys to all public rooms & halls all Society rooms & class rooms where there are steam works & to all private rooms where it may be necessary to control steam & repair pipes shall be kept on deposit with Prof. Carpenter. [100 Diplomas] It was Resolved that Secretary Baird be authorized to procure the printing on parchment of 100 diplomas [Catalogue] It was resolved that the Faculty be authorized to have 4,000 copies of the Catalogue for 1881-2 printed [Advertise] It was moved & seconded that the Secretary of the College be directed to advertise the College in the Grange visitor until further action of the Board Referred to Franklin wells & the Secretary with power to act. [Water, Wells H.] It was Resolved that Prof Carpenter expend five dollars in making a place for water south of Wells Hall [Steam Repairs] It was Resolved that Prof Carpenter be allowed Stock for to purchase from time to time Such ^ repairs of [illegible in original] Steam Works as is absolutely needed not to expend $20. dollars per month [Pump] Prof Carpenter was also authorized to put a strong well braced pump over the well at William's Hall. [M.S.] It was resolved that the Degree of Master of Science be conferred upon Mr John P. Finlay of the class of 1873 for proficiency in the Science of meteor- ology. [Finley] It was resolved that the President of the Board officially notify General W.B. Dept.] It was resolved that Mr Reynolds & Prof Carpenter be a Committee to take into Consideration the feasibility of establishing a Mechanical Dep't in the College & to Suggest plans & make estimates for the Same [Student Certificate] It was Resolved that the rule forbidding the en- rollment of Students in any class until they exhibit the Secretary's receipt showing that their bills are paid be amended so as to read. "No officer shall enroll a student nor permit him to be present in any class until the student has exhibited to the officer a certificate of the Secretary that his bills are paid. [Farm $135.] It was resolved that Prof. Johnson be authorized to expend one Hundred & thirty five for wagon plows & hay racks & to put some troughs & conductors on the new barn [Cord Wood] It was resolved that the Farm Dep't place 3 ft wood in the college wood yard 200 cords of ^ & the Dep't shall be Credited for the Same at 1.75 per cord for [merchantable?] wood to be approved by the faculty Board. Board took a recess till 1½ OClock Halfpast one OClock wednesday afternoon [Broom Corn] Prof Johnson was authorized to dispose of the broom Corn now on hand either by selling it or getting it worked upon shares Also: [Milch Cows] To purchase not to exceed ten milch Cows also: To pay Mr Cook $40. extra for the building of the new barn when he shall have completed the work according to agreement [Educational Labor] It was resolved that Pres. Abbot & the Prof. of Agriculture be authorized to employ such additional help for the Supervision of Student labor as they may find necessary providing they do not exceed the appropriation for that purpose. [Sorghum Nitrogen] It was resolved that the Board approve the plan of Experiments proposed by Dr Kedzie in the use of Amber [illegible in original] & in attempts to ascertain the Source of nitrogen of plants [Lamps ac] Prof. Harrower was authorized to purchase new Burners for Chapel Chandelier & thermometers for the class rooms [Labels] Prof Beal was authorized to purchase two cords of Locust wood at 10 dollars a cord & have it sawed for labels. the cost to be charged to Sp App. for Dep't of Botany & Hors. Sundries] Also to purchase the following articles. Lamp & oil Can for Bot. Laboratory. A book in which to record specimens Some labels & other small fixtures to aid in putting specimens a of Corn in the Cases. to have ^ box made small handles for [illegible in original] to class room tables. To have two shelves made for books on writing desk. to have a box made to use in poisening specimens and to be allowed to expend $100. dollars of the amount appropriated for experiments in the purchase of seeds & appar- atus. [Veterinary] It was resolved that Pres. Abbot be authorized to offer the veterinary lectureship for this summer to Dr Robt Jennings of Detroit A recess was taken till 7. O.Clock P.M. 7 O Clock P.M. Evening Session [Repair House] Prof. Carpenter was authorized to expend 30 dollars on his house in repairs & inside painting Also: [Steam Heat] To purchase cloth to protect instruments & steam pump from dust. [Moher, Wages] It was resolved that from and after March until otherwise provided 1st 1882 ^ Mr Moher be paid at the rate of two dollars per day for his services as College Carpenter [Farm H. Well] Prof. Johnson was authorized to put down a [drive?] well at the Farm House [Library Cases] The Secretary was instructed to finish the library cases in a similar manner to the wood work of the room viz two coats of oil & one of varnish. [Paint Botl. Laby.] It was resolved that the Mechanical Dep't repair and paint the wood outside of the Botanical Laboratory. [Microscope] It was resolved that the microscope offered to the Board by Prof. Cook for 100 dollars be purchased for the use of the Entomological Dep't. It was resolved that Dr Kedzie be authorized to expend the unexpended balance of the appropriation for his Dep't [Silo & Gates] Prof Johnson was authorized to enlarge the Silo & to have 12 gates made for the farm Dept [Pictures] Pres Abbot Sec'y Baird & Prof. Mac Ewan were appoint ed a Committee to expend one hundred dollars in pictures for the Library [Stock Sale] It was resolved that the expenditure of Franklin Wells & Prof Johnson for expenses of attending Sales of Short Horn Cattle in Chicago be approved [College H. Roof] It was resolved that the Secretary be author ized to expend so much of the appropriation for Repairs of Buildings as may be necessary to put a new roof on the College Hall. [Veterinary] Pres. Abbot was authorized to pay $300 for a Lecturer in Veterinary. [Price of Board] It was resolved that the Secretary at the next meeting ^after the Close of each term report to the Board classified in writing a ^ statement of the expenditures on which the price of Board is estimated [Bdg. Wednesday morning 8 O.Clock It was resolved that when this meeting adjourn it be to meet at Jackson on Wednes- day Sep 20 at 11 OClock AM at the office of the Pres. of the State Ag'l Society [Officers Reports] It was resolved that the officers of the Coll- ege in their annual report to the President of their for the year ending Sep. 30th 1882 be requested to to give considerble fulness ^ the condition of the departments, their buildings, courses of instruction & means of illustration & experimentation & in ad- dition suggestions for the enlargement & perfection of their Departments [Leaves of Absence] The Board granted the following leaves of Absence. Abbot be authorized to offer Prof. Frank A. Gulley the Professorship, of Horticul- ture with a Salary at the rate of eighteen hundred dollars a year to commence at such time subsequent to Jan'y 1st & previous to the beginning of the Spring term of 1883 as Mr Gulley may enter upon duty [Satterlee, Hort.] It was resolved that if Mr Gulley is not secured for the Hort Dep't the place be offered to Mr James Satterly under Similar conditions [Green H. Sales to be in charge of Prof Carpenter [Extra for Pumping] It was resolved that the students be charged an additional amount thirty five cents a term to cover cost of pumping water heretofore included in the cost of Board [Water Pipes] It was resolved that pipes for cold water be laid in the basement & first floor of Wells Hall at a Cost not to exceed twenty five dollars [Secty Stove] It was resolved that the Secretary be authorized to purchase a larger stove for his office & that Prof Carpenter be instructed to place the stove now in Secy's office in Prof Cooks Study [Gr H. Abbot be appointed a delegate to the Conventions called in Washington DC by the Com. of Agriculture this winter [Joint Meetg.] It was resolved that the Second Wednesday in June be set appart in which to receive at the College the officers & Executive Committee of the State Agricul- tural Society State Horticultural Society & State Grange [Library afc] The Secretary was instructed to transfer to the credit of the Library at the end of each year all receipts for extra examinations [Prof. Harrower Salary] It was resolved that Mr Geo H. Harrower be Prof. of History & Political Economy from Jany 1st 1882 with a salary at the rate of Eighteen hundred dollars a year [Mallory Resigns] Mr Mallory presented his resignation as Steward of the College to take effect Jan'y 1st 1883 [ " " ] It was resolved that the resignation of Mr Mallory be accepted: provided that the same shall date from the 1st day of Dec 1882 & all expenses connected with the Stewardship shall cease at that date except his cash Salary which shall be continued to him till Dec 31st [Garden teamster] It was resolved that the extra garden teamster have rooms & board at the farm house on the usual terms. ed The Board proceed^ to the election of a member to fill the vacancy occasioned by the death of Hon. J Webster Childs. [W.B. McCreery Bd. of Agrl.] Hon. Wm B. McCreery of Flint was the unanimous choice of the Board. [Dr Beal's Title] It was resolved that Dr Beal's title be changed to that of Professor of Botany & Forrestry & Curator of the [End page 421] [Begin page 422] Botanical Museum [Landscape Gard.] It was resolved that Landscape gardening be taught by the Prof of Horticulture [Signal Service] Pres. Abbot & Dr Kedzie were appointed a committee to obtain information relating to the System of State Signal service & report to the Governor of the State [Sorghum] Dr Kedzie was authorized to sell that surplus of Sorghum Syrup he has on hand & that the receipts be placed to the credit of the fund for experiments in Sorghum culture. [Botanl. Laby.] It was resolved that Prof Satterlee hear his classes in the Botanical Laboratory. [Framed. Students work] Dr Beal was authorized to have Students work bound & framed at a cost not to exceed 12 dollars [Wild Garden Catalogue] extra Also to have 800 ^ copies of the account of the botanic garden & fifty copies of his report printed for use of Faculty Students & visitors [Experiments] It was resolved that Dr Beal be instructed requested to make to the Board at their next meeting a written report of his experiments for the two years ending Dec 31st 1882 [Legislative. Com.] Franklin Wells & Wm B. McCreery were appoint ed a Committee to submit our estimates to the Legislature. [Sorghum] Dr Kedzie was authorized to attend the Convention of Sorghum manufacturers at St Louis Mo Dec 13th & to visit & examine the Sorghum Factory at Cham plain with a view to investigate the methods of making Sugar from Sorghum: the expenses to be defrayed from the Sp App for experiences in the Chemical Dep't. [G.W. Childs Resolutions] The following resolutions were presented by Pres. Abbot & Unanimously adopted Resolved: that we learn with deep grief of the death of an associate on the Board the Hon. James Webster Childs whose long devotion to the interests of the College and wise counsels in its management render his death a loss to the Institution greatly to be deplored. Resolved: that we have lost in Mr Childs one whom we have held in high esteem for his Christian virtues and warm sympathies and one in whom each of us found a warm friend & that the State has lost one of its most illustrious citizens whose purity of life & pat [End page 422] [Begin page 423] riotic spirit deserve to be long and admiringly remembered Resolved: that we tender to his bereaved wife & family our deep sympathy in their affliction and that the President of the College be requested to transmit to them these resolutions.
